Overview•  Firstly,Idon’tpresumetobeatownortransportplanner.ButIamalong5meresidentof

Whangaparaoa(movedherebackin1974whenIwas6)andIfeelthattherehasn’tbeenaconsidera5onofsomebiggerpictureplanningregardingtheMinistryofEduca5onlandthathasbeendeemedsurplusthatissituatedonthecornerofStanmoreBayRoadandWhangaparaoaRoad.

•  TheremaybesometalkinAucklandCouncilandATaboutthis,butIamunawareofanyplanningproposalsregardinguseofthislandbycouncil.

•  HowevertherehasbeencoverageinlocalmediaregardingsellingthislandofftoprivateinterestsandMBIEhasevenpipedupwiththeideaofusingitforhouses.

•  Inmyviewthisisshortsightedandpoorplanning.Thislandcouldbeusedtomakepenlinkworkandtogenerallyeasetrafficconges5ononWhangaparaoaRoadbeforethat.TherearefarmoreplotsoflandavailableatGulfHarbourandimprovingaccesstothisareawouldseemofgreaterimportancethanhavingafewhousesonacornerlot.

•  ThisdocumentcontainsaproposalregardingthislandusethatIbelievecouldachievebeZertrafficflowinthislocalareawiththisland.Itmaynotbethedefini5veanswer,butIhopeitmighthelps5mulatesomebeZerplanningideasthantheonesIhavesofarseeninlocalmediacoverage.

Currently,ifpenlinkisgoingtogothroughthereisaproblemthatwilljustcreatemoretrafficissuesandthatisthe3trafficlightswithin400metres(asmarkedonmapbelow)thatareattheplazaonWhangaparaoaRoad.

However,thereisanopportunitythathascomeupthatcouldaddressthis–theEduca5onLandthathascomefreethatbordersWhangaparaoaCollege,StanmoreBayRoadandWhangaparaoaRoad.Usingthislandtocreate1lightscontrolledintersec5onforPlazaaccessoffWhangaparaoaRoadwouldmakeamajordifference.Itwouldalsohelptostop‘ratrunning’bythoseEastoftheplazathroughlocalresiden5alstreetsinsteadofusingWhangaparaoaRoad.

Apossiblesolu5on?ThelandthatissurplustoMinistryofEduca5ononthecornerofWhangaparaoaRoadandStanmoreBayRoadisusedtohouseanewcommunityhallandcarpark.TheoldHallisdemolishedandmakeswayforanewlightscontrolledintersec5onfromStanmoreBayRoadtoWhangaparaoaRoadandtheplaza.Thisbecomestheonlylightscontrolledaccesstotheplaza.

- Set1RoadaccesstoWhangaparaoaisclosed–lightsremoved.- Set2Roadaccesstoplazaisclosed–lightsremoved.- Set3(WadeRiverRoadaccesstoWGPRoad)–lightsareremovedandaroundaboutisbuilt.ThiswillallowresidentsfromTowerHilltosafelyaccessWhangaparaoaRoadandheadwesttoOrewa–theysimplyhavetoturnlefanddriveapprox150mtouseroundabouttosafelyjoinwestboundtraffic.- Set4–NewandonlysetoflightsinthisareafromStanmoreBayRoadontoWhangaparaoaRoadandintoPlaza.ThisalsoallowsStanmoreBayRoadtraffic,includingWhangaparaoaCollegetrafficandManlyresidentsasafeturnwest(right)underlightcontrol.AlsosetuptointeractwithschoolpedestriantrafficfromWhangaparaoaCollegetoPlazaandfornewcommunityhallpedestrianaccess.

Othertrafficissuesthatmaybeaddressedbythischange:1.   RatRunning–avoidanceofWhangaparaoaRoadbyGulfHarbourandArmyBagresidents.AgrowingnumberofcommutersdrivingoffthepeninsulabypassusingWhangaparaoaRoadandinsteadturnoffatBeachRoad,Manlyanddrive7kmthroughquietresiden5alstreets–includingMoretonDrivewhichhasa1,000KGweightlimit–tothenjoinWhangaparaoaRoadatthelightsofVipondRoadandWhangaparaoaRoad.

ManyinManlyalsotravelthisrouteasthereisnosafeoreasywestturnintersec5onontoWhangaparaoaRoad–soinsteadtheydrivethroughbackstreetstoVipondRoadlights.

Manyofthesedriversarein‘commutermode’andcon5nuallyspeedontheseresiden5alstreetswithliZlethoughtofthosewholiveorwalkalongthem.

Othertrafficissuesthatmaybeaddressedbythischange:2.ProvidingManly&StanmoreBayResidentswithsafewestheadingturnsWhangaparaoaRoadiscarryingmoreandmoretraffic,theonly‘safe’westturnsthatresidentsofStanmoreBayandManlycanaccessiseitherA–LightsatVipondRoadorB–theroundaboutatManlyShops–thisisallthatisonofferonastretchofroadthatcovers7kms.AssuchalotoftrafficdrivesthroughlocalstreetstoaccesstheVipondRoadlightssothattheyhaveasaferopportunitytoaccessWhangaparaoaRoaditwouldmakesensetohaveanothersaferightturnop5on.ByhavinglightstotheplazaandtoWhangaparaoaRoadattheStanmoreBayRoadIntersec5on(Conthemap)thiswouldgiveManlyresidentsasafeaccesspointontoWhangaparaoaRoadandreducetrafficthroughresiden5alstreetstoVipondRoad.

Onasidenote–ATandAucklandCouncillors–doyourealisethatalotoftheHGV(heavygoodsvehicles)thatmakedeliveriestotheNewWorldonthecornerofBeverleyandWhangaparaoaRoadratrunthroughLangtonandVipondRoadtoheadwestoffthepeninsula.Theycan’teventurnlefoffLangtonontoVipondRoadwithoutusingbothlanestomaketheturn.Surelythisisn’tmeanttobehappening?
