CONTINGENCY (RISK)
A provision developed from Monte Carlo simulation analysis for unusual conditions that could adversely affect the cost and schedule of a project. It covers the associated cost and time impact of events that normally are not likely to occur during project execution. Examples of these unusual conditions would be labor disputes, extreme weather conditions, force majeure events and financial risks to the project not covered under the contract.
It can also take the form of a provision to cover possible failures in meeting liabilities and guarantees set by the terms and conditions of the Contract. These types of conditions might include process and performance guarantees, penalty clauses specific to project liabilities and damages.
CONTINGENT ITEM (Forecast)
An existing condition, situation, or set of circumstances involving uncertainty that may, through one or more related future events, result in an increase or decrease to profit. If there are any changes in the quantity to be fabricated, they shall be reflected in the AFC estimates. The ―man-hour factor‖ to be used in calculating the AFC man-hours should be the same as what was approved at the bid stage. If the quantities change then adjustments are made to the Progress Budget.

HSES OBJECTIVE
A statement relating to HSES that is written in terms of specific measurable time-based and verifiable outcomes that challenge the originator (vessel, facility, Operating Unit, etc.) to achieve the desired goals. Dependent upon usage, GOALS are general in nature, while OBJECTIVES are specific, measurable and time-based.

performance which provides a framework for action and for the setting of HSES objectives and targets.
HSES TARGET Detailed (quantified) performance requirements that are developed in order to achieve established HSES objectives.
HURDLE RATE
The minimum rate of return satisfactory to management used (i) to discount a series of cash flows for the purpose of calculating the net present value of an investment (―NPV‖), and (ii) to compare to the internal rate of return (―IRR‖) of a series of cash flows. Negative net present values determined using the hurdle rate or IRRs below the hurdle rate would be unacceptable, hence the ―hurdle‖. The hurdle rate is generally the weighted average cost of capital of the company as agreed by management from time to time, but can be adjusted up or down to account for risk or lack thereof specific to a given situation. For example, the hurdle rate for new technology would be higher than the hurdle rate for a monopoly investment.
