PILDAT'S ROUNDTABLE EXPERTS MEETING ON INTER-PROVINCIAL WATER DISPUTES IN PAKISTAN

16, 2010 at Islamabad. The meeting was chaired by Mr. Shams-ul-Mulk, former Chairman WAPDA, and participated by various experts from all the four provinces of Pakistan. ACE was represented by its President, Mr. Amjad Agha.

Pakistan Institute of Legislative Development and Transparency (PILDAT) is conducting Roundtable Experts Meetings on the subject of “Inter-Provincial Water Disputes in Pakistan”, with the object of exploring workable solutions.

The Prime Minister of Azad Jammu & Kashmir, Sardar Attique Ahmed Khan, and the Ambassador of Saudi Arabia, H.E. Abdul Aziz Al-Ghadeer, inaugurated the District Complex at Rawalakot, AJK on October 08, 2010. ACE – ARTS is the consultant for this project, which is financed by Saudi Fund For Development.

ACE-ARTS is responsible to provide design and construction supervision services for District Complex at Rawalakot and Government Boys Degree College at Hajira, AJK. The Client is Earthquake Reconstruction & Rehabilitation Authority (ERRA). Implementation Agency is SFD & KF Project Directorate in AJK.

The total cost of the project is Rs.1,497 million. This project is a part of many reconstruction & rehabilitation projects being undertaken by ERRA in the earthquake affected areas.

INTERNATIONAL CONFERENCE ON GEOTECHNICAL ENGINEERING (ICGE)

Pakistan Geotechnical Engineering Society (PGES), which represents the community of geotechnical engineers and engineering geologists of Pakistan, held an International Conference on Geotechnical Engineering (ICGE 2010) in Lahore on November 5-6, 2010 at the University of Engineering and Technology, Lahore. M/s. ACE, NESPAK and UET Lahore joined hands with PGES to organize this mega event which was attended by about 300 professionals from Pakistan and abroad.

Senator Rukhsana Zuberi, Chairperson Pakistan Engineering Council (PEC), inaugurated the ICGE 2010 as the Chief Guest. Lt. Gen.(R) M. Akram, Vice Chancellor of UET, Lahore and Mr. Amjad Agha, President PGES / President ACE welcomed the delegates.

Three lectures were delivered by the top experts in the field of geotechnical engineering viz. Dr. Ikuo Towhata from Japan, Dr. Johann Golser from Austria and Dr. Peter Mason from USA. In addition, twenty research papers of high standing were presented in the five Technical Sessions by renowned engineers / geologists from Pakistan and abroad.

A thematic technical exhibition was also arranged in which engineers, contractors and manufacturers exhibited their products. A sight-seeing tour of Lahore was also organized for the delegates at the end of the conference.

Mr. Waqar A. Farooqi, Regional Head (North), accompanied by Mr. M. Umar Farooq, Chief Engineer (Contracts & Coordination), visited SHYDO offices at Peshawar from December 07 to 10, 2010. The main purpose of his visit was to have detailed discussions with the Managing Director SHYDO, Syed Ishtiaq Hussain Shah, about the Contractor's claim for Pehur Hydropower Project.

During his trip, he also discussed with the senior officials of SHYDO various technical and financial issues related to the current projects being undertaken by ACE.

rdThe 23 Internal Quality Audit was conducted in all the units of ACE from November 08 to 12, 2010. The result of the audit was encouraging an improvement was noted in all the disciplines.

ndThe 22 Management Review Committee meeting was held on October 07, 2010 at the Corporate Office, Karachi. The meeting was chaired by Mr. K. Waheeduddin, Chairman & Managing Director, and was attended by the President, Management Representative, Deputy Management Representative, Regional Head (North), Regional Head (South), Head Transportation Engineering Services Division, Head Architectural & Town Planning Services Division, Management

The Annual General Body Meeting of ACE was held on October 27, 2010 at the Corporate Office, Karachi. Shareholders attended the meeting. Chairman & MD presented the Annual Review of the Company for the year 2009-2010 to the shareholders.

MEETINGS

As a lead firm of a joint venture, ACE is providing Management Consultancy Services to WAPDA on this 96 MW hydropower project. The scope of Consultants’ services includes design review, contract management and quality assurance of the project through an EPC contract.

96 MW JINNAH HYDROPOWER PROJECT

BALLOKI BARRAGE AND LOWER BARI DOAB CANAL (LBDC) SYSTEM

Punjab Irrigation and Power Development awarded the job of preparation of detailed design & tender documents, and construction supervision of this project to ACE in association with a foreign and two local firms in 2008.

The project envisages rehabilitation of the existing barrage structure for increasing its water retention capacity to meet the enhanced supplies of LBDC and Balloki-Sulemanki (BS) Link Canal offtaking from the barrage.

The services are scheduled to be completed in June 2013. The progress of design work was 60% by end December 2010.

ACE, in a joint venture with two local consultants, has been awarded Naltar Hydropower Projects in Gilgit by Water & Power Department, Gilgit – Baltistan. The projects are located at a distance of about 50 Km from Gilgit city.

The joint venture will be responsible for review of the feasibility studies, preparation of tender documents for EPC contracts and construction supervision. The consultancy period is 4 years.

The consultancy agreement for 14 MW Naltar-V was signed with the Client in December 2010, while the agreement for 16 MW Naltar-III is in the process of finalization.

Neelum Jhelum Hydroelectric Project is one of the major projects being implemented to curb the prevailing power crisis in the country. Neelum Jhelum Hydropower Company is the Client.

Design review and construction supervision services for the above project were awarded to ACE in joint venture with two international firms and two local firms in August 2008.

The project will generate 969 MW of electricity by making use of the gross head of 420 m available between the Neelum river at Nauseri and the Jhelum river near Zaminabad.

The target date of completion of the project is October 2015.

MANGLA DAM RAISING PROJECT

The Mangla Dam Raising Project, which was approved under WAPDA's Vision 2025 Programme for Water Resources and Hydropower Development, encompasses dam raising, ancillary works and resettlement works. The dam has been raised by 30 feet, which will provide additional storage of 2.9 MAF. The total cost of the project including the resettlement works is Rs.102 billion.

After the completion of dam raising works, resettlement works including development of a new city near Mirpur and four small towns are in progress.

During the quarter, restoration of temporary works was carried out, however the construction of permanent works remained halted.

It is anticipated that activity on permanent works shall be restarted in February 2011.

THTARBELA 4 EXTENSION HYDROPOWER PROJECT

thThe Tarbela 4 Extension Hydropower Project, which envisages installation of 3 units of 450 MW each on the existing Irrigation Tunnel No.4 on the right bank of Tarbela dam, was awarded to ACE as a member of joint venture in June 2010.

The Consultants' scope of work is to prepare detailed design and tender documents, whereas ACE is responsible for field investigations; economic & financial analyses; and preparation of technical specifications and cost estimates. ACE geologist supervising drilling in the outlet area

During the quarter, the field activities including geological mapping, scanline discontinuity survey, drilling works and construction materials studies remained in full swing.

In addition, ACE economists conducted “Willingness to Pay” survey in different cities of Punjab. ACE also carried out a study for interconnection of the proposed powerhouse with the existing 220/500 kV switchyard.

SHYDO PROJECTS

During the reporting period, ACE continued to provide consulting services on the following projects of Sharhad Hydel Development Organization (SHYDO):

1. Management Consultancy for 36.6 MW Daral Khwar Hydropower Project, Khyber Pakhtunkhwa

2. Feasibility Studies of Three Hydropower Plants (Jabori, Koto & Karora) in Khyber Pakhtunkhwa

For project at Sr. No.1, the Consultants (ACE and a foreign firm) have submitted the bidding documents to the Client. Due to law and order situation in the project area, the bidding process is taking some time. In the meantime, updating of Resettlement Plan and PC-I is being done.

Work on the project at Sr. No.2 had been completed as per ACE's scope of work. However, an extension of six months has been agreed by the Client for ACE to revise the feasibility studies in the light of the July 2010 floods.

This World Bank-financed project was awarded to a joint venture of ACE (lead firm) & EGC (Pvt) Ltd. in association with SMEC International Pty Ltd. by the Project Management & Policy Implementation Unit, Ministry of Water and Power, Islamabad in September 2010. The duration of the assignment is twelve months.

The objective of the study is to update the nationwide availability of groundwater and propose a coordinated and integrated approach of conjunctive water management to assure sustainable availability of water to agriculture and other users.

Inception Report has been submitted to the Client which was presented to all stakeholders on November 30, 2010.

NATIONWIDE STUDY OF GROUNDWATER AVAILABILITY AND CONJUNCTIVE MANAGEMENT

RESIDENT SUPERVISION FOR CONSTRUCTION, WIDENING AND REHABILITATION OF ROADS, ROAD SIDE DRAINAGE AND WIDENING OF EXISTING BRIDGES IN SIALKOT CITY UNDER THE SIALKOT CITY DEVELOPMENT PACKAGE (PHASE-II) – MORE WORK AWARDED TO ACE

The construction supervision of 9.62 km long nine roads and two bridges in Sialkot has been successfully completed by ACE for City District Government Sialkot.

In view of the quality services provided by ACE, the City District Government has awarded to ACE the construction supervision for improvement of another eight roads (20 Km) in December 2010. The supervisory team for this work shall be mobilized at the site in January 2011.

Design Projects

Detailed tender scrutiny report has been submitted to the Client for infrastructure works of D-type apartments in Sector G-10/2, Islamabad.

Inception report for the designing of infrastructure works in Sectors G-14/1, 2, 3 & G-15/3, Islamabad has been sent to the Client. A report for prequalification of contractors after detailed scrutiny has also been provided to the Client, while the preliminary design is in hand.

Revised PC-1 for Punjab Government Servants Housing Scheme at Rakh Dhamial, Rawalpindi has been submitted to the Client. An evaluation report for prequalification of contractors for the area development works has also been submitted to the Client.

Construction Management and Supervision Projects

Construction supervision of 23 D-type apartment buildings in Sector G-10/2, Islamabad remained in progress with 80% progress up to end December 2010. The project was earlier designed by ACE.

Progress on construction of infrastructure works of Punjab Government Servants Housing Scheme at Rakh Dhamial at Rawalpindi was 28% under ACE's supervision.

40 SMALL DAMS, RECHARGE DAMS AND 63 DETENTION WEIRS LOCATED IN KOHISTAN AND NAGARPARKAR AREAS OF ARID ZONE, SINDH

Small Dams Organization, Irrigation and Power Department, Government of Sindh, has entrusted the above project to ACE in association with two local firms. The services commenced in February 2010.

The assignment of the Consultants is to prepare detailed design of 40 delay action / recharge dams and vetting of designs of 63 detention weirs. Overall progress of the project up to December 31, 2010 was 28%. The contract period is 18 months.

SUSTAINABLE DEVELOPMENT OF THE WALLED CITY OF LAHORE PROJECT

The project, which is funded by the Government of the Punjab, the World Bank and Agha Khan Trust for Culture, aims at urban rehabilitation, conservation and infrastructure upgradation of the “Pilot Project Area” inside the walled city of Lahore.

The Government of the Punjab has appointed ACE as Design and Management Consultant for the project. The design work on the project commenced in November 2009 and is scheduled for completion in February 2011 following which ACE shall supervise construction activities.

A “Demonstration Project” located at Muhammadi Muhallah in the pilot project area is also underway.

SHADI KAUR STORAGE DAM & APPURTENANT WORKS

ACE, in association with a local firm, is providing construction supervision services on this project to Irrigation and Power Department, Government of Balochistan, since June 2010.

The dam is located on Shadi Kaur river at a distance of 30 Km north of Pasni town, Balochistan. The overall progress of the work up to December 31, 2010 was 30%

In appreciation of the successful completion of the detailed design and tender documentation of Lining of Rohri, Dadu and Rice Canals Project by ACE, WAPDA has recently awarded the above project to ACE.

The scope of ACE's services for the lining of these earthen canals includes preparation of feasibility study, detailed design, tender documents and PC-I.

The consultancy period is 9 months.

LINING OF KB FEEDER CANAL, PHULELI CANAL AND PINYARI CANAL IN SINDH PROVINCE AWARDED TO ACE

ACE, in association with two local firms, is providing consulting services to Irrigation and Power Department, Government of Balochistan, on this project, since September 2008.

The scope of work is to provide specialist advice to the Project Management Unit on all the project components during design and construction phases. Overall progress of work was 76% up to the end of December 2010.

BALOCHISTAN SMALL SCALE IRRIGATION PROJECT

The project was awarded to ACE in May 2008 by National Highway Authority. The scope of work comprises detailed design and construction supervision. Total length of the road is 33 Km which has been divided into four lots. After completion of the detailed design, the construction was in progress and the work done was about 27%, when the torrential floods of August 2010 washed away a considerable portion of the road.

Redesigning of the major portion of the road is now being done which will be completed in January 2011.

ADB-ASSISTED EARTHQUAKE EMERGENCY ASSISTANCE PROJECT-REHABILITATION / RECONSTRUCTION OF ALPURI- BESHAM SECTION OF NATIONAL HIGHWAY (N-90) IN SHANGLA DISTRICT OF KHYBER PAKHTUNKHWA

ROAD FROM CHAKDARA TO MADYAN ON THE RIGHT BANK OF RIVER SWAT (88 KM)

Preparation of feasibility study and detailed design for the above project was awarded to ACE by Frontier Highways Authority, Government of Khyber Pakhtunkhwa in January 2010. The project has been divided into two packages.

Preparation of tender documents for Package-I is in the final stages of completion. Design of Package-II funded by USAID has been completed and subsequently awarded to the contractor for construction. The construction supervision of this package has also been awarded to ACE after competitive bidding.

VARIOUS ONGOING SCHEMES / ADP NEW SCHEMES FALLING WITHIN PROVINCIAL HIGHWAY CIRCLE, MULTAN

The project encompasses construction supervision of six roads in Sahiwal Division and seven roads in Multan Division. Recently, twenty eight more roads have been added in Multan Division. Two residencies, one at Khanewal and another at Sahiwal, have been established.

Work is in progress on all the roads and is at different stages of completion. Total construction cost of the project in both the residencies is Rs. 7,736 million. Physical progress of the projects in Sahiwal Division was 61% and that of Multan Division was 53.2% on December 31, 2010.

KASUR-DEPALPUR CARRIAGEWAY IN DISTRICTS KASUR AND OKARA

Initially, the project comprised construction supervision for dualization and rehabilitation of existing road from Kasur to Depalpur (102 Km) involving numerous cross drainage structures. Later, the following additional works have been awarded to ACE:

i) Patuki – Kanganpur Road (54 Km)ii) Dualization of Patuki – Old Multan Road (4.5 Km)iii) Changa Manga Overhead Bridge with Approach

Detailed Designing of Toll Plaza near Km 9 on Lahore-Sheikhupura-Faisalabad Dual Carriageway

Under the contract, ACE-ARTS assignment is to prepare feasibility study, detailed master plan and detailed design of the selected buildings of the campus.

ACE-ARTS has submitted the conceptual and general master plans to the Client, whereas the preliminary design of buildings and infrastructure works is in progress.

The assignment is scheduled to be completed by June 2011.

NEW CAMPUS OF GOVERNMENT COLLEGE UNIVERSITY AT KALA SHAH KAKU, LAHORE

DAANISH SCHOOL SYSTEMS AND CENTRES OF EXCELLENCE COMPLEXES

ACE-ARTS is providing resident construction supervision services for Daanish School Complexes at Rahim Yar Khan; Hasilpur (District Bahawalpur); and Chistian (District Bahawalnagar). Inauguration of two completed schools (for boys & girls) at Rahim Yar Khan is expected in January 2011 by the Punjab Chief Minister.

Work on the detailed design of Centres of Excellence Complexes (Schools) in Districts Sialkot, Gujranwala, Gujrat and Hafizabad, being carried out by ACE-ARTS, is on hold due to shortage of funds with the Client.

ACE – ARTS has been providing consulting services on the above project since January 2009. The services include detailed design and top supervision.

Design development of residential colony has been submitted to the Client, whereas the detailed design of college buildings and infrastructure works is in progress. ACE-ARTS design services shall be completed by June 30, 2011. Construction of staff residences has begun.
