    1999 - Present Ventura County Transportation Commission,Ventura, CACapital Project DirectorEstablished the newly developed Capital Project Department; by instituting thedesign specifications, bidding & contract requirements for the design andconstruction of State & Federally funded transportation related projects.Completed several multimillion transportation projects to improve mobility andaccessibility to commuter trains and increase capacity to highway projects. Workwith the transportation technical committee to keep the local communitiesupdated with the current laws and seek their actions on funding distributionamong the countys local agencies.

    Completed the design & construction of several Metrolink Stations andother transportation related projects in Ventura County under tightbudget and schedule. Some of these projects received awards fromCaltrans and other public agencies for its uniqueness and innovation.Some of these projects included the Camarillo Metrolink station, therehabilitation of the Mill & Depot buildings in Santa Paula.

    1994 - 1999 Private Consultant, Thousand Oaks, CAWorked as the project manager for several municipalities including the City ofFillmore, County of Ventura and the City of Simi Valley and supplemented their

    staff to complete many projects and studies and reviewed development plans forcompliance with city standards

    Retained to lead major construction projects in the City Fillmore after thecitys award of $20 million EDA grant to improve the street, storm drainand water infrastructures including a 3 million gallon reservoir and therehabilitation of the historic theater building. The theater building is theoldest functional movie theater in western hemisphere.

    Served as project/site manager for several improvement projects thatincluded Sespe Creek bike and pedestrian improvement projects, and thestreet overlay and slurry seal projects

    1993 - 1994 Traffic and Transportation Manager, City ofOxnard CAManaged the transportation division including 7 managers to carry the City

    Council directions of reducing congestion in the city to an acceptable level ofservice C and complete the improvement of street improvement capitalprojects. The management included the updating of the citys traffic model toensure the new developments are mitigating their impacts on the existing streetand transportation system.

    Principal in-charge of the design and development of two majorinterchanges along Hwy 101 to improve the access from the freeway tothe citys arterial system.

    Repackaged the citys traffic impact fees to analyze the differentcomponents including the traffic circulation, the freeway improvement

    costs and adjustments to the base year. This adjustment was made toensure the elements of the fee are fair and equitable.

    1985 - 1993 Principal Civil Engineer, City of Oxnard CACreated the in-house design section to reduce the cost of designing capitalprojects for the city and streamlined the development process to improve theplan checking review time for new development and therefore attracting moredevelopment to the cash strapped city. Helped in the formation of the largestassessment districts in the history of the city to fund public infrastructures in1600 acres of industrial/commercial lands to stimulate the economy and

    welcome new development valued over $75 million. Completed the design and construction of several capital projects for thecity including the construction of the 72,000 sq.ft. public library, whichwon an award in energy savings and architectural design, valued at $12million.

    Pursued Federal and State funding for local, secondary and majorarterials to help offset local funding. These projects included the WooleyRoad and Gonzales Road widening valued both at $7 million

    Streamlined the street overlay and pavement management process andcoordinated with the water and wastewater pipeline replacement projects
