Dear ColleaguesMedical advances in the field of eye care have been phenomenal over recent years. It is therefore imperative for primary eye care professionals to be updated by keeping abreast of new technological developments and therapeutic modalities. The need for them to maintain a high standard of practice is reflected in the new legislation for compulsory continuing education. Khoo Teck Puat Hospital is proud to continue our tradition of being an ophthalmic education provider by organising this congress together with the Singapore Opticianry Practitioners and the Singapore Optometry Association. This meeting also represents an important milestone for our hospital by being the first major national eye scientific meeting after relocation to the new vicinity in Yishun.

In accordance with our theme, it is fitting to suggest that close collaboration between various eye care professionals will produce an effect greater than the sum of each individual effort. This congress will not be possible without the combined efforts of all eye care professional groups. It will also be beneficial to the public if this synergy is continued and translated to better patient care.

As we gather for the 9th National Congress of Optometry and Opticianry (NCOO), we hope to encourage this spirit of ‘synergy and synchrony’ amongst the delegates. This year’s congress will be organised on a larger scale with participation of colleagues from neighbouring regions such as Indonesia and Thailand. The symposium has a comprehensive programme covering a wide spectrum of topics including myopia, contact lens, general ophthalmic care, new optical devices and bioethical issues.

Mr Khaw Boon Wan graduated in Australia under the Colombo Plan Scholarship. Since graduation, he has devoted his entire life to public service. In 1992, he became then Prime Minister Goh Chok Tong’s Principal Private Secretary. In 1995, he led the Ministry of Trade and Industry as its Permanent Secretary. In October 2001, he entered politics and was elected as a Member of Parliament in the Tanjong Pagar Group Representation Constituency (GRC). Mr Khaw Boon Wan was re-elected as a Member of Parliament in May 2006. He represents the Sembawang GRC and is currently the Minister for Health, Singapore.

Special Overseas Guest FacultyProfessor Smith received his Doctorate in Optometry (1972) and PhD (1978) from the University of Houston (UH) and subsequently joined the faculty of the UH College of Optometry. During his tenure in the College of Optometry, he has served as the Chair of the Basic Sciences Department and as the Associate Dean for Graduate Studies and Research. Professor Smith currently holds the Greeman-Petty Professorship in Vision Development and is serving as the Dean of the College of Optometry.

Professor Smith’s research interests are focused on the optics of the eye. In 1996, he received the Glenn Fry Award from the American Academy of Optometry for his research on the role of vision in regulating refractive development and eye growth. Professor Smith has published over 150 refereed papers and received 28 years of research funding from the National Institute of Health’s (NIH) National Eye Institute (NEI).

Professor Smith is an active member of the vision science community. He is a Fellow of the American Academy of Optometry, an ARVO (Association for Research in Vision and Ophthamology) Fellow (inaugural class), a past President of the American Optometric Foundation (2002), a past Member and Chair of NIH NEI’s Central Visual Processing Study Section (1998-2003) and a past member of NIH’s National Advisory Eye Council (2005-2008). Professor Smith currently serves on the Board of Directors of Prevent Blindness Texas, as the Secretary of the Partnership Foundation for Optometric Education, and as the President-Elect of the Association of Schools and Colleges of Optometry.

Ms Bailey is Chief Examiner in Contact Lens Practice for the Association of British Dispensing Opticians and represents the Association on inter-professional committees.

She is a member of the Education and Standards Committees of the General Optical Council and a past President of the British Contact Lens Association.

Rosemary is a Senior Contact Lens Optician at Moorfields Eye Hospital, London and also in practice. She lectures and organises training courses and Continuing Education events.

Ms Rosemary Bailey

Ms Grisdale’s professional life has been steeped in the study of presbyopia and the promotion of its correction. She has had the good fortune to work with and learn from many great individuals during her time at Essilor International’s global headquarters in Paris in technical, professional relations, sales, marketing, product development and teaching roles.

She has collaborated with opinion leaders worldwide, lectured extensively across the globe and published articles, books and CDroms to help other eye care practitioners understand presbyopia, their patients and to develop their business. She was also the co-founder and director of the first international teaching establishment dedicated to presbyopia and the ageing eye, Varilux University in Paris.

For the past three years she has been Head of Professional Services at the Association of British Dispensing Opticians (ABDO). Up until recently, she was principal examiner in professional conduct. She is head of ABDO’s Continuing Education and Training department, a member of Silmo Academy’s Scientific Committee and is a consultant to several optical companies.
