SİXTH İNTERNATİONAL MEETİNG
Edirne Provincial Directorate of National Education hosted the sixth international partners meeting
in Edirne between 07 – 09 th of May 2014.
This international partners meeting also hosted local, regional and national shareholders of the
project. Edirne Meric Primary School, Edirne Public Education Center, Edirne Center for Migrants and
United Nations partners institution in Turkey: Association of Solidarity with Asylum Seekers and Migrants
Istanbul branch joined meetings and shared their presentations about the current issues and activities
being carried out in Edirne and Turkey on the project topic.

Association of Solidarity with Asylum Seekers and Migrants Istanbul branch representative Ms.
Dilşah Şaylan has shared a presentation about their activities being carried out in Turkey with
cooperation of United Nations.
After presentation of ACMEI Project activities and information on the topic, visitors had the
chance to visit institutions of local project stakeholders. Edirne Meric Primary School has prepared a
show and visit to classes and teachers of the school which is a partner of the Project activities in Edirne.
Principal Ms. Nezahat SATICI (Projects Contact Person for Edirne Provincial Directorate of National
Education) has made a presentation about the adult courses and primary school teaching activities being
carried out in their school within the context of the project.

Participants of the meeting also had the chance to visit Edirne Adult Education Center, and their
courses for people with migration backgrounds and disadvantaged people. Ms. Tuğba Ekrikaya shared
information about courses being carried out by Edirne Adult Education center under framework of the
project. Since the topic of the Project, Integration of Migrants becoming more popular everyday in
Turkey, 6th International Partners Meeting of EU LLP Grundtvig Learner Partnership Project "Active
Methods for European Integration" which was organised by Edirne Provincial Directorate of National
Ecuation between 7-9 th of May 2014 Edirne, TURKEY has received interest by local and regional media.

Articles about the best practices must be evaluated during July.
We must check the use of these best practices with our local partners in order to have a feed-

We must write an article about the evaluation of the tools.
First week of September we must finalize of testing the tools in order to be able to close the
project.
Pia makes a summary about the disseminating activities of Sinergia in Italy. They will present the
project in local events and workshops.

BEST PRACTICE RECOMMENDATIONS OF PROJECT PARTNERS
Best Practice Recommendation of Sinergia Società Cooperativa Sociale, ITALY
“MISS – Mediazione interculturale sociale scolastica” (European Fund for the Integration of third-country citizens, Action 5 "Intercultural Mediation", 2012)
General objective was to implement a working model focuses on the social and cultural mediation as
a method for the integration of immigrants in the school and the city.
The most interesting aspect of this project is the action on three target groups – students (italian and
foreign), teachers and school operators, families – to improve activities aimed to provide for the professional
development of teachers and intercultural mediators in schools, support schools in the action of school
placement of ımmigrants children with intervention and prevention actions, promote the integration of
immigrants through actions of social animation involving teachers, students and families, italian and foreign.

Best Practice Recommendation of Edirne Provincial Directorate of national Education, TURKEY
Re.Se.M. Puglia (Reliable Services for Migrants) - Multi-purpose center for the migrant
Offered Project focuses on creating an interface between migrants and refugees and related institutions and public services offered for them. Established by Reigonal Grants of Apulia, Re.Se.M. Puglia center was made to give support to migrants and refugees who live in Apulia. The thousands of refugees recognized by the Territorial Commission, due to many administrative procedures (renewals stays and travel documents, family reunions, change of residence) continue for years to gravitate especially in the areas of the greater towns of the Region. The Re.Se.M. center facilitates the integration of the "new citizens" offering a material help, supporting and acting as an interface with the institutions and public services. Depending on recent changes of Turkish National Migration Legislation and bilateral Readmission Agreement between European Union and Turkish Republic, that Project is highly implementable by newly established Provincial Directorates of Migration. These centers could create links between public, legal, educational, health and social services providers and combine them under the same roof to be served for migrants and refugees.

Best Practice Recommendation of Fundación De La Comunidad Valenciana Del Pacto Para Empleo, SPAIN
Artezian During the fourth project meeting of ACMEI (Active Methods for European Integration), which took place in Bitonto,
the project partners had the opportunity of visiting the cooperative of ARTEZIAN in the surroundings of Bari.
ARTEZIAN is an integration tool targeting to support immigrants by providing them equipment to develop different
kind of jobs.
The model is quite similar to the Spanish model of Sheltered Workshops but with immigrants as target group. But the
working is quite close: the public authorities create the right atmosphere to include the target group in the labour
market through a kind of self-employment activity. This allows the participants to improve their personal and
professional skills as much as developing an economic activity: working, paying taxes and getting a minimum rent
which means covering basics needs of the family.
During the past years, the Sheltered Workshop model of Valencia has meant the labour inclusion of thousands of
disabled people in the labour market. This shape of company provides them with a job in a normal company
developing a normal job, allowing them to emancipate from family home and planning their own independent life.
The services they offer are: Cleaning, small removals, porterage, gardening, recovery bulky and a small tailoring for
women for the production of traditional Roma clothing and oil olive production.
Why not to think about creating the same model in Spain targeting immigrants?
In ARTEZIAN, we saw the result of an agreement between the city and the more than 130 ROMA people living there:
“we send the kids to the School in place of sending them for begging, but you will provide me with machinery and
equipment to develop an economic activity. Thus, I will be able to cover basic needs of kids and they won’t be waiting
for begs at the traffic lights”.
It seems that ARTEZIAN is one integration method to be studied by those immigration supporting services which are
working on integration issues.

Moreover, the budget that comes from public bodies can be returned in shape of taxes thanks to the economic activity
that they are implementing. Participants of this project have a job, they contributes to social security, they are not
begging at the traffic lights, they earn enough money to afford daily life, kids are studying and they have their own
house.
Looking at these reflections, there is no reason not to start to implement such kind of projects with immigrants,
especially those who are at social exclusion risk.
Let’s inform our public authorities about the convenience of studying this model based on the idea of improving the
quality of life of immigrants and improving the capacity of our society of integrating foreign people in a quick, easy and
practical way…!

ACMEI FINAL SET OF TOOLS As final output of the project implementation Acmei consortium has provided a cd-rom named
“integration … instructions for use” which contains the selected usefull tools refereed to the
four areas of research: EDUCATION AND TRAINING, LABOUR MARKET, RECEPTION AND
INTEGRATION, SOCIAL INTEGRATION.
In the first area of research we insert a “Welcome protocol for school ıntegratıon of foreıgn
students” prepared by Prof. Alberto FORNASARI, professor of Social and Intercultural
Pedagogics at the University of Bari “Aldo Moro”, a training material for teachers about the
“School evaluation of foreign students” and an example of Equivalence of qualifications to
recognize qualifications of other non European countries in the framework of Bologna process.
About the job integration there were selected a Carrier Guidance Sheet annexed to the
Europass Cv format, and a Training Booklet and videos to work in safety (Multilingual).
IN the area of receptıon and ıntegratıon we selected a Language Cafe Implementation Guide, a
simple activities to facilitate the cultural and linguistic integration of foreign people.
Finally, in the area of socıal ıntegratıon were selected, in the specifi area of health connected
with cultural issues, a leaflet about Information on vaccinations (Multilingual) and a Booklet
named “AN INFORMED DECISION WHEN TO HAVE A CHILD” (Multilingual)
