FOREWARD

Urban Development and Poverty Alleviation Department is rendering its

effort towards sustainable development and growth of urban city and towns in

Mizoram through various National Schemes and missions and had achieved

remarkable outcome in the state for the welfare of urban societies especially the

weaker sections. Urban development is a big challenge for every city and state

as it invites many challenges and issues, although the state has undertaken

various kinds of actions to improve urban infrastructure and economy of urban

areas in Mizoram, no state owned specific plan, initiatives and action was

recognized in the state before the New Economic Development Policy that was

launched in 30th September 2016.

India has a total population of 1,210.2 million and out of this, 68.84% is

the population of rural areas and the urban areas comprises of 31.16%. As for

the state of Mizoram, rural population is 48.49% to the total population of the

state and the urban population is 51.51% to the total population. Mizoram’s

urban population percentage is very high as compared to the urban population

percentage of India, however; increase in urbanization is a healthy mark of the

State as the contribution of urban economy is highly crucial for the development

of the state economy as well. NEDP addresses the problem of transitional gap

that arise due to urbanization and its effect, such as transition from traditional

farming method into contemporary livelihood method, lack of infrastructure in

rural and urban areas, competition among entrepreneurs etc, all these affect the

state economy and live- ability in the state.

Keeping in mind the above mentioned issues in urban administration, The

department has taken its initiatives to have smart, clean and flourishing city and

urban towns, The Urban Development and Poverty Alleviation Department

plays an active role and is driving all urban development initiatives in Mizoram,

among which NEDP is one of the most important and effective programmes

being implemented by the department.

ACHIEVEMENT REPORT OF NEDP 2016 – 2017

1. Composite Infrastructure Development for Urban Areas/ Localities schemes

= Rs 1500 lakh.

The Scheme covered Aizawl city and five other District towns

LungleiChamphai, Serchhip,Kolasib and Mamit

Urban infrastructure Components mainly includes:

- Public Amenities and Utilities

- Drainage System improvement

- Improvement of Internal Roads

- RCC Culvert/Bridge

- Protection work(retaining wall)

- Vertical linkage(Masonry/RCC steps)

- Masonry/Cement Concrete Flooring.

The above said infrastructures were constructed based on the needs and

proposals from local authorities and fund was allocated among various localities in

urban areas. Mizoram, being a steep and hilly terrain, there needs to be construction

of various protection works to avoid landslide and possible disaster; moreover,

connectivity and drains in urban areas are also improved with fund received from

composite Infrastructure development fund under NEDP

delivery, efficiency & cost reduction, besides, modern technology such as mobile apps which has

developed during the last five years has become very essential and benefits the government servants

in implementation of various National and state Missions/Schemes in a faster and effective manner.

Urbanization has led to an increase in business centers, various urban

constructions and moveable assets like public and private vehicles, without proper

planning and traffic management, a city become congested and cause difficultiesin

movement within the city, to resolve the issues encountered byAizawl city,

Aizawl city junction improvement project was initiated in the year 2016-2017

under NEDP.This is the pet project of hon’ble minister UD & PA department, and

the project was headed by UD & PA department, various departments such as

public Works department, Public Health Engineering Department and Service

Provider like BSNL etc are coordinating enthusiastically for the success of this

project. This project has benefitted public by resolving various traffic problems

that has emerged inaforementioned junctions.

Enormous increase in population,

urbanization and lack of awareness among

public results in an increase in urban waste,

these, without proper management and

treatment can hamper the urban health,

environment and can become very harmful for

environment and an obstacle for the growth of

the city and for future generations. This

requires an infrastructure, scientific treatment

of waste as well as an awareness among the

urbanites as cleanliness can only be achieved

through people’s participation and is a contribution everyone has to make, to tackle

this issues of major environmental concern, the department is initiating projects for

solid waste management through SBM Mission and funding from various sources and

as a means of convergence mission, Urban development and poverty alleviation

Department had instigated Sanitation and Cleanliness drive in all covered Urban

towns and Districts. Through this motive under NEDP 2016-2017, many urbanites

were educated and were made aware of environmental conservation.

Urban Development & Poverty Alleviation Department has been working on

Cleanliness and sanitation since its existence, Under National flagship Mission

i.eSwachh Bharat Mission, which was launched in 2014, various cleanliness activities

and targets were achieved by the Department, all 23 urban towns in Mizoram were

declared ODF status and out of which 21 were certified ODF status by Quality control

of India after spot verification, the remaining two are soon to be declared too, besides,

all 23 towns were participated in SwachhSurvekshan 2018, awareness were created

through Information, education and communication activities in all the covered towns,

all missions and projects under the department were converged wherever possible for

the benefit of the people , and hence, as a means of convergence and one of

sustainable development initiatives for public welfare, the Department had purchased

public bins under NEDP 2017-2018 for district towns;this is expected to serve as

useful means for cleanliness of public places in towns.
