Madam Gatchalian: Food industry is facing the issues relating to the areas of standards, food traceability and food inspections, which cry to be resolved.

Mr. Yoshinori Iizuka: We need to implement quality tools in medical and health care service and establish standards for medical service.

Madam Tang Xiaofen: We must value corporate social responsibility. She analyzes the tendency and drivers of implementing social responsibility in enterprises and points out that at present, the core of corporate social responsibility is credit rating and sustainability.

There are three key tasks in building corporate social responsibility: (1) Ensure product quality safety and practice honesty in doing business; (2) Put people at the first place, protect employees’ interest and bring up their ability of development; (3) Protect ecological environment, save resources and reduce emission.

To meet the challenges put forward by the academicians, enterprises should take comprehensive and systematic thinking. Specialists and entrepreneurs held discussions on quality mission under new situation and delivered valuable comments, which can be summarized in the following 7 areas.

1. Quality management is an effective way to get rid of economic crisis

Mr. Watson, President of International Academy for Quality, points out that the greed nature of Wall Street values creates the inherent weakness in financial system and leads to the decisions, which violate the principle of system control. He thinks that quality management can also be applied in the financial operation system and quality thinking, quality tools and methods should be introduced to resolve the issues of control failure in the financial management system.

Mr. Huang Xiaolu, Director General, Shanghai Municipal Bureau of Quality and Technical Supervision points out that city quality management should take “flourishing city economy through quality” as guiding principle, innovation as motive force, vigorously carry out the strategies of “leadership through quality”, standardization and branding, and improve city quality competitiveness.

Mr. Xiao Guopu, Vice President, Shanghai Automotive Industry Corporation (Group) gives a brief introduction on the building of SAIC quality culture and points out that as a whole, the competition in auto industry is product quality competition at the level of products and culture competition at the level of enterprises.

Mr. Yoshinori Iizuka, Academician of IAQ points out that when the society reaches certain matured level in its development, quality management will become the core in business management. Organizations should obtain the abilities to seek customer value, make best use of modern technology, respond to changes and manage intellectual resources.

2. Quality management becomes the core factor in enterprise competitiveness

Mr. Aubrey, academician of IAQ, explores the relationship among quality improvement, lean activities and cost reduction and sales growth. He points out that quality activities do have the solid financial impact in the organization.

Madam Tang Xiaofen, President, Shanghai Association for Quality, President, Shanghai Academy of Quality Management , through an overall investigation and analysis on the status of Shanghai enterprise quality management, evaluates the quality management level of enterprises in Shanghai, reveals the developing tendency of Shanghai enterprises in the aspects of competitiveness, sense of responsibility in quality, continuous improvement and management systems. She advocates that the mission of quality in the new era is to focus on the fulfillment of enterprise responsibility for product quality and safety, enhancement of service quality and improvement of quality level in small and medium sized enterprises.

Mr. Cole, professor of UC Berkeley, through analysis of the quality management and market competition between US auto enterprises and their counterparts in Japan points out that negligence in quality improvement has affected US car maker reputation and customer perception of quality, which finally leads the failure of US enterprises in the competition.

3. Quality management should play an active role in service economy

Mr. Sung H. Park points out that in the new economy, it is difficult to measure service quality in terms of speed, variation, as in manufacturing process, so we have to make continuous efforts to explore more adequate evaluation methods and techniques for service quality.

Madam Gatchalian based on her study of service quality, presents a performance checklist method to measure service quality. According to her experience, the rating on the checklist can be used for horizontal service comparison, and when done regularly, results of this measure can also help define the service performance trend of an enterprise.

4. To perform corporatesocial responsibility is the inevitable trend in quality management

Shanghai Academy of Quality Management advocates that enterprises must take account of the national conditions and economical development in performing social responsibility. Based on the theory of stakeholders, they list out points of attention from the perspectives of customers, environment, employees, business partners, community and society, and investors.

Mr. Kang Jun, Shanghai College of Electricity and Machinery Technology, thinks that enterprise can use Performance Excellence Model to establish corporate social responsibility framework by considering internal and external factors. Internally we should be responsible for products and employees, externally responsible for interested party and ecological environment.

Mr. Zhang Yongliang, Shanghai BaoSteel Steel Tube Plant, applies quality

analytical method to analyze energy consumption in the plant and reduce

unit overall energy consumption by over 20% through systematic process

optimization and management.

Mr. Li Jie, Shanghai Vanke Co., Ltd., introduces their experience that by

applying quality management philosophy, they can convert the current

traditional domestic architecture model of high energy consumption to

low carbon and environmentally energy saving model.

5. To fully display the leading role of standardization

Mr. Wen Ku, Director, Science & Technical Department of Ministry of Industry and Information Technology of People’s Republic of China, points out that in order to strengthen the work on industrial product quality, we have to promote the building of industrial product standard system and standard implementation in the field of industry and information.

Mr. Lang Zhizheng, Counselor of Chinese State Council, points out that we have to focus on development strategy and hold the direction while working on standardization, so as to better serve the central work of our economic and social development.

Mr. Paul Harding, Executive Director, South African Quality Institute, in his speech “Service Standardization and Harmonization of Society – A South African Perspective” introduces their experience in promoting quality management system through standardization in South Africa. He says that standardization can promote social development in a multi-cultural society.

Mr. Yang Yi, China Coal Research Institute, says that standardization

plays an important role in technical innovation, international trade

development and competitiveness enhancement.

Delegate from Shanghai BaoSteel International Economic & trading Co., Ltd. says that management systems integration has become the inevitable trend in effective improvement of enterprise business management and benefit.

Mr. Ren Xiaoyong, China Northeast Audit Co., Ltd. advocates to carry out professional cultivation for auditors and constantly enhance their sense of responsibility and professional capability.

The survey report by Shanghai Academy of Quality Management shows that management system integration has become the key means in further quality management development, but need to make improvement in system simplification and value adding.

6. Quality method has become animportant means in resistingrisks

Mr. Fan Yonggen, General Manager, Urban Power Supply Company,

Shanghai Municipal Electric Power Company, introduces the concept of

secondary crisis management and exposes the nature of secondary crisis

and explores the pattern of its derivation and evolution based on his study

of possible secondary crisis relating to public power supply emergencies.

Quality team from Metro Jinjiang Cash & Carry Co., Ltd., have

tried building a warning system to monitor product quality risk

and through a series of methods greatly reduced the occurrence

frequency of customer complains on product quality.

Shanghai Urban Construction (Group) introduces how to use

risk management system to effectively mitigate the risks in

civil construction projects based on their study of construction risk, especially the risk management of large municipal

construction projects.

7. Quality innovation promotes enterprise breakthrough improvement

Mr. Zhou Yongxing, General Manager, Shanghai Municipal Electric Power Company, introduces how to bring up innovation awareness in the enterprise and points out that innovation is the sole of an enterprise and no enterprise can achieve excellence unless it makes cultural innovation, development innovation, science and technical innovation, management innovation and service innovation on a continuous basis.

Mr. Shen Jianfang, Shanghai Hitachi Electric Appliances Co.,

Ltd., introduces their experience in establishing innovative

activity system through innovative motivation system,

innovative road map and innovative team building.

Mr. Magritzer, vividly describes the tendency of philosophy and method integration between lean production and six sigma by using “good things come in pairs”.

8. Impression of the meeting
