Dear Members,

With faith in God, love for humanity and commitment to our medical fraternity, I accept and assume the post of your IMA State President.

I am happy to wear this President's Collar with due respect and regard to the past State Presidents who have adorned this collar and served our great organization.

It gives me immense satisfaction that this being done in a wonderful venue with the presence and blessings of Hon'ble Health Minister Dr.C.Vijaya Baskar, our National IMA President Dr.K.Vijayakumar, my mentor Dr.N.Appa Rao, my Guide Dr.S.Arul Rhaj and my well wishers and Past National Presidents Dr.C.Velayutham Pillai and Dr.P.V.George from Kerala, Dr.G.K.Ramachandrappa from Karnataka, Dr.G.Samaram from Andhra and Dr.Sudipto Roy from Bengal accompanied by good friends in IMA. I am thankful to our Hon. Secretary General Dr.Narendra Saini and CMAAO President Dr.Vinay Aggarwal who flew down to Chennai and wished in person.

Dear Friends, all these years I had been a humble worker in IMA performing the things right and now I have the awesome responsibility of pursuing right things in interest of you and our organization.

A Leader can be identified by asking these 5 questions about him within you and answering by yourself. 1. Is he aware of strengths and weaknesses? 2. Is he a constructive thinker? 3. Is he a giver or a taker? 4. Does he have a commitment to IMA? 5. Does he have vision for IMA to take it forward?I leave it you to answer about me and accept as your leader for one year.

A leader is to be assessed not only by the result he produces but also by making his team members to produce.

You have given me a wonderful team with Dr.C.N.Raja as State Secretary, Dr.V.Madhavan as Finance Secretary and N.Muthurajan as Joint Secretary. I have Dr.Byravarathinam (West), Dr.Senthamil Pari (North), Dr.Prabhu Elango (East), and Dr.Balagan Raja (South) as Vice Presidents to visit and motivate local branches. Office bearer of various wings and schemes are proven performers. IMA State President Elect Dr.RVS Surrendhiran will be keenly watching me and immediate past State President Dr.L.P.Thangavelu will be warning me.

I am indeed conscious of current events concerning our medical profession and determined to perform as your full time President.

We are at receiving end in our medical profession with unhappiness and accusation from all quarters - Patients, Public, Politicians and Press. Even Judiciary is harsh on us at times.

Consumer cases against us increasing. Assaut on doctors and attacks on hospitals are happening. Our members Dr.Sethulakshmi (Tuticorin) Dr.Aravind Reddy (Vellore) Dr.Subbiah (Chennai) and Dr.Arul (Tirunelveli) have been murdered ruthlessly making us restless. We express our anguish and argue among ourselves and after a knee jerk phenomenon, we resume our routine work.

Time has come for all of us to have an interaspection rather than accusing others. It is to be agreed that if we need a solution, we should analyse the cause rather than addressing the effect. We can not just shun away all the allegations of our patients as totally false. There must be some time, somewhere, some doctor / hospital must have committed an unethical, negligent and greedy act and scratched their spectacles and they in turn look through their scratched spectacles all of us and believe strongly that every one us have become commercialized and indulge in negligent treatment without realizing that the scratch is not on the object but in their spectacles. This scenario in happening not only in Tamil Nadu but also in all other states and countries. Hence we have became defensive in our practice which in turn has escalated the health care cost. This is the price the middle income public pay for the globalization and consumerism. Only 1 to 2% of all the allegations against medical treatment have been proved to be deficient and negligent. Hence the awesome responsibility of mine and my team will be to replace their scratched spectacles with a new one and make them realize that medical fraternity really render our services with good intension and utmost attention. Belief at the beginning of the Journey defines the Journey. Rain fills only upto the size of the vessel. If belief in big, we can achieve the most. If our goal is to be examined, our belief is to be examined. If our achievement is to be expanded, our believe is to be expanded. Believe in me and my team and result will be only to relished and not to be repented. My humble request to all of you is to come out of your routine activity of 720 hours in a month and devote 2 hours for updating your knowledge by attending CME's and 4 hours for upgrading your image by attending community activities arranged by your IMA branches. My slogan for this year will be 'LET US REACH OUT TO UPHOLD OUR HONOUR AND DIGNITY'. Let us Reach out to 30,000 and odd doctors who are yet to become members of IMA and make them as our Members. Let us Reach out to other speciality associations like AP1, ASI, IAP, POGSI etc. and make them to acknowledge IMA as their mother organization. Let us reach out to our State Government and sort out the pending health issues and accomplish them. Let us Reach out to the media and make them publish the positive side of us. Let us Reach out the public and make them to realize that healthcare is interested in their welfare with the motto to render accessible and affordable quality care. Let us reset our axis and proceed forward. Let 2014 not be just a continuation of 2013 but contribute to achieve our belief with a sigh of relief. Wish you all a Happy, Healthy, Prosperous & Peaceful 2014.

First of all, I thank you all for giving me an opportunity to serve as your State Secretary for the next 2 years (2014 – 2015).

I thank Dr. S.S. Sukumar, Dr. K. Prakasam, Dr. L.P. Thangavelu, Dr.T.Sadagopan, Dr.J.A.Jayalal, Dr. K. Vijayakumar – Imm. Past National President, Dr. S. Arul Rhaj, Dr. M.S. Ashruff and other IMA Leaders for supporting me unanimously for the State Secretary Post.

Dr. J.A. Jayalal – Imm. Past State Secretary has done tremendous work during his tenure. I congratulate him for his exemplary efforts.

On 14th December 2013, under the able Presidentship of Dr.M.Balasubramanian, installation ceremony of New Office Bearers of IMA TNSB was conducted at Hotel Kohinoor Asiana, Chennai. We had Honourable Health Minister, Dr. C. Vijaya Bhaskar as our Chief Guest. During his speech, he assured us to consider all our requests in consultation with the Honourable Chief Minister “AMMA” Our Health Secretary, Dr. J. Radhakrishnan inagurated the CME.

On 15th December 2013, the State Council Meeting and General Body Meeting were conducted and lots of points were discussed fruitfully.

Initially, we have taken up Pre-Hospital Trauma Care Training Programme during Road Safety Week i.e. January 01 to January 07 with all District Head Quarters and asked all the Presidents and Secretaries to take active part in this programme.

It is noted from the Press Release that Government of India has announced young graduates who are passing the MBBS Exam should work in the Rural Area for one year compulsorily. Do we really have enough vacancies at the rural areas to give placement for the young graduates are needed to be seen?

We have to take up the cause of these fresh medicos. 1 year Compulsary rural Service in PHC before PG. The proposal of Medical Council of India to amend the Post Graduate


Medical Education Regulations 2000 to make one year rural posting at a PHC (Primary Health Centre) mandatory for a MBBS student to apply for admission in a PG medical Course has been approved by the health ministry and is proposed to be implemented in year 2015-2016. This was stated in Rajya Sabha by Hon Sh Gulam Nabi Azad on 17-12-2013.

Under RTI we obtained information from Ministry of Health and Family Welfare that there are 31867 sanctioned posts of MBBS doctors in Primary Health Centers all over the country. Of these only 2489 posts are vacant. 45000 MBBS doctors pass out every year so where are they to be employed ? Around 90000 MBBS doctors sat for NEET PG exam in 2013. Let us plan an action soon to protect and guide these youngsters.

I congratulate Dr. L.P. Thangavelu – Our Imm. Past President and Dr. R.Ravindran & Dr.Sudha Seshaian for being elected as Members of Medical Council of India. Also, I congratulate Dr. C.V. Bhirmanandham – Former Vice – Chancellor – The Tamilnadu Dr. M.G.R. Medical University for being elected as Vice-President of Medical Council of India.

Along with our President, Dr. M. Balasubramanian we met Honourable Health Minister – Dr. C. Vijaya Bhaskar and Health Secretary – Dr. J. Radhakrishnan and discussed about the Doctors Day celebrations and other IMA issues. We appealed to the Government of Tamilnadu that Doctors Day to be celebrated by the Government of Tamilnadu every year and Doctors who have been already selected for Best Doctor Award, would be honored at the earliest.

I along with the State President, Dr. M. Balasubramanian & Dr. V. Madhavan -State Finance Secretary visited Madurai Meenakshi Branch and Pudukottai IMA Branch. Honurable Health Minister, Dr. C.J. Vijaya Baskar took part at Family Meet at Pudukottai along with us on 22nd December, 2013.

On 22nd December, 2013; I was invited to talk about the Epistaxsis and its Management at Mayiladuthurai Branch.

My Hearty Greetings and best wishes for Happy New Year and Happy pongal.

Only when one thinks once more about the long march and achievements of IMA Tamilnadu for the past 68 years that one is filled with Pride and Pleasure! We have done a lot compared to other states in Indian Union. Yet some where from my heart a voice tells me it is not enough. Many times our battle ended in compromises in many issues. Attacks are coming from Various Quarterslike Governments, local bodies – Public associations – Innocent – mis informed public and The Judiciary. In most areas like C.P.A – MCI – Medical education – control over drugs –health related higher govt positions – running, Hospital – Pharmacies – and in matters like professional freedom and independence we have lost much ground. It is high time we introspect ourselves and ask”why we are not firm and fight to the end to preserve our legitimate rights? Why not we stomp our feet strong and stand united as our brethren lawers do to save their rights and issues related to legal profession.

I am sad when DR.THANGAMUTHU said 30% of our doctors today are embroiled in one court case or other.Definitely it is time for us to think differently. We want change and that should come from us to start with – of course our struggle will be peaceful but firm and prolonged and purposeful.

Dear colleagues,

Greetings to all. It gives me pleasure to address you for the first time as secretary of NHB. Problems of CPA, attack on hospitals etc., today have increased the importance of coming under the umbrella of IMA-more so, NHB. This wing trains you how to run a hospital profitably, the type of work force you need, and standard

procedures you may have to follow in your hospital. The courts while handling CPA cases, demand proper documentation and a basic protocol in treatment of illnesses.

The next two years, NHB intends to present to you a set of standard documents approved by MCI which shall be uniformly practiced by all hospitals, small or big throughout state. Also, NHB will co-ordinate with specialists of various fields and evolve a protocol system for all major treatment procedures suitable for small and medium Nursing homes. Both these efforts require co-operation from all of you for its successful implementation.

The state IMA, along with NHB have fixed February !6th as the red letter day for celebration of 100th nursing home board meet in Chennai. On behalf of state IMA, our Chairman Dr. C. Anbarasu and Convener Dr. V. Varadarajan I invite you all to the grand meet.

Dear members on behalf of F.S.S. I wish a Happy Prosperous New Year and Pongal greetings to all of you and for your family members.

Let us all hope and 2014 should be a good year for a demoacratic, corrupt free year for the State IMA under the Leadership of Dr.M.Balasubramanian. I am happy to inform that nearly 75 lacks of dues were collected after we took over the office with all efforts of our Dynamic Secretary, Treasurer and other Management Committee Members of F.S.S. The final arrangement of arrears for the long pending defaulters will be published in TIMA and if they have not settled their dues as per the decision of F.S.S. General Body, their names will be removed from the FSS Scheme. I request all the Branch Secretaries to give 10 minutes for F.S.S Management Committee Members of your region to talk on F.S.S. Our next Management Committee Meeting will be held on after Pongal in consultation with State Office Bearers.

Inspite of reducing the tariff for the membership the enrollment for IMA was not to the expected level and any new member enrolled either in IMA (or) in other schemes should also be enrolled in F.S.S. Scheme. Again we have to make it clear that no defaulters will be enrolled as a fresh member of FSS Scheme. Long Live IMA.

The management committee meeting of the FSS will be conducted in the last week of January 2014. The intimation for the 18th due to be paid will be sent after the meeting as the death rate per year is exceeding the average that was calculated at the start of the scheme. If you have sent or has proposed to send the due please do sent it. If any change in the amount to be paid can be adjusted later.

The list of the defaulters exceeding more than two dues are been published in the TIMA journal, as a process to delete their membership from the scheme. If done so they will not be eligible to join any schemas in our IMA .

I wish all our members a Happy and Prosperous New Year and Pongal.First of all let me thank the members of the IMA for having elected me as the IMACGP Director of Studies. Dr.Arul Rhaj, Chairman ,Commonwealth Health Profession Alliance (UK) Commonwealth Medical Association Trust (UK) has done a great job for IMACGP as a patron right from its inception. It is he who brought IMACGP Hqs to Chennai from Delhi. Dr. Ravishankar, Dr.Jayalal and Dr.Prabu Ilango have done wonderful contribution to IMACGP and have guided and encouraged me in the last 3 years.I must thank Past Presidents Dr.Sadagopan, Dr.Prakasam and Dr.Thangavelu for their wholehearted support and encouragement in conducting the IMACGP Courses. Three Courses namely Clinical Endocrinology, Clinical Oncology and Sexology were introduced and Madurai was given an additional Venue for Diabetology in the last 3 years. The strength of the participants has crossed 200 in various courses in the 2013 – 14.We have Dr.Raja Rajeshwar , a vibrant personality who is taking over the IMACGP Faculty Secretary post. I feel that we both will be able to give a better performance in the coming years 2014 -15 and we will try to get more members to join various courses and we will plan for 2 or 3 new courses also. Dr. M.Balasubramanian for being installed as our new State President and Dr.C.N.Raja who took over as our Hony. State Secretary on 14.12.13, at Chennai Dr.M.Balasubramanian was our past state secretary and also founder secretary and trustee of PPLSSS scheme. With his guidance and cooperation this scheme will grow numerically and in performance.

At this juncture I shoud congradulate and appreciate the hard work done by Dr.L.P.Thangavelu our immediate past state president and Dr.J.A. Jayalal our past State secretary for the guidance and support for the growth of PPLSSS.

Immediate action in our scheme is to increase the membership, not only by enrolling more and more new members, but also appraise our old members who has not yet renewed their membership.
