Foreword
I am pleased to present our annual report for 2016 which enables the Regional Centre
of Nursing and Midwifery Education (RCNME) to reflect on the achievements and
outcomes over the past year. Throughout the year we provided 175 programmes and
2023 nurses/midwives and allied health professionals attended.
I would like to acknowledge the effort and commitment by all staff in RCNME
throughout 2016, and the clinical nursing staff of all grades who have made a
significant contribution in the successful provision of programmes. We also recognise
the valuable contribution of the Board of Management, the Office of Nursing Services
Director, and the support from Hospital Management at Connolly Hospital.
I would in particular like to thank Jimmy Lynch, Interim Director of Nursing,
Midwifery, Planning and Development and staff in funding the RCNME and in
supporting the development of the new RCNME (‘Tayleur House’) on the St Ita’s
campus.
The 2016 Annual Report seeks to illustrate the activities of the RCNME. Essentially
the report concentrates on providing an overview of developments to date. Moreover
a series of tables are provided to indicate the activities of the Nurse Tutors. These
include staff professional development, programme coordination responsibilities and
the attendance figures per education programme within the HSE Dublin North East
region in 2016.
I hope the report enables you to gain an insight into the RCNME’s contribution
regarding its activities for health care staff in the HSE Dublin North East Region.

Annual Report on the Role and Function
of the Regional Centre of Nursing and Midwifery Education
1. Participate at regional and national level on appropriate issues related to
nursing and midwifery education, training and development
The RCNME participated in a number of National/Regional Advisory
Group Committees including Mental Health Nursing, X-Ray
Prescribing for Nurses, Assisted Decision Making, and the
establishment of a Recovery College in Dublin North East in
partnership with the NMPDU and DCU
2. Manage such training and development budgets which will be allocated and
prepare annual financial estimates in relation to this function
The RCNME was funded by the NMPDU see page 11. Additional
specific funding was allocated for fitting out the new RCNME
(‘Tayleur House’) on the St Ita’s campus
3. Identify in partnership with the Director of NMPDU the education and training
and development needed to support the delivery of nursing care
The RCNME developed a range of new programmes, for example
‘Return to Nursing Practice’ (in collaboration with the RCNME in the
Mater Misericordiae Hospital) for Registered General, Mental Health
and Intellectual Disability Nurses and also developed the Male
Urethral Catheterisation and Suprapubic Re- Catheterisation
Programme for Registered Nurses and Midwives

4. Provide a comprehensive training and development programme in accordance
with annually agreed objective
The RCNME produced a ‘Calendar of Educational Programmes’ for
2016 which was furnished to all members of the Board of Management
in the HSE Dublin North East
5. Provide education and programmes of professional development across all
divisions of nursing
The RCNME provided a range of educational programmes in 2016 for
nursing and allied health disciplines, see page 15
6. Explore innovative ways to plan and deliver in-service staff development
programmes
The RCNME continue to provide programmes combining e-learning,
utilising HSELand
7. Ensure that education, training and development activities are grounded in
sound evidence
All appropriate programmes provided by the RCNME are approved by
either Quality and Qualifications Ireland (QQI), and/or the Nursing
and Midwifery Board of Ireland or designated official training bodies.
All academic programmes were revalidated by QQI from 2016-2020

8. Ensure that training and development is aligned to national initiatives and
organisational objectives
The RCNME takes cognisance of the HSE’s National Clinical Care
programmes and the Office of Nursing Service Directorate strategy in
the provision of education and training
9. Promote interagency educational practices
The RCNME worked with a number of agencies in the provision of
educational programmes in 2016 for example, Nursing and Midwifery
Board of Ireland, Area/Director Nursing, Midwifery, Planning and
Development, Quality and Qualifications Ireland, Health Service
providers, Voluntary Hospitals, Office of Nursing Services Director,
National Office for Suicide Prevention
10. Source and evaluate internal and external education and training providers
The RCNME sourced a wide range of providers in education including
representatives from Health Care Agencies and the Health Service
Executive
11. Encourage and support the research agenda-
All programmes provided are evidenced based
12. Ensure very close relationship and liaison between higher education institutions
and all health service agencies
A number of academic programmes provided by the RCNME are on the
National Framework of Qualifications at level 5/8, approved by Quality
and Qualifications Ireland and the Nursing and Midwifery Board of
Ireland as appropriate
