Emergence of performance measures led to formation of the
Standing Committee on Performance Management
(SCOPM)
8 Task Forces were assigned to look at performance measures in specific areas:
SafetyPreservationCongestionEnvironmentSystem OperationsFreight/Economic DevelopmentComparative Performance MeasuresPlanning and Programming Process
The Task Force has hosted two events
It’s easy to get distractedas to why it won’t work
But we need more
data!!!
…a performance-based approach is appropriate
…a national performance-based approach is coming
…DOTs and MPOs need to have a strong voice at the table
We hold these truths
to be self evident…
Nine Workshop Themes and Ideas
1.States and Local Agencies
should have a rolein setting targets
2.State and local
politics must be accommodated
3.There must be a balance
between data-drivenand qualitative decisions
4.Performance measures should
be used to report progresstowards national goals – and they should roll up
to the national level
5.ARRA can serve as a pilot
for what works in reporting
6.USDOT should
represent the national interest during planning process
7.USDOT should approve the process
not the targets themselves
8.The current pipelines of projects
must be allowed to fit
9. Recognize that it could takea few authorization cycles
before we get where we want to be
