1.0 INTRODUCTION

Conestoga-Rovers & Associates (CRA) was retained to prepare an Acoustic Assessment Report (AAR) for Toronto Zoo's proposed anaerobic digestion facility, owned by ZooShare Biogas Cooperative Inc., to be located at Lot 4, Concession 3, in Scarborough, Ontario (Facility). The Class 3 Anaerobic Digester Facility will produce 500 kW of electricity to be created from the combustion of biogas. The site is located on an isolated peninsula of land located between wooded slopes down to Meadowvale Road on the west and the existing composting operation and a hydro corridor in the valley to the south and the Rouge River valley to the east. The AAR has been prepared as the Noise Study required by Ontario Regulation 359/09 and Ontario Regulation 521/10 in support of ZooShare Biogas Cooperative Inc.'s Application for Renewable Energy Approval (REA) since the Facility does not meet the minimum required separation distance to the nearest off-site sensitive point-of-reception defined using the Ontario Ministry of the Environment (MOE) Noise Screening process. The Facility produces electricity from the combustion of biogas from farm sourced organic materials and will operate 24-hours per day, 7 days per week. The AAR presented herein provides an evaluation of the potential noise impacts from Facility noise emissions generated during normal unlimited 24-hour operations on the sensitive receptors located nearest to the Facility. The AAR was prepared consistent with the following MOE guidance: • NPC-233, "Information to be Submitted for Approval of Stationary Sources of Sound,

October 1995"

• "Appendix A – Supporting Information for an Acoustic Assessment Report or Vibration Assessment Report Required by a Basic Comprehensive C of A" as specified in the MOE guidance entitled "Basic Comprehensive Certificates of Approval (Air) – User Guide, April 2004"

• NPC-205, "Sound Level Limits for Stationary Sources in Class 1 and 2 Areas (Urban), October 1995"

• NPC-103, "Procedures, August 1978"

The Facility is located on land that is zoned Open Space. The land uses immediately surrounding the Site are a mix of Open Space, Residential and Institutional uses. A zoning map and definitions are provided in Appendix A.

The Facility is located in an Acoustical Class 2 area defined by NPC-205 as a mixed acoustical environment with an elevated acoustic environment during the daytime due to human and commercial/industrial activity and a low ambient sound level during the nighttime period, defined by natural environment and infrequent human activity.

2.0 NOISE SOURCE SUMMARY

This AAR focused on the sound emissions from the noise sources identified at the Facility with a potential to adversely impact the sensitive receptors. The Noise Source Summary is provided in Table 1 and the noise source locations are identified on Figure 1. CRA evaluated the following significant noise sources identified by the Cadna ID numbers: • Engine Exhaust Stacks #1 (S1)

• Engine Room Roof (S2)

• Engine Room Walls (S3-S5)

• Truck Route - Manure Delivery (T1)

• Truck Route – Liquid Delivery (T2)

• Truck Route – Loading Digestate (T3)

Indoor equipment was evaluated as breakout noise emitted from building façades and roof-tops as follows: • One 500 kW engine mechanical noise (IS1)

There are no significant sources of impulse noise or vibration at the Facility. The other noise sources at the Facility have not been included since they are considered insignificant contributors to the overall Facility noise level at the sensitive receptors. A summary of insignificant noise sources and qualitative comments are provided in Table B.1 of Appendix B.

3.0 POINT-OF-RECEPTION SUMMARY

The identification of appropriate sensitive point(s)-of-reception is necessary to conduct the Assessment for the Facility. A "point-of-reception" is any point on the premises of a person where sound, originating from other than those premises, is received. The point-of-reception may be located on permanent or seasonal residences, hotels/motels, nursing/retirement homes, rental residences, hospitals, campgrounds, parks, schools, cemeteries, or places of worship. The objective of this AAR is to determine the predictable worst-case one-hour equivalent sound level (one-hour Leq) at the worst-case point(s)-of-reception (POR). The worst-case point(s)-of-reception is (are) defined as the sensitive receptor(s) with the greatest potential exposure to the Facility noise sources due to proximity and direct line-of-sight exposure. The worst-case sensitive (POR's) have been identified as follows: • POR1 – nearest facade of a two storey residence on Kirkham Road approximately

420 m southwest of the site, modelled at a height of 4.5 m AG

Existing residences (POR 1) have been constructed on surrounding land zoned for Open Space use surrounding the Facility. Similar residential development applications could be considered in the nearby area as they are not prohibited. Therefore, CRA has evaluated three additional PORs labeled PORA through PORC that represent hypothetical, future residential development. These PORs were selected as worst-case based on noise impact, proximity to the facility, and direct line-of-sight noise exposure. • PORA – nearest future residential development location on the surrounding land

approximately 50 meters (m) east of the site (4.5 m above grade [AG])

• PORB – nearest future residential development location on the surrounding land approximately 50 m south of the site (4.5 m AG)

• PORC – nearest future residential development location on the surrounding land approximately 50 m west of the site (4.5 m AG)

The locations of the worst-case PORs are identified on Figure A.1. All POR locations within 1,000 m of the Facility were considered. However, only the noise impact at the worst-case PORs and most exposed elevations are presented herein. All vacant lot noise receptors were considered in the assessment.

4.0 SOUND LEVEL SPECIFICATIONS

Manufacturer's 1/1 octave band sound pressure level data was used for the exhaust and mechanical noise from the 500 kW engines at a distance of 1 meter. The Truck sound level data is referenced from the UK Department for Environment, Food and Rural Affairs (DEFRA) Noise Database for Construction Noise document, specifically DEFRA Table 1(c) #16 for Transport Truck Route – 26 ton. A copy of the manufacturer's sound level specifications for the engines is provided in Appendix D. Table C.1 provides a summary of the Facility's noise source specifications.

5.0 ASSESSMENT CRITERIA

Assessment criteria may be determined for a POR based on the MOE's minimum exclusionary sound level limits, as presented in Table 205-1 of NPC-205, in comparison to the background sound levels experienced in the area. The "background sound level" is defined as the sound level present in the environment that is produced by noise sources other than those from the Facility, and would include traffic sound levels and sound from neighbouring industrial/commercial activity. The higher of the two assessment criteria is selected for the purpose of compliance assessment. The Facility is located in an Acoustic Class 2 Area. Class 2 Areas have the following generic minimum sound level limits expressed as a one-hour equivalent sound level (Leq) that can be applied to assess the sound levels emitted by the Facility noise sources: Time of Day Minimum Sound Level

7:00 a.m. to 7:00 p.m. 50 dBA

7:00 p.m. to 7:00 a.m. 45 dBA

The MOE minimum nighttime noise limit of 45 dBA was selected as the most conservative criterion for the purpose of compliance.

6.0 IMPACT ASSESSMENT

6.1 STEADY STATE SOUND LEVELS

The worst-case assessment of steady-state noise sources at the selected points-of-reception was based on manufacturer's data or representative sound level data. Cadna A Acoustical Modelling Software (Cadna A), version 4.3, was used to model the potential impacts of the significant noise sources. Cadna A calculates sound level emissions based on the ISO 9613-2 standard "Acoustics – Attenuation of Sound during Propagation Outdoors". The worst-case cumulative Facility-wide attenuated sound levels estimated at the receptor(s) included attenuation affects due to geometric divergence, atmospheric attenuation, barriers/berms, ground absorption and directivity, as applicable for all significant noise sources. The heights of the buildings that were used in the model are presented on Figure 1. Cadna A modelling assumptions used in this AAR included: • Noise Sources: All sources were modelled using the 1/1 octave band data from

manufacturer's sound level data. All sources were modelled as point sources, line sources, area sources or vertical area sources. Moving point-line sources are based on the input sound level data and the physical dimensions of the travel path for the mobile sources. The engine room roof was modeled as an area source whereas the four walls were modeled as vertical area sources.

• Noise Source Elevation: The heights of the sources are summarized in Table C.1 of Appendix C.

• Reflection Order: A maximum reflection order of 1.0 was used to evaluate indirect noise impact from one reflecting surface.

• Ground Absorption: The model was set up with a conservative ground absorption factor of 0.25 to represent asphalt surfaces, a value of 1.0 was used to represent absorptive areas of grass, and a value of 0.5 was used to represent loose gravel surfaces.

• Receptor elevation: POR1 was modelled with a height of 4.5 m to represent the two-storey receptors. PORA – C were also modelled with a height of 4.5 m to represent the two-storey receptors.

• Noise Source Directivity: Directivity was not applied to any sources.

• Tonality: A +5 dBA adjustment was applied to tonal sources.

• Building Surfaces: Buildings were modelled as reflective surfaces.

• Terrain: Flat terrain was assumed to be conservative.

On-site truck traffic, identified as Sources T1, T2, and T3 were modelled as moving-point line sources. Truck activity for each route is summarized in Table C.1. The Cadna A configuration and sample calculation for PORA are provided in Appendix E. 6.2 INDOOR NOISE SOURCES

The Engine Room building includes the following indoor noise sources: • One 500 kW Jenbacher engines (Source IS1)

The Engine Room Building walls are constructed of 10 gauge steel or equivalent. It was assumed that the building is a solid structure with no windows, doors or gaps.

6.3 NOISE ABATEMENT PLAN

The worst-case cumulative attenuated sound levels (attenuated 1-hour Leqs) estimated at the point(s)-of-reception were based on the following noise sources and associated abatement or acoustic equivalent measures to be installed and minimum performance reductions (dB) specified by octave band (31.5 Hz to 8,000 Hz). Phase 1 - Noise Control Measures (Table 2B) Phase 1 of the Noise Abatement Plan requires a silencer to be installed on the Engine Exhaust Stack #1 (Source 1) capable of the following insertion loss values:

Phase 2 - Noise Control Measures for Future Residential Development (Table 2C) The following controls are required to achieve compliance at the all four (3) hypothetical receiver locations POR A through C that may be subject of future residential development. The cumulative attenuated sound levels (attenuated 1-hour Leqs) estimated at the PORs were based on the following proposed abatement measures. Phase 2 of the Noise Abatement Plan requires a silencer to be installed on the Engine Exhaust Stack #1 (Source 1) capable of the following insertion loss values: Noise Control #1: Silencer for Engine Exhaust Stack #1 (Source 1) Octave Band 1 2 3 4 5 6 7 8 9

The insertion loss values associated with the Phase 2 silencer replace the Phase 1 silencer and are total insertion loss values required. B1 & B2 Barrier Walls B1 barrier wall is a 56 m long barrier wall, with a minimum height of 3.0 m above grade, extending north to south on the west property line as show on Figure 1. The barrier wall must be constructed of a non-reflective acoustic material, continuous structure with no gaps, and constructed of a durable material having a minimum surface density of 20 kg/m2. Cadna A calculated the barrier sound level reductions at each applicable POR. The attenuated sound levels estimated at the POR(s) are summarized in Table 2C.

7.0 CONCLUSIONS

The attenuated steady-state sound levels estimated at the existing and worst-case PORs are below the MOE's minimum sound level limits, as summarized in Table 3. The attenuated steady-state sound levels estimated at the PORs were based on the implementation of the proposed controls defined in the Noise Abatement Plan defined in Section 6.3, or the acoustic equivalent. The Phase 1 noise controls will be installed during Facility construction and prior to start-up. Phase 2 abatement measures will only be installed for the hypothetical PORs A through C at such time that a residential building permit is received by the City of Toronto to build a residential home at these possible locations. ZooShare Biogas Cooperative Inc. will evaluate which control(s) are necessary to achieve compliance at the specific location proposed for residential development. CRA recommends that any future equipment contribute less than 30 dBA at the applicable POR(s).
