A Poll of Registered Voters on Guam Regarding the 2018 Election for Governor, Government Operations and Issues Purpose: Community Perspective In 2018 the people of Guam will vote for a new governor to lead our island and address social and economic issue that are of concern to the people of Guam. A poll was conducted from Oct. 23 to Nov. 6, 2017 to measure the position of a representative sample of registered voters on Guam regarding, government operations, social issues and their choice for governor. The poll also includes; reasons, demographic information and statistical data regarding local resident’s position on the aforementioned issue. This survey was conducted by the government students in conjunction, with the math department at Simon Sanchez High School. Sample/Method: Registered Voters 18 and Over on Guam A systematic sample of survey participants were gathered from local Guam phonebooks. EXAMPLE: Students were asked to randomly select a letter from the phonebook. They were then instructed to select every 25 th number in the phonebook from their designated letter. After a phone number has been selected they were to add a number so the name, village etc. would be concealed. 555-1234 would be changed to 555-1235, preserving the identity of the respondent and the validity of the sample. Only students in the government classes and the AP math class were allowed to conduct the phone interviews. Each student was educated on the polling process, given a prepared script and questions where formulated by the teachers and students of the participating classes. (see attached script and questions) Total People Polled: N=957 On the 1 st question: 18 and a registered voter on Guam Of the (N=957) participants in the survey, 100% reported they were over the age of 18 and a registered voter on Guam. On the 2 nd question: Gender Of the N=957 people polled 415 or 44% of respondents were male and 542 or 56% were female.

ConclusionApollwasconductedfromOct.23toNov.6,2017tomeasurethepositionofregisteredvotersonGuamregarding,governmentoperations,socialissuesandtheirchoiceforgovernor.Thepollalsoincludes;reasons,demographicinformationandstatisticaldataregardinglocalresident’spositionontheaforementionedissue.Thissurveywasconductedbythegovernmentstudentsinconjunction,withthemathdepartmentatSimonSanchezHighSchool.Althoughnotascientificpoll,severalmethodswereusedtoincreasethevalidityofthesurvey(pleaseseesample/method).Ascriptwasstrictlyfollowedanddeviationfromtheassignedquestionswasprohibited.Alsothesamplesize,(N=957)waslargeenoughtoaccuratelyrepresentthe“universe”ofresidentsonGuam+-2.94%basedon150,000residents.Alldatacollectedwasturned-overtothemathdepartmentforanalysis.

Itisunderstood,thatpollsareaglimpseofthepublic’ssentimentonaparticularissue,ataparticularpointintimebut,someinterestinghypothesescanbesupportedfromtheresults.

B. Thegovernmentmustimproveoperationsbycreatingjobsforthepeopletoincreaseitstaxbaseanditmuststopborrowingmoney.

C. Candidatesmustrecognizethatfamilyrelationsandpartyaffiliationarenotanaspectvotersconsiderwhencastingavoteforpublicoffice.

D. Althoughearly,withtheelectionbeingayearaway,amajorityofregisteredvotersonGuamareundecidedaboutwhoshouldbethenextGovernorofGuam.ThereisnoclearfrontrunneratthistimebutanalysisindicatesafavorableoutcomeforFrankAguonJr.overRayTenoriobyarazor-thinmargin.
