INSURANCE ITEMS. This code will identify items for which there may be occasional inter-mittent demands not sufficiently repetitive to warrant classification as regular stock items, butfor which prudence requires that nominal quantity be stocked for the reason that the essentiali-ty of the item and the long lead time required to obtain such items by purchase would create anunacceptable situation if no stock were carried.PROVISIONING ITEMS (Exclusive of Insurance Items). This code will identify new items in-troduced through the provisioning process for system stock which would normally be categoriz-ed as either nonreparable or reparable but for which sufficient experience has been obtained tomanage on the basis of normal demand forecasts.

*This is a special AF term dealing with materiel accountability. (See A FM 67-1, Vol. 1, Part Four, A trachmen~ 27.)

* *Represents the ]owest maintenance level at which condemnation is normally accomplished. DOeS not preclude condemna-tion at a lower level when the item meets the “condition condemned” criteria. (The Io\ves[ condemnation level will alsorepresent ~e highest maintenance level at which repair is normal] y accomplished. )

NOTES:

1. Using the above table as an example, the definition of the ERRC Designator (equivalent to the ERRC Code) is:

a. First position. N - nonexpendable; X - expendable. This position has a special meaning and reference must besecured from the regulation; e.g., should not be confused with such terms as “consumed” (although included) or“refer low cost” (no price limitation on expendable items).

b. Second position. Identifies recoverable items through repairs and the Io\vtst maintenance/repair level to con-demning an item, etc.

t. Third position. Except for category 1 (SCARS) the third position is meaningful only when used with the first twopositions.

2. See volume 12, Data Record Number (DRN) 2655 for format and defi~ition.

K This part must be produced from class 1A castings (e.g., class 1 of MIL-C-6021) and similartype forgings. The part must be procured only from sources which use castings or forgings ob-tained from approved (controlled) source(s). Valid AMCS: 1 and 2.

L The annual buy value of this part falls below the screening threshold of $10,000 but it has beenscreened for known source(s). (NOTE: This code shall not be used when screening parts enter-ing the inventory. It shall not be assigned in preference to or supersede any other AMSC.) ValidAMCS: l,2,3,4and5.

‘OTE: Parts Entering the Inventory. Generally, a provisioned part will require subsequent replenishment. Provi-sioning or similar lists of new parts are, therefore, the basis for selecting parts for screening. Prioritizationis desirable on the basis of design and performance stability, the highest anticipated replenishment buyvalues and buy quantities, and the availability of technical data. Effort should be made to complete fullscreening as parts enter the inventory.

M Master or coordinated tooling is required to produce this part. This tooling is not owned by theGovernment or, where owned, cannot be made available to other sources. Valid AMCS: 1, 2,3 and 4.

N This part requires special test and/or inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. Substantiation and inspection of the preci-sion or quality cannot be accomplished without such specialized test or inspection facilities.VaIid AMCS: 1 and 2.

The rights to use the data needed to purchase this part from additional sources are not ownedby the Government and cannot be purchased. ‘Jalid AMCS: 1, 2, 3, 4 and 5.

The data or the rights to use the data needed to purchase this part from additional sources arenot owned by the Government and it has been determined that it is uneconomical to purchasethem. Valid AMCS: 1, 2, 3, 4 and 5.

Acquisition of this part is controlled by QPL procedures. Valid AMCS: 1 and 2.

The cost to the Government to breakout this part and acquire it competitively has been deter-mined to exceed the projected savings over the life span of the part. Valid AMCS: 3, 4 and 5.

This part has been designated a high-reliability part under a formal reliability program. Pro-bability of failure would be unacceptable from the standpoint of safety of personnel and/orequipment. The cognizant engineering activity has determined that data to define and controlreliability limits cannot be obtained nor is it possible to draft adequate specifications for thispurpose. Valid AMCS: 3, 4 and 5.

The design of this part is unstable. Engineering, manufacturing, or performance characteristicsindicate that the required design objectives have not been achieved. Major changes are con-templated because the part has a low process yield or has demonstrated marginal performanceduring tests or service use. These changes wiIl render the present part obsolete and unusable inits present configuration. Limited acquisition from the present source is anticipated pendingconfiguration changes, Valid AMCS: 3, 4 and 5.

L Fabricated or Reclaimed Items: (1) Items fabricated at a military industrial activity for local use or direct issueto customers including the Military Assistance Program (MAP). It is the specific intent of this category to re-tain under the management of the Military Services those items for which the decision has been made tofabricate the item at the user or support level. (2) Items designed by and fabricated at Military Service in-dustrial activities and not subject to procurement from civilian industrial sources. This category covers thosesituations where the MiIitary Service has design control of an item and possesses the only known industrialcapability to fabricate the item or has been unable to develop adequate documentation which would permitprocurement from civilian industrial sources. Items obtained only by reclamation - this category is intended toprovide for Military Service retention of those items for which reclamation, on an as-required basis, is the on-ly planned source of supply.

Modification/Alteration/Conversion Sets or Kits Intended for One-Time Use: This category covers thosesituations wherein such modifications, alterations, or conversion sets or kits are procured for one-time use,and replenishment or replacement is not contemplated. This category is applicable even though procurementis effected on a phase basis. Specifically, it is intended to retain under the management of the Military Ser-vices those sets or kits for which requirements are properly determined on a program basis, such as thenumber of equipments on which the modification will be made.

:L-:i;>.ii<+< TABLE 91. . . . .~ ..-...,.,. .- ITEM STANDARDIZATION CODES

Codes reflectin~ the standardization decision of a standardization organizational entity. The coding structure provides forthe categorization of items as authorized for procurement or not authorized for procurement. Within these two broadcategories the specific codes indicate key management information used in assigning the code, the basis for assignment ofthe code, or in some casss a condition requiring further management attention.

ISC EXPLANATION

o Items under the specification control of the National Security Agency (NSA) and Defense Nuclear Agency(DNA).

1 An item authorized for procurement as a result of a formal item reduction study and accepted as a replace-ment for one or more items not authorized for procurement. in addition, in generic relationships, a code 1item is related to a code 2 item.

2 An item authorized for procurement which has been included in an item reduction study and which initiallydoes not replace an item not authorized for procurement. In addition, in generic relationships, a code 2 item isrelated to a code 1 item.

3 An item which, as a result of a formal item reduction study, is accepted as not authorized for procurement.

5 An item authorized for procurement that has not yet been subject to item standardization

6 An item authorized for procurement that is in a specific Federal Supply Class (FSC) or item name groupingconsisting primarily of items which are one-of-a-kind; therefore, little or no potential exists for elimination ofitems through formal item reduction studies.

7 NATO use only (see NOTE 3).

8 NATO use only (see NOTE 3).

B A new item authorized for procurement, contained in a new or revised superseding specification or standard, that replaces prior items. This item will be assigned a Permanent System Control Number (PSCN) or, if a re-quirement exists, a National Stock Number (NSN).

c An item authorized for procurement that has been included in an item reduction study but an intelligent deci-sion could not be made due to lack of sufficient technical data.

E An item no longer authorized for procurement which has been replaced by an item contained in a new orrevised supc :feding specification or standard. The replacement item will be either a PSCN or, if a requirementexists, an ?.:’:N.

NOTES:

1. See volume 12, Data Record Numbers (DRNs) 2650 and 8525 for format and definition.

2. See volume 6, paragraph 6.5.2.d for definition of a generic relationship.

3. NATO (non U. S.) Stock Numbered items in the TIR may reflect an ISC. The other NA TO countries also apply ISC Othrough 6, as sho wn in this table, however in lieu of ISC C they apply ISC 7 (same explanation) and in lieu of ISC E“they apply ISC 8 (same explanation).

NONCONSUMABLE ITEM MATERIAL SUPPORT CODES

NIMSCS identify the degree of support received by an individual Secondary Inventory Control Activity (SICA) or identifythe Service(i) performing depot maintenance for a Lead Service (Primary Inventory Control Activity (PICA)). A noncon-sumable itenf has been defined as an item of supply which is managed by one or more Military Services as a nonconsumable(i.e., major end item, depot reparable, or nonstock-funded consumable). A Service management mix of consumable-enditems, consumable-depot reparable, etc., is therefore considered as a nonconsumable and is not authorized the PICA-LOA06/SICA-LOA67 identity for Weapons Integrated Materiel Manager/Service Item Control Center (WIMM/SICC)relationships. (NOTE: The U.S. Coast Guard as a SICA (LOA 8D) requires an NIMSC of 5 for Defense Logistics ServicesCenter (DLSC) edit purposes. The USCG can never be a PICA (LOA 22).)

CODES APPLICABLE TO SICAS (LEVEL OF AUTHORITY (LOA)8D ONLY):

Exception Item (End Item of Equipment). This code identifies SICA managed end items of equipment assigned toanother service which is responsible for the logistics functions of single submitter cataloger, procurement, anddisposal authority. Supply support requirements will be submitted by the SICA to the PICA on Military In-terdepartmental Purchase Requests (M IPRs) unless otherwise directed by the PICA. The SICA is responsible forthe stock, store, and issue functions in support of SICA activities and has retained depot repair capability, whereapplicable. Retention of depot maintenance capability for end items of equipment requires documented justifica-tion by the SICA to the joint Maintenance Interservice Support Management Office (M lSMOS). The SICA CatalogManagement Dati (CMD) will reflect Source of Supply or SOS Modifiers compatible with the SICA managing ac-tivity. The PICA will not be entered in the Defense Automatic Addressing System Integrated Materiel Manager(DAAS IMM) field.

2 Exception Item (Depot-Reparable Component or SICA-Managed Consumable). This code identifies SICA manag-ed depot reparable components, or SICA managed consumables wherein the SICA cannot use repaired itemsassigned to another service which has responsibility for the logistics functions of single submitter cataloger, pro-curement, and disposal authority. The SICA Service has retained the wholesale stock, store, and issue functions insupport of SICA activities and has retained depot repair capability, where applicable. Supply support requirementswill be submitted by the SICA to the PICA on MIPRs unless otherwise directed by the PICA. Retention of depotmaintenance repair capability for the depot-reparabIe components requires documented justification by the S[CAwith the joint MISfvloS. The SICA CMD will reflect source of SUpply or SOS Modifiers compatible with the SICAmanaging activity. The PICA will not be entered in the DAAS IMM field.

3 End Item Primary Inventory Control Activity. This code identifies SICA managed end items of equipment assignedto another service which has responsibility for the logistics functions of single submitter cataloger, procurement, and disposal authority, and depot maintenance to be provided by Depot Maintenance Interservice Support Agree-ment (DMISA). Supply support requirements will be submitted by the SICA to the PICA on Military Interdepart-mental Purchase Requests (DMISAS) unless otherwise directed by the PICA. The SICA is responsible for the stock, store, and issue functions, for SICA activities. The SICA CMD will reflect Source of Supply or SOS Modifierscompatible with the SICA managing activity, The PICA will not be entered in the DAAS IMM field.

4 Depot Reparable Component (Phase 1 Temporary). This code identifies SICA managed depot reparable com-ponents assigned to another service which has responsibility for the logistics functions of single submitter cataloger, procurement, and disposal authority, and depot maintenance to be provided by Depot Maintenance InterserviceSupport Agreement. Supply support requirements will be submitted by the SICA to the PICA on Military ln-terdepartmental Purchase Requests unless otherwise directed by the PICA. The SICA is responsible for the stock, store, and issue functions for SICA activities. This code is temporarily assigned to items which have not completedPhase 11 item review processing. The SICA CMD will reflect Source of Supply or SOS Modifiers compatible withthe SICA managing activity. The PICA will not be entered in the DAAS IMM fieId.

5 Depot Reparable Component (Phase II). This code identifies SICA managed depot reparable components assignedto another servige which is responsible for the logistics functions of single submitter cataloger, Procurement, disposal authority, and depot maintenance; performs the wholesale stock, store, and issue functions; andestablishes, budgets and funds the wholesale s[ock level requirement. Supply support requirements will be submit-ted to the PICA on requisitions which are funded by a designated point within the SICA. Unserviceable SICAassets will normally be returned to the PICA for credit. The SICA will provide item/program data required by thePICA to meet the materiel support commitments. Normally, MIPRs will not be requested by the PICA to supportSICA(S) NIMSC 5 requirements. The SICA CMD will reflect Source of Supply or S0S Modifiers compatible withthe SICA managing activity. Unused property that is usable without repairs and identical or interchangeablewith new items from normal supply sources.

Unused property that is usable without repairs, but is deteriorated or damaged tothe extent that utility is somewhat impaired.

Unused property that is usable without repairs, but is considerably deteriorated ordamaged. Enough utility remains to classify the property better than salvage.

Used property that is usable without repairs and most of its useful life remains.

Used property that is usable without repairs, but is somewhat worn or deterioratedand may soon require repairs.

Used property that may be used without repairs, but is considerably worn ordeteriorated to the degree that remaining utility is limited or major repairs willsoon be required.

Required repairs are minor and should not exceed 15 percent of original acquisi-tion cost.

Required repairs are considerable and are estimated to range from 16 percent to 40percent of original acquisition cost.

Required repairs are major because the property is badly damaged, worn, ordeteriorated, and are estimated to range from 41 percent to 65 percent of originalacquisition cost.

Property has some value in excess of its basic material content, but repair orrehabilitation to use for the originally intended purpose is clearly impractical.Repair for any use would exceed 65 percent of the original acquisition cost. TABLE 159~,,... , . ,. ,. ADPE IDENTIFICATION

. . . . .‘kbyl DEFINITION

0 Represents items with no ADP components.

CODES

NOTE: Codes 1 through 6 are only to be used when the item is Automatic Data Processing Equipment(ADPE) in its entirety and is limited to the type meeting only one of the definitions for code$ 1 through 6. (Seecode 9.)

i:Analog CPUS, ADP Central Processing Units for ComptI@s Anaiog. Represents oniy CPUS that accept asinput the electrical equivalent of physical conditions such as flow; temperature, pressure, angular position, orvoitage and perform computations by manipulating these electrical equivalents to produce results for furtheruse.

NOTE: An analog is a representation of one form of a physical condition existing in another form (e.g., thelevel of mercury in a tube represents temperature in a thermometer; the angular position of a needlerepresents speed on a speedometer). Excludes CPUS that have both analog and” dlgitai capability.. See code 3.

2 Dlgitai CPUS, ADP Centrai Processing Uni@ for Computem. Represents only CPUS that accept informationrepresented by digital impulses. Specifically, a device capable of performing sequences of arithmetic and logicoperations (a program) not only on data but aiSO on the progrw which is contained in its internai memory(storage) without intervention of an operator.

NOTE: Digital refers to the representation of discrete numbers, symbols, and alphabetic characters by apredetermined, coded combination of electrical impulses. Excludes CPUS that have both anaiog ati~ digitalcapability. See code 3.

i Hybrid CPUS, ADP Centrai Processing Units for Computem. Represents o~y CPUS that ~ave a combinationof analog and digitai capability as defined in codes 1 and 2 and which have conversion capability required forintercommunication.

4 ADP Input/Output and Storage Devices Used to Controi and Transfer Information to and frpm a CPU. Theinput device is used for transferring data and instructions into a CPU. The output device is-used to transferresults of processing by the CPU onto printed forms, punched cards, and/or magnetic media. Input/outputdevices combine the above functions in the same device. This class aiso includes data transmission terminals, batch terminals, and display terminals which are speciaily designed or modified to be used in conjunction withdigitai, analog, or hybrid CPUS. It includes modems when they are integrai to the terminai. It also includesstorage devices in which data can be inserted, retained, and retrieved for later use.

5 ADP Aceesaoriai Equipment. Represents accessorial equipment which is considered to be a component, device, or unit that is reIated directly to and essentiai in the operation of ADPE. Included in this class arecomplete units and components of related general purpose amessoriai equipment which are usedws part of asystem such as weapon system, control system, mixile system, communication system, or navigationalsystem. It aiso encompasses various units or devices and associated control units that are used in combinationor con@nction with the ADPE configuration but are not part of the configuration itself.

6 Punched Card Equipment. Represents collating machines, key punch machines; tabulating machines;verifier; reproducer; summary punch, sorter; interpreter.

NOTE: Card-actuated machines when cable-connected to a centrai processing unit are excluded.

. .. . . . . . .. TABLE 177,--,. . .PRICE VALIDATION CODES

Price Validation Code, Air Force - A code used by the Air Force to indicate the validity of the recorded (DRN 7075) unitprice. 1,

CODE DEFINITION

A The current price is being ana[yzed.

- Until the analysis is completed, there is no need for a price challenge.

- The PVC code will be updated upon completion of analysis.

D The price is known to be excessive. Price change is deferred because the item is not in a buy status.

The price has been reviewed by the competition advocate, item manager or a technician capable of proper-ly analyzing the item. The price is excessive but a servicelagency of the Department of Defense did paythat price and the contractor is not refunding the overcharge.

- While the future price is unknown, the proper price range has been established.

- Price challenges will not be accepted.

E The current standard price is an estimated price.

. There should be no price challenges unless an organization is inadvertently billed at the estimated price.

- (1) This code will be changed to a “P” code upon notification of a contract price or

{2) This code will be changed to an updated code upon determination of a valid price.

N The current standard price in the Catalog Management Data (CMD) has not been validated.

- The price has not been analyzed or reviewed for accuracy.

- Price challenges are permissible.

P The current standard price is the negotiated provisioning price.

. This is the price paid by DoD for the item as the result of price negotiation of the ProvisionedItem Order (PIO).

. Price challenges are permissible, but should have very strong justification.

v The current standard price has been validated.

- (1) The item has been analyzed by competition advocate, item manager or a technician capable ofproperly analyzing the item and is in the accepted price range or

(2) The item was produced under open competition and under the competitive arena the price isconsidered fair and reasonable.

Price challenges are permissible, but should have very strong justification.

TABLE 177PRICE VALIDATION CODES

CODE DEFINITION

x The current standard price has been validated and the previous price was erroneous.

-(1) The item was overpriced and the contractor has refunded the overcharge or

(2) DoD activities did not actually pay the previous price. The price paid is within the analyzed acceptablerange.

-If the difference from the previous price exceeds $99.99, or if the price change exceeds 500’ and the extendedvalue of any affected transaction exceeds $99.99, then reverse post procedures will apply where the stockfund has overcharged unit O&iW funds. These corrections wi[l be limited to the current fiscal year.

- This code wi[l remain on an item only long enough to appear on the Management List - Consolidated (ML-C)for two consecutive quarters. This is sufficient time for the reverse post procedures defined above to be ap-plied. The code will then be changed to “ V“.

-Price challenges are permissible, but should have very strong justification.

NOTE: 1. All standard prices have a charge (transportation and surcharge) added to the contract price.

2. See volume 12, Data Record Number (DRN) 0858 for format.
