• Incident Command System: A standardized all hazards incident management
concept. ICS enables a coordinated response among various agencies/jurisdictions.
• National Incident Management System (NIMS): A systematic, proactive approach to
guide departments and agencies at all levels of governmental organizations, and the
private sector to work together in managing incidents involving all threats and hazards-regardless of the size or complexity. This is done to reduce the loss of life,
property and the harm to environment
• Incident Commander (I/C): The individual responsible for all incident activities,
including the development of an Incident Action Plan and method of ordering and
obtaining incident resources
• Unified Command (U/C): Multiple Incident Commanders from incident response
agencies/jurisdictions. U/C includes a single Incident Action Plan and shared facilities
such as single Incident Command Post

The Planning “P”
• At 0500 hours, a 9.0 magnitude earthquake resulting in the complete rupture of the
700 mile Cascadia Subduction Zone fault line occurs
• The duration of the earthquake lasts over four minutes
• The earthquake encompasses 400,000 square miles directly impacting the State of
Washington; Pierce County; and the Port of Tacoma, damaging Port infrastructure

• With a 9.0 magnitude earthquake and continuous ground shaking, employees are
not be able to stand and remain stable
• Incident Command System activated to assist with an organized/safe Port
evacuation
• Everbridge notifications system used to alert Port employees/visitors, Long Shore
and terminals. People urged to evacuate to higher ground using the current Tide
Flats evacuation map. Port Early Warning System (PEWS) may also be used for
evacuation notification

Earthquake 9.0m-Recently Updated Evacuation Route Map
• Initial Incident Command Post ICP), established in lot of Fabulich Center. Due to
Port evacuation, ICP moved to lot of Pierce County Department Emergency
Management DEM), through a prior agreement.
• Port Emergency Coordination Center ECC) initially activated in room #104 of the
Fabulich Center, but also due to Port evacuation, moves to inside of Pierce County
DEM.
• Incident Action Plan created. Objectives include: a) Insure Life Safety of Port
evacuees and Responders; b) To ability, insure accountability of evacuated/sheltered in place persons; c) Continue assessment of the Port of
Tacoma via operational CCTV’s . Deploy Port ATC-20 Teams; d) Establish Unified
Command; e) Maintain communications with NWSA, to establish assessments
between Ports

• The Control Center , co-located in the lot of Pierce County EOC, advises callers to safely
evacuate the Port based on the current Tide flats evacuation map.
• With the continuous shaking, the likelihood of a tsunami causing liquefaction to Port infrastructure
is high. Evacuation of the port and tide flats area will be necessary to save lives
• Assessment of the Port made via operational CCTV’s and aerial footage of Port Security funded
plane operated by Pierce County Sheriff’s Department. Assessment shows heavy liquefaction
and Port infrastructure damage

• Within approximately 60 minutes of the initial Cascadia Subduction Zone 9.0 earthquake, the
Port of Tacoma may experience a Tsunami that will affect much of our infrastructure (an
earthquake along the Seattle Fault could produce a Port of Tacoma Tsunami within 15 minutes)
• Unified Command Post includes the Tacoma Fire/Police Department, Pierce County Sheriff’s
Department (Air Unit) and U.S. Coast Guard. Unified Incident Action Plan created.
• Recent discussions with managers of MARAD Vessels in Tacoma- Sitcum Plaza employees
may be able to temporarily work from one of the Cape MARAD Vessels.

The ICS Form 202 identifies Objectives which will include:
a) Insure Life Safety of Port employees/visitors, Long Shore Labor and
Responders;
b) b) Insure accountability of evacuated and/or shelter in place person(s);
c) Continued assessment of Port area using Responders and CCTV’s;
d) Establish a Unified Command System with the Mutual Aid Responders;
e) Maintain communications with Seaport Alliance partner of Port of
Seattle to keep them updated

• ,On scene assessments may be done by members of the Port ATC 20 Groups that include
Port Engineering, Environmental, Maintenance and Port Patrol
• Port satellite phones may be needed for communications.
• Initial and ongoing communications between the Port of Tacoma and Port of Seattle will occur
to provide mutual situational assessments, and to identify resource needs that can be shared
between the two NWSA Ports

• The Port of Tacoma participated in the 3 state Cascadia Rising Subduction Zone Exercise
• Our Pierce County participation focused on: a) Communications; b) Critical Transportation
(military assisted with Joint Logistics Over The Shore-established pier; c) Mass Care-feeding
and hydration
• As part of the exercise the Port relocated our ECC from the Fabulich Center to Pierce
County’s EOC, as the Fabulich Center was heavily damaged
• Our ECC Objectives of: a) Life Safety- evacuation/sheltering and food/hydration; b)
Communications-radio, Everbridge, Satellite Phone (contact made with Port of Seattle EOC),
PEWS and runners; c) Security of/ law and order of Port; d) Inventory of Port operational
resources that included equipment and personnel

POT Continuous Efforts
• Port Incidents using Unified Command include: a) Military Outloads; b)
Protest Activity; c) ZIM Vessel Operations at Washington United
Terminal; d) Japanese Ground Self Defense Force outloads; e) U.S.
Coast Guard/Port Security Drills and Exercises including Cascadia
Subduction Zone 2016, Change in MARSEC Levels and Port
Recovery Exercise
• Port Incidents that activated the Port’s ECC include: a) Protest Activity;
b) ZIM Vessel Operation at Washington United Terminal; c) Security
Drills and Exercises including Cascadia Subduction Zone 2016,
Change in MARSEC Level, Pierce County-Tide Flats flooding and
support of U.S. Oil with stack fire
