There are three ways in which the professionalism of the local media is being supported.
1. Training courses on local journalism promote the tools of the trade; they focus on research, media ethics and
reporting that is sensitive to the issues of conflict and gender.
2. A study visit and training courses have helped to improve the management of local media and promote the
development of crossmedia strategies. These activities encourage sharing content so it can be published in both print
and online versions, and the use of social media.
3. In order to support the development of local online media, a competition for digital media start-ups is being
launched among the alumni in Egypt and Tunisia. The four most promising business ideas will receive support from
GIZ through mentoring programmes and on-the-job advice

As part of the German support for the tsunami early warning system InaTEWS, GIZ IS and its national and local
Indonesian partners implemented the pilot project 'Capacity Building in Local Communities'. Following the successful
establishment of the warning system, Germany continues to support the Indonesian Government through the 'Project
for training, education and consulting for the tsunami early warning system' (PROTECTS). This project is helping to
develop a common understanding of the system as a whole and of the warning processes among the participating
institutions and the general population. The experiences gained through the project's work in Indonesia are shared
with a range of international and regional platforms.
To build local expertise and resources, PROTECTS advises the relevant local and national institutions and conducts
training courses. In particular, it encourages coordination and communication between the provinces, districts and
cities, as well as at the national level, to make sure the early warning system works effectively and to ensure that the
risk management system is adapted to local capacities. To this end, the project cooperates at the national level with
the National Agency for Disaster Management (BNPB), the Indonesian Institute of Sciences (LIPI), the Ministry of
Home Affairs (KEMDAGRI), and the Indonesian Agency for Meteorology, Climatology and Geophysics (BMKG). At the
provincial level, it works with the recently established disaster management agencies (BPBD). The Indonesian Ministry
of Research (RISTEK) is responsible for the overall coordination of the project.
National standards, guidelines and manuals on tsunami early warning and tsunami risk management have been
developed. These provide official information to local stakeholders in all the tsunami-prone areas of Indonesia.

The Civil Peace Service (CPS) programme in Niger, Burkina Faso and Benin supports the non-violent transformation of
conflicts in the area of cross-border transhumance. For this purpose, it is strengthening the responsible institutions
and existing mechanisms for crisis prevention, such as the decentralised structures of the state authority for land law
(Code Rural) in Niger and the transhumance committees in Benin. A key focus is the promotion of exchange and
dialogue between the stakeholders who use and manage the resources – especially at the local and cross-border
levels.
CPS also supports the active lobbying work of competent civil society organisations. This approach aims to ensure that
the concerns of migratory herders are firmly incorporated into local, regional and national development and decision-
making processes.
In addition, CPS promotes legal certainty at the local level through the effective, user-oriented and conflict-sensitive
application and further development of the relevant regulations and regulatory mechanisms concerning
transhumance by state and civil society actors.
Moreover, the establishment and strengthening of structures for cooperation and dialogue encourage networking
among the conflicting parties and get them to talk to each other – even across national borders – in order to find
sustainable solutions to the conflicts and problems associated with national and transnational transhumance.

The project supports affected families in restoring their livelihoods from agriculture and forestry. This is linked to
measures for disaster prevention at a local level that are based on a risk analysis. This includes measures taken to
protect infrastructure, measures for organisational development and training and equipping village emergency
committees. Local community representatives, as well as representatives of grassroots organisations and
governmental institutions are supported with advice, training seminars and joint planning processes so that they can
integrate disaster prevention into the planning and implementation of development measures. The exchange of
experiences within the countries and between El Salvador and Guatemala is also encouraged.

A high degree of social injustice prevails in Latin America, frequently coupled with human rights violations. Nowadays,
it is not so much citizens' political rights that are being infringed, but rather their social and cultural rights, such as the
right to work, the right to health care and the right to a well-preserved environment. This is particularly true of
indigenous groups, children and young people, migrants, women, and people who face discrimination due to their
sexual orientation (homosexual, transsexual, bisexual and intersex individuals).
Alongside the judiciary, the national ombudspersons (Defensorías del Pueblo) have the task of supporting people
whose rights have been violated and cutting through red tape to ensure that justice is done. This may include, for
example, dealing with cases where requests for medical treatment have been refused for no good reason or where
prison visiting rights have been violated. They can also mediate in social conflicts and exert targeted influence on
political actors by presenting them with official reports containing recommendations on issues such as simplifying the
process for issuing identify cards to the indigenous population or informing the public about the issue of child labour.

The Innovation Centres programme focuses on smallholdings, which are assisted in sustainably increasing their
production and income. A second objective is to create new jobs in processing so that a larger proportion of the value-
added remains in the local area, especially in rural regions.
The programme promotes networking between local innovation partners so that innovations will spread better and
faster in the participating countries. Innovations may be technical – such as the mechanisation of agriculture,
improved seed, fertiliser and cold chains. However, in many cases the focus is on new paths for cooperation, for
example setting up producers’ associations, specialised enterprises and interest groups.
The innovation centres also promote knowledge building and dissemination by providing advice, training and access
to loans to support innovations. Wherever possible, the programme cooperates with existing knowledge centres,
research facilities and agricultural colleges. In addition, the Centre for Development Research within the special
initiative conducts accompanying international research.

The project is strengthening CAADP at several levels. It promotes the necessary competences and capacities of the
Africa wide implementing organisations of CAADP (the NEPAD Planning and Coordinating Agency, NPCA, based in
Midrand, South Africa, and the Department of Rural Economy and Agriculture of the AU Commission), helping them
to foster agricultural adaptation to meet the challenges of climate change, desertification and securing
agrobiodiversity.
Working through the regional economic communities, the project assists the AU member states in designing more
effective agricultural policies, strategies and investment programmes. The focus is on adaptation measures for poor
people in rural areas, and activities that promote the inclusion of climate issues in national policies.

The programme supports microfinance institutions in the Middle East North Africa (MENA) region at the policy and
supervisory level and works to improve their service provision structures. It supports the efforts of supervisory
authorities to strengthen the legal framework and their supervisory functions in the microfinance sector. Chief among
the programme’s activities are training measures and support for organisational development involving the use of
experts, study trips and roundtables, as well sensitisation of the partners in various subject areas.
The programme encourages regional dialogue, knowledge exchange and access to technical information. To
strengthen the infrastructure of microfinance institutions, it provides advice to the regional microfinance network,

By working exclusively with Ethopian companies, this project increases the productivity, which in turn improves their
competitiveness, both at home and abroad. The capacity development measures have been specially tailored to meet
the needs of the individual sectors. The planning and construction of the universities involves more than ten general
contractors, over 40 architects and engineering firms, more than 90 building companies, and upward of 750 locally
employed, small and medium-sized enterprises. The cost-efficient design scheme that was developed for the
programme encompasses project management, contract management and financial management, while also
ensuring the appropriate use of modern equipment.
The university buildings are designed and constructed exclusively by Ethiopian companies, whose participation in the
programme allows them to enhance their knowledge and skills, thus enabling them subsequently to carry out other
similar projects on their own.
The planning and construction of the universities involves more than ten general contractors, over 40 architects and
engineering firms, more than 90 building companies, and upward of 750 locally employed, small and medium-sized
enterprises.

construction, it is possible to complete the building projects
rapidly and without compromising on quality. This reduces

In January 2011, GIZ started the Supporting the Establishment of the African Tax Administration Forum (ATAF) project
which offers multilayered support in three areas to assist ATAF with the achievement of its goals. The project

design, the processes and procedures of decision-making, as well as evaluation mechanisms. It supports ATAF in

GIZ has been providing advisory services to CEMAC on behalf of the German Federal Ministry for Economic
Cooperation and Development (BMZ) since November 2007. The project was started 1 January 2001 by GTZ (the
predecessor of GIZ), along with the German Development Service (DED) and InWEnt – Capacity Building International.
Beginning in 2009, a two-year exploration phase was implemented to analyse existing structures and processes and to
promote organisational development.
GIZ is currently assisting CEMAC in the area of organisational development, aiming to turn the regional organisation

German international cooperation is supporting the SADC Organ on Politics, Defence and Security Cooperation in the
development of instruments for the prevention and resolution of armed conflicts. This includes the development of
capacities and resources for mediation in political conflicts and the training of civilians for international peace
missions.
GIZ provides advice and logistical support for election monitoring missions in the region by the SADC Secretariat, the
Member States and a number of non-governmental organisations. With the support of GIZ, SADC has established a
regional council that advises electoral commissions and national governments on the management of elections.
In order to promote cross-border cooperation in the fight against crime, the project supports the training of police
officers from across the region. Training topics include gender mainstreaming as well as operations against human
trafficking, the illegal arms trade, document forgery, and money laundering. GIZ is also supporting the establishment
of a civilian component in the SADC peacekeeping brigade. Furthermore, GIZ is strengthening the dialogue between
SADC and civil society representatives within the region. In particular, it is promoting the capacity of the SADC Council

The organisation’s main focus is on regional cooperation. The ten SAI (Supreme Audit Institutions) of the ASEAN
member states exchange knowledge and experience to sustainably enhance their ability to act and shape their
environment. To fill existing gaps, emphasis is placed first and foremost on exchanging knowledge within the ASEAN
region. Only when this is not possible should participants then look to knowledge from outside the region. The project

advice, development of technical expertise across organisations, the exchange and transfer of good practices, and
cross-border networking of national and regional organisational units in the field of parliamentary development. The
key components of support are the advice provided by international and regional short-term experts with in-depth
knowledge of German, European and regional practices concerning parliamentary development, and the training
measures for partner experts – for instance, through moderated technical and policy dialogue.
The project will assist AIPA in establishing viable forms of cooperation with international institutions and partners
(such as the ASEAN parliamentary group of the German Bundestag, the EU Parliament and the Research Services of
the German Bundestag). The project is being realised in conjunction with the Hanns Seidel Foundation (HSF) as
implementation partner.
The effectiveness of German support for the ASEAN integration process is further enhanced through another project,
Capacity Building for the ASEAN Secretariat, which was also commissioned by the Federal Foreign Office of the Federal
Republic of Germany (AA). This project aims to strengthen the Secretariat’s institutional capability and enhance staff
competence. With regard to budget transparency, the project can leverage further impact through cooperation with
the project Capacity Development for the Supreme Audit Institutions in the ASEAN Region (ASEANSAI), commissioned

AKNZ is the central educational institution of the federal state regarding risk and crisis management, and regarding

According to the pillar approach of the Bonn Conference in 2001, Germany took over the police. As the official lead
nation, Germany contributed twelve personnel, based on the premise that their role would be to use the existing
police academy and act as a multiplier. The decision was made in December 2001 and the mission started in March
2002. The name for the project was German Police Project Office (GPPO). [1] The GPPO switched over to German
Police Project Team (GPPT) in June 2007. Up to 200 German police officers at a time have served in Afghanistan,
conducting roughly 60,000 basic and advanced training and mentoring courses in Kabul and northern Afghanistan and
helping the police forces attain their current strength of roughly 150,000 officers. [2]

The German Government’s Peace and Security in Africa programme was launched in 2007 following Germany’s G8
Presidency with the aim of meeting its commitments in this connection. The programme is intended to build African
capacities in the field of peace and security.
The overall goal is to enable Africa to prevent or successfully manage African crises, if necessary through the
deployment of African peacekeepers. The hope is that this will reduce or entirely obviate the need for UN and EU
intervention in such situations. The German government's intention in launching this programme was above all to
help improve structures on the ground.
Under the Peace and Security in Africa programme the German Foreign Office funds both bilateral and multilateral
assistance for Africa. The emphasis here is on addressing the causes of conflict. As part of its efforts to improve
structures on the ground, the German Government supports projects such as police consultancy activities or training
for AU personnel.

The main task is to ensure that the East African countries of Somalia, Djibouti, Kenya and the Seychelles improve their
ability to combat piracy successfully for coastal protection. EUCAP Nestor complements the military anti-piracy-
mission Atalanta and the EUTM Somalia training mission. On August 15, 2012, the German Government decided to
participate in the mission with up to five police officials of the federal and state governments, with up to five soldiers
of the Bundeswehr and other civilian experts, such as instructors and staff personnel. Currently, there are three police

The aim of the mission is to empower the Somali government to ensure safety and order. Additional objectives of this

EUTM Mali aims to provide coordinated and national training for the Malian defence and security forces. The aim is to
ensure that the Malian military is capable of stabilizing the country under its own responsibility. On February 28,
2013, the German Bundestag mandated the deployment of German soldiers to support the EUTM for the first time.
The Bundeswehr sent about 80 instructors for the training mission in Mali, including pioneers and medics of the

The AU Commission (AUC) plays an important role in achieving Africa’s governance objectives. Particularly important
in this respect are the Departments of Political Affairs (DPA) and Social Affairs (DSA). With advisory services and
organisational development, the programme is helping to strengthen the DPA and DSA institutionally. It also
promotes processes-oriented strategic planning and budgeting activities. The programme’s activities are mainly

The 'Strengthening of African capacities for external financial control' project was initiated in 2010. It assists the
African Organisation of Supreme Audit Institutions and the Institutions are encouraged to seek competent and well-
acknowledged support and exchange through AFROSAI on a regular basis to improve their efficiency, adherence to
regulations and public acceptance of their work.
The project has two focal areas: The institutional strengthening of AFROSAI and Capacity development in public audits
in AFROSAI member institutions.
Internal strategic consultation is used to strengthen the institution. Primarily targeted at the AFROSAI Board of
Governors and Technical Committees, this consultation aims to enhance the efficiency of the association's multiple
structures, which so far have only functioned to a limited extent. It includes a clear definition of responsibilities and
better internal cooperation within AFROSAI organs, as well as improved external collaboration between AFROSAI and
its key stakeholders such as INTOSAI.
The project supports workshops, seminars and conferences to develop the capacity of Supreme Audit Institutions and
increase their institutional capacities. Additionally, experience-sharing and the transfer of knowledge between the
different member states and language sub-groups is nurtured to ensure sustainability of the project and create

The Civil Peace Service (CPS) strengthens the capacity for self-determination of Afghan youth (empowerment). Young
men and women undergo training to promote the skills that are fundamental for the establishment of non-violent
relations: active listening, forging trust, understanding one's own emotions such as anger and fear, and being able to
learn new forms of behaviour. They are supported in developing new concepts about the roles of the sexes.

The programme strengthens individual coping mechanisms, as well as the collective coping mechanisms of vulnerable

On behalf of the German Federal Foreign Office, GIZ is supporting the Afghan Ministry of Higher Education in its

The Ministry of Mines performs its supervisory role more effectively and is laying the ground for a planned new
inspectorate of mines to take over these tasks.
Approach
By providing theoretical and practical training for the staff of the Ministry of Mines , the project is equipping them
with the necessary technical skills to identify mineral resource deposits, and for the sustainable use of those
resources. Management, organisational and human capacity development measures for those in positions of
responsibility ensure that the ministry improves its governance practices and the supervision of mining.
The project support the staff in introducing transparent and effective administration structures, and in networking

The project advises the government on the reform of the justice sector. It supports the production of teaching
manuals and organises training and training materials for the staff of the judicial structures. In the districts, civil cases
are often resolved by so-called Huqooq offices. The project offers further education and mentoring for the staff of
these offices, to give them the knowledge they need to make decisions in accordance with current laws. Thanks to
regular interactions with other representatives of the judiciary and administration, cooperation between these and
the Huqooq offices is gradually improving.
The project organises exchanges between the police and community representatives in order to build people’s trust in
the former. It uses newspaper supplements, brochures, posters and radio and TV broadcasts to inform people about
their options for legal advice and access to the law.

The project promotes these activities through in-kind and financial start-up support, the provision of skills’ training,
value-chain development and the formation of community interest groups. It promotes the CEFE approach
(Competency-Based Economies through Formation of Enterprises). This is an action-oriented, experiential learning
method used to develop and enhance the business management and personal competencies of illiterate and semi-
literate women and men. The CEFE training module has been revised to include disaster preparedness and disaster
management, as well as means of coping with the impacts of climate change.
The project cooperates with the Bangladesh Red Crescent Society and the Cyclone Preparedness Programme to
provide training in such areas as disaster preparedness, community-based first aid, search and rescue, and water
rescue.

The project collaborates with the relevant actors to develop ways of improving social and environmental standards in
garments factories. These actors include ministries, authorities, business associations, local suppliers and
international buyers, as well as non-governmental organisations (NGOs) and trades unions. The project provides
training courses for public labour inspectors and advisors of the associations. It also trains instructors who then act as
advisors to the different stakeholders in the garments industry.
By developing local capacities, the project promotes compliance with mandatory national and international
environmental regulations. Through a variety of practical training programmes, it is supporting several private
consulting firms and service providers, enhancing their skills and service delivery with respect to the management of
chemicals, energy efficiency, electrical safety and the use of environmentally friendly production techniques. These
training programmes are coupled with pilot initiatives to build up factory management skills, while reducing costs and
resource waste. Recommended factory improvement measures are prioritised and implemented, with strong support

Until 2007, restoration work on the Angkor temples was only carried out by international teams, as APSARA did not
have the appropriate capacity to do the work. Since 2007, however, GIZ has been assisting APSARA in setting up the
Stone Conservation Unit (SCU). The SCU currently consists of three local experts and two technical advisors.

Working together with German and local consultancy companies, GIZ advises political decision-makers at national,

institutional issues. This technical support includes conducting feasibility studies on the waste and forestry sectors.
These studies will identify the sub-sectors within the waste management sector – such as municipal waste, energy

Non-governmental players form an important part of the technical knowledge networks, which are also promoted by
the programme. Their experts contribute relevant knowledge. Here a key role is played above all by the academic and
research community and accompanying research carried out within the programme.
At the political level the programme advises the partner governments on improving the general political conditions.
The governments have to create incentives for farmers and smaller enterprises to use the soil in more sustainable
ways. To support these national activities, the programme organises international forums that encourage the

The Indo-German Social Security Programme supports the implementation of the Unorganised Workers Social
Security Act by the Ministry of Labour and Employment (MoLE). It also assists the Ministry of Finance (MoF) in
designing and managing various social security schemes which fall under the act.
The programme combines expert advice on policy design with process-oriented and organisational support to
successfully implement the act’s social security schemes. It also undertakes capacity building initiatives for key
stakeholders in the social security field and evaluates the impact of the schemes.

The programme works in three closely interlinked areas: 1.Supporting the National Council on Social Welfare and the
statutory health insurance institution (BPJS I) in expanding the statutory health insurance introduced in 2014 to cover
those population groups not yet insured, and in designing the system such as to ensure its financial sustainability.
2.Advising the Ministry of Social Affairs on professionalising and expanding the national basic social assistance
programme for poor families (Program Keluarga Harapan (PKH). Key elements include supporting organisational
reform of the Ministry, piloting electronic cash transfers and introducing e-learning for social workers. The consulting
company GFA is involved in these activities.
3.Advising the Ministry of Social Affairs on the improved inclusion of people with disabilities. Vocational training and
inclusion in the labour market are prioritised in this respect. The pensions and accident insurance institution BPJS II is
also receiving advice on setting up a programme to reintegrate victims of occupational accidents into the labour
market.

solutions, the Ministry of Women Empowerment has expanded the dialogue with relevant ministries, and with

The regional project supports the Member States and ASEAN specialised bodies in improving the regional and national
frameworks for REDD+ (Reducing Emissions from Deforestation and Forest Degradation) and FLEGT (Forest Law
Enforcement, Governance and Trade). A second focus of the project involves supporting ASEAN and its Member
States in disseminating within the region agricultural practices that have proven to be more resilient to the effects of
climate change. This approach will facilitate the emergence of agricultural and forestry value chains that will continue
to function even in the face of new circumstances due to climate change. The project staff advise the ASEAN
Secretariat and ASEAN specialised bodies. They also provide advisory services in cooperation with other German

The project measures focus on:
Creating an enabling environment for the further development of standards in the food sector by taining inspectors,
auditors and state supervisory bodies, and supporting farmers, producer groups and companies. Both private and
public actors will receive support.
Firstly, small and medium-sized enterprises will obtain certification in the context of development partnerships.
Voluntary food standards such as ASEAN and organic standards are to be introduced on a pilot basis. The experience
gained and recommendations drawn up in this process will be used to further develop regional ASEAN GAP and
organic standards.
Secondly, GIZ will support institutions in the ASEAN countries in improving the efficiency of monitoring systems for
food standards. Special emphasis will be placed on training private and state supervisory bodies in how to conduct
risk-based inspections.

The sector project's advisory services are geared towards a systematic approach and are focused on social protection
in the event of illness, basic insurance, old-age pensions and also accident and microinsurance. This systematic
approach to social protection is intended to ensure that people are covered against risks throughout their entire lives.
Individual social protection tools such as basic insurance and social insurance are to be efficiently interlinked. In the
policy formulation process, social protection strategies are to be coordinated with those of other sectors, such as
employment and food security, so as to increase the effectiveness, sustainability and resilience of the population.
1.Germany's contribution to the international discussion
The sector project is supporting the German Federal Ministry for Economic Cooperation and Development (BMZ) in
producing strategies to develop and expand social protection systems. The sector project is advising the Ministry on
the strategic positioning of social protection within international processes such as the Post-2015 Development
Agenda and development financing. It is also processing strategies and providing expertise from partner countries to

REM supports REDD pioneers, also called Early Movers, who are already taking the initiative themselves in forest
conservation for climate change mitigation. The programme rewards the climate change mitigation performance of
Early Movers and promotes sustainable development for the benefit of small-scale farmers as well as forest-
dependent and indigenous communities through fair benefit sharing.
Operational support: GIZ provides technical and policy advice to Early Movers on the development of functional
systems for carbon financing under REM. To this end, institutions are strengthened, instruments are made available
and coordination mechanisms are created for comprehensive processes with interest groups. Advisory support is
provided, for instance on gender-sensitive benefit sharing programmes to take women into account, on safeguards
