Fernandez, received the Commission

on Audit Team headed by Director

Adelina Concepcion L. Ancajas at the

Embassy. The COA team conducted an

audit and performance inspection of the

Embassy and its attached agencies

from 07 to 18 August 2017. Members of

the COA Audit team Mesdames Marilou

L. Carag and Ma. Excelsis G. Alas

were also present during the call.

The section heads of the Embassy

headed by Chargé dÁffaires, a.i., Mr.

Emmanuel R. Fernandez, were present

during the COA entrance conference.

Roldan graced the painting exhibit of

Filipino artists Messrs. Rey Villamosa,

Manolo Valdez and Romeo Gabriel with

Luis Bertos, entitled “A Beautiful Altered

Experience”. The exhibition was held at

Biblioteca Publica Manuel Alvar, C/

Azcona, 42 28028 Madrid

H.E. Ambassador Philippe J. Lhuillier paid a courtesy call on

the Department of Foreign Affairs Undersecretary for

International Economic Relations Hon. Manuel Antonio J.

Teehankee to discuss the Embassy´s economic diplomacy

programs.



H.E. Ambassador Philippe J. Lhuillier met with the Secretary

of Tourism Hon. Wanda Tulfo-Teo in the Philippines to

coordinate the Philippine Embassy´s tourism promotion

projects and programs. The Ambassador is also the

Philippine Permanent Representative to the UN World

Tourism Organization UNWTO).


H.E. Ambassador Philippe J. Lhuillier had a meeting with the

Hon Secretary of Labor and Employment Silvestre H. Bello

III and Overseas Workers Welfare Office Administrator Hans

Leo J. Cacdac to discuss various concerns of the Filipino

workers in Spain and Andorra.

The Ambassador also laid out his plan to further uplift the

conditions of and strengthen the services for Filipinos in

Spain and Andorra.


Ambassador Philippe J. Lhuillier also met with

Spanish Ambassador to the Philippines Luis

Antonio Calvo. Both Ambassadors agreed to

undertake more programs and projects to further

improve bilateral relations of the two countries and

provide more dynamic exchanges between the

Philippines and Spain.

In celebration of the 50th anniversary

of the foundation of ASEAN, the

Embassy of Malaysia (which is the

current Chair of the ASEAN Committee

in Madrid) organized and hosted an

ASEAN flag raising ceremony attended

by the Heads of Mission and other

officials of all ASEAN countries with

resident embassies in Spain (namely,

the Philippines, Indonesia, Thailand

and Vietnam). Charge d´Affaires

Emmanuel R. Fernandez and Vice

Consul and Third Secretary Ralf G.

Roldan represented the Philippine

Embassy in the occasion.

To highlight the importance of the

occasion, nationals from the different

ASEAN countries representing the

student and professional sectors

were also invited. Madrid-based

Filipino novelist Enrique Macachor

and Filipino student Naomi Mari D.

Albania represented the Philippines´

professional and youth sectors in the

event.

In his remarks as Chair of the ASEAN

Committee in Madrid, the Malaysian

Ambassador, H.E. Zainal Abidin

Bakar, highlighted the

accomplishments of the ASEAN

during the last fifty years and urged

his colleagues to continue doing their

share in making the ASEAN realize

its goals and objectives.

Refreshments consisting of

Malaysian native delicacies were

served after the official ceremonies.

H.E. Ambassador Philippe J. Lhuillier also paid a courtesy

call on Senator Loren B. Legarda, Committee Chair on

Foreign Relations. During the meeting, they discussed

undertakings and important projects on the welfare of

Filipinos in Spain and Andorra.


H.E. Ambassador Philippe J. Lhuillier met with

Representative Emmi De Jesus, Acting Chairperson of the

House Committee on Overseas Workers Affairs, to discuss

the Embassy´s projects and plans for Filipino workers in

Spain and Andorra.


H.E. Ambassador Philippe J. Lhuillier had a meeting with the

Chairman of the Social Security System Hon. Amado D.

Valdez to discuss various social security concerns raised by

the Filipino community.


While in Manila, H.E. Ambassador Philippe J. Lhuillier took

the opportunity to visit Instituto Cervantes in Manila and met

with its Director, Dr. Carlos Madrid. The Instituto Cervantes

has been the Embassy´s partner in various programs and

activities in Spain and in the Philippines.


H.E. Ambassador Philippe J. Lhuillier also paid a visit to the

Chairman of the National Historical Commission of the

Philippines Hon. Rene R. Escalante where the Ambassador

discussed, among others, the cultural diplomacy programs of

the Embassy and other cooperative efforts that may be

undertaken by the NHCP and the Embassy.

headed the Exit Conference to conclude

the COA Audit and Performance

Inspection of the Philippine Embassy

and its attached services.

In addition to recommendations on how

to further improve the system and

accounting procedures, the Audit Team

commended the Embassy for its

dedication and commitment to the

service.


18 August 2017, Barcelona

The Department of Foreign Affairs,

Philippine Embassy in Madrid, the

Philippine Consulate in Barcelona, and

the Filipino Community joined hands in

assisting the Filipino victims and

families of the terror attack in

Barcelona. Various assistance and

coordination with the Spanish

authorities were made.

An advisory was also released by the

Embassy.

25 August 2017, Madrid

Third Secretary and Vice Consul Raisa

A. Mabayo attended the UNWTO

General Conference briefing which will

be held in China in September 2017.


Ms. Raisa A. Mabayo arrived in Madrid to assume her post as

Third Secretary and Vice Consul and Head of the Cultural

and Economic Section of the Embassy. Ms. Mabayo was

previously assigned at the Philippine Embassy in Santiago,

Chile.

Ambassador Lhuillier also had a lunch meeting with House

Deputy Speaker, Hon. Linabelle Ruth Villarica, and House

Committee Chairperson on Foreign Affairs, Hon. Ana Cristina

Siquian Go to discuss the Embassy´s programs and projects.

19 August 2017, Madrid

The Philippine Overseas Labor Office (POLO) –

Madrid held a lecture on “Heatstroke and

Hypertension” with Dr. Edwin Escala on August

19, 2017 at the POLO Hall. This learning session

aims to promote health and wellness among

Overseas Filipino Workers and to allow them to

cope with the excruciating heat, particularly in the

work place, brought by the summer season in

Spain.


Ambassador Lhuillier met with the Chairman of the National

Commission for Culture and the Arts Virgilio S. Almario. The

Ambassador laid out his plans for the cultural and historical

diplomacy efforts of the Embassy which were immediately

supported by Chairman Almario. They also discussed future

cooperation between the NCCA and the Embassy.


H.E. Ambassador Philippe J. Lhuillier also paid a courtesy

call on the Honorable Secretary of Foreign Affairs Alan Peter

S. Cayetano. The Ambassador presented the Embassy´s

short and long term goals for the Embassy and his programs

to further improve bilateral cooperation, push for more

dynamic exchanges and advance the interests of Filipinos.
