Introduction

1.1 Transport Planning Associates has been appointed by Mobin Properties Limited to provide transport

and highways advice in relation to the proposed redevelopment of 34-42 East Street, Barking. The

site is located in Barking town centre in the London Borough of Barking & Dagenham, as shown at

Figure 1.1.

1.2 The proposed scheme would comprise the redevelopment of an existing site (land use A1) to provide

an nine storey mixed use development with commercial units at ground and part first floor level with

65 residential units at first to eighth floor level. The proposed development would be car-free, save

for disabled parking, to reflect its town centre location.

Planning history

1.3 A planning application1 for a 6-9 floor building comprising 79 residential units and 1,210 m2 of

commercial floorspace was refused planning permission on 19 February 2020. The Decision Notice

included one highway reason for refusal, namely:

“The location of the proposed blue badge spaces is considered unsatisfactory, posing a

potentially hazardous conflict with the existing turning head area on Clockhouse Avenue and

the plant and refuse access to the former Barking Magistrates Court building, and as such is

contrary to policies BR9 and BR10 of the Borough Wide Development Policies Development Plan

Document and draft London Plan policies T6 and T6.1”.

Scope of report

1.4 The report will be structured as follows;

Chapter 2 – Transport Baseline - will introduce the site and the existing transport conditions

focusing on the accessibility by various public and private modes of travel;

Chapter 3 – Development Proposals- will introduce the development proposals focusing on

the transport elements;

Chapter 4 - National and Local Planning Policy - discusses existing National and Local

Planning Policy

Chapter 5 – Assessment – Assesses the potential impact of the development proposals;

Chapter 6 – Summary and Conclusions –summarises the findings and outline the conclusions

drawn.

Site

2.1 The site is located at 38 – 42 East Street in Barking town centre at the junction with Clockhouse Avenue.

The wider context for the site is provided at Figure 1.1 and the local site area is shown at Figure 2.1.

2.2 As can be seen, the site is situated within the pedestrianised section of the town centre, with Barking

railway station located within 340 m of the site.

Amenities

2.3 In relation to acceptable walking distances, Manual for Streets (MfS) offers the following guidance in

Section 4.4 “The walkable neighbourhood”

“Walkable neighbourhoods are typically characterised by having a range of facilities within 10

minutes’ (up to about 800 m) walking distance of residential areas which residents may access

comfortably on foot. However, this is not an upper limit and … walking offers the greatest

potential to replace short car trips, particularly under 2 km. MfS encourages a reduction in the

need to travel by car through the creation of mixed-use neighbourhoods with interconnected

street patterns, where daily needs are within walking distance of most residents.”

2.4 An alternate reference (the Institution of Highways and Transportation (IHT) publication “Providing for

Journeys on Foot”) sets out preferred maximum walking distance guidelines replicated in Table 2.1

2.5 More recently, CIHT’s Planning for Walking (2015) quotes the Department for Transport’s (DfT)

document “Building Sustainable Transport into New Developments” (2008), which states:

“Walking neighbourhoods are typically characterised as having a range of facilities within 10

minutes’ walking distance (around 800 metres). However, the propensity to walk or cycle is not

only influenced by distance but also the quality of the experience; people may be willing to walk

or cycle further where their surroundings are more attractive, safe and stimulating. Developers

should consider the safety of the routes (adequacy of surveillance, sight lines and appropriate

lighting) as well as landscaping factors (indigenous planting, habitat creation) in their design”

2.6 Based on the evidence above, it is considered that the IHT’s preferred maximum walking distances are

still valid. These have been used to identify a sample of the local amenities and services within walking

distance of the site as set out below.

2.7 The above list demonstrates the highly accessible nature of the town centre location of the site.

Existing Pedestrian Infrastructure

2.8 East Street in the vicinity of the site is a fully pedestrianised road with retail units to both sides of the

road. To the west, it leads on to North Street, while to the east it connects with Ripple Road and

Station Road. Clockhouse Avenue to the rear of the site is traffic calmed and provided with wide

footways.

2.9 Footways are provided on all the surrounding roads, proving pedestrian access to the local amenities,

bus stops and Barking railway station. Zebra crossings are located on North Street, London Road and

Station Parade.

Existing Cycling Infrastructure

2.10 The existing local cycle infrastructure is shown in Figure 2.2. As shown, the site is located adjacent to

a local cycle route that runs along Clockhouse Avenue. This connects with a network of local cycle

routes that pass through the adjacent residential area. To the south, the local cycle network links with

National Cycle Network route 13 that passes long the A13 Alfred’s Way.

Public Transport Access

Access by Bus

2.11 A number of bus stops are located within 200 m of the site on North Street, London Road and Ripple

Road. The stops are served by ten routes, as summarised in Table 2.3 and shown on the Transport for

London spider map shown at Appendix A. These routes provide frequent connections to the

surrounding communities and facilities in the vicinity of the site.

2.12 The Chartered Institute of Highways and Transport publication (CIHT) “Buses in Urban Developments”

(2018) considers the maximum walking distance to bus stops to promote a choice in travel away from

the car. The information set out in Table 4 of that publication is reproduced below.

2.13 As set out in the CIHT publication, the maximum values quoted are:

“…. intended to enable the bus to compete effectively with the car and to benefit a wide range of

people with differing levels of motivation and walking ability.”

2.14 Based on the above, it is clear that the site is very well located with respect to access to local bus

services.

Access by Rail

2.15 The site is located within 340 m (a 4 minute walk) of Barking railway station. The station provides

access to services on the District and Hammersmith & City lines of the London Underground and to

Transport for London Overground services with frequent services to London and Upminster. The

station also provides access to local rail services operated by C2C. The route runs between

Shoeburyness and London Fenchurch Street.

Public Transport Accessibility Level

2.16 The degree to which a site in London is considered accessible by public transport is identified by its

Public Transport Accessibility Level (PTAL). This is a measure of accessibility from a point of interest

(i.e. the application site) to the local public transport network. This measure takes into account the

walk access time to a station or stop as well as the wait time and reliability of local transport services.

2.17 The PTAL methodology was originally developed by the London Borough of Hammersmith and

Fulham and has been approved and adopted by Transport for London (TfL). PTAL it is calculated via

a numerical Public Transport Accessibility Index which is then converted into a range from Level 0

(worst) to Level 6b (best).

2.18 According to the TfL Planning Information Database3, the application site has a PTAL rating of 6a as

shown in Figure 2.3 A full PTAL report is provided in Appendix B.

2.19 The PTAL rating indicates that the site is highly accessible by public transport modes.

Vehicular Access

2.20 The site is located at the junction of East Street and Clockhouse Avenue. East Street is fully

pedestrianised, but vehicle access is possible via Clockhouse Avenue. This is approximately 7.0m wide,

subject to a 30 mph speed limit and is illuminated.

2.21 Waiting and loading restrictions are in place in the vicinity of the site on Clockhouse Avenue. Permit

holder parking bays, a goods loading bay and disabled parking bays (limited to a 4 hour stay) are

located along the road. Limited access for goods deliveries to East Street via a stub by the eastern

boundary of the site is permitted. This stub acts as a turning head when access to East Street is not

permitted.

2.22 Clockhouse Avenue provides access to the wider highway network via its junction with Broadway to

the west of the site, which enables access to the A124 London Road to the north and the A123 Ripple

Road to the east.

Road Safety

2.23 A review of the most recent available five years’ of personal injury collision (PIC) data was undertaken

utilising information obtained from CrashMap. The data obtained for the review, which spanned the

2015-2019 period, is shown in Figure 2.4 together with the extent of the review undertaken.

2.24 As can be seen from the above Figure, a total of three personal injury collisions were recorded within

the scope of the review. All three incidents were classified as being slight in nature. Given the lack of

any cluster of accidents, the data does not suggest that there is a fundamental highway design flaw

on Clockhouse Avenue.

Development Proposals

3.1 The proposed scheme comprises the redevelopment of an existing site (land uses A1 and C3) to

provide an nine storey mixed use development with commercial units at ground and part first floor

level with 65 residential units at first to eighth floor level. The proposed ground floor and 1st floor

layout is shown at Appendix C.

3.2 The scheme would provide:

Approximately 1,607 m2 Gross Floor Area (GFA) of retail space;

A total of 65 flats:

29 1-bed units (8 of which will be adaptable)

17 2-bed units and

19 3-bed units

Pedestrian and Cycle Access

3.3 Pedestrian access to the site will be taken from two points on Clockhouse Avenue on the east and

south frontages of the building. Both access point will include lift cores for easy access to the upper

floors.

3.4 Based on the minimum cycle parking standards set out in the Publication London Plan (refer to Chapter

4), the proposed 1,607 m2 of retail floor area would require 4 short stay and 18 (rounded up) long stay

spaces.

3.5 Two separate cycle stores will be located at ground floor for the residents. The cycle store accesses

will be located on the south and west sides of the building. A minimum of 118 cycle parking spaces

will be provided for the residents. In addition, 4 short term cycle parking spaces, using Sheffield stands

will be provided in the vicinity of the site for visitors.

Vehicular Access and Parking

3.6 Given the town centre location and its highly accessible nature, the proposed development will be car-

free. However, 2 mobility spaces will be provided in accordance with the requirements of the Policy

T6.1 – Residential Parking of the Publication London Plan4. It is proposed to locate these spaces close

to the residential site entrance on Clockhouse Avenue. It is proposed that EV charging points will be

included as part of the parking arrangement.

3.7 The original planning application for the site proposed two mobility spaces to be located on the

opposite side of the turning head. As noted earlier, this was raised as a reason for refusal on the basis

of ”… a potentially hazardous conflict with the existing turning head area on Clockhouse Avenue and the

plant and refuse access to the former Barking Magistrates Court building”.

3.8 To address this, one bay will be located on the opposite side of the stub while the other will be situated

by the southern site frontage on Clockhouse Avenue. A swept path plot showing the two proposed

spaces and the use of the existing turning head by an 11.2 m long refuse vehicle and a large car is

shown at Appendix D. As can be seen, the proposed mobility space would not prevent the use of the

turning head. If necessary, these spaces could be situated in an alternative location at the request of

the Borough.

3.9 The above Policy also includes a requirement to show how an additional 7% of dwellings (i.e. 5 spaces)

could be provided in the future, should the proposed level of provision prove to be insufficient.

However, given the highly accessible nature of the site, it is suggested that this passive provision is

not required and that a flexible approach to this Policy should be applied in this instance.

3.10 It is noted that the Borough’s Town Centre Action Plan includes the provision of a Town Centre Car

Club to support the use of car-free residential development. The proposed scheme will therefore

benefit from this sustainable development initiative.

Servicing and refuse collection

Deliveries

3.11 Deliveries to the majority of the proposed retail units would take place from Clockhouse Avenue, with

goods trolleyed through to the individual units. Unit 4 would be serviced from East Street via

Clockhouse Avenue during permitted access hours.

3.12 Deliveries to the residential units (such as internet shopping or supermarket online deliveries) would

also take place from Clockhouse Avenue, with vehicles using the turning head to manoeuvre and

return to Broadway and North Street.

Refuse collection

3.13 It is anticipated that the refuse arising from the retail units will be collected as part of the existing

retails waste collection round. To that end, a bin store would be located on the East Street façade.

3.14 As waste collection for the residential flats above and adjacent to the library must take place from

Clockhouse Avenue, it is anticipated that the waste arising from the proposed residential units will also

be collected in the same fashion. A bin store for the residential units would be located close to the

Clockhouse Avenue frontage.

National and Local Transport Policy

4.1 This Chapter of the Transport Statement provides a policy context to the development proposals,

focusing on both national and local planning transport policy and guidance. The documents, which

have been reviewed in relation to this planning application, include:

National Planning Policy Framework;

National Planning Practice Guidance; and

The London Plan.

4.2 The key policies which have has an influence upon the development proposals from a transport

perspective are set out below, with other policies dealt with elsewhere in the supporting

documentation.

National Policy and Guidance

National Planning Policy Framework

4.3 The National Planning Policy Framework (NPPF), which has been the subject of two updates in 2019,

sets out the Government’s planning policies for England and how these should be applied. It provides

a framework within which locally-prepared plans for housing and other developments can be

produced.

4.4 NPPF describes a sustainable transport mode as:

“Any efficient, safe and accessible means of transport with overall low impact on the

environment, including walking and cycling, low and ultra low emission vehicles, car sharing

and public transport.” (annex 2, p. 72)

4.5 With regards to achieving sustainability, the document states that:

“The purpose of the planning system is to contribute to the achievement of sustainable

development. At a very high level, the objective of sustainable development can be summarised

as meeting the needs of the present without compromising the ability of future generations to

meet their own needs.” (para 7)

4.6 When considering development proposals, the NPPF notes that it should be ensured that:

“Appropriate opportunities to promote sustainable transport modes can be – or have been –

taken up, given the type of development and its location;

Safe and suitable access to the site can be achieved for all users; and

Any significant impacts from the development on the transport network (in terms of capacity and

congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.”

(para 108)

4.7 Finally, with regards to considering development proposals, it states that:

“Development should only be prevented or refused on highways grounds if there would be an

unacceptable impact on highway safety, or the residual cumulative impacts on the road network

would be severe” (para 109)

4.8 It is considered that the proposed car-free development sited in a highly accessible location will not

result in either an unacceptable or severe impact on the local highway network.

Local Policy and Guidance

London Plan

4.9 Car and cycle parking standards for developments in London are set out in the current and Publication

versions of the London Plan. Considering the Publication version, the minimum cycle parking

standards are set out at Table 10.2 of the document and the relevant standards are reproduced below.

4.10 As set out in paragraph 10.5.2 of the Publication London Plan1, the provision of short stay cycle parking

in Barking & Dagenham for visitor/customers for Class A Uses should be at a higher level that the

minimum standards identified.

4.11 The proposed development will provide a total of 4 short stay and 18 long stay spaces for the retail

element, while 4 short stay and 118 long stay spaces will be provided for the residential units in

accordance with the above minimum standards.

LB Barking & Dagenham Local Development Framework, adopted March 2011

4.12 Policy BR9: Parking states in relation to car free housing developments that:

“The Council welcomes car free housing developments, but only where the potential impact on

on-street car parking can be managed. Areas most suitable for such developments are areas of

higher public transport accessibility levels (such as Barking Town Centre) and Controlled Parking

Zones (CPZs).

4.13 With regard to sustainable development, Policy BR10: Sustainable Transport states that:

“The Council is committed to reducing the need to travel and encourage modal shift away from

the private car towards healthy and sustainable transport initiatives and choices in the following

ways: ….

Directing new development towards locations that are easily accessed by public transport,

pedestrians and cyclists (or where new sustainable transport infrastructure is planned and which

will be in place when the proposed development takes place)”.

It goes on to note that:

“In accordance with Policy 3C.2 of the London Plan, developers will be required to submit a

transport statement together with a planning application where there are any identifiable

transport impacts or a transport assessment and a travel plan where there are significant

transport implications. Proposals for new development or changes of use will be assessed subject

to their potential impact on the surrounding transport and road network. Existing or planned

transport capacity must be sufficient to allow for travel generated by a proposed development”.

4.14 Policy BC8: Mixed Use Development states that:

“Mixed use development (development for a variety of activities on single sites or across wider

areas) is encouraged in the centres identified in the Borough’s retail hierarchy and sites with

good public transport accessibility. Such mixed use development should comply with the

following criteria:

The resultant range of uses (either within an individual development or across a particular

locality) should be compatible with each other. For example, by taking account of servicing

requirements and the relationship with any noise sensitive uses.

The mix of uses does not undermine other key policies within the plan (e.g. the prime retail

function of areas within primary retail parades). Sites considered particularly suitable for mixed

use development are set out in the Barking Town Centre Area Action Plan and the Site Specific

Allocations DPD”.

4.15 Policy BTC9: Town Centre Car Club states that:

“In order to reduce reliance on the private car, to encourage car pooling and to support the

policy of reduced car parking for new residential developments, the Council has introduced the

town centre car club”.

The Policy goes on to note that:

“The proposed club is designed to encourage and facilitate a move away from private car

ownership and complement the Council’s other policies and strategies to facilitate a modal shift

to more sustainable forms of transport. The Council considers it necessary, viable and useful in

the town centre because of:

Parking pressures and the existence of controlled parking zones.

The good public transport links within the town centre.

Town centre housing developments having reduced or no parking.

A business community with potential for corporate use of the car club.

4.16 It also states that:

The Club …. will be initially be focussed on the Axe Street/Town Square area but will, if

successful, later be extended to other parts of the town centre. At that point the Council will

explore the potential for a number of the evening parking bays to be created on East Street … to

be dedicated for car club usage.

4.17 The proposed car–free development is therefore in accordance with the above Local Plan policies.

Summary and Conclusion

Summary

5.1 Transport Planning Associates has been appointed by Mobin Properties Limited to provide transport

and highways advice in relation to the proposed redevelopment of 34-42 East Street, Barking. The

site is located in Barking town centre in the London Borough of Barking & Dagenham.

5.2 The proposed scheme would comprise the redevelopment of an existing site (land use A1) to provide

an nine storey mixed use development with commercial units at ground and part first floor level with

65 residential units at first to eighth floor level. The proposed development would be car-free, save

for disabled parking, to reflect its town centre location.

5.3 The site is situated within the pedestrianised section of the town centre, with Barking railway station

located within 340 m of the site. A review of local amenities located within 1,200 m of the proposed

development demonstrates the highly accessible nature of the site.

5.4 The site is located at the junction of East Street and Clockhouse Avenue. East Street is fully

pedestrianised, but vehicle access is possible via Clockhouse Avenue. This is approximately 7.0m wide,

subject to a 30 mph speed limit and is illuminated. Clockhouse Avenue provides access to the wider

highway network via its junction with Broadway to the west of the site.

5.5 With regard to highway safety, a total of three personal injury collisions were recorded within the

vicinity of the site. All three incidents were classified as being slight in nature. Given the lack of any

cluster of accidents, the data does not suggest that there is a fundamental highway design flaw on

Clockhouse Avenue.

5.6 Pedestrian access to the site will be taken from two points on Clockhouse Avenue on the east and

south frontages of the building. Both access point will include lift cores for easy access to the upper

floors.

5.7 Two separate cycle stores will be located at ground floor for the residents. The cycle store accesses

will be located on the south and west sides of the building. A minimum of 118 cycle parking spaces

will be provided for the residents. In addition, 4 short term cycle parking spaces, using Sheffield stands

will be provided in the vicinity of the site for visitors.

5.8 The proposed development will be car-free but will provide 2 mobility spaces accordance with the

requirements of the Policy T6.1 – Residential Parking of the Publication London Plan. It is proposed

to locate these spaces, which will include EV charging points, close to the residential site entrance on

Clockhouse Avenue.

5.9 It is considered that the proposed car-free development sited in a highly accessible location will not

result in either an unacceptable or severe impact on the local highway network.

Conclusion

5.10 The proposed development would be located in a highly accessible location in Barking town centre

with ready access to public transport and local amenities.

5.11 To reflect its location, the development would be car-free, save for the provision of two mobility

parking spaces in accordance with both national and Local Plan policies.

5.12 Based on the above, there are no transport or highway reasons why the proposed development should

not be granted planning consent.
