Hi everyone! Spring is here! Time to switch over from playing in the snow

to playing in the mud and the rocks. It’s also time to dust off those

competition rigs and get ready for another wonderful season that kicks off

with the Moonshiners race in Toppenish, WA Memorial Day weekend. That

is always a great event. If you haven’t made it out there before you should

add it to your list.

Our board met in March in Edgewood and kicked off the year with a very

good meeting.

We have lots of great things planned and hope that you will both notice

and enjoy the changes that are coming.

I want to thank everyone one the board for being committed to the

association and for all their hard work. I hope everyone has a safe and

happy spring season and I hope to see you out there enjoying the beautiful

land in the PNW.

Region 2 Delegates MeetingMarch 21, 2019

Called to order by President Brandon Marek at 7:33 P.M. followed by flag salute and

moment of silence.

Secretary’s Report: Motion was made and seconded to accept report as written.

Treasurer’s Report: Lora Jungmayer provided a written treasurer's report.Motion

made and seconded to accept report as written.

Club Power/We Did It: There are forms online that you can print and mail or print,

scan and email to either Megan Laurent or Angela Holm! Make sure to get your

paperwork turned in!!

Naches: Still snowed in. The snow park is closing the end of March.

Evans Creek: The gate will be opened April 1st!

Elbe Hills: Focus group meeting was last Thursday. There is still lots of snow and the

roads are still bad. No tow rigs allowed still. Work party in April will most liklely be

delayed a week or two. Keep an eye out for updates on that. If you sign in to the focus

group meetings it counts towards volunteer hours! Our October work party gave us

over $10k in funding. Great job! The campground plans are almost complete and there

is talk about starting the building process later this year! There is no small power tools

as of right now due to theft. If you attend a work party please feel free to bring a

chainsaw and other small power tools needed. They are talking about using your own

power tools as a rental fee to go towards volunteer hours. Same with your vehicle.

Going to have everyone electronically sign in rather than paper sign in. Trash clean up

will only be the 1st and last work party. Adin will personally take the trash at the end of

the work party. He needs the proof that you’re actually picking up trash instead of

messing around.

Tahuya: Wheelin with Warriors event is coming up on the 30th. Calling all jeepers with

an open seat for a wounded warrior please come out. Meet at Belfair Safeway at

8:30am.

Land Matters: At the board meeting there was a grant list passed around and only 29

four wheel drive grants applied this year. Kinda disappointing. We need to get our

grants in for our trail systems. Still looking to fill land matters position!!

Letter Writing: no report

Membership: 4 interested clubs approached Diana Stafford at the swap meet. Fingers

crossed!

Ways and Means: Nothing to report

Public Relations: Make sure to send Megan Rabe cool pictures of your rig, a story

and events so she can get them posted on facebook and get the word out.

Future 4-Wheelers: no report. Still need this position filled!

Competition: The race schedule is out and race season is coming up quick! First race

will be in Toppenish over memorial weekend hosted by the Spanaway Moonshiners.

Region 2 Fun Run: Jessica has a map. Same route/map that’s been used in the past.

The permit application was sent in. Insurance wasn’t sent in quite yet. Permit will be

issued. Sounds like we might be able to have UTVs join us on the run as well. More

info on that to come… all stations have been filled. Still looking for lots of donations!

participants. Looking for trail hosts.

Region 3 Meeting MinutesMarch 19, 2019

The Region 3 meeting was called to order by Region Director Kristin Smith at 7:08 pm.

Pledge Allegiance was followed by a moment of silence.

Roll call: Flat Broke & 4 Wheelin’, Mud Puppies, Our Gang Off Road, Hubs In, PNW

Individual Members, Sand Fleas and Trailbreakers attended. Guests were the Jolly

Jeepers.

The February Meeting minutes were approved as presented.

Region Director shared the reports from the March Board meeting.

Vice-president Tom Fisher introduced the Jolly Jeepers and stated their paperwork is in

order for membership. Carol moved to accept the Jolly Jeepers seconded by Tom. Vote

was unanimous.

Tom will check on the suggestion a new club Salem Jeepers.

Treasurers report was given by Kristin in the absence of the Treasurer.

Competition Chairman was absent.

Oregon Land Matters-Rick Smith. There is snow in the Tillamook.

Washington Land Matters—Earl Freimuth has accepted the position. The Yacolt is

closed.

There were no We Did It, Club Power, Quill Power projects to turn in.

IAD report from the Board meeting was available.

Old Business: Operation Shore Patrol. Kristin shared a letter from Ragen Meyers, Long

Beach Tourism Director, stated she was available to help with OPS. Murry moved to

appoint Tony as point man for OPS. Second by TR. Motion passed. Tony will have a full

report next month.

Warn Industries has donated a winch for the Sand Flea Rally and one for the Jolly

Jeeper’s Rally.

Region 4 Meeting MinutesCALL TO ORDER: Meeting was called to order at 7:34pm. Flag salute and moment of

silence observed.

SECRETARY’S REPORT: Skip Frans made motion to accept that we did not have

minutes from February due to weather. Dave McMains seconded motion.

TREASURER’S REPORT: $7761.31 With $7718.56 in account and $57.21 cash on

hand. We had one check of $200 paid for Winter Convention for prizes to the

PNW4WDA.

CLUB POWER/WE DID IT: Gary Harting not available. Some discussion at the Board

Meeting regarding into research of the SOP. It was decided to keep it and Quill power.

LAND MATTERS: Tapash meeting was attended by John Thompson (Region 4

director/Midnite Mudders), Earl and Sandy Nettnin (PNW4WDA secretary/ Desert Rats),

and Doug Connor (Roamin’ Chariots/Juniper Dunes Liason). There were 52 attendees

and only 6 were motorized. It was a packed room. A new facilitator came from Seattle

and is learning the process. Next meeting is March 28, 2019 at the Naches Ranger

District. This first meeting was a more of a meet and greet.

Sauk Pine: Draft decision is out and people who originally wrote letters have 45 days to

respond. Originally the draft showed no compromise on trails but now the new draft

shows all are compromised. Especially trails 339 and 332. Kim Harmon had walked the

area with Dale Neuman, Skip Frans, and John Simon. Dale and Diane Neuman were to

talk with John Agar coordinator of EIS on Monday March 18, 2019. Some processes

can be drawn out 15 years. The draft was posted in the Cle Elum paper.

Juniper road is coming along well and is expected to be done Summer of 2019. A small

set back with the weather.

Moses Lake reported no land matters.

LETTER WRITING: Get involved and be involved. All letters written matter and can

make a difference.

MEMBERSHIP: Some clubs have yet to receive their cards or even get renewal

packets. There were several members who were upset over this.

PUBLIC RELATIONS: Dale Neuman is our Lead Land Matters representative.

FUTURE 4-WHEELERS: Still looking for someone to take on this position.

COMPETITION: 2019 has seen a change in land use. The land owners have requested

that a 4 point cage be on any vehicle and all competitors must have a harness with no

less than 4 points. That is on any class or any vehicle. The rule book has had changes

that have been published in the Tri Power and on the website that has not been updated

in the book. They are attempting to over haul the rule book to reflect all changes. The

drag strip at Ethel is to be moved.

OLD BUSINESS: Dave McMains reminded everyone that the Tri Power is now emailed

to you instead of being published. You can also access current and past issues on the

website. If you do not know your credentials to access the website please contact Kristin

Smith in membership or webmaster Rich at [email protected]. We are

changing the Who and What we are to a tri fold. Forest personnel also can only access

through email.

NEW BUSINESS: A thank you letter from PNW4WDA for the donation to winter

convention. Ron Rutherford had a tentative schedule for saw certification in April which

was moved to a definite May 18th per the forest service. This is for new certificants and

not for recertifications. There is a chance for recertification at the Liberty work party but

he does not know. He will check into it and let us know. Volunteers are needed for the

Liberty Trails to clean up or these trails will not be available. The dates for this are May

18-23, 2019. Cle Elum was warned not to do saw class as we needing the volunteers.

Mill Creek reroute work party will be on June 28-29, 2019. Camping is at the Chinook

pass work center.

Trail Jamboree is July 10-14 at Jim Sprick Campground and registration opened on

March 5, 2019.

Region 4 Meeting Minutes Cont.Pick Up A Mountain is September 20-22, 2019. Pamela Mae needs volunteers

especially for the donation solicitation. There are other areas that need help in

volunteering. Please contact her if you are interested. Seed money is needed for this

event. Sande Nettnin submitted a motion we allocate $1000 and it was seconded by

Dale Neuman. A vote was taken and it passed unanimously. Skip Frans will send a

check to her. Pamela Mae needs someone to take over the chairmanship of this event

for next year. Please contact her if you are interested. It is recommended you shadow

her .

Next month Midnite Mudders is doing their 5th annual Juniper Dunes clean up on

Saturday April 13, 2019.

Region 4 presented Earl and Sande Nettnin with a plaque and gift certificate at the Board

Meeting for their many faithful years of service. Region 4 is very grateful to them for the

years they selflessly gave. At this meeting we presented them with a cake thanking them

once again.

Meeting was adjourned with Dave McMains making the motion and Diane Neuman

seconding at 8:30pm.

Region 6 Meeting Minutes

March 16th, 2019

Roseburg, Oregon

The meeting was called to order at 4:00 P.M, by Region Director Jason Real. The pledge

of allegiance was given, followed by a moment of silence for the sick and departed. Dave

Mauer read the PNW4WDA mission statement.

The hosting club statement was given by Alan Paulson. He thanked everyone for

coming and said the snow run was a lot of fun. Directly after the meeting, the Umpqua

Valley Timber Cruisers would be barbequing hamburgers and hotdogs, as well as lighting

a bonfire.

Introduction of guests were given. Clubs present included the 4 Runners of Klamath

Falls, Extreme Offroaders, Umpqua Valley Timber Cruisers, Rev-Limiter Racing, and

Strawberry Hill 4 Wheelers.

A motion was made by Virgle Osborne and seconded by Larry East, to accept the

minutes, as printed in Tri-Power. Motion passed.

Larry gave an update on Creek-N-Trail. He has the permit for the Clean-up in May, but

still having a few issues with the main permit signed. He reminded everyone we need

more raffle prizes, not only from clubs, but vendors as well. We are looking for someone

willing to stay with the cook trailer on Friday night in Sour Dough.

Land Use Committee reports were given. Virgle Osborne gave a brief report on the Land

Conveyance in the Roseburg District of the BLM.

Dave Mauer gave an update on the 3 Trails OHV area (currently under snow) and said

there will be a meeting this spring with COHVOPS. He is also working on getting Todd

Forbes from the Lakeview BLM as a guest speaker, for the May Region meeting in

Christmas Valley.

Region 6 Meeting Minutes cont.

Dave Mauer gave an update on the 3 Trails OHV area (currently under snow) and said there will be a meeting this spring with COHVOPS. He is also working on getting Todd Forbes from the Lakeview BLM as a guest speaker, for the May Region meeting in Christmas Valley.Corey Shelton (Membership Chairman) gave an update on membership.Winter Convention 2020 was discussed. Having a head table was discussed, and it was

decided to leave that decision to the Chairpersons. The 4 Runners will be in charge of games. All clubs need to actively get raffle prizes. This will be the Associations 60thanniversary so it was discussed to get nice glass mugs for the Friday night event. There was discussion that the logo for the shirts should incorporate the 60th anniversary.Ami Arneson discussed Ways & Means. It was decided that promotion of the PNW4WDA benefits us, even if it costs the Region money. Consensus was for Ami to purchase up to $1,000.00 of product, to sell at Region events.Ami is also the “We Did It”/ “Club Power” Chairman. She has sent an email out to all club presidents, and has already gotten positive results. Rewards have been eliminated.Old Business: Jason Real gave the highlights of the March Board Meeting. He also

discussed Class 4 users forming clubs, and possibly joining the PNW4WDA. VirgleOsborne discussed his position on the State OHV Committee, stating that all grants were approved except one, which was tabled to a later date. Class II grants included money to COHVOPS, multiple law enforcement grants and money to repair the Quack Attack Trail.

New Business: The September Delegates meeting will be in Longview Washington. PNW4WDA Tri-folds are getting a fresh look. There is a push to have an ATV safety card to operate Class II vehicles. The McGrew Trail clean-up, will be May 11th. The 4 Runners of Klamath Falls will be Hosting a “Go Topless Run”, May 18th. The next Region 6 Meeting will be in Christmas Valley, Memorial Weekend. Virgle said Twin Peaks Offroaddid very well with it’s winch raffle and donated $700.00 to the Creak-N-Trail fund. Twin Peaks Offroad also sold Calanders and started a scholarship program for high school kids, interested in trade schools. Twin Peaks is also sponsoring 4 Tuff Truck races at The Douglas County Fairgrounds this summer.Club Reports were given by all clubs in attendance. Jason Real strongly urged all clubs

Kellie Lunney, E&E News reporter: E&E News: Tuesday, March 12, 2019President Trump signed into law this afternoon a broad bipartisan public lands package that permanently reauthorizes the Land and Water Conservation Fund — a major win for supporters of the program that preserves the nation's parks, forests, recreation areas and cultural sites.Trump invited a group of Republicans and Democrats to the White House this afternoon for the ceremony enacting into law S. 47, the "John D. Dingell Jr. Conservation, Management and Recreation Act."Along with the change to LWCF, the law creates four national monuments, adds more than 367 miles of rivers to the National Wild and Scenic Rivers System, and increases the size of national parks by more than 42,000 acres (E&E Daily, Feb. 27).Invited guests included acting Interior Secretary David Bernhardt and 20 members of Congress. Trump yesterday officially nominated Bernhardt to stay on as agency chief.Three of the four main negotiators on the massive package — which took years to craft — were there: Senate Energy and Natural Resources Chairwoman Lisa Murkowski (R-Alaska), former ENR ranking member Maria Cantwell (D-Wash.), and House Natural Resources ranking member Rob Bishop (R-Utah).The fourth, House Natural Resources Chairman Raúl Grijalva (D-Ariz.), was not invited, a committee spokesman said."This law will benefit every state and clear the deck of issues that we've been working to resolve for years," said Murkowski in a statement."From providing access for sportsmen to creating new economic opportunities for local communities, this is a good, balanced measure. OUR Public Land to Walk, Ride, & WHEEL

Give us a legalized place to wheel, and we will follow!

Dateline: Lakewood, WA March 2019 — Public land should be enjoyed by the public, and

the public enjoys access to be able to walk, ride, or wheel on it. After the Bailey Butte Fire of

2014, the Forest service developed the Ochoco Trail Summit Project (TSP) in response to

the off-highway vehicle users need for legalized access to the 613,000-acre forest. The day

after the TSP plan was approved in 2017, conservationists filed a lawsuit against it. Judge

Marco Hernandez ruled against the Forest Service in January of 2019. Not only was

Hernandez ruling in favor of the conservationists, he also made it more difficult to amend the

project in the future. Conservationists feel that a trail system would end up harming animals

like elk and trout, which are sensitive to the noise and debris generated by the vehicles. The

Washington Forest Service has been able to successfully combine motorized use along with

Elk in the Nachese forest and the Oregon Forest Service conducted very expensive studies

to take into consideration the impact to the forest and its habitat. One of the purposes of

this project was to provide legalized use of off-highway vehicles through the forest as an

alternative to the current illegal use that goes through meadows. Hernandez’s ruling sets

the standards even higher for the Forest Service to reach and would require the Forest

Service to take their 137-mile trail network project that took over a decade to complete and

start from scratch.

As motorized users we need to continue to fight for our access to public land. We are part

of the public and should be considered in how our forests are enjoyed. Give us a legalized

place to wheel in our forests, and we will follow!

Not only do we follow on our trails, we spend countless hours with our rigs that are uniquely

equipped to be able to assist in maintaining these trails. Motorized trails are accessible to

not just motorized users and are enjoyed by all user groups. The Pacific Northwest Four

Wheel Drive association has contributed and will continue contribute to the Blue-Ribbon

Coalition (www.sharetrails.org) to help with legal fees to appeal Judge Hernandez’s

decision. As motorized users our voice needs to be louder so that we are heard by the

people who decide how our public lands are used. Encourage others that enjoy motorized

use of public land to join the Pacific Northwest Four Wheel Drive Association

(www.pnw4wda.org) and help us all to continue!

I wanted to thank the association for the amazing feedback to our Ethel Events Center t-shirt sales. We have had a tremendous response with sponsors and pre-orders on our shirts with all profits going to the Ethel Track Fund. As we wind down, your PNW president (and region 3 competition chairman) is now putting a shirt design together with the names of our donors. Thank you to all for helping us keep a fund available for track repair and maintenance.

As per PNW standard operating procedures - your competition committee will be having a meeting in April to clarify some of the wording of the rules in our rulebook in an effort to make it easier to understand. If you have questions, I encourage you to contact your local region competition chairperson so these questions can be brought to our attention.

I will give you another reminder for all vehicles competing at the Ethel Events Center this year. The land owner is requiring all vehicles to have a roll cage. This is above our minimum specifications for our street and trail class but this rule will be enforced starting this year.

President Kyle Wiebold (Push & Pulls, Our Gang Offroad, Vancouver 4-Wheelers, Sand

Fleas, and RPM Racing) called the meeting to order at 9:03 AM. Kyle read a letter of thanks

from Angie Marek (Spanaway Moonshiners) and Grace May (Outdoor 4X4's) thanking the

Board members for their help with Winter Convention; as you all know the Board hosted

it. Everyone had a great time and we made a little money for the association.

GUESTS: Lee Benoun, Jerry Nettnin, Bonnie Nettnin, and Jim Putman from The Hombres;

Earl Nettnin Desert Rats; Rick Smith Hubs in 4-Wheelers, Flat Broke & 4-Wheelin' and Sand

Fleas; and Anne Carl Rock Star Wheelers.

The Hosting statement was given by Bonnie Nettnin (The Hombres). Bonnie reminded

everyone that this is a working fire station and should they get a call, we are to remain in

this room and stay out of the way. Bonnie said her club would be serving us lunch today and

if anyone needed anything let them know.

After the Flag Salute Kyle asked for a moment of silence for the sick and departed. He said

we have lost Norris Nelson a long time member of the Tacoma Webfooters and Mona

Drakes father is in the hospital with some issues. Mona is a member of the Deschutes

County 4-Wheelers.

MINUTES: Carol Jensen (IAD #2, Individual Members Club and Sand Fleas) made a motion

seconded by Region 3 Director Kristin Smith (Sand Fleas, Hubs in 4-Wheelers and Flat

Broke and 4-Wheelin') to accept the minutes from our December 1, 2018 Board meeting;

motion carried. Brandon Marek (Renegade 4X4's) made a motion seconded by Jeff

Williams (Spokane 4-Wheelers) to accept the minutes from the Emergency Board meeting

after Winter Convention; motion carried.

Meeting ground rules; if we do vote on something only elected positions can vote.

Since we have new members on the board, President Kyle asked that we go around the

room and introduce ourselves and tell what our position is and the club/clubs we belong to;

this included the guests too.

Jim Putman (The Hombres) passed around a NOVA grant list for us to look at.

TREASURER'S Report: – Dave McMains (The Hurtin' Units) was not present, but had a

written report. Our bottom line really doesn't look very good. Discussion followed on our

expenses and income. A question was asked if we could get a year in review with the

Treasurer's report. Kyle will ask Dave to do this. Obviously we need more revenue and we

need more sponsors; discussion followed on ways to make money. Our Trail Jamboree is

our biggest money maker so we really need to support it. Carol Jensen made a motion

seconded by Kristin Smith that we accept the Treasurer's report as printed; motion carried.

SECRETARY Report– Sande Nettnin (Desert Rats) had a written report. She listed several things that are available to Board members and where to find them. Our SOP's (Standard Operating Procedures) are found on our Web Site where you will find information on expense forms, Scholarship Forms, Kathy Sterner Award, By-Law and Constitution proposal forms, just about everything you might want or need to know. If you have questions don't hesitate to ask other Board members. Sande also reminded everyone to turn in a list of equipment you have in your position that belongs to the PNW4WDA.

STATE EXECUTIVE REPORTSIdaho - This position is open; nothing to report at this time.

Oregon - David Mauer (Four Runners of Klamath Falls) had a written report. The Ochoco court appeal is on going, it will be in the 9th Circuit Court soon. Blue Ribbon is fighting this cause with us and raising funds to fight it. It's hard to get people involved – only when the gate is locked do they want to get involved. We need to get the word out that we need to be involved in these issues or we will lose our access to our trails. Making people aware of how belonging to our organization is a great thing, alone you have really no voice but with with a large group you have some clout. A question was asked if we could have more than one big event; answer absolutely. Trail Jamboree is our big event up here, but could we have something down south, yes we need someone to head it up and gather people to make it happen. Region 4 Director John Thompson (Midnite Mudders) volunteered to work on it. President Kyle said he would like to see several events as we are Washington, Oregon and Idaho. David said ODF (Oregon Department of Forestry) is getting involved with the ongoing Northwest Forest Management Revision Plan; he is waiting for news on the outcome of the February meeting. Check the ODF Website to learn about the Habitat Conservation Plan, a kick-off meeting will be held in Salem, OR March 21st, it's open to the public and they also have a Webinar available; information can be found on the ODF Website. David said the 12thAnnual event for 'Go-Topless' will be May 18th and any club/organization that signs up and raises $500, Extreme Terrain will match that and contribute that amount to a charity of their choice, including donations to Blue Ribbon Coalition.

President Kyle made the comment that he felt the Tillamook State Forest is the best example of a working forest across the nation; what they do for the OHV user groups is amazing. Stephanie Beall and Jahmaal Rebb are great resource people to work with.

Washington – Lisa Chissus (The Hombres) had a written report. Lisa said she had nothing new on the Trail Counters; she is working with Ron Rutherford (Jeeping Nomads) and has the complete list of counters. Lisa and her husband Craig will work with Ron to be trained on how to use the Trail Counters. We need to make some changes to the Trail Counter sign-out forms; we need to add who returned the counter, where it was returned and who returned it. Lisa would also like to add a date to return it. She will present something at the June Teleconference meeting for approval. Lisa asked about the side by side community being able to join us; this was discussed at Winter Convention and everyone was in favor; Lisa will reach out to them. Lisa also plans to attend Region meetings to get to know the people. Lisa has reached out to RCO (Recreation Conservation Office); she said at the WA State Trails Coalition the opening statement was they wanted the trails open to walk, and ride and she would rather they had said walk, ride and wheel; so Lisa is trying to make that happen. We need to update our Who And What We Are as well as our Tri-Folds. After some discussion a committee was appointed and the following will work on it: Nichol Phillips (El Dorado Dust Devils and Cascade 4X4's), Kyle Wiebold, Heather Smetzler (RPM Racing), Carol Jensen, and Lisa Chissus; they will have something to present at the June Teleconference. Lisa would like to have a template for press releases, Nichol said she has one and will work on making it user friendly. Discussion followed about Social Media. Lisa is working on getting the Trademark for PUAM (Pick Up A Mountain) finalized. Lisa also said she still doesn't have access to Arlene Brook's computer. We are still trying to open it up. Region 4 Director John Thompson said his son is somewhat of a computer guy and would be willing to help.

Inter Association Directors #1 & #2 (IAD #1 & #2) Don and Carol Jensen had a written report. Carol said they have been meeting on line with North American Motorized Recreation Council (NAMRC) and are not sure how things will go as they lost their facilitator. Del Albright is no longer the facilitator for Blue Ribbon. They attend the Blue Ribbon and NAMRC meetings. Carol said the Offroad Business Association (ORBA) would like to see Blue Ribbon take over NAMRC and they are totally against that. Don said that NAMRC is a group of people that mainly does sports and anyone can attend. Don said we are trying to figure out how to beat the group who want to limit our access in the woods. Carol said they had just received the Driving Force publication of SEMA, it's free to join and has lots of good information in it; go to their website at semasan.com to sign up. Don said ORBA wants to be the all knowing group taking over everything. Blue Ribbon would like to take over NAMRC; Don said he didn't have a problem with that as long as it stays the same way it is an information gathering and assimilating organization. All groups are struggling for members and money. Carol said the Omnibus Public Lands Bill has passed and is now on President Trump's desk to sign.

Competition Chairman Steve Zentner (RPM Racing and Push & Pulls) had a written report. Steve said they are working on making the Ethel Track site safe, and moving the drag strip. They are working with the land owners to make this happen. A question was asked if we have a written contract with the Ethel Track owners –answer no. Discussion on the Ethel site took place, bottom line is they really seem to like us. The sale of track t-shirts is going well and they hope to have more available for the Moonshiners play day over Memorial weekend. The committee is working on updating the COMP rule book and hope to have it finished soon. Steve presented a financial report for the COMP Committee. Money in the track fund comes from individuals, clubs and members.

REGION REPORTSRegion 1 Director Dave Taylor (Outdoor 4X4's) was present and didn't have a written report. Dave said his email had been hacked and most of the Board had received several emails from him asking for I-Tune cards. Dave said it's been taken care of.

Region 2 Director Brandon Marek (Renegade 4X4) was present and didn't have a written report. He said the locks on the gate at Evans Creek had been cut several times. Fliers were available for the Region 2 Fun Run August 10, 2019.

Region 3 Director Kristin Smith had a written report. She said she had nothing new to add.

Region 4 Director John Thompson (Midnite Mudders) had a written report. There will be a saw certification class coming up – tentative date is April 27, 2019. Blue Mountain Forest Plan Revision is on going. Juniper Dunes access road is being built and looks to be done on schedule. The Tapash working group had a meeting February 21st and 52 people attended, however only 6 were representing motorized and were not paid to be there, all the rest were paid positions. They have brought in a paid facilitator so we are starting from square one again. It's only been going on for 5 plus years, on a 2 year project. Travel Management is still work in progress. The Swauk Pine Restoration objection period ends March 28, 2019. Our land person Dale Neuman (High Country Cruisers) is meeting with the Cle ElumRanger District next week to discuss issues. You can only file an objection if you wrote a comment letter. Earl Nettnin (Desert Rats) said he had just received some information on the Swauk Pine and they are taking away a lot of dispersed camping and shutting down 18 miles road and they say we don't have any say in this if you didn't write a comment. Swauk Pine is in the Liberty area. Earl was able to obtain a written copy of the proposal and it says they plan to decommission 6.8 miles of road and it amounts to $27,000 a mile. Earl asked why we couldn't take that money and fix the road. This project started in 2014. Earl said in the book a list of all who had made a comment was listed, however one that he knew of was not listed and it was his. He said perhaps they didn't like his comments and his letter was lost.

Back to Region 3 – Director Kristin Smith said they were having an issue down in Long

Beach where Region 3 puts on Operation Shore Patrol, another event called Jeeping

Long Beach came in on the same weekend and took over part of Region 3's event.

Kristin said she had no problem with them coming down on a different weekend or

joining them, as Operation Shore Patrol has always been a PNW event hosted and

sponsored by Region 3 the third weekend in September for at least 47 plus years and is

known by its Trademark “Operation Shore Patrol” nation wide. President Kyle said he

had no problem with new events being created, however, it is his firm belief that new

events should not overtake current events. Region 4 Director John Thompson who

started Jeeping Long Beach said he didn't see it as a competition and he had spoken

with the then President Angie Marek (Spanaway Moonshiners) and WA EXE. Arlene

Brooks (PNW Individual Members Club) and had their approval. Much discussion

followed and President Kyle said he would like to see both groups work together under

Operation Shore Patrol or pick a different date. President Kyle said he would be glad

to work with both groups to make it happen. President Kyle reminded everyone that

when you host an event you need to be sure that the PNW4WDA's logo is on your

advertising.

Region 6 Director Jason Real (Deschutes County 4-Wheelers and Four Runners if

Klamath Falls) was present and did not have a written report. He said he had nothing

new to report. He said Creek & Trail has opened up, they are about 80% full, they have

a limit of 100 vehicles. Their “Go Topless” event has taken off great too.

Region 7 Director Jeff Williams (Spokane 4-Wheelers) was present and didn't have a

written report. He said not much is happening. He is keeping an eye on the new ORV

area in the Colville area.

Membership: Chairman Kristin Smith had a written report, she said the numbers are

not correct. If your club is not paid they will be dropped, however, if and when they pay

they will be put back. Discussion followed about the way the report is put out; the board

would like to see the report tell how many dues paying members we have. This does

not include spouses, dependents or associates. We need to see just how many dues

paying members we really have. The report should reflect the number of dues paying

members brought in and the money that came in and they should match. Also on the

report just say how many clubs are in each region and not list the club names. A

question was asked how Kristin knows who to send membership cards to if she doesn't

get a roster when dues are paid. Kristin said when you pay on line you are supposed to

send her a roster and most clubs are not doing that. Kristin said the ones who pay on

line; their club administrator is supposed to make the additions/corrections on line so

she knows who has paid. After this happens Kristin gets an invoice showing its paid and

she goes on line and gets the names and prints the cards only for those who have paid.

Kristin said it's not her job to make address corrections, it's the job of the club

administrator.

PNW4WDA BOARD OF DIRECTORS- Cont.We Did It/Club Power/Quill Power Chairman Angela Holm (Happy Campers) was present and didn't have a written report. Angela said she has received nothing since Winter Convention.

Public Relations (PR) Chairman Heather Smetzler (RPM Racing) was present and didn't have a written report. She said she is new and needs help. She will be in the PNW4WDA PR booth at the Moonshiners swap meet on Sunday.

Safety Education Chairman Rob Stafford (Cascade 4X4's, Overbored Racing and County Line Offroaders) was present and didn't have a written report. Rob said nothing has happened since Winter Convention.

Trail Jamboree Chairman Teresa Kosel (Spanaway Moonshiners) was not present but had a written report. Teresa said she still needs volunteer help with camp activities, door prizes, and raffle prize donations. Registration opened March 3rdand registration for trail hosts opens March 17th.

Ways & Means Tiffany Morris (County Line Offroaders) had a written report. Tiffany said she will have some new things in the booth at the swap meet in the morning. She has several items on sale as she wants to get rid of some old inventory. If you have any ideas for new products let her know.

Web Master Rich Holm (Happy Campers) was not present and didn't have a written report. We have a Web site and if you have questions call Rich.

Tri-Power Editor Nichol Phillips (Cascade 4 X4's and El Dorado Dust Devils) had a written report. Nichol is still waiting for the letters from the members who requested a printed copy of Tri-Power. Social media presence is building so please send your events to be published on both the PNW 4-Wheel Drive page and the Pacific Northwest page. Nichol said don't share the event to the page create an event on the pages, it will show it as an event and people won't have to look for it. Nichol said that she has a list of incorrect email addresses so if you would like to see it to check and see if any of your people are on it let her know. Nichol said the February issue was sent to 747 email addresses and 199 have been opened; 732 were delivered 15 bounced; 352 opened it. Nichol said President Kyle had his own issue of Tri-Power and it went to 746 email addresses, 249 opens, 16 click throughs, 14 bounced and 492 opened it. Nichol feels these are really good numbers.

Video Chairman Don Jensen was present but didn't have a written report. Don said things seems to be moving slowly.

Insurance – Carol Jensen said paper work has been signed and the policy is on order. You will get your certificate of insurance about 2 months before your event. Our insurance is for any rally, trail event, fun run etc. it covers only spectators.

OLD BUSINESSAction Items – most all were covered. Kyle will work on helping to design a pin for our 60th Anniversary.

By-Law proposal to do away with pro-rating of dues has been submitted. Discussion followed. President Kyle asked that it be taken back to your people and it will be up for discussion at our June Teleconference. It will then be printed in Tri-Power and voted on at Fall Delegates. Sande will send a copy of the proposal to all board members.

Sponsorship – Angie Marek (Spanaway Moonshiners) was not present and didn't have a written report.

Winter Convention – was awesome, the board did great job putting it on. A question was asked if we could change the date to the last weekend in January – answer this would take a by-law change.

NEW BUSINESSScholarship applications were received from 2 boys and 3 girls. This year we voted to give 4 - $2500 scholarships, 2 boys and 2 girls. The boys winners are: Darek Solomon (Spanaway Moonshiners) and Chad Simonson (Washington Bobtails & Nitty Gritty). The girl winners are: Jordan Culpepper (The Hombres ) and Madison Early (RPM Racing); the alternate is Laura Myers (El Dorado Dust Devils). Each applicant submitted a letter stating what the PNW means to them and how this scholarship would help. The winners names and their letters will be published in Tri-Power.

Winter Convention 2020 will be hosted by Region 6 and held in Newport, Oregon at the Best Western Agate Beach February 7-9, 2020. More information will be coming soon. The co-chairmen are Randell Drake and Rebekah Goulet.

Business Cards - Lisa Chissus needed business cards before she attended the WA State Trail Conference so she had some made up, they are in color and look very professional. We have some new members on the Board who need some, as well as others who need more. President Kyle said he would work on getting new cards, he said look at your information in Tri-Power and the Web site and make sure it is correct as he would use that to order new cards; Kyle said you have 15 days to let him know.

A motion was made by Dave Taylor seconded by Kristin Smith that we donate $250 to Pierce Fire and Rescue for the use of their facility at the fire station in Edgewood, WA for our Board meeting today; motion carried.

Region 4 Director John Thompson presented a plaque and gift certificate from Region 4 to Earl and Sande Nettnin in appreciation of their years of service to the Region. Earl was Region 4 Director for 17 years and Sande was Secretary/Treasurer for 18 years.

Rock Star Wheelers are putting on an event in Spokane on Saturday July 20, 2019 from 12 – 5 PM and have invited us to be a part of it. This is a charity event for the Spokane Humane Society; live bands, vendors, food trucks, raffles, awards, animal adoption and more. They will have a Jacked up Truck 4X4 show, Antique Cars/Hot Rods and Rat Rods and much more. This is a family friendly event - free admission. This would be good exposure for us. Earl Nettnin said that a work party would be June 28-30 to help with the Milk Creek re-route. This is with the Department of Fish and Wildlife, camp at the Forest Service work center on HWY 410.

On April 29th and 30th Jeff Williams was chosen to go on the Military Honor Flight to Washington D.C.

PNW4WDA Scholarship Letters

Madison Early/Zentner 2019 Scholarship Application 1/22/19 “What does the

PNW4WD mean to me and how would this scholarship help?” Thinking on the

question above, this year a couple events happened this racing season that made

me answer this question with one word: Family. Having this be the third year applying

for this award/scholarship, it has given me the ability to come to a well-rounded

answer to this question. One little girl was able to touch the hearts of many in an

accident she was involved in. Her name is Taylor Schwartz. This brave little girl had

to be flown to a hospital to receive medical attention. The Schwartz family has been

a major part of the racing organization for many years and you could see everyone

just itching to help this loving family out. Taylor is a very adventurous girl, always

wanting to get down and play in the mud. Considering she was not allowed to be in

the sun, RPM made her a “box of sunshine” with everything yellow we could think of.

She was so thankful, we were happy to brighten her day. Taylor and I have grown up

together in the summers over the last six to eight years. She touched the lives of

many with a letter she wrote to the PNW4WDA thanking everyone that helped raise

money for her and her family for the medical expenses. Seeing her say that she was

glad that the accident happened to her and not the other little ones that were around

her, really showed what an amazing young girl she is, as well as the future of this

organization. As a member of the Under the Hill Gang (UTHG), we had the honor of

hosting a race this year, which was this group of members first time. Held at the

Astoria Fairgrounds in Oregon, in conjunction with the Fall Delegates Meeting. We

did not think attendance would be super high. I continue to be amazed the amount of

people that come together to help and support, it really made us proud and pushed

us to put on the best race we possibly could. We could not be more thankful for all of

the help we got that weekend. With all of the support, we are looking forward to

putting on another race this season as well. This scholarship with help me in

numerous amounts of ways. It would help me pay for my tuition, books and living

expenses. I am so beyond thankful to be in this organization and the opportunity to

receive this scholarship. I will continue to work hard towards my goals getting my

bachelor’s degree in early childhood education.
