Introduction: the citrus supply chain in general is functioning in an unsustainable manner, caused by direct or indirect circumstances...o Product is being Irreparably Damaged in the Chain. o Network Congestion is Rife Throughout.o Ports, Infrastructure and Networks are Mostly

Ineffective.o Cold Chain Management can be Improved.o Costs are Peaking and Compounded by Inefficiency.o Industry Cooperation is Virtually Non Existent.

Definition of Supply Chain: the movement of goods from source of production to end consumer, the management of processes, infrastructure and logistics networks involved in the chain.

Purpose: to create a cooperative, efficient, cost effective & sustainable export supply chain for Southern African citrus.

Citrus Export Supply Chain Focus Areas:Production

Transportation

Ports, Infrastructur

e and Networks

Ocean Shipping

Cold Chain

Citrus Packaging and Palletising

o Encourage carton manufacturing and purchasing based on guidelines.

o To guide the design, construction and use of a uniform pallet based on specification, which is able withstand the impact of transport and handling.

o To encourage the palletising of citrus in such a way that minimizes damages through the various stages of export.

o Encourage the adoption of the packaging and palletising guidelines as set out by the Citrus Packaging Forum.

Citrus Transportation Road & Rail

o To develop a centralized transportation booking and monitoring tool (1 Citrus), to reduce delays.

o To adopt techniques that reduce damages incurred during transit.

o Introduce cost effective and efficient rail services from Limpopo region.• Conventional break-bulk rail & Reefer container trains

o Minimize the possibility of overloading.o Ensure the national corridors are maintained and functional.

Ports, Infrastructure and Networks

Port Network Optimization:o Citrus terminals and cold stores should optimize operational

and throughput efficiency by evaluating & upgrading systems and processes.

o Encourage Shipping Lines and Transnet Port Terminals to adopt value added services at the terminals to create better network efficiency.

o Optimize consignment placement in port terminals & cold stores.• i.e.. Separation of break-bulk and container cargo

Ports, Infrastructure and Networks

Infrastructure Development:o Development of a central common user truck stop in Durban.o Encourage the development of mobile racking systems –

reduce damages.o Development of infrastructure to enhance the effectiveness of

Maputo port.o Development of inland citrus Reefer container rail hubs.

• Letsitele and Polokwane

Ports, Infrastructure and Networks

Total Network Optimization:o Development of services to encourage better utilization of the

Maputo port.• E.g. Break-bulk ambient Europe & Russia / Japan cold

treatment o Development of viable inland citrus rail loading operations in

Limpopo.• Letsitele & Polokwane

o Research and develop practical ambient loading techniques.o Promote the use of Ngqura port for citrus exports.

Ocean Shipping

o To devise a mechanism to achieve Ocean Freight Rate competitiveness.

o Ensure sustainability of the Specialized Reefer sector to Southern Africa.

o Enhance shipping line schedule reliability.o Ensure that shipping capacity is uniformly applied.o Ensure container equipment is in adequate supply.o Introduction of containerized shipping services to Maputo.

Page 10: A Southern African Citrus Exports Post Harvest Supply Chain Optimization Strategy

Citrus Cold Chain

o To ensure the PPECB mandate on Cold Chain management is stringently applied throughout (Review of PPECB act).

o To ensure 100% success rate of Reefer Container cold treatment requirements.

o Research the technical aspects of Reefer container cooling units.

o To educate industry role players on citrus cold chain requirements.

Citrus Logistics Forum (CLF)

Objective: to create a functional platform to debate citrus supply chain developments and to address the challenges.

Who is involved in the Supply Chain Optimization Strategy? All role players involved

in the exporting of citrus.
