MINUTES OF THE MEETING HELD ON 18.10.2013 AT LUDLOW CASTLESPORTS COMPLEX REGARDING "SPORTS DEVELOPMENT PLAN" IN THEGOVT. SCHOOLS OF THE DIRECTORATE

A meeting was held on 18.10.2013 under the chairmanship of Director(Education) from 10.30 a.m. to 5.00 p.m. at Ludlow Castle Sports Complex regarding"Sports Development Plan" in the Govt. schools of the Directorate of Education. The listof Officers who attended the meeting is enclosed herewith at Annexure I.

In the meeting, the power point presentations were made by all the zonalSupervisors (Phy. Edn.) except those of zone 2 & zone 6. The presentations containedthe following information:

1. Sports Infrastructure available in the Government schools.2. Details of sports activities undertaken by the schools.3. Participation of schools (individual as well as team) at zonal level.4. Participation of zonal teams at inter-zonal level.5. Achievements in the last 2 years.6. Proposed "Sports Development Plan" in the current year.

After detailed deliberations, it was decided that there is a dire need ofdevelopment of sports infrastructure as well as sports equipments in the Governmentschools of the Directorate. This can be made possible in the phased manner. The detailsof schools where the sports infrastructure is to be developed as well as sports equipmentsneed to be provided in the 151 phase are enclosed herewith at Annexure II & Annexure IIIrespectively.

Besides this, the following issues were also discussed and the decisions taken thereinare as under:

1. The Director of Education expressed the need of taking utmost care whileundertaking sports practices in the playgrounds. It was decided that the detailedguidelines for the safety & security of the students will be issued by the sportsbranch.

2. It was decided that there should not be any school without any PhysicalEducation Teacher irrespective of the fact whether he I she is a regular teacher orguest teacher, as the case may be.

3. It was brought to the notice of the Director of Education by a few Supervisors thatthe playgrounds available in the schools are not playable as they are not leveledand unwanted thick bushes, grasses etc. exist in it. It was decided that eachSupervisor (Phy. Edn.) will issue necessary instructions to the schools under his Iher jurisdiction to vigorously pursue the matter with concerned PWD engineersfor leveling of the playgrounds and cleaning of the bushes, grasses etc., or get thesame done from VKS fund.

4. The efforts need to be made for filling up of the vacant posts of PhysicalEducation Teachers and make them available as per the teacher! student ratio. Aproposal to create more posts of PETs as per latest eBSE norms be also put up.

5. The Director of Education stressed that the sports material in the schools shouldbe made available to the students for their usage.

6. The District Deputy Directors of Education expressed the need of having facilityof Band contingent in couple of schools in each district which could not beprovided as there are no sanctioned posts of Bandmasters. It was decided thatsports branch will coordinate with Civil Defence and Home Guard, NationalCadet Corps, Delh Police etc. for providing the facility of Bandmasters in theGovernment schools.

7. Some of the Supervisors informed that the existing kuccha playgrounds of theschools have been converted into pucca ground, as a result of which there is nospace for the students to play. The students use pucca grounds to play but theyget injured. It was decided that the existing kuccha ground should not beconverted into pucca ground any more. It was also decided that the possibilitiesmay also be explored by the Heads of the schools to convert pucca ground intokuccha ground so that the playgrounds are available to the students for playingfacilities.

8. Some of the Supervisors informed that there is no open playground in a fewschools. It was decided that in such schools, more and more indoor games shouldbe made available. The students should also be taken to the nearby stadia! sportscomplexes for outdoor sports activities.
