A number of apartments nowadays are still implementing a master – metered

form of billing in which the allocation of the payment is divided by the number of

apartment units. With this kind of set up, all consumers pay an exactly the same amount

regardless of consumer’s income, capability to pay and level of consumption. Thus, the

consumers are not aware of their daily consumption regarding the amount of electricity

usage and its associated equivalent monetary cost. This may probably result over

consumption of electricity leading to unpaid bills and debts. An added burden is the cost

of disconnections and reconnections which, basically, is high.
