Activities:
The Goa State Legal Services Authority, conducted PLV meet on 9th August,
2018 at 4.30 p.m. onwards in the Conference hall of High Court Bar Association,
Altinho, Panaji, Goa.
Hon’ble Shri. Justice C. V. Bhadang, High court Legal Services Committee,
spoke on the occasion and guided as to how they should work. Hon’ble Shri Justice
C. V. Bhadang instructed that both the Secretaries of North Goa and South Goa, to
arrange for joint refresher training programme for the Para Legal Volunteers. He
asked the Para Legal Volunteers about the difficulties faced by them. One PLV stated
that Awareness camp should be conducted in villages for the public to know about
the facilities and schemes available to the public. The Authorities have taken note of
the request to hold camps in remote villages. He also Suggested that public may be in
small group should made aware about the importance of Mediation, Lok adalat, etc.
Shri Sudhiir M. Deshpande, Member Secretary, Goa State Legal Services
Authority hosted the said meet. Smt. Shabnam Shaikh, Secretary, District Legal
Services Authority, North Goa and Shri. Cholu Gawas, Secretary, District Legal
Services Authority, South Goa where also present for the meet. There were around 25
Para Legal Volunteers from both the Districts.
Legal Literacy Club was inaugurated by the Taluka Legal Services Committee, Sanguem at
Government High School, Neturlim-Sanguem-Goa, on the 16th April, 2018 at 10.30 a.m. Around 90-100
participants including the dignitaries, students, teachers and staff were present for the programme. Para
Legal Volunteer, Shri Ram Velip, welcomed the gathering and gave introductory speech and highlighted
the main object of holding such type of camp in the different places of Sanguem Taluka and requested to
take the benefits of all the schemes provided by the District Legal Services to weaker section of the society.
Dr. Sruti Dessai, Medical Officer from the Government Primary Health Centre, Sanguem-Goa gave
talk on various diseases spreading by biting of various types of Mosquitoes and also briefly explained the
symptoms of it. She further stated that for good health every person should keep the surrounding
environment clean and not to store water in plastic containers, bottles, tyres, equipments etc. She further
informed that Mosquito bites can be prevented by the use of mosquito repellents such as nets, coils, mats
etc. and mosquito killing is yet another preventive method and also by doing mosquito control in every
couple of months. She gave information on various Government scheme like Din Dayal Yojna Scheme, Janaj
Suraksha Yojana Scheme, etc and also requested the students to take benefits of the Adolescence clinic to
solve their difficulties and also requested to make awareness of different schemes to their family members,
friends, neighbours, relative, villagers etc.
Advocate Miss Abhilasha Naik spoke on Free Legal Aid Services provided to the weaker and
marginalized sections of the society, Lok Adalats/National Lok Adalats for amicable settlement of disputes.
She further requested participants to make aware of said services to their friends, neighbours and relatives
in order to get the benefits of the scheme as per their entitlement. She also spoke on the procedure for the
registration of late Birth and Death and urged public to get the same registered.
Shri Putu Gaonkar gave vote of thanks and requested the participants to take benefit of the schemes
of Legal Services Authority and also urged the participants to make awareness of the scheme.

Mediation Awareness Programme was organized by the Taluka Legal
Services Committee, Sanguem on the 5th May, 2018 at 9.30 a.m. at the Premises of
Civil and Criminal Court Building, Sanguem. Advocate V. Dessai, Retainer,
Advocate Miss Abhilasha Naik, Remand Advocate, Advocate Shri Marshall
Fernandes, Panel Lawyer and Shri Putu Gaonkar, along with 70-80 participants were
present for the programme. Anuradha Andrade Chairperson of the Taluka Legal
Services Committee, Sanguem, welcomed the gathering and gave an introductory
speech and briefly narrated the main object of holding the “Mediation Programme”
and further explained the importance of mediation process in resolving differences,
opportunity to talk openly and honestly about their concerns and issues.
Advocate Shri V. Dessai also gave a talk on the importance of mediation
wherein people can avail the facility of Mediation process and change their lifetime
tensions into happiness by resolving their disputes through Mediation and accepting
happiness in life as process of litigation is a lengthy process and the process of
Mediation is short. It is that process wherein “No one wins or no one loses” as the
parties come together amicably to resolve their differences between them.
Advocate Abhilash Naik briefly narrated the main object of holding such
types of mediation programmes in order to create awareness among the general
public about the existence of the mediation process.

Legal Awareness Camp was held on Observance of World Day against Child Labour conducted on
the 12th June, 2018 at 11.00 a.m. at the premises of Shree Sharda English High School, Sanvordem, Sanguem-
Goa. Around 140-150 participants including the dignitaries, students, teachers and staff were present in the
said function. Advocate Mrs. Shubhangui G. Naik, Head Clerk welcomed the gathering and gave
introductory speech and highlighted the main object of holding such type of camp in every part Sanguem
Taluka under the jurisdiction of the Sanguem Court, is to create awareness amongst general public about
the law and services available to them and requested them to take the benefit of all the schemes provided
by the District Legal Services Authority.
Advocate Miss Abhilash Naik spoke on Child Labour (prohibition and regulation) Act. She further
spoke that labourers in order to earn money for their survival send their children for work by depriving
their rights to free and happy childhood and education. She submitted that as per law whoever employs
any child or permit any child to work will be punishable with imprisonment for a term not less than 3
months but which extend to one year or with fine which shall not be less than ten thousand rupees but
which may extend to twenty thousand rupees or with both. She requested the participants to inform their
neighbours to send their children to school for their better prospects. She briefly gave information on the
Industrial Dispute Act, Trade Union Act and Minimum Wages Act and also on Free Legal Aid Services.
Dr. Manmohan Dessai, Health Officer of Primary Health Centre, Kakoda, Curchorem spoke on
Vector borne diseases and showed posters/pictures to make the topic clear to participants. He briefly
narrated the symptoms of all the above mentioned diseases and also distributed pamphlets to the
participants.
Shri Shridhar Acharya, Extension Educator from the Government Primary Health Centre, Kakoda,
Curchorem gave talk on prevention of Mosquito breeding and further stated that for a good health every

Ms. Joycy D’costa, Councilor from Government Primary Health Centre, Kakoda, Curchorem gave
talk on substance abuse i.e products which harms our body and explained briefly how a person become an
addict of the same by showing posters/pictures. She also gave information on various schemes available in
Curchorem Health Centre and requested students to take the benefits of Adolescence Clinic.
Session of questions and answers was conducted for about 45 minutes which was sufficiently
answered by the dignitaries.
Shri Putu Gaonkar gave vote of thanks and requested the participants to take benefit of the schemes
of Legal Services Authority.

Legal Literacy camp on world
day against Child Labour was
organized by Taluka Legal Services
Committee Mormugao was held on
the 12th June, 2018 at 10.30 a.m. in the
premises of the Government High
School (Main) Vasco-Goa. Around 61
participants were present for the said
programme. Advocate Suresh Rao
attended the camp and spoke on
topic World Day Against Child
Labour.
Legal Literacy camp on observance
of world child Labour Day was held on the
12th June, 2018 at 10.30 a.m. at St. Anthony
High School, Margao-Goa. Around 34
participants were present for the said
programme. Smt. Auda Viegas (NGO) gave
a talk on issues pertaining to child Labour.
Drawing competition on the said topic child
labour was conducted and total number of
31 students participated in said competition.
1st, 2nd and 3rd prize winner were given
colour pencil sets.

Legal Literacy Club of Taluka Legal Services Committee,
Quepem, had organized poster making competition on theme “ Lets
Kick out plastic from our life” at Our Lady Mother of Poor, High
School, Tilamol, and Quepem in coordination with the District Legal
Services Authority, Margao on the 09th June, 2018, from 11.00 a.m. to
12.30 p.m. Sixty students participated in the competition. The main
objective of the event was to bring out the hidden talents of the
students. The students showed their abilities through their art in the
form of quotations, paintings, sketches etc. the whole competition was
categorized into two: the juniors and the seniors. The juniors
comprised of students from Vth to VIIth and the seniors comprised of
students from VIIth to Xth.
The aim of the competition was not merely to see the creative
aspect but also to trigger and sensitize them towards the bad effects of
plastic. The winners of were ranked as 1st, 2nd and 3rd from each of two
categories.
The North Goa District Legal Servies Authority, Panaji
conducted Mediation Awareness Programme on 30th June,
2018 at 9.30 a.m. in the District & Sessions Court Building,
Panaji as per the Action plan for the year 2018-2019. There
were about 30 Students from College of Law Miramar, Bank
officers and Insurance Company Officers, Advocates and
press Reporters were present fort he said programme.
Smt. Shabnam Shaikh welcomed the gathering and
expressed the view of holding the Mediation Awareness
Programme and explained about the activities carried by the
District Legal Services Authority.

The Children’s Home “Lar De Santa Terezinha” Unit of Discalaced Carelite
Monestary, situated at H.No.236, Pajifond, Margao-Goa was visited on the 02/07/2018
by the “Observation and Children Home Committee” of the District Legal Services
Authority, South Goa, Margao, chaired by the Cholu M. Gauns, Secretary, District Legal
Services Authority, South Goa, Margao with Ms. Sumedha Belokar, Superintendent cum
Probation Officer, Apna Ghar, Merces-Goa and Ms. Minaxi Naik, Advocate, Vasco-Goa.
The said shelter home is meant for women only and at present around 14 girls is
staying, and around 24 beds are found in dormitory, which is neat and clean , they are
having two toilets located near the kitchen outside the dormitory and are kept clean. It is
revealed that some of the girls are admitted in institutions wherein they undergo
specialized courses by staying in the institutions. On inquiry it is disclosed that Dr.
Babosa is visiting the home once a month and they don’t have any tie up with the Urban
Health Centre or Rural Health Centre.
Legal services activity on Tree Plantation week was held on the 26th June
2018 from 9.30 to 10.00 a.m. at Civil and Criminal Court, old Premises, Quepem.
Around 52 participants were present for the said programme. The Forest
Department, Quepem provided twenty plants of different categories. Chief Officer
of the Curchorem Municipal Council provided two labours to assist in digging the
pits to plant trees.
Ms. Sharmila Patil, The Chairperson, Taluka Legal Service Committee
Quepem inaugurated the programme by planting a Neem and Konya tree and
thereafter Ms. Shubhada Dalvi, Civil Judge Jr. Division and J.M.F.C., Quepem,
Advocates and staff of the Civil and Criminal Court Quepem, planted the tree of
different varieties in the premises of Civil and Criminal Court, Quepem.

The topics chosen for the competition were:
1. Educating Girl Child
2. Be the change
3. Fundamental Rights.
The participants addressed the topics from
various angles with good efforts and spoke fluently
upto the point. The speech was exciting and Judges
praised the efforts of the students.

Advocate Shri Ishwar Kuttikar welcomed the gathering and gave an introductory speech and briefly
narrated the main object of holding the “Mediation Programme” in order to create awareness among the
general public about the existence of the mediation process. There were around 70-80 participants present
for the programme.
Advocate Shri M. P. Diniz gave a talk on the importance of mediation. He stated the Participants
should have certain trust in the mediation process and be willing to talk openly and honestly about their
concerns and issues. He said that Mediation is the process wherein “No one wins or no one loses” since
there is cordial relation between the parties as they come together amicably to resolve their differences
between them. He further said that litigation is a lengthy process and whereas Mediation is a short process.
Session of Question and answer was conducted and the same was sufficiently answered by the
Chairperson, Advocate Shri M. P. Diniz, Advocate Shri Ishwar Kuttikar and Shri Putu Gaonkar, Para Legal
Volunteer.
Para Legal Volunteer, Shri Putu Gaonkar gave vote of thanks and function was concluded at 9.55
a.m.
The Elocution competition was organized
by the Legal Literacy Club of Taluka Legal Services
Committee, Quepem at Our Lady Mother of the
Poor, High School, Tilamol, Quepem on 27th July,
2018 in coordination with the District Legal
Services Authority, South Goa. The competition
was conducted for the students of std. VII, VIII and
IXth. Total of nineteen students participated in the
competition. The event started at 10.30 a.m.

Legal Literacy Club of Taluka Legal Services Committee, Quepem, had
organized poster making competition on the 9th June, 2018 and the Elocution
Competition on the 27th July, 2018 at Our Lady Mother of Poor, High School,
Tilamol, Quepem in coordination with the District Legal Services Authority,
Margao. During the Poster making Competition three winners from the Senior
Category and three winners from the Junior Category were selected and in
elocution competition three winners were selected and were ranked as 1st, 2nd and
3rd.
On the occasion of the independence day all the winner students were
honoured by the Ms. Sharmila Patil, Chairperson Taluka Legal Service Committee,
Quepem, with trophies and the participant students were given the appreciation
certificate so as to encourage the students to participate in all the competition
whether small or big that are conducted not only by the office of Taluka Legal
Service Committee, Quepem, but also by the school.
The Programme of prize distribution commenced at 9.30 a.m. and ended at
10.12 a.m., by the heartwarming and encouraging speech and making students
understand the importance of the Independence day given by the Chairperson,
Taluka Legal Service Committee, Quepem.
Legal Literacy Camp/Legal Education Seminar on Anti-Ragging and
Persons Eligible to Free Legal Aid was organized on the 18th August, 2018 at 10.00
a.m onwards , at Holy Rosary Convent High School, Nuvem, Margao. There were
around 69 participants present for the programme, Smt. Auda Viegas (NGO) gave
talk on “issues pertaining to Ragging, Child Protection Act & Persons eligible to
Free Legal Aid.
