With 34 Council Car Parks, CPP continually seeks new and innovative parking solutions for its patrons and the professional team has over 50 years of experience in delivering car parking solutions.

Our research has highlighted that convenient, secure car parking with easy payment options is of primary importance to our patrons. This had led us to implement many new and innovative parking solutions:

• More payment options, including (Cash, Credit/Debit Card, CPP Parking Card, CPP Monthly Permit, Cheque). Coming soon: Tap & Go, Payment by Mobile App or Mobile Phone.

• Introduction of Licence Plate Recognition (LPR) at Goderich Street, Regal Place, Mayfair Street and Council House car parks.

• CCTV with IP technology at Convention Centre car park with further upgrades planned for all CPP multi storey car parks.

• Mobile App with real time bay availability, location photographs, maps, fees, parking reminders and Disability information. This application allows users to find a parking space more easily and reduces fuel usage.

• CPP Website provides a range of useful information which is updated daily advising the user of any road closures, traffic flow issues, car park locations, fee schedules, etc.

• Energy Efficiency – Elder Street car park has been designed to reduce energy consumption and vehicle gas emissions by incorporating solar panels, rain water harvesting, electric vehicle charging facilities and automatic CO2 monitoring . Elder Street car park uses low energy lighting and natural ventilation.

• Installation of Induction lighting and lighting control system at Convention Centre car park which has achieved a 50% reduction in energy.

• Parking Bay Guidance System - Convention Centre Car Park provides different coloured indicator lights positioned above each car parking bay to indicate whether parking bays are available, occupied, reserved or for Disability parking only.

In addition the City of Perth is the first local authority in Australia to commit to a climate change initiative in the form of carbon sequestration by planting and maintaining 400,000 trees for a 40 year production life funded from parking fees; demonstrating the City’s commitment to reducing atmospheric carbon.

These upgrades help to ensure CPP provides safe, secure parking with energy efficient options that lead to savings in fuel and time - ‘ the greener place to park’:

- Safe and secure parking- Time saving options- Fuel saving options- Energy Saving facilities

Additional services provided by CPP

• Event Parking – for City of Perth and other events. • Car parking management for Turvey Lane car park on the corner of Railway Parade, McCourt St and Cambridge Street. • Private hire of car parks for independent organisations. • Various parking services for other Local Councils. Revenue from fees collected at CPP car parks help to improve City of Perth infrastructure for our residents, businesses and visitors.

The City of Perth provides a number of parking concessions for people with accessibility requirements within the City. These include concessional parking rates to Disability Parking Permit holders when parking Off-Street within a CPP Car Park and parking On-Street (Kerbside).

In addition to providing concessions, the City aims to improve parking for those with accessibility requirements. City of Perth Community Services also produces a brochure titled “City of Perth Access Maps” which provides extensive details on accessibility within the city.

Disability Parking Concession Conditions

•These concessions are applicable only to hourly rates and do not apply to block (10 hour, 12 hour etc.) discounted fees or event parking.•Concessions are valid within the boundaries of the City of Perth only.•The City of Perth recognises international and interstate Disability Parking Permits. These are valid for a period of 3 months after the permit holder arrives in Western Australia after which a new Disability Parking Permit needs to be obtained from National Disabilities Services (NDS).•To be eligible for any concession, the permit holder must be in the vehicle, either as driver or passenger.•For disability parking outside the City of Perth please obtain the disability conditions applicable from the Local Council.

Parking Off-Street within a CPP Car Park

CPP Parking Meter Car ParksWhen a Disability Parking Permit holder is parked in an unstaffed car park operated with parking meters, they must purchase a ticket or pay at the meter for a minimum of 1 hour. When a ticket is provided this must be displayed on the dashboard with their valid Disability Parking Permit. The parking time will remain valid for a further 2 hours after the expiry time. The permit holder may not re-enter the same car park for a minimum of 2 hours.

CPP Boom Gate Car Parks (When staff on duty)When a Disability Parking Permit holder is parked in a staffed car park where there is an entry boom gate, they must pay for a minimum of 1 hour and can then park for up to an additional 2 hours for free. The driver will need to redeem the applicable concession by visiting the Customer Service Office prior to exiting the car park. The Customer Service Officer will need to sight the original Disability Parking Permit and will also collect any monies owing. The Permit holder may not re-enter the same car park for a minimum of 2 hours.

Use of a Disability BayDisability parking permit holders who do not require a wheel-chair or walking frame can park in any non-reserved bay within a car park and remain eligible for concessions, thus leaving the extra-wide bays for over-size vehicles or customers requir-ing extra clearance around the vehicle.

Parking On-Street (Kerbside)

The City of Perth provides parking concessions on-street (Kerbside) for people with accessibility requirements who hold a valid Disability Parking Permit.Kerbside parking bays are on-street parking bays controlled by green permissive parking signs e.g. ¼ P, 1P, 2P. There are three sign types: (a), (b) and (c).

a) Time restricted no fee payable. (General Bays)A vehicle displaying a valid Disability Parking Permit in a time restricted parking bay may park for:

i. If the time limit indicated on the parking sign is under 30 minutes - for 30 minutes; ii.If the time limit indicated on the parking sign is between 30 and 60 minutes - for 2 hours;iii. If the time limit indicated on the parking sign is over 60 minutes - for twice the period indicated on the sign.

Once this time expires the vehicle must vacate the parking bay and may not return to the same section of road within 1 hour.

b) Time restricted fee payable. (General Bays)A vehicle displaying a valid Disability Parking Permit in a time restricted parking bay, where a fee is payable, must pay the minimum applicable fee and if required, fees for additional parking time. After the purchased time expires the vehicle may remain parked for the same time again but once this second period expires the vehicle must vacate the parking bay and may not return to the same section of road within 1 hour.

c) Time restricted fee payable. (Disability Parking Specific Bays) Parking in a time restricted Disability bay is limited to the period stated on the sign. Fees apply.

Please note: Concessions do not apply to restricted parking areas such as Clearways, Loading Zones, Bus Zones, Taxi Zones. Failure to adhere to the above conditions may result in a parking infringement being issued.

Unique CircumstancesWhile City of Perth Parking makes every effort to provide accessible parking, it is not always possible to meet every circumstance. Our customer service staff are available on 1300 889613 to discuss unique circumstances and will endeavor to assist wherever possible.

MAXIMUM10, 12 or 24 hour continuous blocks to the maximum per entry. Only one block per entry. Hourly rate applies for time exceeding maximum block.

CAR POOLINGA discounted car pooling rate is available at Mayfair Street, Roe Street and Queens Gardens car parks. To be eligible for car pooling, there must be a minimum of two people in the vehicle at the time of entry and the vehicle must enter the car park between 6.30am and 8.30am Monday to Friday, except public holidays. Parking is for a maximum of 10 hours only, thereafter hourly rate applies. Car pooling bays are subject to availability.

ELECTRIC VEHICLE CHARGINGElectric vehicle charging facilities are available at the following car parks: Elder Street, His Majesty’s, Cultural Centre, Concert Hall, Roe Street, Pier Street, State Library, Citiplace, Mayfair Street, Regal Place, Council House and Convention Centre.

Charging facilities are 32 Amp 3 Phase outlets. All parking bays that have electric vehicle charge points are not dedicated electric vehicle bays, therefore a minimum of one day notice is required in order to keep the bay open for an electric vehicle. This will only be possible if the bay required is vacant at the time. There is at present no charge for electricity use, only the parking fee is payable . City of Perth is not liable in contract, tort, statute or otherwise for any loss of, or damage to property or personal injury, arising from any use of electric vehicle charging facilities.

MOTORCYCLE PARKINGMotorcycle bays are provided at most CPP car parks. These bays are marked specifically for motorcycle parking (inclusive of all motorised two-wheel vehicles) usage. It is an offence for motorcycles to be parked in bays designated for motor vehicles (i.e. cars, vans, trucks) unless a sidecar is attached. In most open air and some under cover car parks there are parking meters at the motorcycle bays.

New Motorcycle Entry System:City of Perth Parking has installed dedicated motorcycle entries at some CPP car parks. These new motorcycle entries mean that motorcyclists can automatically redeem their motorcycle discount on parking fees by simply taking their parking ticket to the pay station to pay and validate.

In the car parks with no dedicated motorcycle entry, the motorcyclist presents the ticket obtained at the entry boom gate to the Customer Service Officer to obtain a motorcycle reduction on the car parking hourly fee.

Please note: No early bird or concessions apply to the already reduced motorcycle parking fees.To access the dedicated motorcycle entry, go to the MC entry gate at the car park. Once there, ride up to the small MC only boom gate, take a ticket from the dispenser unit and park in a desig-nated MC bay. Any ticket issued from the motorcycle entry can be paid at any auto pay station within the car park at the discounted rate. Remember that only tickets dispensed from the dedicated motorcycle entries are entitled to the discounted motorcycle rates.

BICYCLE PARKINGNo fee payable except for Elder Street Car Park - all bicycles need to park in a designated bicycle bay.

At Elder Street Car Park, City of Perth Parking has introduced a dedicated bicycle parking area that can hold up to 54 bicycles.

The designated bicycle area has its own entrance with a turnstile gate located at the Elder Street side of the car park next to the motorcycle parking area. When approaching the gate, take a ticket from the dispenser unit, then enter via the turnstile gate and park bicycle in a designated bicycle bay.

Any ticket issued from the bicycle entry can be paid at any auto pay station. Only tickets dispensed from the dedicated bicycle entries are entitled to the discounted bicycle rates.

HOW TO PAY FOR PARKING

Ticket machines (pay and display ticket):These machines are found in the majority of CPP car parks, including open air and some of the undercover car parkfacilities.

Under this system customers must purchase a ticket from the ticket machine for the required time that the vehicle will be parked and display the ticket face up on the left hand side of the dashboard.

Parking Cards are available which offer a coin free option in the pay and display machines. Cards can be purchased from the Council House customer service desk, or an application form can be downloaded from the website www.cityofperthparking.com.au

Automated pay machines (pay as you leave):Automated pay machines are used in the following under cover car parks: Concert Hall, Citiplace, Convention Centre, Cultural Centre, Elder Street, His Majesty’s, Pier Street, Roe Street and State Library. This system is also in the Terrace Road open air car park.A ticket is issued at the entry boom

gate. Before returning to the vehicle to exit the car park, customers must pay for their parking by visiting one of the auto-mated pay machines. The machine will collect monies owing and validate the ticket. Customers can then return to their vehicles and exit the facility by inserting the ticket at the exit boom gate.

Licence Plate Recognition System (pay as you leave):Used in the following car parks: Goderich Street, Mayfair Street, Regal Place, Turvey Lane and Council House.On entry to the car park, the boom gate will automatically open. The licence plate of the vehicle will be captured by a camera when entering. No ticket will be issued. The option to pre-pay for parking is available along with the option to pay when leav-ing. The payment machines have a touch screen. Simply enter the licence plate number on the screen or the approximate time entering the car park to bring up images of the vehicle that matches the licence plate. Once selected, either press the pre-pay button or the pay for exit button to make payment. Payment can be made by cash, credit card, EFTPOS or Parking Card. Press on the screen for a receipt if required. If payment has been made to exit the car park, the boom gate will automatically open when the vehicle approaches the exit. If the boom gate does not open, press the intercom button for assistance.

NOTE: No change given in these car parks.

Credit Card and EFTPOS Facilities:Credit card (Visa, Mastercard, American Express) and EFTPOS facilities are available at all CPP staffed car parks.

Credit cards (Visa, Mastercard, American Express) are also accepted in unstaffed CPP car parks via the pay and display ticket machines or automated pay machines. This facility is also available on street ticket machines in the CBD and parts of West Perth, Northbridge and East Perth. The minimum transaction is $2.00.

If the credit card payment option is offline or the transaction cannot be completed, payment must be made with cash or use another machine.

CASHLESS PAYMENTCPP Parking Cards (mag stripe) can be used in all car parks and conveniently reduce the need to carry coins to pay for parking.

If the Parking Card payment option is offline or the transaction cannot be completed, the customer must pay by cash or use another machine.

GENERAL TERMS AND CONDITIONS

By entering and using the Parking Facility or utilising On-Street Parking you agree to the terms set out below.

1. Whether you are a driver or a passenger in the vehicle to be parked you use this facility at your own risk.

2. CPP is not responsible for your security, the security of your vehicle or any property brought into this facility.

3. CPP does not accept any liability for any injury to you, or loss or damage to your vehicle or any other property.

4. You agree to release and indemnify CPP from any liability that it may incur as a result of your use of this facility.

5. A person must not stop a motorcycle without a side-car or a bicycle in a parking bay or space unless

(a) the bay or space is marked ‘Motorcycle’ or ‘Bicycle’, or

(b) a sign applying to the bay or space is inscribed ‘Motor cycle’ or ‘Bicycle’

6. All long term permits must be displayed face up on dash board at all times.

7. Lost or damaged tickets will be charged from 8am on the day of entry.

PAYMENT TERMS AND CONDITIONS

1. If the Credit/Parking card payment facility is offline, or the card payment cannot be completed, customers must use cash.

2. Selected credit cards available.

3. CPP is not liable for any loss or inconvenience arising from the unavailability of payment facilities.

4. CPP will not process refund claims caused by customers failing to follow the payment instructions displayed on the machines.

5. CPP is unable to accept $50 or $100 notes or provide change for these.
