    INTRODUCTION

    A knowledge-Based System that aims at assisting the

    project manager of Asbestos-testing and consulting firm

    in deciding on an asbestos abatement recommendation for a

    building in a light of existing strategic, legal and

    social concerns. The system again helps in solving the

    many demand for experts and constrains facing the

    industry.

    The system is based on five major factors;

    1. Strategic and Operational Business

    2. Condition of Asbestos

    3. Type of Asbestos

    4. Legal Factors

    5. Degree of Social Pressure

    The system is based on the following five key

    factors; Strategic and Operational Business,

    Condition of Asbestos, Type of Asbestos, Legal

    Factors, Degree of Social Pressure.

    Recommendations

    The recommendations that the system make are:

    Removal, Encapsulation, Enclosure, and No action

    At this point, the recommendations to be included

    in the prototype system are deliberately limited

    to the following four:

    Removal: Removal is the most widely

    recommended abatement procedure.

    Removal eliminates the asbestos source and the

    need for special operations and maintenance

    programs. It is also the most expensive

    recommendation to carry out, in some cases

    requiring a shutdown of facilities.

    A removal recommendation is made if the strategic

    and operational business considerations are long-

    term, if the condition of the asbestosis poor, if

    the type of asbestosis rated high or medium, if

    the legal factors are high, and if the degree of

    social pressure is high.

    Encapsulation: Encapsulation involves coating

    asbestos with a sealant that binds the asbestos

    fibers together to create some resistance to

    physical and mechanical damage. Encapsulation is

    recommended if the strategicand operational

    business considerations are short-term, if the

    condition of the asbestosis fair or poor, if the

    type of asbestosis rated medium, if the legal

    factors are low, and if the degree of social

    pressure is low.

    Enclosure: Enclosure involves constructing

    airtight walls and ceilings around the asbestos-

    containing material. This reduces exposure in the

    area outside the enclosure. Initial costs of

    enclosure are lower than those associated with

    encapsulation or removal; but long-term costs can

    be higher, since enclosure does not eliminate or

    alter the condition of the source of asbestos.

    Enclosure is recommended if the strategic and

    operational business considerations are short-

    term, if the condition of the asbestos is fair,

    if the type of asbestosis rated low, if the legal

    factors are low, and if the degree of social

    pressure is low.

    No action: The recommendation to take no

    action may be made when the asbestos-containing

    material is in good condition and has no chance

    of being disturbed. If abatement action were

    taken in such a situation, it might cause a more

    hazardous condition than previously existed.

    Periodic inspections to ensure the integrity and

    soundness of the asbestos containing material in

    question remain necessary when this

    recommendation is adopted. No action is

    recommended if the strategic and operational

    business considerations are short-term or long-

    term, if the condition of the asbestosis good, if

    the type of asbestosis rated low, if the legal
