The International Conference on

New Architecture and Urbanism Development of Indian Traditions

INTBAU India, with the sponsorship & support from The Nabha Foundation, held its inaugural international conference on "New Architecture & Urbanism: Development of Indian Traditions” from 11th-14th January ’2007. Conceptualized as a forum for new traditional architecture and urbanism, the conference generated a lot of interest in the architecture and planning community as well as related areas. It successfully brought together strong voices from India and abroad, in an effort to retain and reinforce the belief in the strength and vitality of traditional building and urbanism and for its promotion and usage in the development of mainstream architecture and urban design. The conference programme included the partnership of INTACH, UNESCO India, UN-HABITAT, School of Planning and Architecture, New Delhi, TVB school of Habitat Studies, New Delhi, Rachna Sansad School of Architecture, Mumbai, HUDCO and ARCHITECTURE+DESIGN CONFERENCE OBJECTIVES • Seek to create a sustainable direction towards retaining and reinforcing belief in the strength and vitality of traditional concepts, typologies and methodologies in New Architecture and Urbanism. • Bring together voices from all corners of India and the world, including Practitioners, Academicians, Institutions, Developers & the Government to debate the contemporary relevance of traditional methods and thus create a suitable action strategy for this forum’s participants. • Aim towards the ultimate creation of a context specific framework and guidelines to help mainstream traditional methods in new architectural and urban design endeavors all across the country, whether by changing building bye-laws, or by seeking to change the mindset of people commissioning buildings, urban projects and space creation.

INTBAU India

The International Network for Traditional Building, Architecture and Urbanism, is an active network of individuals and institutions dedicated to the creation of humane and harmonious buildings & places which respect local traditions. HRH Prince of Wales is the patron of the organization.

INTBAU is committed to supporting traditional building, maintenance of local character and the creation of better places to live in. INTBAU is actively engaged in bringing together individuals and institutions, who design, maintain, study or enjoy traditional building, architecture and places.

The Nabha Foundation

The Nabha Foundation is building on the philanthropic activities of the Khemka Family and its roots in Nabha, by taking up issues of integrated and sustainable rural development, infrastructure upgradation and heritage conservation in Nabha, Punjab.

With the active engagement of the government and other stakeholders in Punjab, one of the prime initiatives of the foundation is the adaptive reuse of regional historical buildings in support of community development projects. The foundation aims to create innovative institutions that reflect the local context and vernacular architecture of Nabha. On a broader view, the Nabha Foundation is leading a process change in mainstreaming heritage in the developmental process in Punjab, as part of the foundation’s strategic vision for urban regeneration in this region.

CONFERENCE ACADEMIC COMMITTEE - Prof. A.G.K. Menon (Architect and Academician), Chair: Architect, Urban Planner and Academician, developed a keen critique of the architectural landscape. Founder member INTACH, and founder TVB School of Habitat Studies. He has lectured, taught and written extensively all over the world and is associated as as advisor / chairperson with DUAC, DDA, NCRPB. Chairperson of Urban Renewal and Urban Heritage Committee for formulation of Delhi Master Plan 2001-2021. - Robert Adam (Architect and Chair, INTBAU): Robert Adam’s contribution to the classical tradition is internationally acknowledged, both as a scholar and as a designer of traditional and progressive classical architecture. Working in US, UK, and Europe. Chaired various bodies including INTBAU. He is a Royal Institute of British Architects Councillor, and has been an advisor to the Commission for Architecture & the Built Environment (CABE) and English Heritage. - S.K.Misra (Chairman INTACH, Indian National Trust for Art and Cultural Heritage): Grown from strength to strength under his keen supervision and guidance. There are currently around 117 chapters within the country. INTACH has also taken a lead in organizing Craft training programmes, art and craft festivals and heritage walks throughout the country - Nimish Patel (Architect Abhikram, Ahmedabad): Established the widely regarded and awarded “Abhikram” which has been working in the field of traditional, contextual and sustainable architecture. Also working in heritage Conservation with projects all over the country. Published and lectured extensively. Established the Virasat Foundation to establish the relevance to traditional decision making processes in the built environment. - Yaaminey Mubayi (Heritage Consultant, The Nabha Foundation): Consultant for Cultural Heritage at The Nabha Foundation, Providing Inputs in the Heritage conservation and social & demographic inputs at the Nabha. Worked formerly with UNESCO and with various community development organizations, Teaching at the School of Planning and Architecture, Delhi in Conservation Management. - Deependra Prashad (Architect, Convener): Architect and Environmental Planner. Research and projects in sustainable, low energy architecture. Worked in the field of Vernacular architecture, traditional building techniques and Rainwater harvesting with NGO’s like Development Alternatives, CARE, DPEP. Teaching Architectural and Sustainable design at the SPA, Delhi. Published in architectural journals on urban management and Community participation issues - Jyoti Soni (Architect, Mumbai and Co-convener): Architect in Mumbai, worked on a range of architectural and developmental projects in Mumbai. Worked in Dresden on the usage of traditional materials in construction. Participated in Community planning workshops and NGO’s lobbies to the government.

The Academic Committee held its first meeting on 8th and 9th May ‘2006 in New Delhi to discuss the conference objectives and outline, following which the call of papers was announced early July’2006 with 29th September, 2006 as the submission deadline. Extensive publicity was undertaken based on recommendations, personal connections, published material and the internet. Publicity material in the form of posters, brochures, conference websites were generated and sent over to relevant people, practitioners, organizations and all the schools of architecture in the country. A students’ essay competition was also announced with a view to bringing them into the fold and spreading the word among the future generation of architects. The jury evaluated the 30 entries received from the various schools of architecture on the 21st of December, 2006. 145 abstracts were received in response to the call of papers which were evaluated by 5 referees. The recommended papers- 66 in number- were put forward before the Academic Committee in the 2nd Academic Committee Meeting on 25th and 26th October ‘2006. 36 papers were selected for presentation. A poster session was also decided on to graphically present some other deserving papers. The conference was attended by 223 delegates with the majority from across India and 25 from abroad. Participants included a number of organisations and firms: UNESCO-India, UN-Habitat, HUDCO, INTACH, The Prince’s Foundation, School of Planning and Architecture, Delhi, TVB School, MNIT- Jaipur, Habitat for Humanity International, Jaipur Development Authority, Delhi Development Authority, CII- Green Building Centre and others. On the 11th of January, as a case-study preview for the conference, the principal speakers and participants went to the town of Nabha in the Punjab for an exposition on the Nabha Foundation’s vision of leading a process of change mainstreaming Heritage in the development process in Punjab. A public meeting was held to gain an understanding of the issues that confront provincial towns in modern India. The formal conference was held at The Grand, New Delhi, a 5-star international hotel with high quality conference facilities, accommodation and management. The conference began on the 12th with an introduction to the conference by Convenor, Deependra Prashad, a Presentation on the work of INTBAU by Robert Adam and a key address from Uday Khemka on the Nabha Foundation and the urban and architectural problems of modern India. The two keynote speakers were Leon Krier and Raj Rewal, a well-known Indian architect. Leon’s presentation dealt with the thoughts of traditional architecture and urbanism representing a global theory of organizing humane settlements in intelligent and aesthetic ways. Raj Rewal’s presentation on the other hand tried to address regionalism and globalisation with examples more through his professional work. A stimulating discussion followed with contributions from the floor. 36, 20-minute papers were delivered in parallel in two rooms over the 13th and 14th of January. The subject themes were: New Ways of Looking at Heritage, Sustainable Places, Communities and Buildings, and Continuing Traditions in New Architecture and Urbanism. Panel discussions were arranged with well known professionals in: Linking Heritage and Development Practice, Tradition and Contextual Relevance for Education in Architecture and Urbanism, and Is Tradition Green?

A final plenary session included a paper on Globalisation and Tradition from Robert Adam and Why Tradition Matters: History of Architecture and Urban Design in India by Prof. AGK Menon. Shirish Gupte presented the outcomes and winners of a National Student Competition on the “Contemporary Relevance of Traditional Principles in Architecture and Urbanism”. An INTBAU India Committee of Honour was constituted by Deependra Prashad with the inaugural members being announced. Matthew Hardy presented further opportunities for an INTBAU India College of Traditional Practitioners.

Following on from an earlier panel discussion, the draft of the INTBAU-Nabha Declaration for the promotion of Traditional Methods in Architecture and Urban Design was read out by Laxmi Arya and will be finalized in an internet discussion over the next month. The conference wound up with a final panel discussion on “Strategies for Continuing Traditions in New Architecture and Urbanism”. The event was also widely reported in the press. - Whether modern functionality overrides tradition and whether the “Green” approach just helps

objectivising a traditional approach which might be otherwise based on subjective criteria like

collective memory.
