Special Accomplishments:
I have been nominated as the Nodal Officer of Monitoring Institution
commissioned by Ministry of Human Resource Development, New Delhi to
monitor and supervise the implementation of Sarva Shiksha Abhiyan (A flagship
programme for Universalization of Elementary Education in the country) in the
state of Gujarat and Union Territory of Daman and Diu since 2006.
I have been nominated by the Ministry of Human Resource Development, New
Delhi to appraise the Annual Work Plan and Budget since 2006-07 of the state of
Gujarat and Union Territory of Daman and Diu at New Delhi.
I have been nominated by the Ministry of Human Resource Development, New
Delhi to make presentation about SSA in Gujarat at the Joint Review Mission of
SSA at New Delhi since 2006-07.
I have been rendering services as Officer on Special Duty (OSD) as Dean,

I have been rendering honorary services as the Director of Institute of Advance

in the Baroda and the nearby districts of the state of Gujarat and also actively

The contributions made to our department and our university needs no extraneous
recommendation. The successful task completions themselves are, broadly speaking,

I have been the member of the Board of Studies for the Department of
Education and Educational Administration, The M. S. University of Baroda
since 2002.
I have been working as a CONVENER of the B. Ed. Programme, Department of
Education where my main responsibility is to organize the entire B. Ed.
Programme for around 180 students throughout the year.
I have worked as a CONVENER of the Practice Teaching Unit, Department of
Education for last four years where my main responsibility is to organize the

Practice Teaching Programme for around 180 students in different schools of
Baroda city throughout the year.
I have been working as a CO-ORDINATOR of the CAMPUS INTERVIEW,
Department of Education, Faculty of Education and Psychology, The M. S.
University of Baroda.
I have actively contributed towards the activities of teachers’ association. For last
more than ten years, I have been the General Secretary of Baroda University
Teachers’ Association.
Research Projects:
I wish to point out here that I have an affair for research. I have to my credit following
research projects where I worked as a principal investigator in few and also rendered my
services as one of the members of the project team. A list of the researches undertaken
has been appended.
1. “Community Participation in Primary Education and School Effectiveness”
sponsored by Department of Research Support (UGC), Department of Educational
Administration, Faculty of Education and Psychology, The M. S. University of
Baroda. It was completed in December, 1998. Project Team included Dr. S. Kumar,
Mr. R. C. Patel and Ms. Anjali Mehta.
2. “Terminal Assessment Study of District Primary Education Programme
[Phase-II] Gujarat State” sponsored by Gujarat Council of Primary Education,
Gandhinagar. It was for the duration of SIX months and the total amount
sanctioned was Rs. 9, 36, 400/- Completed in November, 2002. Prof. R. G. Kothari
was the principal investigator and the project team included Prof. S. Kumar, Dr. R.
C. Patel, Dr. Dipti Oza and Mr. V. R. Acharya.
3. “Social Assessment Study (Vadodara RURAL)” sponsored by Gujarat Council
of Primary Education, Gandhinagar. It was for the duration of TWO months and
the total amount sanctioned was Rs. 25, 000/- Completed on December, 2002. Prof.
R. G. Kothari was the Director and Dr. S. C. Panigrahi was the principal
investigator and the project team included Dr. R. C. Patel, Dr. Chaya Goel and Dr.
R. S. Mani.
4. “Evaluation of Alternative Schooling System in the State of Gujarat”
sponsored by Gujarat Council of Primary Education, Gandhinagar. It was for the
duration of SIX months and the total amount sanctioned was Rs. 3, 48, 500/-

5. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on “DISE
Sample Checking”. It was for the duration of TWO months and the total amount
sanctioned was Rs. 1, 36, 640/- Completed in March 2004. Dr. Dipti Oza was the
principal investigator and the project team included Dr. R. C. Patel, Mr. V. R.
Acharya, Dr. Anjali Mehta and Ms. Jyoti Pandya.
6. National Council of Educational Research and Training, New Delhi sponsored
project entitled, “A Study of the Pre-Service Secondary Teacher Education
Programme in southern and central Gujarat regions for emerging divergent
educational contexts: Perspectives, Practices and Prospects, 2003-05” the final
report is submitted. It was for the duration of TWO YEARS and the total amount
sanctioned was Rs. 2, 99, 250/-. Prof. R. G. Kothari was the principal investigator
and the project team included Dr. K. S. Joseph, Dr. R. C. Patel and Mr. V. R.
Acharya.
7. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on
“Sample Checking of DISE data of Gujarat State”. It was for the duration of
TWO months and the total amount sanctioned was Rs.1, 79, 820/- Completed in
March 2005. I was the Principal Investigator and the project team included Dr.
Dipti Oza, Mr. V. R. Acharya and Dr. A. Mehta.
8. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on
“Sample Checking of DISE data of Gujarat State-2005”, It was for the duration
of TWO months and the total amount sanctioned was Rs. 1, 98, 718/- Completed in
September, 2005. I was the Principal Investigator and the project team included Dr.
Dipti Oza, and Mr. V. R. Acharya.
9. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on
“Perception of community members of different committees regarding SSA
and its implementation”. It was for the duration of SIX months and the total
amount sanctioned was Rs. 2, 03, 040/- Completed in March 2006.
10. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on
“Problems faced by DPCs, BRCCs, CRCCs, OIC_TT, OIC_Gender, MIS and
Head Teachers in the implementation of SSA”. It is for the duration of SIX
months and the total amount sanctioned was Rs. 2, 04, 120/- ready for submission.

of Bal Mitras and Students of Alternative Schooling System”. It is for the
duration of SIX months and the total amount sanctioned was Rs. 1, 90, 080/- On
going. For the last three projects only I remained the principal investigator and
there are still projects going on under my guidance.
12. Educational Consultants India Limited [EdCIL], New Delhi Sponsored Project on
“Students Attendance in Primary and Upper Primary Schools”. It is for the
duration of SEVEN months and the total amount sanctioned was Rs. 8, 87, 700/-
The Project Team includes Prof. R. G. Kothari, Prof. S. Kumar, Dr. R. C. Patel, Dr.
Dipti Oza and Mr. V. R. Acharya. Final Report submitted to the funding agency.
13. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on
“Sample Checking of DISE data of Gujarat State-2006”, It was for the duration
of TWO months and the total amount sanctioned was Rs. 1, 84, 140- Completed in
February, 2007. Prof. S. Kumar was the Principal Investigator and the project team
included Dr. R. C. Patel.
14. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on “5%
Sample Checking of DISE data of Gujarat State-2006-2007”, It is for the
duration of TWO months and the total amount sanctioned was Rs. 2, 13, 192/- To
be initiated form August, 2007. Dr. R. C. Patel is the Principal Investigator and the
project team includes Prof. S. Kumar.
15. UGC-ASIHSS sponsored project on “Development of a scale for performance
appraisal of school teachers by their students” completed in August, 2007 with
Prof. S. Kumar and Dr. A. Ramachary.
16. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on “5%
Sample Checking of DISE data of Gujarat State-2007-08”. It is for the duration
of TWO months and the total amount sanctioned was Rs. 2, 07, 900/- Has been
initiated form February, 2008. Dr. R. C. Patel is the Principal Investigator and the
project team includes Prof. S. Kumar.

19. Gujarat State Biotechnology Mission, Department of Science and Technology,
Government of Gujarat, Gandhinagar Sponsored Project on “Survey of Scientific
Infrastructure of Biotech Academia of M. S. University of Baroda”. It is for the
duration of THREE months and the total amount sanctioned was Rs. 78, 400/-. Dr.
R. C. Patel is the Principal Investigator and the project team includes Dr. Kashyapi
Awasthi. The report has been submitted in September, 2011-12.
20. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on “5%
Sample Checking of DISE data of Gujarat State-2010-2011”, It is for the
duration of THREE months and the total amount sanctioned was Rs. 3, 61, 800/-.
Dr. R. C. Patel is the Principal Investigator. The report has been submitted in
December, 2011.
21. Ministry of Human Resource Development, New Delhi assigned project of
Monitoring and Supervision of Implementation of Sarva Shiksha Abhiyan
(SSA) and Mid Day Meal (MDM) in the state of Gujarat is continuing through
signing Memorandum of Understanding. Recently signed MoU with MHRD form
October, 2010 up to September. 2012 worth Rs. 28, 70, 000/- approximately for the
period of two years. Prof. R. C. Patel has been working as Nodal Officer and
preparing the six monthly monitoring reports and submitting to the MHRD twice in
a year.
22. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on “5%
Sample Checking of DISE data of Gujarat State-2011-2012”, It is for the
duration of THREE months and the total amount sanctioned was Rs. 7, 24, 680/-.
Dr. R. C. Patel is the Principal Investigator. The report has been submitted in
November, 2012.
23. Ministry of Human Resource Development, New Delhi assigned project of
Monitoring and Supervision of Implementation of Sarva Shiksha Abhiyan

24. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on
“Dropout of Students from Elementary Schools of Gujarat”, It is for the
duration of SIX months and the total amount sanctioned was Rs. 9,95,760/-. Prof.
R. C. Patel is the Principal Investigator. The draft report has been submitted on 6th
December 2014 and the same has been approved. Final report has been submitted.
25. Gujarat Council of Primary Education, Gandhinagar Sponsored Project on “Study
of transport and/or escort facilities provided by SSA to the school going
children of Elementary school of Gujarat”, It is for the duration of SIX months
and the total amount sanctioned was Rs. 10,41,120/-. Prof. R. C. Patel is the
Principal Investigator. The work of project has been started from 7th
January, 2015
and the final report has been submitted.
26. UNICEF & Ambedkar University, Delhi sponsored project on “Early
Development and Learning Standards” for children of 3-6 yrs of age, for entire
India. It was for a duration of SIX months and the total amount sanctioned is was
