The Council delegates to the Drainage Committee the following powers, duties and responsibilities: To make recommendations to the Council on all matters relating to Land Drainage within

their District.

The Western Plains Drainage Committees can also make recommendations to Council on urban stormwater matters within their district.

To make recommendations on Council’s operational and capital estimates for Council’s

Draft Long Term Plan and Draft Annual Plans. To provide input to Land Drainage asset planning matters and Land Drainage rating

reviews in their respective areas. To generally oversee and monitor the Council’s annual work programmes within the

nominated areas; and to assist as necessary or as appropriate in the implementation of approved programmes.

To facilitate the flow of information between ratepayers and staff.

Proposed Muggeridge Pump Station

The Drainage Manager presented an update on the status of the project. The next steps are:

• Gain responses from Pouarua Farms and DOC • Finalise consent application and lodge • Send a letter to landowners updating them on the project and providing a copy of the

Revised Economic Evaluation • Confirm detailed design proposal with AECOM • Hold PSG meeting – set for 18 May, 9.00-10.30am in Paeroa (meeting invite to follow)

Duffin Detention Dam, Back Miranda Road

Council’s Corporate Services Manager has advised that Council will need to get the dam entered into the asset register, and get it valued to include in the next valuation round. This will require a survey to determine its dimensions and volume.

The Drainage Manager has initiated the process for securing protection for the dam, spillway and pond on the three titles that they cover. The legal mechanism may be by way of easements, or some other means of registration on the separate titles.

Consultation with the three landowners involved has been initiated.

Drainage Committee Elections

Members were advised that nominations for Drainage Committee candidates will close at 4pm on Friday, 31 March. In the event of there being more candidates than required in any area, a ratepayer election may be held.

Subject: WPDD Drainage Manager Report April 2017 Recommendation: THAT the report be received.

1.0 OPERATIONS

1.1 Chemical spraying

128.3 km of drains have been sprayed to date. Details are shown in the attached tables.

1.2 Machine cleaning 16.1 km of drains have been machine cleaned in the year to date.

1.3 Maintenance/Fencing/Culverts Routine maintenance items undertaken. The Mangawhero debris trap was cleared

1.4 Pump operation Regular inspection runs were undertaken in this period. Pump hours in March were 2,976, over 10 times the monthly average. The total to the end of March of 14,145 is 136% of the annual average hours. The summary for the 2016-17 year to date is attached. 92 man-hours were spent on weed screen cleaning in the period. A mobile pump was deployed in the School outlet catchment in Waitakaruru and ran for 32 hours.

1.5 Floodgates Floodgate inspections were completed. School outlet, Smythes, Karito high level, Indian and Costello outlets were de-silted.



1.6 Stopbanks

A small amount of fill will be placed on the Mahuta Drain stopbank south of the access race when ground conditions are suitable.

2.0 BYLAW APPROVALS

Bylaw approvals were granted in the period as follows:

3.0 SUBDIVISIONS COMMENTED ON

Subdivisions commented on during the period as follows: Nil

4.0 RAINFALL The table and graphs of the Ngatea Monthly Rainfall depths since 1993 is attached. The rainfall total for March was 341 mm which is over five times the average, and is the highest monthly total recorded since regular records have been reported from 1993. The year to date total from July 1 of 1078mm is 145% of the average year to date total.

5.0 GENERAL 5.1 Proposed Muggeridge Pump Station

The WRC Project Manager advised that the consent was lodged on Tuesday 18 April.

5.2 Possible Drainage Pump on Phillips Road West Pending the outcome of the ratepayer consultation, and the finalisation of the proposed construction programme of the Muggeridge pump, no further work has been done on the possible temporary pump on Phillips Road. Subsequent to the March and April flood events, staff are looking at deploying a mobile pump to provide some relief to the ponded area.

5.3 Drainage Bylaw Review The Bylaw review will be undertaken in mid 2017. Committee members are requested to consider the current bylaw and to provide input into the review.

5.4 Long Term Plan projects The Chief Executive has advised that any improvements to the flood protection assets in the F3 area of the WPDD will need a business case to be prepared.



This will involve a benefit/cost analysis, estimates of rating impacts, and consultation with the affected landowners.

5.5 Drainage Committee Elections Nominations closed at 4.30 on Friday 31 March. In the case of the WPDD, all sitting members were the only nominees in their respective areas. So there will be no requirement for an election.

It has been recommended to Council that Council confirms the appointment of the above members to the committee.

5.6 Election of Committee Chair and Deputy Chair

Following the committee elections, the Committee is now required to elect a Chair and Deputy Chair. The successful members will be recommended to the next scheduled Council meeting.

5.7 Flood events in March

There were two separate significant rainfall events in March. Ngatea rainfalls for the two events were:

7-12 March 212 mm 26-29 March 112mm

There were a number of instances of electrical and diesel problems at the pumps at H-Drain (Roger Harris), Alexander’s, Stocks and Mill Road stations. There was a large flow in the Waitakaruru Stream, and a mobile pump was deployed in the School Outlet catchment. These events have been reported briefly to Council. However, two further storm events in April have compounded the flooding and ponding issues, and staff have necessarily been involved in all of the storms, so a more detailed report will be compiled covering both month’s events, and will be presented to the next meeting. Members’ reports and comments on the effects of the prolonged bad weather in their areas are welcomed.
