Federal Funding for Science and Technology
• The Federal Government FY19 R&D budget includes $60B for Defense and $63B for Non-Defense.
• For just S&T research (Basic, Applied and Advanced Technology Development [ATD]) only 3 agencies had budgets over $10B:• NIH: $37B
• NASA: $20B
• DoD: $16B• Nearly $8B in funding for Basic and Applied Research
• Will spend half of its basic research budget at universities

Purpose of Other Transactions (OTs)- aka OTAs (Other Transaction Agreements)
• OTs created to give DoD acquisition flexibility
• OTs provide the Government with access to state-of-the-art technology solutions from traditional and Non-Traditional Defense Contractors (NTDC)
• OTs Are not: • FAR based contracts

• There are two different OT statutory authorities that can result in three different types of OT agreements
• Research• “Original” or “S&T OTA” for basic, applied, advanced research
• 50/50 cost share common (but not required)
• Prototype• “2371b” or “Prototype Project OTA” for “enhancing mission
effectiveness”
• Non-traditional defense contractor / non-profit research institution participates to a “significant extent”
