Puliyapang is a Wonnarua word for Whirly Wind path way.

Before time was created, Biami our creator stood on big Yango and looked onto little Yango and across the empty lands. He called upon Puliyapang and directed him to move across the lands. As Puliyapang spun across the lifeless land, he pull in all

the resources needed by Biami to build mountains and to shape the lands.

As Biami created the hills and the valleys, he spoke to Puliyapang and guided him to make channels for all the gullies and creeks. Puliyapang spun and twisted, he spread the valleys and pushed back the earth to make mountain ranges, continuing to shape the land. As Puliyapang started to slowdown and finish his work Biami took Puliyapang and told him.

As the first Puliyapang project, the Western Sydney Billboard project saw delivery and construction of six advertisement billboards for the new Sydney Airport.

Puliyapang’s contract included the following scope items to ensure a successful delivery of:

• Brand and Messaging development• Graphic design which included a

rendered fly through presentation for the Ministers approval

• Geotechnical investigation

• Structural design • Sign manufacture • Fabrication, Construction and

Installation

Through the delivery of this project Puliyapang engaged the services of a Supply Nation Certified business for the sign printing and installation onto the structure. Through the execution of the works an additional supplier was identified as being a majority indigenous owned business. With Puliyapang’s support this business is on the path to become Supply Nation registered.

Puliyapang has been engaged by the Aboriginal Housing Office to undertake the design and installation of 315 solar system to reduce the energy bill pressure for disadvantaged and vulnerable households in the Armidale area.

The overall objectives of the project included:• Install Solar PV systems on AHO

properties• Reduce energy poverty/hardship for

AHO tenants• Increase tenant knowledge and

confidence about utility use• Increase tenant knowledge about

support programs and services

Puliyapang’s scope includes:• Community consultation campaign to

advise tenants of the planned works.• Site Inspection and Design• Installation and Commissioning

A significant outcome for Puliyapang on this project was to realise the opportunity for indigenous participation through employment.

The project is currently achieving a local indigenous employment rate of 50% within the installation teams and has seen the creation of an electrical apprenticeship.

Puliyapng scope is for the provision of services to undertake desktop analysis, field reconnaissance and stakeholder engagement to identify suitable sites for new GNSS ground station infrastructure in predetermined areas across WA, NT and QLD.

The GNSS ground stations are critical to realising national positioning capability and will allow all Australian’s to have access to reliable positioning and location data across areas with mobile coverage.

Our scope includes

A desktop site selection analysis process to select suitable sites to progress to field reconnaissance, including a geotechnical understanding, land tenure and community, traditional owners, consultation and approval to access site.

Field reconnaissance undertaken to ascertain the most suitable sites for further consideration and planning. In addition to verifying the technical

aspects of the desktop study.

Face-to-face meetings with key local contacts (such as local authorities, traditional owners, landowners etc).

Production of a final report on each site selected with a recommendation of the most suitable sites.

Execution of this work involves travel to some of the most remote parts of Australia which requires a very detailed a robust journey plan.

This plan had to address suitable means of travel and most importantly a fully consultative process with the traditional land owners.

During the project Puliyapang will be providing educational presentations to the local schools within the communities visited to explain the works.

Development of the scope also includes identifying potential community contracting and employment opportunities for consideration in the next phases of the project.

Puliyapang has been contracted to develop and implement the Murujuga Rock Art Monitoring Program on behalf of the Department of Water and Environmental Regulation.

The five year program will monitor, evaluate and report on changes and trends in the integrity or condition of the rock art and whether it is being subject to accelerated change and to determine whether anthropogenic emissions are accelerating the natural weathering, alteration or degradation of the rock art.

Murujuga is home to the largest, densest and most diverse concentration of Aboriginal rock art in the world and is currently nominated for UNESCO World Heritage lising in recognition of it’s outstanding Aboriginal cultural value.

Murujuga Aboriginal Corporation (MAC) rangers will work alongside the Puliyapang team and receive training to gain new skills as the custodians of Murujuga.

ProjectsTraffic Impact Assessment: Glendell Continued OperationsClient: Umelt for Mount Owen Pty Ltd (Glencore)

Completed: November 2019

Puliyapang was engaged by Umwelt to provide the traffic impact assessment required to support the Environmental Impact Study for the Glendell Continued Operations Project.

In the execution of this project Puliyapang was required to complete the following scope items:

• Gap analysis and collation of data.

• Existing conditions assessment covering existing road networks and traffic volumes.

• Capacity assessment at intersections and traffic routes for construction and operational phases.

• Impact assessment of potential

road issues during construction and operation

• Suggest proactive mitigation strategies and assess road maintenance contributions for any issues arising from the project.

• Consultation with local Councils and Roads and Maritime Services (RMS).

• Preparation of a Traffic Impact Assessment (TIA) for inclusion in the EIS, in accordance with all relevant NSW Government guidelines such as RTA’s Guide to Traffic Generating Developments, and RMS’ supplements to Austroads and Australian Standards.
