SolargeoengineringhasthepotenBaltoprovideconsiderablebenefits in termsofdisasterriskreducBon,butalsotoexacerbate exisBng risks and create newones. Yet, sofar theunderstandingriskcommunityhas largelybeenabsent f rom geoeng ineer ing de l iberaBons .Geoengineering may be perceived as too theoreBcal,too complex, and not imminent enough to meritakenBon.However,earlyengagementby the sector isimperaBve to ensure that humanitarian anddevelopment consideraBons are integrated into policydecisionsthatwillshapethefutureofdisasterrisks.

“Geoengineering”, the deliberate manipulaLon ofthe global climate, is a technologically feasibleopLonthatwasonceseenascrazyandtaboobutisnow gaining momentum. In a context of rapidlychanging climate and rising risks of extreme eventsand slow onset crises like sea level rise, one of theopBons currently under consideraBon is solargeoengineering: to use aircrao to disperse smallsulfuricparBclesintheupperatmosphereinordertoreflect a small fracBon of incoming sunlight back tospace inorder toparBally counteractmanynegaBveeffects of global warming. Its use could entail aredistribuBonofsomeclimatebenefitsandrisksonaregional basis, thereby reshuffling the roster ofclimate“winners”and“losers.”

Using innovaLve, interacLveapproaches,thissessionwill draw from science and art to offer a tailoredintroducLon to solar geoengineering – includingtechnology, ethics and governance, focusing onimplicaLons for disaster risk managers, researchers,donors,privatesector,andotherURstakeholders.ParBcular akenBon will be given to exploringpossibiliBes for using novel index-based insurance, inwhich payouts are determined by the value of anindependent index,asamechanism for compensaBngharmsfromsolargeoengineering.
