No Indian meal is considered completewithout the tangy and delectable avor of Indian Spices, locally known as masala.Indian Spices famous the world over fortheir gastronomic value, are also known topossess high medicinal values.
India produces a wide range of spices. Atpresent, production is around 3.2 milliontones of different spices valued atapproximately 4.2 billion US dollar
and holds a prominent position inworld spice production. Because of the varying climates - from tropicalto sub-tropical to temperate-almost all spices grow splendidlyin India. In reality almost all thestates and union territories of India grow one or the other spices.Under the act of Parliament, a total of 52 spices are brought under the purviewof Spices Board. However 109 spices arenotied in the ISO list.
Spice products are essentially products derived from thewhole spices. They are in the form of powders; extracts like oil,oleoresin, colors; or in preserved fo rmslike freeze dried,dehydrated frozen,in brine, in
sugar syrup, etc.
Spices are dened as a strongly avored or aromaticsubstance of vegetable origin, obtained from tropical plants,commonly used as a condiment. In ancient times, spiceswere as precious as gold; and as signicant as medicines,preservatives and perfumes. India - the land of spices plays
a signicant role in the global spices market. No country inthe world produces as many kinds of spices as India,
with quality spices coming from the state of Kerala. In almost all of the 28 states and sevenunion territories of India, at least one spice isgrown in abundance.

The History of spices develop-ment dates back to 1951 by settingup of a high level Spices EnquiryCommittee by the Planning Com-mission in view of the signicantrole spices play among agricul-tural commodities produced in thecountry. The committee felt the im-mense value of these commoditiesin building up the national econo-my and observed lack of organizedefforts to improve their productionand marketing as being done forother plantation crops like tea, cof-fee, rubber etc. The committee intheir report submitted in October1953, stressed the need for betterplanning, research and coordinatedefforts in the proper development of these crops.
The Government of India accept-ed above recommendations andprovided necessary funds to ICARfor implementing various schemes
on Research, Development andMarketing in all the regions of thecountry. An ad-hoc Central Spicesand Cashew nut Committee, asemi autonomous body consistingof government ofcials and repre-sentatives of growers and traderswas set up in 1961, devoting spe-cial attention in solving problemsconfronting the crop developmentand nanced research schemes tobe implemented by the State Gov-ernments.
Based on the report of the Agri-cultural Research Review Team,appointed by Government of India,the Central Spices and Cashew nutcommittee was abolished in Sep-tember 1965 and the responsibilityfor spices research was transferredto the ICAR. The Government of India took over development andmarketing functions handled bythe Committee by setting up of a
Regional Ofce of the Ministry andsubsequently created the presentDirectorate of Arecanut and SpicesDevelopment as a subordinate of-
ce under Ministry of Agriculturewith effect from 1st April, 1966 atCalicut in Kerala, for paying ade-quate attention in different aspectsof crop development. Simultane-
ously Indian Spices DevelopmentCouncil was constituted in order tocontinue the association of variousofcial and non-ofcial interestswith the development programmeson these crops and have the benetof the continued advice. The Direc-torate served as the Secretariat of the Development Council.

No sizeable programme for de-velopment of spices was under-taken in the rst Five Year Plan(1951-56). The Second Five YearPlan (1956-61) contained provisionto the tune of Rs 15.49 lakh whilethe Third Five Year Plan (1961-66)had an outlay of Rs 35 lakh for spicedevelopment with which plantingmaterial production was taken upfor the development of major spicesin the important growing states. Inthe Fourth Five Year Plan (1969-74)development programmes wereconcentrated for large scale pro-duction and distribution of highyielding varieties of important spic-es with a nancial provision of Rs13.9 lakh
A well organized effort for spices
development was mooted in theFifth Five Year Plan (1974-79) witha plan provision of Rs 175 lakh withstress for the development of majorspices alone that too conned totraditional centers of cultivation.In this plan period a special com-ponent plan costing over Rs 30 lakhwas also taken up for the develop-ment of spices cultivation in theAndaman & Nicobar Islands.
In the Sixth Five Year Plan (1979-84) the development programmeson Spices were assigned to StateGovernments as their mandate on
the recommendations of the Na-tional Development Council. How-ever, Central Sector Scheme wascontinued in the Union Territoriesand autonomous organizations likeState Agricultural Universities andICAR Institutes with the limited -nancial resources made available.
Majority of the state govern-ments, however, continued the de-
velopment programmes on spicesmostly conned to planting mate-rial production so as to encouragearea expansion with high yieldingvarieties released by the researchstations. The above arrangementswere continued till 1986-87.
As this mode of implementationof the scheme was found inadequatein view of the growing demand forspices for domestic consumptionand export, it was felt necessary topay more attentiontowards spicesdevelopmentwith ad-e q u a t ecentralass is-tance.
T h u s ,C e n -t r a l l yS p o n -s o r e dScheme forSpices Developmentwas revived with the launchingof an Integrated Programme for De-velopment of Spices with an outlayof Rs 435 lakh with a central shareof Rs 240 lakh for providing 50% of the nancial requirement in respectof the schemes to be implementedby the state governments and100% requirements for the schemesimplemented in Union Territoryadministrations and autonomousorganizations.
In the Annual Plans 1990-91and 1991-92, centrally sponsoredschemes for the development of spices were intensied by increas-ing the nancial outlay to the tuneof Rs 244 lakh and Rs 574 lakh, re-
spectively by providing cent percent nancial requirements. TheIntegrated Programme for SpicesDevelopment was further intensi-ed in the VIII Plan (1992-97) witha nancial outlay of Rs 125 crorecomprising programmes for theoverall development of 27 commer-cially important spice crops gownin India and the developmental ac-tivities were extended throughoutthe country particularly to the non-
traditional areas.

of operation, so that due atten-tion was devoted to every nook andcorner of the country which has po-tential for development of any of thespices crops.
The main objectives of the IXPlan programme for the develop-ment of spices were to achieve
a production level so as to meetfully the domestic as well as ex-port demand through productivityimprovement and area expansion.Quality improvement and value ad-dition were also given due stress tomake our products more attractiveand competitive in the Internation-al markets.
In order to achieve the goal of an
annual increase in production tothe tune of 8 per cent, area expan-sion and wide coverage with highyielding varieties, productivity im-provement by bringing more areaunder high production technologyevolved from the research. The pro-gramme has targeted an increasein area under various spices to thetune of 3% on an average per an-num. Scientic post - harvest op-erations were also encouraged toensure quality improvement.
During Tenth Plan, the develop-ment programmes on spices are be-ing implemented through the StateHorticulture / Agriculture Depart-ments utilizing the funds earmarkedto them under Micromanagementin Agriculture. In order to foster this
programme, the basic componentsparticularly production of nucleusplanting material of high yielding
/ export oriented varieties, transferof technologies etc. are taken upby the Directorate of Areca nut andSpices Development in associationwith State Agricultural Universi-ties, ICAR Institutes, State Agricul-ture / Horticulture Departments etc.Under Planting Material Productionprogramme, 40.10 lakhs black pep-per rooted cuttings, 1117 tonnes of ginger seed rhizomes, 1626 tonnesof turmeric seed rhizomes, 18.44tonnes seeds of chilli, 1570 tonnesof seed spices, 2400 tonnes of gar-lic and 5.44 lakhs seedlings of treespices were produced and distrib-uted during the period 2002-05.Government of India has launchedNational Horticulture Mission for anintegrated development of varioushorticultural crops including spic-es, medicinal and aromatic plantsduring 2005-06.

India grows over 50 different varieties of spices. Total production is around 2.7 milliontonnes. Of this, about 0.25 million tonnes (8-10per cent) is exported to more than 150 coun-tries. The Indian share of the world trade inspices is 45-50 per cent by volume (25 per centin value terms).
Organic cultivationIn recent years,
organic agriculturehas been gainingconsiderable impor-tance. Many farmerstoday show interestin organic cultiva-tion. Several of themhave begun switching to this traditional meth-od of cultivation as a means to produce safefoodstuffs and preserve the environment. Theconcept of sustainable farming has caught onin India.
World Demand for organic foodsThe world demand for organically produced
foods is growing rapidly in developed coun-tries like Europe, USA, Japan and Australia.The current estimated share of organic foodsin these countries is approximately 1 to 1.5per cent. Worldwide, food trends are changingwith a marked health orientation. Since organ-ic foods are free from chemical contaminants,the demand for these products should steadilyincrease in the new millennium. According tothe ITC, UNCTAD/GAT, more than 130 coun-tries produce certi-ed organic foods.100 of them are fromAsia and Africa.
Internat ional ly,theres a deniteshift towards tradi-
tional / ethnic medicines. Since spices formpart of many of these medicines, the demandfor organically produced spices should grow.
Organic cultivation is nothing new to India.The country has always been practicing thetraditional ways of using indigenous tech-nologies and inputs mostly in line with mod-
ern organic farming principles. The per capitaconsumption of fertilizers and pesticides inIndia is far below that of developed countries.This means, it is very easy for Indian farmersto embrace organic spice farming in its truesense.
Spice Board of India has taken a major ini-tiative in promoting the production and exportof organic spices in a big way.
The Indian InitiativeExport of organic
spices from Indiahas started in rightearnest. The countryat present exportsaround 50 tonnes of different varieties of organic spices. Ex-ports will get a signicant boost in the com-ing years as more farmers switch to organicmethods.
Spices Board of India has prepared a docu-ment on production of organic spices. It fea-tures the organic concepts, principles, basicstandards, production guidelines, documen-tation, inspection and certication. The docu-ment has been published after approval by theNational Standards Committee constituted bythe members of IFOAM in India.
Research programmes on organic cultiva-tion of important spices have commenced.
The work is car-ried out at theSpices BoardsIndian Carda-mon ResearchInstitute atldukki Dis-trict in Ker-ala. Besides or ga ni si ngdemonstrations to educate andmotivate prospective organic spicegrowers, the Board is simultaneouslyinvolved in training programmes to existingspice growers on organic principles and prac-tices.

vegetative substance used in nutritionallyinsignicant quantities as a food additive forthe purpose of avoring. Spices and herbs aregood not only for our taste buds but also forour health. They supply calcium, iron, vitaminB, vitamin C, carotene and other antioxidants.For instance fresh parsley has been linked withcancer prevention due to its antioxidant con-tent and spicy food is much more appealingthan a vitamin pill. Besides herbs and spicesdont have any kilojoules or fact, so you can eatthem to your hearts content.

Indias Spices Export Volumes and ValuesIndia exports around 0.25 million tons of spicesannually and account for around 37% of the exportsby volume and 23% of the exports by value.
Spice Boards initiativesfor export developmentSpices exports have registered substantialgrowth during the last one decade. It hasincreased from 203398 tonnes valuedMLN US $ 241million in 1995-96 to350363 tonnes valued MLN US $593 million in 2005-06, registeringan annual average growth rate of 9.4% in value terms. During the year 2006-07, the spices export from Indiahas registered an all time high both in termsof quantity and value. In 2006-07 the export of spices from India has been 373,750 tonnes valuedMLN US $ 793 million registering an increase of 34% in value over 2005-06. India commands aformidable position in the World Spice Trade with47% share in Volume and 40% in Value.With the support of the Spices Board, exporters haveestablished adequate infrastructure for improvingquality on a sustained basis. Quality improvement andtechnological up gradation are taken up by exporters asan ongoing programme. These evelopments are in tunewith the changing levels of market acceptance Other areas
focused upon by the Board are export promotion in identifiedmarkets, interaction with policy makers in the importing
countries, development of new end uses, farm level

Board. Yet another area of activity centeredupon by the Board is Value Addition. India can
now boast as the monopoly supplier of spice oilsand oleoresins the world over. In the case of currypowders, spice powders, spice mixtures and spicesin consumer packs, India is in a formidable position.
The consistent effort of the Board during the last onedecade has improved the share of the value added
products in the export basket to 60%.
