Year in Review | 2
A MESSAGE FROM THE PRESIDENT This past year has been very dynamic and full of changes—changes within government, the Alberta Medical Association and the College. With change, there is always growth and opportunity. Over the past year, the ACFP has formed important collaborative partnerships externally and saw its membership grow. These positive steps could not have been made without the efforts of the countless volunteers who represent the ACFP in various roles across the province. I am truly proud and thankful to be a part of this organization.
Realizing a Vision During my time as President I have taken a strong interest in furthering the vision of the Patient’s Medical Home, clearly articulated in the new Vision for Canada: Family Practice: the Patient’s Medical Home released by the College of Family Physicians of Canada in September. Family Practice and the Family Physician have a vital role in the health of our communities and the individuals that make them unique and vibrant—it is imperative that this role be represented as new standards and delivery models are considered. Thank you to all those who contributed to the Medical Home Leadership Forum where many successful medical home models were discussed and the notion of leadership was explored within that context. The results of the forum will be circulated to the forum participants and will be posted on our new website to be used to assist others in duplicating and building on the success of others.
An Active Voice The Alberta College of Family Physicians continues to be invited to the table to assist in design, delivery and evaluation of many initiatives and developments in health care. With such a strong and active membership, the ACFP brings the voice of primary care, the patient, the interdisciplinary and collaborative teams and the family physician to the dialogues with policy makers, standards and guideline development and the vision builders in Alberta. Through efforts to advocate and educate, the profession of Family Medicine continues to be respected, medical students are choosing family practice as a career choice, family physicians are being recognized for their contributions to population health and people are looking for a place to call their Medical Home.

STRENGTHENING RELATIONSHIPS To advance excellence in family practice and raise the profile of family medicine, ACFP leadership continued to build relationships with key stakeholders including:
• Alberta Health Services – Throughout the year, the ACFP’s committees were asked to provide feedback on standards and policy that were being developed around the care of frail seniors, child obesity and chronic illness. Efforts continue to be made building on connections and current relationships with key influencers within AHS.
• Alberta Health and Wellness – Following the Fall election, ACFP Executive Committee attended the new Health and Wellness Ministers Reception; a meeting with the Minister was arranged for January 2012. Though changes continue to happen in the political leadership of our government, key staff members in government continue to seek the feedback of the ACFP on matters pertaining to primary care in Alberta.
• Alberta Medical Association – The President of the ACFP is an active and engaged member of the Section of General Practice (SGP) Executive; the newly named Primary Care Alliance Board (including SGP President, SRM President, Primary Care Network Leads Executive member and the ACFP President); the Primary Care Alliance Forum and the Section of General Practice Representative Forum. The SGP President and the ASRM President both are collaborative members on the ACFP Board as well.
• ACFP Members – Through events such as the 56th ASA, Roadshows and exhibit opportunities, ambassadors such as Executive members and staff attended and met with membership to discuss local and regional items of importance and encouraged feedback on the value of membership to the ACFP. The Medical Home Leadership Forum brought together provincial representatives to share their perspectives on the Patient's Medical Home. Members discussed successes and challenges. The dialogue has helped build a community of practice to support growth and efficiency in the provision of health care to communities.
• Medical Schools in Alberta – With our ACFP Board medical student representatives, the ACFP worked in partnership with the University of Alberta and University of Calgary Family Medicine Interest Groups (urban and rural) and Medical Student Associations to build awareness and understanding and to consolidate efforts in promoting family medicine as a desired career choice.
• External Committees – ACFP has positioned well‐informed and engaged representation on provincial and national external committees.

ALBERTA FAMILY PRACTICE RESEARCH NETWORK (AFPRN) • AFPRN, a program of the ACFP, provides support to Family Physicians interested in
family medicine research, and to researchers who require assistance with recruitment for studies relevant to family practice.
• AFPRN hosts oral and poster presentations in conjunction with the ACFP’s ASA. This forum provides a setting to disseminate information and develop linkages between practising Family Physicians and researchers.
Provincial and National Projects
Provincial Projects
• Physician Incentives for Chronic Disease Management in Primary Care: A Collaborative Evaluation Research Project Exploring Recent Primary Care Health Policy ‐ This project aims to explore how recent health care policy initiatives have affected primary health care services for Albertans with complex health needs through comprehensive evaluation by evaluating how family physicians have used the HSC 03.04J fee code and how it has affected a family physician’s billing and care planning behaviours.
Information on this project was mailed by AFPRN to approximately 3600 family physicians in Alberta. A total of 122 positive responses were received from family physicians interested in participating in an interview for this project.
• Effectiveness of Risk Communication Strategies during the H1N1 Pandemic Outbreak of 2009 Survey – The goal of this research study is to assess the effectiveness of the current risk communication strategies employed by public health agencies in Canada during the H1N1 outbreak. The survey intends to examine the strategies used, and assess content, feasibility and responsiveness to changes in knowledge as the pandemic progressed, and to determine avenues of improvement in the quality of pandemic risk communication strategies used across Canada.
AFPRN distributed information on this survey to approximately 3600 family physicians in Alberta. 65 family physicians indicated their interest in taking the survey.
• Alberta’s Caring for Diabetes (ABCD) Project, Diabetes Complications Study – This study is one component of the ABCD Project which was developed to improve the quality and efficiency of care for diabetes in Alberta. The purpose of the project is to study the factors that affect outcomes in patients with type 2 diabetes to help answer the question, “Why do some people with diabetes develop complications and others don’t?” The goal of the project is to recruit 5000 Type 2 diabetes patients, 18 years and older, who reside in Alberta.
![Page 14: ACFP Year in Review 2011 · President, I look forward to another year continuing to promote and encourage excellence in family practice on your behalf with an outstanding leadership](https://reader034.vdocuments.mx/reader034/viewer/2022050608/5faf488320c4810af947e7fc/html5/thumbnails/14.jpg)

AFPRN mailed Information on this study to approximately 3800 family physicians in Alberta. A total of 135 positive responses were received from physicians interested in receiving additional materials to have in their waiting rooms for patients who may be interested in contacting the study investigators about the project.
• Physician Knowledge of Sport Concussions – Changes in the way concussions are defined, diagnosed, and treated from a medical perspective have created a gap between practice management of concussions and knowledge of evidence‐based guidelines. The investigators of this research study aim to identify current knowledge, practice parameters, and best approaches for knowledge transfer and exchange in family physicians in Alberta.
Information on this project was mailed to 3160 ACFP members. A total of 152 members responded with their interest in receiving additional information about the project and participating in the survey.
• Improving Patient and Care Provider Alignment in Cardiovascular Disease Management by Electronic Medical Dashboard Approach – the Investigator for this project is proposing to redesign the current Chronic Disease Management system using an Electronic Medical Dashboard (EMD) approach.
A letter of support in principle for the proposed research was provided to the principal Investigator of this study. In addition to the above projects, AFPRN was also approached to assist in the recruitment for the following two studies on low back pain. However, due to the Investigators time constraints to recruit for these studies, and AFPRN’s commitment to ongoing projects including the 56th ASA (February 2011), AFPRN was not able to provide its assistance.
o Rehabilitative Ultrasound Imaging (RUSI) of the transverses abdominis and lumbar multifidus in patients with low back pain – this project was a 6 week long pilot sensitivity to change study with RUSI measures at baseline, 3 and 6 weeks of a supervised specific motor control exercise program in subjects with low back pain.
o Can pain location changes predict clinical outcomes of treatments for specific low back pain? – will aim to study the associations between changes in pain location and changes in pain intensity or disability in response to two exercise programs for low back pain.

National Projects Canadian Primary Care Sentinel Surveillance Network (CPCSSN– pronounced sipsin) – AFPRN, through Dr. Donna Manca, continues to be involved in the CPCSSN project, Canada’s first multi‐disease electronic record surveillance system.
In 2010, the federal government, through the Public Health Agency of Canada (PHAC) announced $11.7 million in funding for the project to continue its work. Family physicians across Canada are collaborating on this project to develop a longitudinal chronic disease database for the purpose of surveillance and research. Data is collected from the EMRs at regular intervals. Ten practice based research networks across Canada are involved with 190 family physicians (>184,000 practice patients). CPCSSN is extracting information on COPD, depression, diabetes, hypertension, osteoarthritis, dementia, Parkinson’s and epilepsy from 8 different EMRs.
AFPRN at the 56th ASA The AFPRN What’s Up Doc? Research sessions, held in conjunction with the 56th ASA in February 2011 were once again very successful. The research workshops and poster displays provided an opportunity for researchers and organizations across the province to share results and information on their research and projects with registrants of the conference.
A total of 12 research papers were accepted and presented at the AFPRN What’s Up Doc? Research Workshops, and a total of 21 research posters were displayed at the AFPRN What’s Up Doc? Research Poster Presentation event.
AFPRN Meetings In May and October 2011, Dr. Donna Manca, Clinical Director of AFPRN, and Dr. Paul Humphries, President of the ACFP, attended meetings to provide presentations on the research network and how it supports family medicine/primary care research, and to discuss the role the ACFP might have in strengthening family medicine/primary care research in Alberta.

“His commitment to ensuring the longevity of excellent health care in Vulcan is evident by the countless hours that he has dedicated to health and wellness of our community,” praises Tom Grant, former Mayor of Vulcan.
ALBERTA COLLEGE OF FAMILY PHYSICIANS AWARDS ACFP recognizes the achievements and professional commitment of its members and is committed to acknowledging members providing quality patient care through education, research and promotion of best practices.
Alberta 2011 Family Physician of the Year
Congratulations to Family Physician of the Year Dr. Leonard Wade
• The Alberta College of Family Physicians (ACFP) is pleased to announce that Dr. Leonard Wade of Vulcan is Alberta’s Family Physician of the Year for 2011. Recipients of this prestigious award are chosen by their peers for making significant contributions to the health and well being of their communities, dedicating themselves to the education of future generations of family doctors, and most importantly, for providing exceptional care to their patients.
• “Dr. Wade provides outstanding medical care and attention, provides counseling in times of crisis, and always has the time to treat his whole patient, not just the disease or malady,” says long time patient Glen Hutton. “Dr. Wade has never treated his rural practice as a “nine‐to‐five” job, and his bike is usually found outside the hospital long into the night.”
• For the past 20 years, he has been Chief of Medical Staff and Medical Director of the Vulcan County Ambulance Service, and has also sat on the Medical Advisory Committee for the Department of Rural Medicine. Dr. Wade is involved with the Rural Competency Committee in determining skill requirements for new graduates practising in a rural setting, developing assessment tools for accurately determining the skill level of new recruits, and in teaching and mentoring many of these new doctors.
• Dr. Wade is an avid outdoorsman, and enjoys mountaineering, hiking, scuba diving and triathlon. Combining his personal and professional interests, he has been the camp doctor for the Canadian Alpine Club, assisted with the organization of the Vulcan Tinman Triathlon, and is a founding member of the Vulcan Bodyworks Fitness Centre.

BUILDING ON A LEGACY In December of 2011, Executive Director Peggy Maher and Financial Consultant Yvonne Huff announced their retirements respectively.
Over the last 12 years, Yvonne Huff has greatly assisted in the operations of our office providing financial and HR management expertise.
As ACFP’s Executive Director for the last 12 years, Peggy Maher has had a profound effect on our College. She has dedicated her time and passion to the betterment of it—her commitment to the ACFP has been outstanding. She provided guidance, leadership and camaraderie to the many staff, volunteers, Executive and the Board over the years and will be sorely missed. One of our members said it best:
“Peggy has been an anchoring force to the organization—her input, management, guidance of our college is outstanding. We will miss you, Peggy! Today I feel we lost our "Wayne Gretzky" from our team! We have to go on without her!”
Dr. Tuhin Bakshi
We wish nothing but wonderful things to these special ladies in their future endeavours. Good luck, Yvonne and Peggy—we will miss you.
