OUR BEGINNINGS Inthelate1990s,amidtherapidlychanging

globaleconomicandbusinesslandscape,thegovernment,inconsultationandwiththesupportofbusinessleaders,calledforamorecomprehensiveorganisationandrepresentationoftheSingaporebusinesscommunity.

WiththepassingoftheSBFActbyParliamentinJuly2001,allSingapore-registeredcompanieswithapaid-upsharecapitalof$0.5millionandabovebecomemembersoftheSBF.Localchambersofcommerceandindustrywhichrepresenttheinterestsandwelfareofanylocalorforeignbusinessgroup(s)joinasConstituentMembers.

SBFwasestablishedon1April2002andofficiallylaunchedbythethenPrimeMinisterGohChokTongon11April2002.

OUR OBJECTIVES Toenhancetheorganisationofthebusiness

communityinSingapore.

Torepresent,advance,promoteandprotect,inSingaporeandabroad,themajorbusinessinterests(suchasinvestment,tradeopportunitiesandlabourmanagementissues)ofbusinessentitiescarryingoncommerceandindustryinSingapore.

MESSAGE FROM THE CHAIRMAN

AgainstthebackdropofachallengingenvironmentandtheglobalH1N1outbreakinsecondquarter2009,theSingaporeBusinessFederationactivatedaslewofprogrammesandactivitiestotidemembersovertheirdifficulties.Overall,SBForganisedandsupported275activities,benefitting48,300participants.

TheglobaleconomicslowdownandtheconsequentdeclineinconsumerdemandandinternationaltradeadverselyimpactedSingapore’sexport-orientedeconomy.Companiesfacedthetwinchallengesofdecliningrevenuesandhighbusinesscosts.

AgainstthebackdropofachallengingenvironmentandtheglobalH1N1outbreakinsecondquarter2009,theSingaporeBusinessFederationactivatedaslewofprogrammesandactivitiestotidemembersovertheirdifficulties.Overall,SBForganisedandsupported275activities,benefitting48,300participants.

SBFlauncheditsFundsAssist@EBISprogrammetofacilitatemembers’accesstotheS$5.8billiongovernmentloanspackage.Itorganisedbusinessbriefingstoupdatemembersontheeconomicoutlookandgovernmenthelpschemes.Thefederationtookabusinesssentimentssurveyofitsmembers,theresultsofwhichweresharedwiththetradeandfinanceministries.WearepleasedthattheresiliencepackageunveiledbythegovernmentinBudget2009hadhelpedtoaddresssomeoftheconcernsofourmembers.

SBFalsosteppedupitsengagementofmarketslessimpactedbytheglobalslowdown.Itfacilitatedbusinessexchangesbetweenmembers,andoverseascompaniesandgovernmentagenciesintheMiddleEast,AfricaandsecondtiercitiesinChina,amongstothers.SBFalsowelcomedmorethan50visitingbusinessandofficialdelegationsfromoverseas,providingnetworkingandbusinessopportunitiesforourmembers.TheseinternationalisationeffortsresultedinourmembersgarneringmorethanS$550millionworthofdealsin2009.

Othernotableachievementsin2009includedthesuccessfulhostingoftheAPECCEOSummitandtheAPECBusinessAdvisoryCouncil(ABAC)meetingsinSingapore.HeldinconjunctionwiththeAPECLeaders’SummitchairedbySingapore,thesetwoeventsprovidedkeysoundingboardsforbusinessleadersintheAsiaPacificregion.TheyprovidedfeedbacktoAPECleadersontheprimacyoffreeandopentrade,andmeasurestofacilitatebusiness.2009alsosawthereturnofGlobalEntrepolis@Singapore,aregionalbusinessnetworkingplatformforbusinesscollaborationandinternationalisation.

InNovember2009,SBFinitiatedanimportantforumbetweenourmembersandrepresentativesoftheEconomicStrategiesCommitteeonthenextphaseofSingapore’seconomicdevelopment.ArisingfromthereleaseoftheESC’srecommendationsinFebruary2010,SBFislookingintoinitiativesandschemestoassistbusinessesinproductivityandcompetitivenessthroughskillsupgradingandinnovation.SBFwillalsoincreaseeffortstopromoteSingaporeasaglobalhubandhelpmembersseekgrowthinnon-traditionalmarkets,aswellasinnewbusinessgrowthareassuchasgreentechnologyandsolutions.

National Policy BriefingsIn2009,SBF’sMemberRelationsandServicesGrouporganised14 key national policy briefingsongovernmenthelpschemes,wages,manpower,securityandhealthissuesbenefittingsome13,500participants.Thebriefingswereusefulinupdatingmembersonthelatestdevelopments,andinfacilitatingfeedbacktotherelevantgovernmentagenciesfortheirdecisionmaking.

ASEAN Economic CommunityAspartofitsoutreachinsupportofASEANEconomicCommunity(AEC)2015,SBForganisedaseminaron“GrowingSingaporeSMEs”withinthecontextofASEANeconomicintegration,aswellasaworkshopon“ASEANCustomsTransitSystem–TowardsFreeMovementofGoods”,attracting200participants.

AEC2015wouldbenefitSMEsbywayofcloserproximitytomarkets,lowercostsofoverallbusinessoperations,cheaperandgreaterlabourmobilityacrossnationalborders,andfavourablefinancial/taxschemes.OneofthekeypillarstowardstherealisationoftheAECby2015istheimplementationoftheASEANCustomsTransitSystem,aimedateasingcurrentproceduresformovementofgoodstoandfromandthroughtheborderposts,portsandairportsoftheASEANcountries,leadingtosignificantsavingsinlogisticaltimeandcostforcompanies.

East Asia Business Council (EABC) AtitsmeetinginAugust2009inBangkok,EABCdiscussedrecommendationstomaintaintheresilienceofEastAsiaamidsttheweakglobaleconomicclimate.OnerecommendationwasthecreationofmicrocreditfundsforSMEs,especiallymicro-enterprises,inASEANcountries.

Tohelpcompaniestidethroughtheglobaleconomiccrisis,SBF’sFundsAssist@EBIS,afinancialfacilitationservice,waslaunchedtoassistcompaniesleveragegovernment’s$5.8billionloanpackage.Theprogrammeimpartedusefultipstomemberstohelpthemincreasetheirsuccessrateofaccessingcreditfromfinancialinstitutions.Italsoprovidesaservicetohelpmembersputtogetherabusinessplantofacilitatetheloanacquisition.Inthe10monthsfromFebruarytoNovember2009,SBFengagedandassisted131cases,29caseswereforloans,ofwhichsevenweresuccessful.

In2009,throughtheCleanEnergyTestbeddingCommunityestablishedjointlywithTemasekPolytechnicFuelCellCommunity,theSDBGhelpedanumberofcompaniesinthepilotingandtest-beddingoffuelcellandcleanenergysolutions.

ofSingaporecompaniesventuringintoSouthAsia.Twobusinessmissionswereorganisedin2009tosouthIndiaandNewDelhiNationalCapitalRegion(NCR)comprising26Singaporeparticipants.

ThreereversemissionsfromIndiawerealsohostedbySBF.TheIndianorganisationswereChemicalandPlasticExportPromotionCouncilofIndia,EngineeringExportPromotionCouncilofIndiaandTiEKerala.ApaneldiscussiononIndia’sengineeringsectorwasalsoorganised.In2009,SBFalsosupported7eventsorganisedbypartnerssuchasIESingapore,InstituteofSouthAsianStudies,SingaporeIndianChamberofCommerceandIndustry,FederationofIndianChambersofCommerceandIndustryandCII.Altogethermorethan750participantswereengagedfortheIndiamarketactivitiesin2009.

SBFandtheOmanChamberofCommerceandIndustry(OCCI)renewedtheMOUsignedon28March2005toincludenewarticlessuchastheformulationofajointactionplantohelpthebusinesscommunitiesfrombothsidestopromoteandtaponthebenefitsoftheGulfCooperationCouncil-SingaporeFTA.Themissionalsohelpedtoopendoorsandprovidedopportunitiesforcompaniesfrombothsidestoexplorebusinesspartnerships.TwoSingaporecompaniesinkedMOUswithOmanipartnersforjointventuresonthedevelopmentofdrydocksandcablemanufacturing.

Singapore-Oman Business CouncilThesuccessfulmissiontoOmaninMarch,andtheon-goingstrongeconomicrelationshipspurredtheformationoftheSingapore-OmanBusinessCouncil(SOBC).ApreliminarymeetinginOctober2009forSOBCSingaporeMembers,chairedbyShabbirHassanbhai,discussedthepossibleroadmapthatwouldsubsequentlybetabledatthe1stJointSOBCMeetingwithOmanicounterpartsin2010.Theproposedworkplanfor2010includedthesettingupofajointbusinessportal,businessopportunityconferenceineachcountry,generatingofbusinessleadsandidentificationofpotentialprojectsforjointventures.TheintentisforSOBCmembershiptobethecatalystforthedevelopmentofadatabaseforbusinessmatchmaking.

Business Mission to Angola, South Africa & Mozambique (23 July to 1 August)ThismissionwasorganisedaspartofSBF’sremittoassistmemberstoventureintonewfrontiers.Itcomprised12companiesfromoilandgas,info-communicationstechnology,constructionmachineryandequipment,defensesystemsandtechnologies,gemologicalinstruments,tradingandconsumerproducts.Theparticipatingdelegatesweresatisfiedwiththeoutcomeofthemissionwhichgenerated109businesscontactsandconfirmedcontractstotalingS$54million.

AMemorandumofUnderstandingwasinkedbetweentheSingaporeBusinessFederationandtheRussianBusinessIncubator(RBI)inJanuaryinconjunctionwiththeofficiallaunchofRBIinSingapore.

Thecooperationagreement,signedbySBFCEO,Mr.TengThengDarandtheCEOofRBI,Mr.SergeyObrezanov,waswitnessedby104membersoftheSingaporebusinesscommunityandahighlevelRussiandelegation

ofbusinessleadersandgovernmentofficialsheretopromotebilateraltradeandbusinessties.Akeyfocusofthiscollaborationisthedevelopmentofscience,technologyandengineeringcapabilitiesandproductsthathavepromotionpotentialintheinternationalmarkets.

Business Mission to Nigeria and Ghana (12 to 18 October)SingaporeBusinessFederation,SingaporeChineseChamberofCommerceandIndustryandInternationalEnterpriseSingaporeorganisedabusinessmissiontoSub-SaharanAfrica,12to18October2009,ledbyMr.LeeYiShyan,MinisterofStateforTrade&IndustryandManpower.
