    1. SCOPE

    The purpose of this specification is to outline a suitable method for measuring and reporting

    on lighting levels for offshore installations. It takes into consideration the requirements of

    the IESNA RP-12-97 Recommended Practice for Marine Lighting and ABS Guide for Crew

    Habitability on Offshore Installations.

    2. CRITERIA

    Criteria for achieving HAB are provided in Tables 1 to 6.

    1. Values in parenthesis are recommended, but not required, illuminance levels.

    2. If there is any opportunity for light to enter cabins or staterooms at the times of day or night when

    people sleep (e.g port lights, transoms, etc.), the maximum lighting level shall be 30 Lux.

    Note: Where a navigation bridge exists, lighting in different areas of the bridge should be adjustable in

    brightness and direction to achieve the illuminance range in the above table.

    3. DOCUMENTATION

    Appropriate design information and layout drawings showing the following shall be included

    in the test plan :

    a) Hull / installation outline,

    b) Bulkheads,

    c) Access routes

    d) Location of luminaries,

    e) Outlines of major furniture and equipment,

    f) Space name and number.

    Drawings are scaled and sized to permit the scaling of survey points and lighting equipment

    and the recording of illuminance and other relevant data.

    The above can be found in Appendix A.

    4. TEST PERSONNEL

    Information about the External Specialists who shall be conducting the test and their

    approval and certification will be included in the test report.

    5. TEST CONDITIONS

    The test conditions specified in Section B.4 of IESNA RP-12-97 shall apply :

    a) Throughout the test, voltage at the main switchboard bus shall be maintained at the

    nominal system voltage 1.0 percent,

    b) All lighting fixtures are to be clean at the time of the test. Lamps are to be properlyinstalled, of the correct type and wattage,

    c) At time of test, the lighting system shall be warmed up and stabilized. Incandescent

    and tungsten-halogen ( quartz ) lamps shall be operated for fifteen minutes prior to

    testing; thirty minutes for high intensity discharge lamps and fluorescent lamps,

    d) Lamps shall be new and properly seasoned. 100 hours for high intensity discharge,

    fluorescent, and tungsten-halogen lamps; ten hours for standard incandescent

    lamps,

    e) In spaces with windows or port lights where the minimum lighting level should be

    provided by artificial light sources only, lighting measurements shall take place after

    dark,

    f) Interior spaces with no windows or ports may be measured during daylight hours,

    g) Stray light shall be masked out as far as possible,

    h) Lighting measurements shall be taken in cabins with lights turned off and curtains,

    shutters, etc. closed,

    i) During lighting measurements, shadows on the light meter caused by any kind of

    human activity should be avoided. As such, only personnel needed for the normal

    operation of the equipment in the space and those carrying out the measurements

    shall be present in the space being tested,

    j) Doors and windows shall be closed, except where they are normally left open.

    Spaces shall be furnished with the usual equipment and furnishings normally found in

    the space.

    6. MEASUREMENTS

    6.1. EQUIPMENT

    ViPAC proposes the following measuring instruments to be used :

    a) Lutron Digital Lux Meter LX-101A,

    The light meter is accordance with the requirements specified in Section B.5 of IESNA-12-97.

    It also meets requirements specified in Section B.8.4 of IESNA RP-12-97.

    Light meter will be allowed sufficient warm-up time to stabilize their output in accordance

    with the manufacturers recommendations.

    Details of the instrument can be found in Appendix B.

    6.2. LOCATION

    6.2.1. Selection Of Spaces Where Measurements Are To Be Conducted

    a) ViPAC will measure areas having excessive external illumination into the space ( e.g.

    drill shack ),

    b) Areas whereby the uneven spacing of lighting results in non-uniform illuminance

    levels and dimly lit areas,

    c) For single type of manned crew space that exists ( e.g. control room, radio room,

    mess, gymnasium, library, etc ), Vipac will take measurements at that location,

    d) If multiple instances of manned crew space exist ( e.g. crew recreation areas ), with

    the exception of cabins, a representative sample of at least 20 percent of each type

    will be selected,

    e) For crew cabin spaces which are identical in configuration in terms of lighting

    systems, surface treatments geometry, furnishings and equipment layout, ViPAC will

    select only 2 of the spaces to determine whether lighting requirements are met,

    f) At least 25% of remaining spaces shall be visually inspected.

    6.2.2. Visual Inspection Locations

    a) A sample of at least 25 percent of the spaces and task areas listed in Tables 1 to 6 (

    see Criteria ), not covered by physical examination will be subjected to walkthroughverification,

    b) In spaces where Vipac regards lighting levels to be below in minimum required levels,

    spot checks shall be made of general and task lightings,

    c) Checks are made by taking a single lighting measurement in the centre of the space at aheight of 0.75m and a single lighting measurement on each work surface or task plane,

    d) ViPAC will conduct a full lighting test to determine if the measured spot check

    lighting is below the required minimum level,

    e) In the assessment of disability glare, visual inspections shall be conducted from the

    normal viewing position of the worker to determine whether there are any specular

    reflections from instrument and display surfaces caused by luminaries,

    f) In the assessment of discomfort glare, visual inspection from the normal viewing

    position of the worker at critical workstations shall be conducted to determine

    whether luminaries might be source of discomfort glare,

    g) Any glare should be noted in the Lighting Test report.

    6.2.3. General Illuminance Lighting Positions

    a) General lighting levels will be measured with all lights turned on except

    supplementary detail task lighting such as desk lights and berth lights. Daylight shall

    be excluded during the measurements,

    b) Measurements will be taken on a horizontal plane approximately 0.75m above the

    deck. For traffic areas, readings will be taken on the deck,

    c) General lighting measurements in selected manned crew spaces shall be conducted

    in accordance with the measurement techniques outlined in Section B.8 and Section

    B.10.3 in IESNA RP-12-97,

    d) Average illuminance of regular spaces with symmetrically spaced luminaries and

    spaces with asymmetrical luminare arrangements shall be measured and calculated

    in accordance with the sampling technique in Section B.10.3 in IESNA RP-12-97,

    e) In situations where the statistical averaging method is not valid, the space must be

    divided into a grid and measurements shall be taken as per Section B.8 in IESNA RP-

    12-97.

    6.2.4. Task Lighting Measurement Positions

    a) Task lighting measurements in selected manned crew spaces shall be conducted in

    accordance with the measurement technique presented in Section B.8 and SectionB.10.4 in IESNA RP-12-97.

    b) A representative set of readings as indicated in Table 7 shall be taken over the task

    surface with the worker in the normal working position.

    c) Task lighting shall be measured with both general and supplementary task lighting

    turned on. Daylight shall be excluded during the measurements.

    d) Measurements of task lighting shall be made on the surface or in the plane of the

    task ( horizontal, vertical or at an angle ) :

    i. For small task surfaces ( < 0.2m2

    ), a single measurement shall be taken at the

    centre of the task surface.

    ii. For larger task surfaces ( > 0.2m2

    ), illuminance shall be measured by dividing

    task surface into a grid and averaging the measurements taken at grid

    intersections.

    iii. Recommended number of measurements for task surfaces is provided as

    follows :

    iv. Measurements of mirrors shall be taken approximately 0.4m away from the

    surface of the mirror,

    v. For berths and bunks, measurements shall be taken at a point approximately

    0.3m above the top of the mattress and 0.6m from the head of the bed.

    6.2.5. Red And Low Level White Illuminance

    a) Measurements of the red illuminance system shall be taken in the same manner as

    those for general lighting system,

    b) General lighting shall be turned off and daylight excluded,

    c) All normal shipboard instrumentation (equipment having panel/indicator lights or

    visual displays) shall be operating,

    d) Instruments used to measure red illuminance systems should be specifically

    calibrated for that purpose.

    7. DATA ANALYSIS

    All measured data will be post processed and reported against ABS HAB criteria.
