1.0 SCOPE
This SCECO-East Material Standard Specification (SMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of outdoor and indoor Portable Fire Extinguishers intended to be used in the
system of Saudi Consolidated Electric Company in the Eastern Province (SCECO-East),
Saudi Arabia.
2.0 CROSS REFERENCES
This Material Standard Specification shall be read in conjunction with the SCECO-East
General Specification No. 01-SMSS-01, titled "General Requirements for All Equipment/Materials" which shall be considered as an integral part of this SMSS.
This SMSS shall also be read in conjunction with SCECO-East Purchase Order or
Contract Schedules for project, as applicable.
3.0 APPLICABLE CODES AND STANDARDS
The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this SMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and
Standards quoted hereunder without jeopardizing the requirements of this SMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS
4.1 General
4.1.1 The fire extinguisher shall be of the manufacturer's standard design but
shall meet or exceed the requirements of this Specification in all respects.
4.1.2 The fire extinguishers will be installed interchangeably indoors or outdoors
in SCECO-East facilities.
4.1.3 For indoor installation, fire extinguishers will be installed inside an air-
conditioned building. However, the fire extinguisher must performsatisfactorily up to its rated capacity continuously without deterioration and
shall not suffer any damage during failure of the air conditioning system
which may be for a duration of up to six (6) hours under the service
conditions specified in 01-SMSS-01.
4.1.4 Fire extinguishers shall be hand held or wheeled type using extinguishing
agent as follows :
a. Hand Held - Dry chemical, carbon dioxide(CO2), or water
b. Wheeled - Dry chemical, carbon dioxide (CO2).
4.1.5 All fire extinguishers shall be designed for upright squeeze grip operation.
4.1.6 The fire extinguishers described herein shall be applicable to one or a
combination of the classes of fire listed as follows:
a. CLASS A FIRES - Are fires in ordinary combustible materials,
such as wood, cloth, paper, rubber and many
plastics.
b. CLASS B FIRES - Are fires in flammable liquids, oils, grease,
tars, oil-based paints, lacquers and flammable
gases.

c. CLASS C FIRES - Are fires that involve energized electricalequipment wherein the electrical non-
conductivity of the extinguishing media is of
importance. (When electrical equipment is
de-energized, fire extinguishers for Class A
or B Fires may be used safely.)
4.2 Ratings
4.2.1 The rating of fire extinguishers shall be for Class A, B and C fires or a
combination of A, B and C as applicable.
4.2.2 The rating system referred above is that classification and rating system
used by Underwriters Laboratories Inc. (UL) and per NFPA 10.
4.2.3 The rating of each type of fire extinguisher shall consist of a capital
LETTER indicating the class of fire on which the fire extinguisher has been
found to be effective, preceeded by a rating in NUMERAL which indicates
its relative extinguishing effectiveness.
4.2.4 Fire extinguishers shall be capable of providing its specified rated
characteristics continuously at the specified service conditions in 01-SMSS-
01.
4.2.5 The specific UL ratings including the type, class, agent capacity, range of
stream, time of discharge and method of operation for each type of fire
extinguisher shall be as specified in Data Schedule.
4.3 Design Criteria
4.3.1 Fire extinguishers shall be designed as a complete unit for simple operation,
easy inspection and recharging.
4.3.2 The fire extinguishers shall be of such design as to provide maximum
effective horizontal range of stream per NFPA 10 for the class, type, and
rating of each extinguisher.
4.3.3 Wheeled type fire extinguisher shall be of compact low profile design for
easy maneuvering and operation by just one trained person.

4.4 Materials
All materials used in the manufacture of fire extinguishers including its component
parts shall be resistant to corrosion, tough, durable and of high quality to insure
proper operation.
4.5 Fabrication
4.5.1 Water Fire Extinguisher (Stored Pressure)
This type of fire extinguisher consists of a single chamber (shell) containing both the agent (water) and expellant. The cap head assembly includes a
siphon tube, combination carrying handle/operating discharge lever,
discharge valve, air pressure valve and gage, discharge hose and nozzle.
This fire extinguisher is pressurized by either air or inert gas by means of an
automobile tire type valve.
a. The shell shall be of heavy duty stainless steel cylinder, butt welded
and crevice free construction for long life.
b. Visual pressure gage shall be of sufficient size for ease of reading and
allow quick visual verification of the extinguishers operational status.
c. The discharge valve shall be heavy duty brass and chrome-plated
finished with replaceable molded stem seal.
d. The combination of carrying handle/operating lever shall be of
stainless steel and shall be equipped with locking pin to prevent
accidental discharge.
e. The length of discharge hose shall not be greater than the height of the
fire extinguisher but not less than 500mm.
f. Water fire extinguisher shall have the following specific characteristics
specified in Table I below :

4.5.2 Carbon Dioxide Fire Extinguisher
This type of fire extinguisher is self expelling. It consists of a pressure
cylinder (shell), a siphon tube and valve for releasing the agent, carrying
handle, operating lever and a discharge horn or horn-hose combination.
a. The shell shall be of high strength aluminum cylinder, with red glossy
polyester paint finish.
b. The valve shall be of chrome-plated heavy duty forged brass of straight
thread design to fit all sizes and with O-Ring seal.
c. The carrying handle and operating lever shall be of stainless steel and
shall be equipped with locking pin to prevent accidental discharge.
d. The siphon tube shall be of such length that it will extend from the
valve to almost at the bottom of the shell. This will permit liquefied
carbon dioxide only to reach the discharge horn until about 80 percent
of the content has been released.
e. The horn or horn-hose combination shall be nonmetallic and non-
conductor of electricity. The hose shall retain its flexibility at a
temperature of -40°C (-40°F). Hose shall have a nominal diameter of
7.9mm (5/16 in) and a length of 914mm (36 inches).
f. A durable stainless steel clip to hold the fire extinguishers horn-hosecombination firmly closed to the shell shall be provided.
g. Carbon dioxide fire extinguisher shall have the characteristics specified
in Table II below :

4.5.3 Dry Chemical Fire Extinguisher
This section covers fire extinguishers using dry chemical agent with
expellant gas cartridge or cylinder only. The dry chemical fire extinguisher can be hand held or wheeled type with the characteristics specified in Table
III below :

a. Hand held Type
1. This type of fire extinguisher shall consist of a dry chemical
container, an expellant gas cartridge, a discharge hose and a shut
off nozzle, and suitable integral equipment parts to permit
fluidization of dry chemical, pressurization of the container, and
discharge of the dry chemical from the container while operated
from its normal upright position.
2. The dry chemical tank shall be a three piece steel assembly
consisting of a welded tube, a bottom closure and a top closure.Date of manufacture shall be stamped on the shell. The finished
assembly shall be hydrostatically tested at 600 psi. Completed
assembly shall be subjected to a final production air test of 240 psi
and stamped to indicate year of manufacture.
3. Steel parts shall be properly prepared to accept powder paint
application which guarantees a uniform paint thickness and
provide exceptional corrosion resistance. Paint finish shall be red
glossy polyester coating.
4. Cartridge receiver of the cartridge puncturing mechanism shall be
made of cast aluminum with the following features:
i. Provided with steel insert to prevent thread wear;
ii. With stainless steel puncture pin equipped with protective
rubber cap to prevent accumulation of contaminants;
iii. With spring loaded impregnated felt washers to seal against
moisture and lubrication to puncture pin;
iv. The puncture assembly is void of safety pin, eliminating one
step in operation. The puncture pin is operated with hose
container to prevent accidental actuation.
v. The pressure cartridge shall be mounted on the outside for
easy removal and recharge.
5. Gas tube is equipped with rubber check valves to provide proper
fluidization of the dry chemical.

6. Expellant gas cartridge shall be of one piece steel construction
fabricated in accordance with DOT 3A-1800 Specifications.
Expellant gas to be retained in cartridge by means of a brass seal
assembly utilizing a copper seat. Seal shall incorporate safety
device with a rupture pressure range of 27.9-31 MPa (4050-4500
psi) at temperature range of 90-99°C (195-210°F).
7. Expellant cartridge guard shall be of removable steel completely
enveloping the cartridge, cartridge receiver and component parts.
Cartridge shall be attached to the receiver assembly to prevent
paint abrasion on shell and cartridge disengagement under conditions of vibration and impact.
8. Discharge hose shall be made of Ethylene Propylene Diamine and
shall be UL listed. The hose shall retain its flexibility at a
temperature of -40°C (-40°F). Hose cover shall be pin pricked to
avoid outer cover bubbling. Shell connection coupling shall be
equipped with an O-Ring to provide a proper seal.
9. Discharge nozzle body shall be made of cast aluminum with
component parts of stainless steel and other corrosion resistant
materials. Nozzle plunger assembly shall be provided with two
guide bushings (Front and Back) to assure proper sealing when
used with intermittent discharge, thus providing gas tight seal.
10. The fill cap shall be of forged aluminum utilizing a flat gasket to
provide a water seal and a guard ring to provide a gas tight seal.
Cap shall be equipped with an indicator device with a replace-
able lexan cap for visual observation if the chamber is in
pressurized condition.
11. The carrying handle for dry chemical hand held fire extinguisher
shall be designed with a 45° carrying angle, spring loaded to
prevent handle from moving during operation and prevent handle
from resting on the shell.

b. Wheeled Type
1. This type of fire extinguisher consists of dry chemical container,
carriage and wheel, a nitrogen cylinder and valve discharge hose
with shut off nozzle, and suitable integral equipment parts to
permit fluidization of the dry chemical, pressurization of the
container and discharge of dry chemical from the container while
operated in its normal upright position.
2. The dry chemical tank or container shall be of welded steel
construction with elliptical dished heads and circumferentialseams. The material shall be of heavy duty mild carbon steel
constructed for a test pressure of at least 33l2 kPa (480 psi) and a
bursting pressure of 6624 kPa (960 psi) minimum. The tank shall
be capable of storing 56.8kg (l25 lb) of dry chemical.
3. The fire extinguisher wheels shall be semi-pneumatic for smooth
transport. The maximum diameter to allow tight turn during
maneuver and lower center of gravity for stability shall be 400mm
(l6 inch). The carriage assembly including the handle, axle,
nozzle holder and hose hanger shall be of the welded construction.
4. The nitrogen cylinder shall be mounted in a vertical position. The
method of mounting shall be of design to permit easy access
during operation and replacement. It shall be a nitrogen medical
cylinder, Type "E", with a capacity of 3.l2m3 (110 ft3).
5. Each cylinder shall be equipped with a conventional hand
operated nitrogen cylinder valve with visual pressure gage.
6. The fire extinguisher hose shall be l9mm (3/4 in.) in diameter, l5m
(50 ft.) long with steel coupling and hydrostatically tested at 33l2kPa (480 psi). The nozzle shall be of the design to produce a flow
rate of l to l.5 kg per second at a range of not less than 7.6m (25
ft.) at the extinguisher operating pressure of l656 kPa (240 psi).
7. The fill cap shall be of forged aluminum utilizing a flat gasket to
provide a water seal and a quad ring to provide a gas tight seal.
Cap shall be equipped with an indicator device with a replaceable
lexan cap for quick visual inspection.

9. Steel parts shall be properly prepared to near white metal blast toaccept powder paint application which guarantees a uniform paint
thickness and provides exceptional corrosion resistance. Paint
finish shall be red glossy polyester coating.
4.6 Mounting
Hand held fire extinguishers shall be supplied with hangers or brackets made of
cadmium or zinc plated steel. The mounting hanger or bracket shall be designed to
permit for quick and easy hanging or removal of the fire extinguisher.
4.7 Marking
4.7.1 Fire extinguishers shall be provided with split nameplate made from tough,
glare-resistant, etched aluminum.
4.7.2 The split nameplate shall have the following minimum information:
a. Operating instructions and the fire class symbol for which the
extinguisher is applicable shall be on the front plate.
b. On the back plate, information shall include:
1. After use and maintenance instructions
2. Type, class and rating
3. Name of Manufacturer
4. Temperature range for which the extinguisher will operate
satisfactorily
5. Identification of the listing, testing and labelling organization, the
fire test, and the performance standard which the extinguisher
meet or exceeds.
4.7.3 The nameplate and markings shall be of contrasting color to assure
readability.
5.0 TESTS
All test results shall be provided for review and acceptance by SCECO-East.

5.1.1 All type (design) tests prescribed in the relevant ANSI/UL 711 and SASOStandards shall be performed on one unit of every new design but not less
than one unit of every 100 units. Tests shall include, but not limited to, the
following:
a. Visual inspection
b. Hydrostatic Pressure Test
c. Leakage Test
d. Ageing Test
e. Bursting Strength Test
f. Shaking and vibration test
g. Discharging and extinguishing capability test
5.1.2 In lieu of the actual type (design) tests, certified test reports of type
(design) tests performed on an identical unit may be submitted to SCECO-
East for review and approval during bidding stage.
5.2 Routine (Production) Tests
All routine (production) tests prescribed in the relevant NFPA10 shall be
performed on all units and component parts prior to delivery to SCECO-East.
5.3 Special Tests
Performance testing and inspection shall include testing for extinguishing and
discharge capacity, discharge time and discharge range. This test shall ensure that
extinguisher will perform satisfactorily in accordance with the specified capacity
and rating.
