They believe that a few drinks will do them no harm, but research proves them wrong. A study in the United States indicates a driver with a blood alcohol content (BAC) of .08, which is equivalent to three to five bottles of beer, is at least 11 times more likely to be killed in a car crash than a sober driver. This is why for many years AAP has been campaigning against driving under the influence (DUI) of alcohol. Although the Philippines already has an existing policy under RA 4136 or the Land Transportation and Traffic Code, Article V Sec. 53 on DUI, drunk drivers are still found on the road because there are no implementing rules and regulations (IRR) that will set the legal basis for determining whether a person is DUI or not. For this reason, AAP has been lobbying for establishment of a BAC level and the issuance of the IRR for RA 4136’s DUI provision. Proposed laws on DUI AAP Vice President Johnny Angeles met with Senator Ralph Recto last September 8, to discuss the re-filing of the Road Safety Act (RSA) of the Philippines since it was not calendared in the last Congress. Knowing that the proposed RSA’s voluminous contents under House Bill No. 6722 were not discussed in the third regular session of the 14 th Congress, Recto suggested it be called the “Magna Carta of the Land Transportation and Traffic Code” since it encompasses many bills that passed Congress such as DUI, seatbelt use, helmet use for motorcycle riders, restricted use of a cell phone while driving, etc. Other senators have also filed laws on DUI; Sen. Richard Gordon’s Senate Bill 141 suggested a 0.08% BAC with very high penalties, Sen. Pia Cayetano’s Senate Bill 770 suggested a 0.07% BAC, Sen. Manny Villar’s Senate Bill 830 and Sen. Miriam Santiago’s Senate Bill 1527 referred the IRR to the Department of Transportation and Communication (DOTC), Department of Health (DOH) and Metro Manila Development Authority (MMDA). In the House of Representatives, Rep. Monico Puentevella’s House Bill 7083 recommended a 0.06% BAC while Rep. Irwin Tieng also filed a similar bill. Recently, Rep. Gloria Macapagal-Arroyo and her son, Rep. Diosdado Arroyo, re- filed House Bill 382 or the Driving Under the Influence of Alcohol Act of 2010, suggesting the legal limit be 0.08%, the same as the United States. Penalties Under RA 4136, a fine of not less than P2,000 or imprisonment of not less than three nor more than six months awaits motorists proven guilty of DUI. On August 2008, the DOTC issued a revised schedule of the Land Transportation Office’s fines and penalties. The fine for DUI of liquor was increased from P2,000 to P5,000 together with suspension of the driver’s license for the first offense. The fine for DUI of drugs was increased from P2,000 to P10,000 plus automatic revocation of license. But unfortunately, in the proposed RSA of the Philippines, the penalty for motorists proven guilty of DUI is lowered to only P300 for the first offense, P500 for the second offense, P1000 for the third offense, and one year suspension of driver's license and a fine of P2000 for the fifth offense. Subsequent violations will result in the revocation of the driver's license. AAP will lobby to increase the penalties for DUI in accordance with present reality. The 2010 Philippine Touring Car Championship (PTCC) and 2010 Philippine Production Car Championship (PPCC), organized and promoted by Automobile Association Philippines (AAP), are supported by this year’s co-presentors, Concept One Wheels, Nitto and Starfire Tires and Seaoil Extreme 97.

Together with the PTCC and PPCC races, Wheel Gallery Inc. organized an event, the “Race of Champions”, which will showcase the country’s premier race car champion drivers headed by multiple rally-car champion and head of the AAP Motorsports Committee, Mandy Eduque who will beat the time against his racing colleagues in this much-awaited race event. Also to be held as support races at the PTCC race weekend are the 2010 Miata Cup Championship

and MP Turbo’s Time Attack.

New motorcycle patrol

AAP has deployed a first responder at the Skyway and ground-level expressway from Magallanes to Alabang (SOMCO) to provide faster service. The first responder, riding a brand-new 650cc Kawazaki motorcycle, will immediately proceed to the site of intervention and assess the service required.

The FIA Region II invites AAP club members to join the Yogyakarta-Bali, Indonesia Fly-Drive on November 10 to 14, 2010. The first Region II Drive features Yogyakarta, Bromo and Bali, Indonesia. The closing date for registration is on October 15.

Yogyakarta is the premier tour destination of Java island, Indonesia. A thousand years ago, Yogyakarta was the centre of the Ancient Mataram Kingdom which was prosperous and had high civilization. The kingdom built Borobudur Temple which was the biggest Buddhist temple in the world, 300 years before Angkor Wat in Cambodia. The other archaeological heritages are Prambanan Temple, Ratu Boko Palace, and tens of temples spread out in Yogyakarta. The unique combination of ancient temples, history, traditions, culture, and natural forces makes Yogyakarta worth to visit. Yogyakarta is the home of batik, traditional wayang puppets, sculpture, ceramics and silverware.

Bromo is the most well known attraction on Java island. The pre-dawn departure across the mountain's 'sand sea' to watch the sun rise at the crater rim has become a daily ritual, joined by visitors from all over the world. Although by no means the highest mountain in the region, Bromo has gained a reputation on account of its fantastic surrounding landscape.

Bali without doubt is well known all over the world as a magical island blessed with beautiful people and places, filled with art, music and festivals. Volcanoes, luscious rainforest, mystical rice terraces and long sandy beaches - there’s just so much to see and do!

percent in Canada and New Zealand. In Japan and Saudi Arabia, it is 0.00 percent implying that drivers are already considered legally impaired with just a sip of alcohol. The Philippines lags behind other countries in that we still do not have a BAC limit.

Getting the BAC level As part of its campaign against DUI,

AAP donated two digital alcohol breath analyzers to the University of the Philippines-Philippine General Hospital (UP-PGH) in 2008 and another to the Philippine National Police – Highway Patrol Group in 2010. The digital alcohol breath analyzer is used worldwide to identify instantly the BAC level of a person. Unlike doing blood or urine tests, using the digital alcohol breath analyzer is practical and produces immediate results in roadside situations.

Ideally, the individual that will be tested should not smoke, eat or drink 20 minutes prior to testing. Otherwise, the digital alcohol breath analyzer’s sensor may be damaged or give a wrong BAC level.

The digital alcohol breath analyzer has a mouthpiece or breath pipe into which the driver blows. After a few seconds, the result is displayed. because the alcohol a person drinks can be detected in his/ her breath due to its absorption from the mouth, throat, stomach and intestines into the bloodstream. The analyzer automatically beeps and displays a red light when the

BAC reading is over 0.05%.

Drinking responsibly AAP advises motorists planning to

get a drink or two to always have a designated driver who will refrain from drinking and is sober when it is time to drive home. If there is no designated

driver, it is better to not bring your car and just take a cab to go home.

By campaigning for the speedy establishment of a BAC limit and the IRR, AAP hopes to make roads safe through the enforcement of the DUI provision.

According to the AlcoHAWK PRO brand of alcohol breath analyzer, each BAC level has varying

effects on a person as follows:

Generally no loss of coordination. Slight joy or loss of shyness. Depressant effects are not clear. (Some individuals may experience impairment at BAC levels at .03%

or even lower)

0.040 % - 0.069 %

General feeling of well-being, joy, relaxation, and sensation of warmth. Shyness is reduced. Some minor impairment of reasoning and memory. Lowering of caution.

Driving skills maybe impaired.

0.070 % - 0.99 %

Slight impairment of balance, speech, vision, reaction time, and hearing. Joy. Judg-ment and self-control are reduced. Caution, reason and memory are impaired. Driv-

ing skills are always impaired.

0.100 % - 0.129 % Major impairment of motor coordination and loss of good judgment. Speech may be

slurred. Balance, vision, reaction time and hearing will be impaired. Joy.

0.130 % - 0.159 % Gross motor impairment and lack of physical control. Blurred vision and major loss

of balance. Joy reduced and state of feeling unwell begins to appear.

0.160 % - 0.249 % Anxiety, restlessness predominates. Nausea may appear. Appearance of a “sloppy

drunk.”

0.250 % - 0.299 % Needs assistance in walking. Total mental confusion. State of feeling unwell with

nausea and some vomiting.

0.300 % - 0.399 % Loss of consciousness.

0.400 % + Onset of coma. Possible death due to respiratory arrest. (Death can occur at a lower BAC level in some individuals)
