E ducation can change attitude and behaviour, createa climate where people understand and accept road

safety importance. It has always been an importantaspect among the various efforts of the Road SafetyCouncil in reducing traffic accidents. For betterutilisation of resources, the Road Safety EducationCommittee and the Road Safety Publicity Committeewere amalgamated to form the Road Safety CampaignCommittee in late 1999. The new committee formulatescomprehensive road safety education programmes fordif ferent road user groups; organises publicityprogrammes and monitors their implementations bydifferent operational organisations.

School CurriculumPupils’ road safety awareness is raised throughvarious types of activit ies and vis its tokindergartens, through subjects such as GeneralStudies at primary level, and Economic and PublicAffairs and Social Studies at the junior secondarylevel. Some educational television programmesalso deal directly or indirectly with aspects of roadsafety.

The Education Department, in collaboration withsome government departments and voluntaryorganisations such as the Information ServicesDepartment, the Transport Department, theHong Kong Police Force and the Hong KongRoad Safety Association, provides schools withteaching and reference materials on road safety.

To facilitate the use of information technology, theEducation Department has produced some interactiveweb-based games and reference materials on road safety.It is hoped that these curriculum support materials willhelp to enhance pupils’ interest in the topic and their

Regular visits to schools are made by Police TrafficOfficers to reinforce road safety education. Road Safety Towns

The four Road Safety Towns in Sau Mau Ping, Shatin,North Point and Tuen Mun provide simulated roadenvironments to enhance children’s awareness of roadsafety. 77 320 persons visited the Road Safety Towns in2000. The towns are managed by the Leisure andCultural Services Department whereas Police areresponsible for bookings and providing education andtraining for the visitors.

Since June 1999, a pilot scheme has been tried out atPak Fuk Road Safety Town to have the Road SafetyPatrol (RSP) members to serve as Town Assistants. TheScheme aims at diversifying the activities of the RSP tomake it more attractive to youngsters and providemembers an opportunity to serve the community. TheScheme was rolled out to the other three towns in early2000 and the response from the public was good.

Road Safety Bus

The Police Road Safety Bus serves as a mobile exhibitionand lecturing centre visiting schools, housing estatesand youth centres. A total of 58 862 persons visitedthe Bus in 2000.

Road Users’ Code

The Road Users’ Code gives road users generalinformation on safety measures and road trafficregulations. The Code is also intended to be a resourcebook for use by road safety training officers, teachersand parents. The revised Road Users’ Code has beenmade available to the public since May 2000. It is alsoavailable on Internet at Transport Department’sHomepage. The chapter for cyclists has been extractedto form a separate promotional booklet for publicitypurpose in early 2001 to strengthen the publicity on‘safe cycling’.

Road Safety Education for New Immigrants

New immigrants from the Mainland have been identifiedas a vulnerable group in traffic accidents, because theyare unfamiliar with the road traffic conditions in HongKong. A road safety film with Chinese sub-titling hasbeen produced, under the auspices of the Road SafetyCouncil, for showing to the new immigrants, at theRegistration of Persons Office of the ImmigrationDepartment, at the Government Office, Cheung ShaWan, the International Social Services (a non-government organisation) and the community servicecentres of the Social Welfare Department. Also, roadsafety posters have been displayed and leaflets distributedin these centres to enhance new immigrants awarenesson road safety. Regular Road Safety seminars for newimmigrants have also been held at District and Regionallevels to complement visits by the road safety bus.

Improvement on Driver Training

The information on test requirements and commonmistakes committed by candidates is disseminated todriving instructors through liaison meetings with drivinginstructors associations and driving school operators byTransport Department.

Transport Department and Hong Kong Police Forcejointly organise road safety seminars for bus drivers andother professional drivers on a regular basis to promotetheir safety awareness. The seminars focusing on trafficaccident statistics, common contributory factors ofaccidents, road safety and accident blackspots, are wellreceived.

In addition, the Hong Kong Institute of AdvancedMotorists has helped in improving the driving skills ofdrivers. Advanced driving training courses are organisedfor the less experienced drivers.
