Minutes of the Regular Meeting of the Board of Directors – November 17, 2015

At 7:01 p.m. President Bielski convened the regular meeting of the Aberdeen School Board in the Community Room at Aberdeen High School. Members present were Christi Boora and Jamie Walsh along with student representative Shelby Cokeley, Superintendent Thomas Opstad and 15 patrons and staff. Director Erin Farrer and Student Representative Katurah Martin were excused. A work study for a review of the 2014-2015 year-end budget (F-196) preceded the meeting. The meeting began with the Flag salute.

CALL TO ORDER

On a motion by Christi Boora and seconded by Jamie Walsh, the Board approved the Consent Agenda, which included the minutes of the regular meeting conducted on October 20, 2015; October payroll vouchers 819306 through 819387 totaling $2,670,805.94, General Fund vouchers 819388 through 819394 and 819422 through 819520 totaling $780,913.15, ASB Fund vouchers 819395 through 819418 and 819521 totaling $14,978.66, and Private Purpose Trust Fund vouchers 819419 through 819420 totaling $6,040.00, approved trip requests for Central Park sixth-graders to travel to Seattle to see the Nutcracker Ballet on December 10, for Robert Gray Elementary 6th graders to see the ballet on December 11, and for the choir at Aberdeen High School to travel to New Orleans, LA, to perform and watch performances on February 18-22, 2016; accepted donations in support of Aberdeen High School’s production of Oklahoma! from Aberdeen Firefighters Local 2639, Smile Right Orthodontics, Quigg Bros., Inc., Kaufmann Scroggs, West Coast Hearing Clinic, Ingram, Zelasko & Goodwin, Aberdeen Office Equipment and Windermere Real Estate / Aberdeen, and accepted a grant from the Shoalwater Bay Indian Tribe in the amount of $1,500 in support of the Indian Education Program.

CONSENT AGENDA

Superintendent Opstad administered the oath of office to Jeff Nelson who was elected to the Board of Directors in Position 3 for a full term that will expire in 2019. Director Nelson joined the meeting.

OATH OF OFFICE

The Board conducted its annual reorganization and election of officers. On a nomination by Christi Boora and seconded by Jamie Walsh, Sandra Bielski was unanimously re-elected president on a roll-call vote. On a nomination by Jamie Walsh and seconded by Jeff Nelson, Christi Boora was unanimously elected vice president on a roll-call vote. On a nomination by Christi Boora and seconded by Jeff Nelson, Jamie Walsh was unanimously elected legislative representative on a roll-call vote.

ELECTION OF OFFICERS

By unanimous consensus, Director Christi Boora was appointed as the District’s representative to the Washington Interscholastic Activities Association.

Director Christi Boora thanked President Sandra Bielski for taking on the role of president again. She also commented on how well the girls’ swimming program represented the district at the state competition.

President Bielski congratulated the high school for its fine showing in the Foodball competition that involves students in a community-wide effort to benefit the area food banks.

COMMENTS FROM BOARD MEMBERS

Student Representative Shelby Cokeley shared information about the high school, commenting on the swim team winning the district competition for the third year, the commitment and leadership that resulted in a stronger showing for AHS in Foodball, the AHS Drama production of Oklahoma!, Career Day and that she is looking forward to the WSSDA Conference.

COMMENTS FROM STUDENT REPRESENTATIVE

Recommendations from the Instructional Materials Committee on the adoption of new materials were presented for second reading and adoption. On a motion by Christi Boora and seconded by Jamie Walsh, the Board unanimously adopted Signing Naturally Student Workbook by Ella Mae Lentz and Ken Mikos and published by Dawn Sign Press for use in Anne Ramsey’s American Sign Language classes.

On a motion by Jamie Walsh and seconded by Jeff Nelson, the Board unanimously adopted Introduction to Culinary Arts by The Culinary Institute of America and published by Pearson for use in Candice Bachtell’s classes at Aberdeen High School.

On a motion by Christi Boora and seconded by Jamie Walsh, the Board unanimously adopted Into the Wild by Jon Krakauer and published by Villard for use in English Language Arts classes at Aberdeen High School and Harbor High School.

On a motion by Jamie Walsh and seconded by Christi Boora, the Board unanimously adopted A Long Walk to Water by Linda Sue Park and published by Houghton Mifflin Harcourt for use in English Language Arts classes at Miller Junior High School.

OLD BUSINESS

INSTRUCTIONAL MATERIALS ADOPTION

On a motion by Christi Boora and seconded by Jamie Walsh, the Board unanimously adopted Resolution 2015-05 Replacement of the Expiring Maintenance & Operations Levy. The resolution calls for collection of $5,200,000 in 2017 and $5,200,000 in 2018 at an estimated tax rate of $4.40 per $1,000 of assessed valuation. The measure will be placed before voters during the special election set for February 9, 2016. During the discussion, Dr. Opstad noted that although Director Farrer could not be in attendance due to illness, she called earlier in the day to express support.

The Board finalized plans for attending the annual WSSDA Fall Conference on Nov. 19-22 in Bellevue.

Superintendent Opstad noted that Aberdeen High School’s production of Oklahoma! is this weekend, Friday through Sunday, Nov. 20-22. Tickets are $10 for adults and $7 for students and are on sale at the high school, at Harbor Shoes in Aberdeen and at Harbor Drug in Hoquiam. Dr. Opstad noted that a real “Surrey with the Fringe on Top” will be part of the production thanks to the generosity of Doug and Janet Rice of Montesano, who are loaning their antique surrey for use in the play. About 50 students are involved in the production under the direction of Tamara Helland.

SUPERINTENDENT REPORT

WSSDA CONFERENCE

OKLAHOMA!

Superintendent Opstad discussed the district’s return to a 2A League and the timeline for league formations. Usually, leagues are finalized by the end of January or early February. He noted that the WIAA director is typically present at the WSSDA Conference and available to answer Board questions about the process.

WIAA LEAGUE ALIGNMENT

Superintendent Opstad presented a spreadsheet showing various program funding applications the District has submitted and the resulting revenue from state and federal grants.

PROGRAM FUNDING UPDATE

Superintendent Opstad discussed meetings he has been having with music staff and the effort to develop a “replacement cycle” for musical instruments and supplies. He noted that about $42,000 was spent over the summer to purchase replacement instruments. In addition, the risers in the music room at Miller Junior High were replaced.

MUSICAL INSTRUMENTS

Superintendent Opstad presented the Teaching and Learning Report for October and discussed the transition to Naviance, the new electronic curriculum for Advisory. He also reported that the District will be changing its phone system to a “voice over internet” program (VOIP).

TEACHING AND LEARNING

Business Manager David Herrington presented the Fiscal Status Report for October. The Board discussed school security, including the project to install high-definition security cameras on all of the campuses. Entrances will be locked with entry controlled remotely from the main office. President Bielski inquired about the “active shooter” training that took place at Central Park Elementary School. Superintendent Opstad said it was a very good training for police and fire departments, even though everyone hopes it will never be needed.

FISCAL STATUS REPORT

Following a discussion about the pros and cons of a re-levy due to adjustments in the tax rolls after property taxes were calculated and billed, on a motion by Jamie Walsh, the Board voted not to re-levy in 2016 the $80,249.84

levy funds that were not collected in 2015. On a motion by Christi Boora and seconded by Jeff Nelson, the Board voted not to re-levy in 2016 the uncollected bond funds totaling $39,379.23.

The next regular meeting of the Board is set for 7 p.m. Tuesday, December 15, in the Community Room at Aberdeen High School. A work study will begin at 6 p.m. Directors Sandra Bielski and Erin Farrer will audit the bills.

NEXT MEETING

At 7:48 p.m. President Sandra Bielski recessed the meeting for an executive session expected to last 10 minutes for the purpose of evaluating the qualifications of applicants for employment. The session began at 7:57 p.m. and the meeting resumed at 8:07 p.m.

EXECUTIVE SESSION

Following a presentation by Human Resources Director Emily Hetland, on a motion by Christi Boora and seconded by Jamie Walsh, the Board approved the Personnel Report. Under certificated matters, the Board approved the hiring of Adam Piekkola as a substitute teacher.

Under classified matters, the Board approved the hiring of Ruth Arkless as an ELL para-educator for the District effective October 23, Sara Denny as a Food Service worker at Aberdeen High School effective November 2, Mizrain Martinez and Kameron Covall as para-educators effective October 26, Donna Pearson as a college helper in the 21st Century Program at A. J. West Elementary School effective September 29, Sarah German and Francis Napoleon as student helpers in the 21st Century Program at A. J. West Elementary School effective November 12, Jesse Dietz as a student helper in the 21st Century Program at Robert Gray Elementary School effective November 9; approved changes of assignment for Julie McKay from multi-media coordinator to LRC technician at Aberdeen High School effective November 9, Dawn Peckler to 4.25 hours as a bus driver for the district effective November 2, Casey Schumacher to 5 hours as a bus driver for the district effective October 26, and Megan Van Dinter from Food Service worker to para-educator at A. J. Aberdeen School District No. 5 Resolution No. 2015-06

Authorization for Maintaining a 5 Percent Minimum Fund Balance

WHEREAS, the Aberdeen School District Board of Directors recognizes the need to maintain a

fund balance that will ensure sufficient operating funds are available at all times throughout the year; and

WHEREAS, the Washington State Auditor has recommended that the Aberdeen School District

maintain an adequate fund balance; and WHEREAS, the Aberdeen School District recognizes the sacrifices that have been made to

achieve the current fund balance and recognizes that the district faces numerous competing demands for the use of its financial resources; and

WHEREAS, the long-term financial stability of the District is of great importance to achieving

the purpose and the goals of the Aberdeen School District; and WHEREAS, the Aberdeen School District must exercise budgetary and financial controls to

comply with various federal and state regulations; NOW THEREFORE BE IT RESOLVED, that the Board of Directors of Aberdeen School District

No. 5 does hereby authorize the superintendent and administration to conduct operations and prepare for budgets that strive to maintain a five percent minimum fund balance.

The undersigned certifies that the foregoing resolution was adopted at a duly convened meeting

The Maintenance and Operations Levy elec-tion on February 9 is not asking for a new tax. It is a “Hold the Line” Levy that seeks to replace the expiring, two-year M&O Levy.The proposed levy amount is $5,200,000 in

2017 and 2018. That amounts to approximately $4.40 per $1,000 of assessed property value.Local, voter-approved levies help make up the

difference when state and federal funding fall short of providing the dollars needed to fund education, maintenance, operations, and student

programs. M&O Levies are not used to remod-el or build new schools. Bond issues must be approved by voters to pay for school construc-tion. Voters in the Aberdeen School District are being asked to approve a two-year Maintenance and Operations Levy on February 9 to replace the current levy that voters approved in 2014. At its meeting on November 17, the School

Board adopted a resolution setting the request-ed levy amount at $5.2 million for collection in 2017 and again in 2018. The request is the same amount as that being collected in 2016,

making it a “Hold the Line Levy” that will en-able the district to continue current operations.The voting period opens Friday, January 23,

and ballots must be postmarked or delivered to an authorized ballot drop-off site on or before 8 p.m. on Tuesday, February 9.The information in this newsletter is intended

Why do school districts have levies?State and federal funding provide a portion of the money needed to operate our

schools and programs. Voter-approved levies are used to help make up the shortfall as well as provide funding for local programs such as extracurricular activities.Levy funds are used for:• Additional classroom teachers, counselors and support specialists.• Ongoing maintenance and repair of school buildings, utilities and insurance.• Studenttransportation,fieldtripsandotherextra-curriculartrips.• Support of athletics and activities.• Support of music, drama and other co-curricular programs.• Purchasing instructional materials.• Purchasing technology, including computers, and computer maintenance.• Additional staff to reduce class size and maintain our programs.Some communities have higher property values than others and can more easily

raise funds for their schools. As a way to help balance this disparity among districts, the state provides Local Effort Assistance (LEA) Funds to districts with lower property values — provided they pass their local levies. Our district should receive about $2.8 million per year in LEA funds for passing our levy.The local levy provides about 12.5 percent of the district’s operating budget. Together with LEA funds from the

state, levy funds will make up 19.2 percent of our school district budget.

Senior citizens on fixed incomes may find that they qualify for an exemption from voted taxes. More information is available from the Grays Harbor County Assessor’s Office, (360) 249-4121.

Professional Development: • First-Aid/CPR classes continue to be offered to staff. • SafeSchools modules are now past due for those staff employed on the first day of school. (Unless

supervisors added additional modules for a department. For example, coaches were assigned “What Every Coach Needs to Know.”)

• Training sessions for both Focus and Comprehensive TPEP were held focusing on evidence, artifacts and scoring.

Assessments: • Now that the unofficial results of November’s Smarter Balanced assessments are becoming available

on the ORS (Online Reporting Site), the High School Assessment Coordinators are compiling lists for EOC (End of Course) retake assessments in algebra, geometry and biology in January.

• ELPA (English Language Proficiency Assessments) will be administered online in February and early March. (One small part of writing will be paper/pencil.) Technology and ELL staff are collaborating so that the computers are ready for practice tests by January 11.

AVID: • Both Aberdeen High School and Miller Junior High submitted the ISS (Initial Self Assessment) to AVID

Center prior to the early December deadline. Highly Capable:

• 3rd – 6th grade students attended another Capital Region ESD 113 Highly Capable Session at

Cosmopolis Elementary last week. The first four sessions are Technology Integration in the core curricular areas.

• We are awaiting the OLSAT reports from Pearson so that this information can be added to other data to determine which students will meet the qualifications for program approval.

• Kindergarten students who were referred will be administered the OLSAT in January.

Curriculum: • An HIV/AIDS Curriculum informational session was held for parents of 5th and 6th grade students.

Both the KNOW and The Great Body Shop resources were available for parents to review. Technology:

• A District Technology Team, with one or two representatives from each building, is being organized so we can formulate technology plans and processes based on district/building needs and goals.
