    Seemandhra is a term now used to refer to the

    combined regions of Rayalaseema and Coastal

    Andhra in Andhra Pradesh.

    The term came into wide use as a way to refer to the

    parts of Andhra Pradesh that would remain after theseparation of Telangana.

    Seemandhra corresponds to the area of Andhra

    State which existed in between 1953 and 1956, andwas merged with the Telangana region to form

    current state of Andhra Pradesh in 1956.

    The Congress partys decision in favour of the

    bifurcation of Andhra Pradesh to create Telangana is a

    demand pending for the last five decades.

    When a separate Andhra State was carved out of

    Madras Presidency in 1953 on a linguistic basis, therewas a demand for a separate Telangana State

    comprising the Telugu-speaking areas of Hyderabad

    State.The Congress wanted to settle the statehood issue

    once and for all.

    The central government will help the Seemandhra

    region to build a new capital but is unlikely to change

    the status of Hyderabad or make it a Union Territory

    as it would create more problem in Telangana region.

    The Union Cabinet had decided that Hyderabad will

    be joint capital of the two states for 10 years.

    During its deliberations, the G o M will elicit response

    from ministries of Water Resources, Power, Finance,

    Road Transport and a few others on issues

    concerning division of assets, sources said.

    The ruling congress party announced its intention tocarve Telangana out of Andhra Pradesh as the 29th

    state of India.

    Hyderabad will be the common capital of Telanganaand Seemandhra for 10 years.

    At present Hyderabad would not be contiguous withSeemandhra. There is a proposal for Seemandhra

    which could resolve the issue of Hyderabad as a

    permanent common capital: that if the Nalgonda district

    goes to Seemandhra, then this would enable Hyderabad to be a

    border city of Telangana and Seemandhra.

    Telangana was a growing demandAndhrasunanimously wish unity in

    Dec 9 Declaration of Telangana was based onthese factual support and political backing for

    Telangana, officially in Parliament also.

    ---Not a small state

    Separation of Telangana from AndhraPradesh is just a segregation and not

    destruction of integrity.

    It is switching back to pre-1956 identifiable,pre-existing, viable state, which is not new.

    Telangana will not be a small state.This demand does not depend uponthe advocacy for small states.

    ---Constitutional Demand

    Preamble, DPSP, Articles 37, 41 and 14 togetherimpose an obligation on state to accord equalprotection to citizens. Telangana is treatedunequal and needs this protection.

    Article 16(3): Parliament alone can prescriberesidential qualification for jobs under thegovernment of aState or a local or otherauthority within aState.

    Exception is an attempt to reconcile theconflicting claims of equality based on concept ofsingle citizenship and justifiable local demands forlocal jobs.

    About 45% of the forest area in Andhra Pradesh state

    is located in Telangana, spread across five districts.

    Around 20% of the coal deposits of India are found in

    Telangana. The Singareni Collieries Company

    excavates coal for industrial purposes and for fuelling

    power generating plants. The power generated here

    supplies the entire south India. There are limestone

    deposits in the area, which are exploited by cement

    factories. Telangana has deposits of bauxite and

    mica.

    Telangana is a plateau. Godavari and Krishna, flow

    through the area, but most of the land is arid.

    Northern Telangana gets between 900 to 1500mm

    rainfall per year from the southwest monsoons.

    Various soil types abound here, including chalks, red

    sandy soils, deep red loamy soils, and very deep b.c.

    soils that facilitate planting mangoes, oranges and

    flowers. Southern Telangana gets 700 to 900mm

    rainfall per year, also from the southwest monsoons.

    The red earths with loamy sub-soils (chalkas) in these

    parts facilitate planting oranges, mangoes,

    vegetables, sapotas and flowers. 17

    Hyderabad State was one among the severalother Princely States of India. Now, there will

    be adequate Educational facilities, andopportunities available to the people of the

    Region to enter public service in competition

    with others from outside the State. They will

    be trained and work hard for Telangana.

    Urdu will not be used as the Official Language , asit is not the language of nearly ninety per cent of the

    people. However, Urdu would be useful with

    Devanagari script in dealing with Raj bhasha of

    Union government. No Telugu exam as qualifying

    exam for Telangana employees was required earlier.

    Now, it would have to be taken up during training

    phase to read and write as an Official Language.

    Due share in employment to Telangana requires

    education for literacy, numeracy and information

    technology.

    New Delhi, Oct 4: Home Minister

    Sushilkumar Shinde today described the

    protests in Seemandhra region against bifurcation of Andhra

    Pradesh as quite natural. We will take them into confidence. We

    will try our level best. After all, wherever there is bifurcation of any

    state, such feelings are there. It is natural. No one can avoid

    these. But we have to console.

    As the Group of Ministers (GoM) are working out modalities for

    state's bifurcation, the Chief Minister urged President and P M,

    to understand our feeling of desperation and discrimination in the

    manner in which, the whole exercise is being carried out.

    Climate

    Telangana is a semi-arid area within Andhra Pradesh

    and has a predominantly hot and dry climate.

    Summers start in March, and peak in May with

    average high temperatures in the 42 C (108 F)

    range. The monsoon arrives in June and lasts until

    September with about 755 mm (29.7-inch) of

    precipitation. A dry, mild winter starts in late November

    and lasts until early February. With little humidity and

    average temperatures in the 2223 C (7273 F)

    range, this is the most comfortable time of the year.

    The C M pointed out that the process to create Chhattisgarh,

    Jharkhand and Uttarakhand was initiated only after

    assemblies of Madhya Pradesh, Bihar and Uttar Pradesh

    passed unanimous resolutions.

    The chief minister highlighted the concerns of Seemandhra

    with respect to sharing of irrigation water and management of

    major dams.

    "Accessibility to employment, education and medical

    infrastructure developed in the capital city of Hyderabad and

    the status of Hyderabad which got transformed into an islandof opportunities for entire Telugu people are other major

    concerns that demand solutions.

    "Pursuing division process, without doing any

    homework by Government of India is creating

    anxiety and apprehensions in the minds of majority

    of the population," he added.

    He pointed out that Sri Krishna Committee report

    was neither discussed in Parliament nor its

    recommendations were considered.

    He also said Antony Committee appointed by theparty did not complete its task of consulting various

    stakeholders.

    He alleged that the note also was brought before

    cabinet apparently waiving due consultation

    process with the related ministries in a hurried

    Telangana resolution could be defeated in Assembly

    October 25, 2013

    The resolution could be defeated in the state assembly,

    but it is hoped that Parliament would vote in favour of

    Telangana.

    "The Seemandhra MLAs constitute majority in the A P

    assembly with more than 170 seats while the Telangana

    region comprises of only 119 MLAs. Since the majority

    of the number matters, the resolution could be defeated

    in the state assembly," it was told to reporters at a press

    conference in Delhi.

    Parliament would vote in favour of Telangana with the

    support of Congress besides the BJP, which has

    favoured carving out of a new state. He, however,

    wondered what the Seemandhra representatives may

    achieve by defeating the resolution in the Assembly.

    "By defeating the bill in the assembly, they

    (Seemandhra MLAs) can cry that it was defeated in

    the assembly though the high command has given its

    consent for Telangana. This is the excuse that the

    Seemandhra MLAs will give to the local people," said

    the MP from the Telangana region.

    NEW DELHI: The CPI welcomed the

    Centre's decision on creation of Telangana state

    but said the it should also assure people of

    Seemandhra and Rayalaseema that their issues

    will get priority. Yesterday's decision by the central

    Cabinet on Telangana is in the right direction. We

    appreciate it and welcome it, though this is a very

    delayed decision. They accepted the justified demand

    of people of Telangana,Communist Party of India

    (CPI) General Secretary G Sudhakar Reddy told PTI.

    Reddy said the Union Government should take

    initiative and build confidence of coastal

    Andhra and Rayalaseema by replying to their

    concerns and assuring them that justice

    will be done to them on the issue of the capital city

    "There is some opposition. There are some genuine

    apprehensions about water distribution, employment

    potentiality, about their future in Hyderabad," said

    Reddy.

    The ministerial panel will look into the sharing of

    river water, irrigation resources and other natural

    resources, especially coal, water, oil and gas

    between the two states and also inter-se with other

    states, including the declaration of Polavaram

    Irrigation Project as a national project.

    Decisions will also be taken by GoM on issues

    arising on account of distribution of assets, publicfinance, public corporations and liabilities between

    the two states

    Union Minister MM Pallam Raju faced the ire

    of Seemandhra agitators on his visit to his Lok

    Sabha constituency here. The agitators

    greeted him with black flags when he travelled

    between Annavaram town and Kakinada, his

    Lok Sabha constituency.Soon after reaching Kakinada, Raju was

    gheraoed by leaders and members of Joint

    Action Committee (JAC), comprising

    government employees, who staged a

    demonstration near his residence and asked

    him to clarify his stand on the ongoing agitation

    against the bifurcation of Andhra Pradesh.

    The Minister made a brief speech at a nearby spot and

    explained to the agitators circumstances leading to the Union

    Cabinet's nod early this month to Telangana creation and hisresignation in protest.

    Raju said he had to remain silent and not press for acceptance

    of his resignation on advice of Prime Minister Manmohan Singh

    and Congress chief Sonia Gandhi.

    He assured the slogan-shouting crowd he would strive to ensure

    justice to Seemandhra people on key issues such as drinking

    water, irrigation, education and employment by placing "facts"before the Group of Ministers, looking into modalities of carving

    out a separate state of Telangana.

    Speaking to the media at his residence, the Congress

    leader said he was confident the party high command

    and the Centre would do justice to the Seemandhra

    region. Raju made it clear he was in favour of a

    united Andhra Pradesh but had to abide by the high

    command's decision on Telangana. "The decision on

    bifurcation was taken after all parties gave green

    signal in writing. Hence, the Government was going

    ahead with formation of separate Telangana state.

    would launch an indefinite hunger strike in

    NewDelhi from October 7 against the

    Hence, I will go on an indefinite fast to expose

    To say that Maoists gain strength inTelangana is baseless, because it is

    They have been struggling for more than 15 years. As

    a matter of fact it a 50-year old demand and

    unfortunately a large number of people in coastal

    Andhra and Rayalaseema are opposing it. The Union

    Government should take initiative and build confidence

    of coastal Andhra and Rayalaseema by replying to

    their concerns and assuring them that justice will be

    done to them on the issue of the capital city, and

    employment potential will be shared even with coastal

    Andhra people.

    There is some opposition. There are some genuine

    apprehensions about water distribution, employment

    potentiality, about their future in Hyderabad.

    This is a justified demand of the Telangana people and

    we appeal to the coastal Andhra NGOs, teachers,

    students and others sections of people to reconcile to

    the reality and withdraw their agitation. We wish that

    the Telugu people though politically divided into two

    states should continue as brothers and solidarity

    among them should remain unaffected.
