It is now learnt that the mystery behind the actress onscreen character is that she plays a serial killer in 3 storeys. STATE TIMES NEWS SRINAGAR: Division Bench of State High Court compris- ing Justice Mohammad Yaqoob Mir and Justice Ali Mohammad Magrey issued various directions to the SMC, RTO and others for smooth traffic while taking up a Public Interest Litigation. Division Bench observed that in compliance to the direction dated 12.02.2018, Srinagar Municipal Corporation has filed status report stating therein that from Parimpora to Jehangir Chowk, 11 spots are identified where the signages, fabricated out of MS sheets and retro-reflective in nature, have been installed. In addition it is also stated that the Corporation has fixed 150 traffic signages at differ- ent locations identified by the traffic police. SSP, Traffic, Srinagar City, who was present in the Court, stated that further spots will be identified consistent with the advisory as shall be given by the appointed advisor of the Government and same will be done within a week's time. Division Bench further observed that in compliance of the order dated 12.02.2018, in the status report it has been stated that the Corporation continues its anti-encroach- ment drive on daily basis in various areas which include Hari Singh High Street, L.D Hospital, Lal Chowk, Naaz Crossing, Amira Kadal, Batamaloo, Moominabad, Panthachowk and Parimpora Bus Stand; in the process num- ber of vehicles were seized and nine challans have been regis- tered; fine has also been imposed on the offenders. Division Bench further observed that keeping in view the drive has to be intensified, for so doing police assistance is must, therefore, directed IGP Kashmir to make proper arrangement by providing police assistance. DB further observed that in compliance to the direction contained in Para-9 of the order dated 12.02.2018 it is stated that the Municipal Corporation in 2014 has pre- pared a list of 2911 street ven- dors who were found to be con- ducting business in different parts of Srinagar city on roads/streets. Division Bench directed Divisional Commissioner, Kashmir as well as IGP, Kashmir, to provide whatever assistance is required by the Municipal Corporation for shifting these vendors who are running their business on streets and even on roads, to the vending zones. Both the authorities shall file their respective compliance report by or before next date. 6. In com- pliance to the direction con- tained in Para-10 of the order dated 12.02.2018 it has been stated that the Municipal Corporation has started laying of foundation; at five junctions it has been completed whereas at other two junctions it is in progress. The Corporation is carrying out earthing and as soon as the process is complet- ed, Traffic signal poles will be erected at these sites. The progress about installation of the Intelligent Traffic Light System will be reported on the next date. DB also directed that in this regard latest status report be filed by or before next date, however, it is further pointed out that there are no marks on the roads for pedestrian cross- ings. AAG, representing the traffic department, submitted that those sites will be identi- fied so as to enable the Municipal Corporation to fol- low it up. In compliance to Para-12 of the said order dated 12.02.2018 it is stated that 47 spots have been identified for parking which are made oper- ational. Five of the spots have been outsourced to private agencies while as rest are being run departmentally as on date, DB directed Amicus to file response as regarding these 47 spots and operation thereof; list of 47 spots shall be fur- nished to Amicus. DB further observed that Deputy Labour Commissioner, Srinagar, has filed compliance report stating therein that SRO 472 has been issued on 16.11.2017, same is being implemented in the field and the shops and establishment owners have to observe specific day closures. The meeting has been convened with the Traders Federation who had resisted to observe alternate closures and was requested to observe Sundays and Fridays as close days. Traders Federation in-fact were advised to approach the Administrative Department for amendment, if any required. It is also mentioned that while enforcing strict observance to SRO 472, shops and other business establish- ments shuttled down their shops and have shown total resentment, therefore, Labour Department requires some assistance. DB further said that law has to be enforced in its real spirit. Violators thereof shall be dealt with in accordance with law by proper action against them. Labour Commissioner shall take appropriate steps in this behalf and shall file status report on the next date as to how these closure days are being followed. DB further observed that Divisional Commissioner, Kashmir has filed detailed status report mentioning therein that the action has been initiated on the basis of the report received by him from the J&K State Pollution Control Board. In essence it is highlighted therein that it is for the Regional Director(SPCB) Kashmir, Commissioner SMC, Regional Transport Officer Kashmir and SSP Traffic City Srinagar, who have to take all necessary measures for ensur- ing and implementing the directions in its letter and spir- it. The report as has been filed be taken on record, copy of the same be provided to the Amicus to file his response. Meanwhile, DB directed the Divisional Commissioner, Kashmir to monitor the follow up by the Regional Director (SPCB) Kashmir, Commissioner SMC, RTO Kashmir and SSP Traffic City Srinagar. In addition DB also directed the SSP Traffic, Srinagar to report on the next date as to in how may vehicles pressure horns were noticed and from how many vehicles same have been removed and challaned. DB further observed that counsel for Municipal Corporation that the order has been implemented and all encroachments have been removed from Batamaloo Bus Stand to Sadder Court Moominabad. The drive is on and in case any encroachment is found anywhere same will be immediately removed. DB directed SSP Traffic, Srinagar to ensure that on daily basis special squads make surprise visits of different areas so as to check the menace of overloading or any sort of viola- tion of traffic rules and to file fresh status report. DB also directed RTO, Kashmir to file latest status report, with the traffic viola- tions by the drivers, submitted that he will issue a circular and will make it public by different means i.e. through print as well as electronic media, so as to create awareness as well as warning that any type of traffic violation may entail seizure of vehicles and fine. DB directives for smooth traffic in Srinagar STATE TIMES NEWS JAMMU: Anganwari workers and helpers of various projects of Jammu Division organised massive protest at Exhibition Ground here on Friday to press the State Government and higher authorities of ICDS Department for imme- diate solution of their long pending demands. Protesters raised the slogans in support of their demands urging the State Government to enhance their honorarium at par with the adjoining states of Haryana, Punjab and Delhi where Rs. 10,000 are paid monthly honorarium to the workers. While addressing the protesting employees, Suman Suri, State president, JKWHU, criticised the gov- ernment for its anti-worker policies. She demanded fixation of final seniority list of Anganwari workers and con- duct of DPC without any delay, implementation of new pension schemes in favour of workers and helpers, keeping provision of gratuity at the time of retirement at the age of 65, implementation of free Group Insurance Scheme, release of money for mobile charges and MPR on line expenses including two pairs of uniforms and cancellation of illegal and unfair promotion orders of Anganwari workers as supervisors. Ratna, Swarna, Vijay, Nirmal Sharma, Mahajeeban, Meera, Ravinder, Pinki Bhat, Renu Sharma, Ganga Sharma and Asha Sharma asked the authorities and State Government to accede to their demands at the earliest. Anganwari workers, helpers continue protest STATE TIMES NEWS SRINAGAR: Secretary Education Farooq Ahmad Shah along with Director School Education Kashmir on Friday called an emergency confer- ence of all the Chief Education Officers and DIET Principals and directed them to celebrate cleanli- ness week from March 20 to 27 in all the Institutions of the State. He said that in order to ensure 100 per cent attendance of students in schools, biometric atten- dance system for the students shall be installed in every High and Higher Secondary Schools of the State. Talking about the introduction of Board examination for 11th class, Secretary Education directed all the Chief Education Officers and the Head of the Institutions to make sure the comple- tion of all the arrangements in this regard and monitor the attendance of students on regular basis and submit the monthly report to DSEK. In order to make effective teaching-learning process, Secretary Education said that during the current session every primary school of a zone shall be monitored by designated Heads of the Middle Schools, every Middle school shall be monitored by designated Headmasters of a High Schools, every High School shall be monitored by the Principal of a designated Higher Secondary Schools and Higher Secondary schools shall be monitored by concerned Chief Education Officers. In order to strengthen the basic infrastructure in schools, Secretary Education directed all the Chief Education Officers and Head of the Institutions to submit a report about deficiencies in the basic infrastructure of the schools within 10 days. The various points on which the Secretary was briefed by Director School Education Kashmir Dr. G.N. Itoo include the introduction of new subjects at Higher Secondary Level, Super 50 coaching centres, Winter camps, winter tutorials, upgrada- tion of schools, the performance of DIETs and the recent transfers. The meeting was attended by all the Joint Directors, Chief Education Officers, DIET Principals and the affiliates of State Media Centre SIE Kashmir. Secretary Education Farooq Ahmad Shah along with DSEK Dr. G.N. Itoo also inspected the examination centres for the conduct of Screening Test for the appointment of contrac- tual lecturers on the Academic arrangement. Division Bench observed thatin compliance to the directiondated 12.02.2018, SrinagarMunicipal Corporation hasfiled status report statingtherein that from Parimpora toJehangir Chowk, 11 spots areidentified where the signages,fabricated out of MS sheetsand retro-reflective in nature,have been installed.

In addition it is also statedthat the Corporation has fixed150 traffic signages at differ-ent locations identified by thetraffic police.

SSP, Traffic, Srinagar City,who was present in the Court,stated that further spots will beidentified consistent with theadvisory as shall be given bythe appointed advisor of theGovernment and same will bedone within a week's time.

Division Bench furtherobserved that in compliance ofthe order dated 12.02.2018, inthe status report it has beenstated that the Corporationcontinues its anti-encroach-ment drive on daily basis invarious areas which includeHari Singh High Street, L.DHospital, Lal Chowk, NaazCrossing, Amira Kadal,Batamaloo, Moominabad,Panthachowk and Parimpora

Bus Stand; in the process num-ber of vehicles were seized andnine challans have been regis-tered; fine has also beenimposed on the offenders.

Division Bench furtherobserved that keeping in viewthe drive has to be intensified,for so doing police assistance ismust, therefore, directed IGPKashmir to make properarrangement by providingpolice assistance.

DB further observed that incompliance to the directioncontained in Para-9 of theorder dated 12.02.2018 it isstated that the MunicipalCorporation in 2014 has pre-pared a list of 2911 street ven-dors who were found to be con-ducting business in differentparts of Srinagar city onroads/streets.

Division Bench directedDivisional Commissioner,Kashmir as well as IGP,Kashmir, to provide whateverassistance is required by theMunicipal Corporation forshifting these vendors who arerunning their business onstreets and even on roads, tothe vending zones. Both theauthorities shall file theirrespective compliance report byor before next date. 6. In com-pliance to the direction con-tained in Para-10 of the orderdated 12.02.2018 it has beenstated that the MunicipalCorporation has started layingof foundation; at five junctionsit has been completed whereasat other two junctions it is inprogress. The Corporation iscarrying out earthing and as

soon as the process is complet-ed, Traffic signal poles will beerected at these sites. Theprogress about installation ofthe Intelligent Traffic LightSystem will be reported on thenext date.

DB also directed that in thisregard latest status report befiled by or before next date,however, it is further pointedout that there are no marks onthe roads for pedestrian cross-ings. AAG, representing thetraffic department, submittedthat those sites will be identi-fied so as to enable theMunicipal Corporation to fol-low it up.

In compliance to Para-12 ofthe said order dated12.02.2018 it is stated that 47spots have been identified forparking which are made oper-ational. Five of the spots havebeen outsourced to privateagencies while as rest are beingrun departmentally as on date,DB directed Amicus to fileresponse as regarding these 47spots and operation thereof;list of 47 spots shall be fur-nished to Amicus.

DB further observed thatDeputy Labour Commissioner,Srinagar, has filed compliancereport stating therein thatSRO 472 has been issued on16.11.2017, same is beingimplemented in the field andthe shops and establishmentowners have to observe specificday closures. The meeting hasbeen convened with theTraders Federation who hadresisted to observe alternateclosures and was requested to

observe Sundays and Fridaysas close days. TradersFederation in-fact wereadvised to approach theAdministrative Departmentfor amendment, if anyrequired. It is also mentionedthat while enforcing strictobservance to SRO 472, shopsand other business establish-ments shuttled down theirshops and have shown totalresentment, therefore, LabourDepartment requires someassistance.

DB further said that law hasto be enforced in its real spirit.Violators thereof shall be dealtwith in accordance with law byproper action against them.Labour Commissioner shalltake appropriate steps in thisbehalf and shall file statusreport on the next date as tohow these closure days arebeing followed. DB furtherobserved that DivisionalCommissioner, Kashmir hasfiled detailed status reportmentioning therein that theaction has been initiated on thebasis of the report received byhim from the J&K StatePollution Control Board.

In essence it is highlightedtherein that it is for theRegional Director(SPCB)Kashmir, Commissioner SMC,Regional Transport OfficerKashmir and SSP Traffic CitySrinagar, who have to take allnecessary measures for ensur-ing and implementing thedirections in its letter and spir-it. DB directed SSP Traffic,Srinagar to ensure that ondaily basis special squads makesurprise visits of different areasso as to check the menace ofoverloading or any sort of viola-tion of traffic rules and to filefresh status report.

DB also directed RTO,Kashmir to file latest statusreport, with the traffic viola-tions by the drivers, submittedthat he will issue a circular andwill make it public by differentmeans i.e. through print as wellas electronic media, so as tocreate awareness as well aswarning that any type of trafficviolation may entail seizure ofvehicles and fine.

STATE TIMES NEWSSRINAGAR: Secretary Education Farooq AhmadShah along with Director School EducationKashmir on Friday called an emergency confer-ence of all the Chief Education Officers and DIETPrincipals and directed them to celebrate cleanli-ness week from March 20 to 27 in all theInstitutions of the State.

He said that in order to ensure 100 per centattendance of students in schools, biometric atten-dance system for the students shall be installed inevery High and Higher Secondary Schools of theState. Talking about the introduction of Boardexamination for 11th class, Secretary Educationdirected all the Chief Education Officers and theHead of the Institutions to make sure the comple-tion of all the arrangements in this regard andmonitor the attendance of students on regularbasis and submit the monthly report to DSEK.

In order to make effective teaching-learningprocess, Secretary Education said that during thecurrent session every primary school of a zone shallbe monitored by designated Heads of the MiddleSchools, every Middle school shall be monitored bydesignated Headmasters of a High Schools, every

High School shall be monitored by the Principal ofa designated Higher Secondary Schools andHigher Secondary schools shall be monitored byconcerned Chief Education Officers.

In order to strengthen the basic infrastructure inschools, Secretary Education directed all the ChiefEducation Officers and Head of the Institutions tosubmit a report about deficiencies in the basicinfrastructure of the schools within 10 days.

The various points on which the Secretary wasbriefed by Director School Education Kashmir Dr.G.N. Itoo include the introduction of new subjectsat Higher Secondary Level, Super 50 coachingcentres, Winter camps, winter tutorials, upgrada-tion of schools, the performance of DIETs and therecent transfers. The meeting was attended by allthe Joint Directors, Chief Education Officers,DIET Principals and the affiliates of State MediaCentre SIE Kashmir. Secretary Education FarooqAhmad Shah along with DSEK Dr. G.N. Itoo alsoinspected the examination centres for the conductof Screening Test for the appointment of contrac-tual lecturers on the Academic arrangement.During the visit, he took stock of the arrangementsand facilities being provided to the aspirants.
