1 Introduction

There is no doubt that the promise and potential of new technologies live or die by the profitable, sustainable revenue they generate for the stakeholders in the market. For almost 25 years the Broadband Forum has had that focus as evidenced by the hundreds of millions of broadband home, business and access installations and massive generated revenues. The Broadband Forum’s new vision for broadband is centered on these same principals.

1.1 Broadband 20/20 Vision

The Forum’s new Broadband 20/20 vision is about unlocking the potential new markets and profitable revenue growth by leveraging new technologies in the home, small business and multi-user infrastructure of the broadband network. The innovative use of NFV, SDN, Ultra-Fast access and IoT (Internet of Things) and, when formally defined, 5G, enables the delivery of exciting ultra-fast broadband services, with distributed compute and storage to anywhere and any device in the home and business locations. Service providers have always been focused on profitable revenue generating services but this is the first time this or any forum has come together as a community to take a holistic approach to new technologies and have them deliver real value, to all stakeholders that address the fundamental issues of revenue per user that fuel healthy network growth. The top 5 new market opportunities; new broadband services, software deliverables, the hybrid nature of the new broadband and the Forum’s new structure and culture of fast time to deployment are important elements of Broadband 20/20 and the project deliverables.

1.2 Purpose and Scope of the Broadband 20/20 vision document

This document sets out some of the exciting business opportunities envisaged by the Broadband Forum by leveraging new technologies and the work in progress to make the vision a reality. The goal is to inform the industry about work underway, to hopefully inspire readers with some of these new opportunities and provide significant market leader advantage to those who participate in the work of Broadband 20/20 within the Forum. The following topics are addressed in the document

1.3 Summary

We are embarking on a genesis of new service and application opportunities made possible by faster wireline and wireless technologies, IoT in home and business, quality-assured services and the agility of NFV and SDN. The Broadband Forum has a new development culture and structure to exploit these technologies enabling stakeholders to bring these services to market and profitably grow their businesses over the next several years.

2 Enabling Broadband 20/20

2.1 Technology and Market Overview

The following will be apparent to most readers but are worth stating as the drivers for the new Broadband Forum vision:

Ultra-fast Access technology (G.fast) brings the attraction of high bandwidth without the need to rewire premises and also drives fiber economically into the access networks

The Internet of Things (IoT) promises automation and intelligent remote management

NFV introduces the concept of low-cost general purpose programmable, networked compute and storage

SDN the standardized, remote and agile management to enable these functions and the user control to create a responsive network experience

The rapid development of new software oriented solutions via open-sourcing seems equally attractive

The prospect of higher bandwidth mobility connectivity of the yet to be agreed 5G is on the near horizon

Global issues: Mobile, Cloud Service Delivery and Internet connectivity continue their ramp up, but with no visible signs of improvements in security, predictability or reconciliation of the issues of net neutrality or sustainable revenue generation versus cost per user

Of these, both the implementation of Ultra-fast Access and IoT are beginning their implementation while others are viewed with caution. The reason is simple. There has been a lack of clear-cut and compelling business opportunities or distinct markets that have been articulated by the use of these technologies. In addition, there are important missing pieces to achieving what we want from our connected world. Further there has been no holistic solution to many of the challenges that we deal with in the day-to day Broadband-connected world

2.2 What we all want

As users, what we all want is seamless transparent connectivity everywhere, and the buying and install experience of app store and smartphone simplicity but we also want performance-assured quality of experience and reliable predictability that has thus far been absent and we want on-demand control of that experience. As providers, we can only service these needs when the revenue per user exceeds the costs of providing the services.

2.3 NFV and SDN and the Hybrid Broadband Network

Network Functions Virtualization (NFV) and Software Defined Networking (SDN) are both complementary and mutually dependent technologies. NFV is a requirement for new services and functions but is dependent on the dynamic management afforded by SDN. SDN provides the agile management and control that both users and providers want but requires the new business opportunities that can be delivered on NFV platforms as the agent and motivation for its adoption. However, many view these initiatives with caution. The reasons are that the benefits while intuitive are unproven in terms of return on the significant investment required, NFV and SDN are significant agents of change and disruption of the business models of the majority of stakeholders. Put another way, it’s the natural course of things that making the right bold choice will lead to expansion and success. Perhaps most significantly there have been no large scale business or consumer opportunities identified that make a compelling case for change. The issue is further blurred by the feeling of many that the use of open sourcing may be paving the way for a new generation of proprietary, closed solutions that are expensive to test. It is not surprising perhaps that the marketing services is still limited to the virtues of high bandwidth which become indistinguishable to most users above 100 mbps or just expose internet frailties.

2.4 Broadband 20/20 Vision

The Broadband 20/20 vision does, we believe, provide both the opportunity and confidence to lead stakeholders to new business models and profitable value-added services that will benefit the industry and the users they serve. It also opens up the possibility for new kinds of service providers

2.5 Migration to Hybrid Broadband

Thus far the emergence of SDN from the data center to data center interconnect and now the opportunity to deploy SDN managed virtualized functions as virtual CPE in the Enterprise metro show the first use cases are becoming a reality. The success and scalability of these solutions will dictate the speed of deployment of SDN which in turn now opens up the opportunity for many other use cases. While clearly aware of the debate on the role of systems integrators, standardized versus propriety OSS/BSS and cross-domain orchestration these are out of scope for the Broadband Forum. What is clear is the need to provide data models, APIs and protocols for the management of Broadband 20/20 solutions. With its many years of experience and expertise in the Broadband market, the Broadband Forum is utilizing SDN and NFV to bring the concepts of distributed networked compute and storage into the wide area network, backhaul access, residential and business customer premises. The diagram below shows the likely migration of NFV and SDN concepts into wired and wireless broadband. It’s in the Broadband market that deployment of SDN and NFV meet ultra-fast technologies, smart home and IoT to create new business opportunities. Further it’s apparent that new types of services that are no longer tied to fixed devices can now be realized both in the network and in the home.

This is the beginning of how the Broadband Forum sees a holistic approach to the use of new technology. What is very clear is that not only will there be no overnight switch to a virtualized broadband but that in many cases the efficiency of specific devices will persist and even grow and that above all existing systems will be required to work alongside new virtualized functions to protect investment and optimize functionality and performance. The Broadband 20/20 vision is for a hybrid broadband network where migration is both seamless and paced by region. This is why migration is a key element of the architectural work of the Forum in the premises and wide area network.

2.6 The Role of the Broadband Forum

With many organizations developing SDN or NFV related work the questions is “what is the Broadband Forum doing that’s not being done elsewhere?” The answer is simple. Now, a whole series of new technologies have emerged which gives a new context for the ongoing evolution of work of the Forum. With more than 200 specifications and implementation guidance documents implemented and deployed in hundreds of millions of installations globally, the Forum is able to build on a huge installed base. In fact, the Broadband Forum’s flagship TR-069 CPE WAN management protocol is already dynamically programmable. It’s not just NFV and SDN implementations, it’s the impact of Ultra-fast fiber to the distribution point, cloud moving to the edge of the network, and the emergence of IoT in homes and business that drive new services that require new broadband work almost all of which has the potential to be touched by NFV, SDN and the advent of new software-driven approaches. It’s the expertise of the contributing members, experience and the vast body of work that makes it critical that the Broadband Forum takes on this work. Without the work, the potential for new business opportunities could not happen. As will be seen in a later section much work is complete and much is under way. So the real question is “If the Broadband Forum did not do the work then who else has the skills and experience needed together with the software models and critical interoperability and certification programs needed to take NFV, SDN into the Broadband market, then who would?” Just as the Broadband Forum relies on the developments by the ONF and ETSI and recognizes the contribution of other industry expertise, these organizations are also dependent on the innovation, implementation focus and hard work of the Forum to realize the potential of the new technology in the Broadband market.

Bandwidth has been the fundamental of networking growth for four decades and is essential to Broadband 20/20, but this paper looks beyond “build it and they will come” to use cases that look beyond ideas that require investment to

achieve cost savings on services that are already finely tuned. This document covers five promising cases, but many more can be imagined. Some include new ways to purchase services that we believe make the services themselves much more attractive. Others address issues that have frustrated users for a decade. There are many more to follow especially in vertical markets, but these are top of the list to make a significant impact with the use of new technology.

3.1 Top Areas of Broadband 20/20 innovation

3.2 Ultra-Fast Wireline Infrastructure Service

G.fast, also known as fiber to the distribution point is a “silent” game-changer that reinvigorates residential and business broadband by bringing gigabit class bandwidth without disruption to the premises. Upgraded premises gateways are user installable. In the case of multi-tenant buildings, the same technology brings these advantages existing building infrastructures without expensive necessity of deploying fiber for every tenant. Other enhancements are potential use of copper bonding to achieve more than 1 gigabit per second. Interoperability testing and demonstrations of G.fast in 2015 is being followed by deployment in 2016. IT estimated that deployment of FTTdp will be an order of magnitude greater than DSLAMs.

Existing phone wiring now stands alongside Ethernet & Wi-Fi as an equal but unobtrusive player in the gigabit home.

Intelligent User Services Platform Description

This new Broadband Forum project defines a standardized mechanism by which a network of controllers and agents communicate to activate, manage, monitor, diagnose, and control a broadband user’s network enabled services. This includes a wide array of use cases including managed broadband services, smart home and smart building applications, small business services, and management of multi-tenant facilities.

The project defines a data model, architecture, security and communications protocol to transform consumer broadband networks into an intelligent platform for the development, deployment, and support of broadband enabled applications and services. It expands the concepts explored in TR-069 device management towards overall service management, leveraging technologies such as IoT, NFV and SDN in concert with other standards organizations. Building on Broadband Forum Experience and Vast Installed Base

The project represents ongoing evolutionary development of the Broadband Forum’s TR-069 and related specifications from a device specific to service specific orientation. TR-069 is the Broadband Forum’s most widely implemented and deployed management protocol for broadband customer premises equipment with 350 million managed devices worldwide. This encompasses configuration, activation, fault and performance monitoring. Support for machine-to-machine and Internet of things with implementations of TR-069 is another indication of market-lead demand for new work in this area. Enhanced Capabilities and Seamless Migration

Broadband 20/20 developments of TR-069 build on the global acceptance as the standard for automated management of customer premises equipment. The experience gained will continue to be invaluable. Central to the evolution of TR-069 for new services is development of control protocols and enhanced security that are required for trusted deployment of virtualized services and the Internet of Things. Broadband 20/20 Intelligent Home and Business Services are being developed to leverage the Forum’s SDN & NFV, Architecture & Migration and Routing & Transport, Work Areas. With such a vast number of existing installations not the least of these is migration to ensure seamless market-driven transitions and protection of existing investment.

3.4 Seamless, Hybrid Wireline/Wireless Connectivity Services

Currently mobile devices are able to connect some data services via Wi-Fi and then wireline connectivity. Also limited connectivity from laptop, tablet and other Wi-Fi enable devices can be provided to 3 and 4G wireless networks. The latter in particularly is little more than a last resort connection. Hybrid Wireline/Wireless Connectivity Services, with the promise of 5G networking to augment developments in ultra-fast fiber and copper wireline connectivity, provide a new and much sought-after level of service. Imagine a hybrid service where devices traditionally delivered via wireline connectivity and smart-phone devices and tablets were served by a combination of both networks. With the wireline and wireless networks providing a data path functioning as an active/standby to genuine always-available, high bandwidth services can become a reality. In addition, the network could also provide two active paths to aggregate data rates. There are other hidden benefits of instant service availability via 5G connectivity until wireline services can be provisioned. The work to enable this hybrid connectivity has already begun within the Forum and can deliver useful service enhancements in 4G networks, well ahead of 5G availability to create a hyper-connect broadband service. The real impact is that dropped calls (mobile calls are increasingly placed from residential locations) and less than perfect wireline data services could shortly become a thing of the past. The perception of those providing these services would not only improve dramatically, but the support pressures to provide instant repairs will also drop dramatically.

3.5 Performance-Assured On-demand IP Broadband Services

Broadband services that deliver near instant availability of connection and content has become a requirement for living. Unfortunately, this gets equated and represented purely in terms of speed or bandwidth. This is necessary, but not sufficient. As 4K content delivery becomes established streaming of live events or gaming not only will require not only higher bandwidth but increase sensitivity to delay, delay variation and packet loss. Increased access speeds and content are already exposing fragile Internet delivery. For anyone attempting fully interactive applications from residential or business locations the frustrations of running business applications over even high bandwidth services are endlessly frustrating.

The key is to provide on-demand performance-assured IP services that directly connect to key data center applications without the uncertainties of the Internet connectivity. Service connectivity can be instigated in a number of ways but the most attractive is via provider services that can dynamically activate services automatically or via user portals.

These provider services can be located in distributed data centers on dedicated or virtual compute resources and utilize bandwidth physically available within the access network but not outside of traditional user SLAs.

3.6 Personalized Network Services

This final possible use case extends the concept of performance-assured services from fixed business and residential locations to well, almost anywhere: Hotel guests with the ability to override performance limitations imposed by local SLAs at Wi-Fi hotspots at multi-user locations at airport, train and plane.

This is last case draws together potential use of all of the current technologies. Space in this document limits us to the highlights only, but further detail including investigation of business models to test relevance for your own business dynamics are under development.

4 Broadband 20/20 Defined

4.1 The Deliverables

• A set of standardized, architecture, software models, APIs, management protocols, implementation guidance and interoperability and conformance tests

• Step-by-step delivery to create incremental value over a period of time • The new Broadband network will be a hybrid ecosystem: migration-ready, handling both current static and new

programmable, virtualized networking & computing as the market naturally evolves • Based on practical provider and vendor membership requirements and almost 25 years of uninterrupted success

4.2 From Vision to Reality

In order to realize the promise of Broadband 20/20, the Forum has undergone a major restructure into eight work areas with a new culture of rapid technical development so as to incrementally deliver technical specifications, architecture, management, software data models, APIs, interoperability tests etc., around which the industry can evolve.

4.3 Broadband User Services Work Area

The Broadband User Services Work Area develops specifications and publications to create a new kind of the Broadband experience for the end user and provides new means for service providers and application developers to monetize the broadband user’s connection. This ranges from on-demand business and entertainment services, IoT services related to energy, security, environment, etc. to user control of what can become the data center in the home and small business managed and control with zero- touch diagnostics. All of which opens up large markets and profitable business models. The scope is to

• Develop and evolve the TR-069 CPE WAN Management Protocol and intelligent service platform to cover existing use cases, machine-to-machine/IoT use cases, and the virtualization of broadband user services, prioritized by their potential business value

• Develop and specify new information models to broaden the range of for which TR-069 and ISP can be used • Develop requirements for broadband user devices and associated software • Develop test plans and training programs for Work Area protocols and requirements

4.4 Fiber Access Networks & Physical Layer Transmission Work Areas

The work of these areas is to define the requirements for deploying Broadband Forum network architectures in fiber and copper access technologies so as to accelerate deployments and ensuring interoperability. This Work Area’s focus on both cost savings and acceleration of time to market. Standardized interoperability and certification create a trusted base of equipment and services without which significant investments in time and resources can cause years of delay and in-service failures that impact revenue and credibility. Interoperability provides invaluable intelligence as feedback to both developers and implementers of new products and services. Definition of new test suites used to verify the interoperability of the fiber access specific portions of the network. These new projects include:

• Architecture & Technical Requirements for PON-based Mobile Backhaul networks • Multi-wavelength PON Inter-Channel-Termination Protocol Specification • Maintenance of existing specifications within the work scope

4.5 Fiber to the Distribution Point Work Area

The Fiber to the Distribution Point (FTTdp) network offers a number of new important benefits to operators and its customers. First, it allows deployment of FTTH ultra-fast broadband network without actually having to install fiber at the customer premises. This increases the service take-up rate and requires zero-touch provider provisioning with customer install, no rewiring and no truck roll. Secondly, it offers the opportunity to lower OpEx through reverse powering and remote connectivity reconfiguration. It opens up new opportunities to service multi-tenant/dwelling business and residential locations with different requirements. The ultra-fast broadband network opens up a new market for provisioning of high-value performance-assured applications and services. The work includes developing FTTdp access architecture, encompassing architectural, nodal functional and network management requirements for FTTdp access architectures, in order to drive interoperability and best practice. This also includes the specification of YANG management models for the Distribution Point Units (DPUs). Physical Layer Transmission Work includes the definition of test plans for access network physical layer transmission technologies (such as VDSL2 and G.fast) and Reverse Power Feeding technologies, in-premises network physical layer transmission technologies such as power line communications, etc.

4.6 Wireline-Wireless Convergence Work Area

This Work Area addresses the increasing synergy between wireless access technologies and wired access technologies, as well as that of wireless networking and wireline networking functions. Activities examine scenarios where wireless access technologies play a role or mobile networking is involved in the wireline network. The principle impact on the market addresses the ability to create seamless connectivity to either wireline or wireless access connectivity from single or multi-tenant business and residential locations that will radically alter users’ network experience. This is the next step in the evolution from the automatic connectivity to available Wi-Fi networks and will become the norm with the advent of 5G. 5G will push the envelope of performance to provide for example much greater throughput, much lower latency, ultra-high reliability, much higher connectivity density, and higher mobility range. To achieve many of the performance goals will involve re-architecting the broadband access network with converged mix of wired and wireless technologies. This enhanced performance is expected to be provided along with the capability to control a highly heterogeneous environment, and capability to, among others, ensure security and trust, identity, and privacy. Topics in this area within scope are Wi-Fi as last mile for broadband access, small cells, hybrid (dual access) access, functions between wired and wireless networks that may be instantiated as a common element, wireline and wireless network interworking and convergence at the service and subscriber level. The virtualization aspect of identified common functions enables future study in the area of VNFs and NFVI destined for mobile and fixed networks and next phase of FMC evolution.

4.7 SDN and NFV Work Area

This Work Area focuses on the introduction of Software Defined Networking (SDN) and Network Functions Virtualization (NFV), including migration and coexistence of physical and virtual elements, into the broadband network. The Forum’s Broadband 20/20 vision is focused on new use cases and business opportunities that are enabled by the synergistic technologies of NFV and SDN. These touch almost every Broadband Forum project from ultra-fast technologies to new software, hardware and M2M management in the home and business. Integral to all is seamless migration and harmonizing of NFV/SDN implementations with existing deployments to mitigate business risk while new revenue streams grow at the pace of the market. The ability to dynamically manage services rather than static configuration with TR-069 has been available for some time. Recent work has now enabled management via SDN viable with 5 completed and 9 in progress specifications. This work translates into new services and functionality being implemented by the members. The Forum’s expertise in understanding the functionality, service definitions attributes and interoperability issues of the broadband network and premises infrastructure that has made it the natural place for these developments. 4.8 Architecture and Migration Work Area

The Architecture and Migration Work Area creates the necessary foundation for all of the work of the Broadband Forum. It underpins all the new value-added services and application delivery for fixed and mobile access networks, home and business that can now be deployed at the pace of each market. Co-existence of physical and virtualized solutions and from static and dynamic services will create a hybrid broadband network mitigating the risks to existing revenue and enabling market-paced migration. The Architecture and Migration Work Area maintains the primary architectural models for the work of the Broadband Forum. The models will reflect the control, management and data plane aspects of Broadband Forum defined architectures. The models will be augmented to subsume new industry directions such as SDN and NFV while carrying forward key aspects of broadband as currently deployed. The products of the work area will provide the Broadband Forum with a collective and consistent language and algebra to help drive overall consistency of product.

4.9 Routing and Transport Work Area

This work area produces specifications of the routing and transport network infrastructure for applications such as mobile backhaul/transport infrastructure, data center inter-connect, video distribution etc. The work includes the introduction of and migration to SDN and virtualization of the network infrastructure where commercially viable. Control, management and data plane for the IP layer down to the physical layers, including time and synchronization, OAM, routing, resiliency, scalability, security, virtualization of the transport infrastructure, and enablement of software driven networking.
