MINUTES OF THE 75th OPERATION COORDINATION SUB-COMMITTEE MEETING

OF NERPC

Date : 06/07/2012 (Friday)

Time : 10:30 hrs

Venue : “Hotel Brahmaputra Ashok,” Guwahati.

The List of Participants in the 75th OCC Meeting is attached at Annexure – I

The meeting was started with welcome address by Shri Kamal Bhuyan, AGM,

POWERGRID. He welcomed all the participants to the 75th OCC meeting and stated

that POWERGRID is honoured to host the 75th OCC meeting of NERPC in the

Guwahati. Shri Bhuyan briefed about the NER transmission system and mentioned

that they are working very hard to maintain the lines in hilly terrain of NER and

especially during Rainy season. He informed that the 132 kV Haflong-Jiribam line

was very critical due to landslide but the tower was now successfully shifted from

this area and the line is in stable condition. Further, he stated that POWERGRID

may require to re-locate some towers of 132 kV Ranganadi-Nirjuli and 132 kV

Ranganadi-Ziro lines due to road widening by Govt. of Ar. Pradesh. He requested all

the participants to take part in the discussion to come to a fruitful outcome of the

meeting. He then requested Member Secretary I/C, NERPC to proceed with the

meeting.

Shri A.K. Mishra, Member Secretary I/C, NERPC welcomed all the participants to

the 75th OCC meeting and appreciated POWERGRID for making nice arrangement

at a very short notice for hosting the meeting. He briefed about Power scenario of

NER and stated that the situation during last month was very difficult & testing

time for all specially because of shutdowns in the 132 kV pocket. He requested all

the constituents to actively participate in the meeting.

Thereafter, Member Secretary I/C requested Shri B. Lyngkhoi, SE(O), NERPC to

take up the agenda items for discussion.

CONFIRMATION OF MINUTES OF 74th MEETING OF OPERATION SUB-COMMITTEE OF NERPC.

SE(O), NERPC mentioned that the minutes of the 74th OCC meeting held on 8th

June, 2012 at Guwahati were circulated vide letter No.

NERPC/OP/OCC/2012/3625-717 dated 15th June, 2012.

No observations or comments were received from any of the constituents, the minutes of 74th OCC meeting was confirmed.

SE(O), NERPC requested NERLDC to give the presentation about the grid performance of NER during the month of June, 2012.

I T E M S F O R D I S C U S S I O N

B. 1 OPERATIONAL PERFORMANCE AND GRID DISCIPLINE DURING JUNE’, 12 The grid performance parameters for the month of June, 2012 as presented by

NERLDC during the meeting are given below:

i) Average frequency during June, 2012 was 49.70 Hz, as compared to 49.76 Hz in

May, 2012.

ii) Minimum frequency in June, 2012 was 48.75 Hz (12.06.12 at 11:04 hrs) as

compared to 49.82 Hz recorded in the previous month.

iii) Maximum frequency was 50.68 Hz (03.06.12 at 18:04 hrs), as compared to

50.75 Hz in May, 2012.

iv) System frequency remained within permissible range of 49.5 Hz to 50.2 Hz for

78.81 % of the time, below 49.5 Hz for 19.46 % and above 50.2 Hz for 1.73% of

the time as compared to 88.14 %, 10.56% and 1.30 % respectively in the previous

month.

v) Regional peak demand in June, 2012 was 1988 MW as compared to 1851 MW in

May, 2012, an increase of 7.37 % over the previous month.

vi) Energy requirement was 958.23 MUs in June, 2012 compared to 906.13 MUs in

May, 2012, an increase of 5.75 % over the previous month.

vii) Regional energy availability in June, 2012 was 883.49 MUs compared to

807.21 MUs in the previous month, an increase of 9.45 % over the previous

month.

viii) Rise in demand met was recorded in Ar. Pradesh (16.22%), Nagaland (10.47%),

Manipur (5.56%) & Meghalaya (4.69%) over the previous month.

ix) Drop in demand met was recorded in Assam (3.71%), Mizoram (3.13%), &

Tripura (2.19%) over the previous month viz. May, 2012.

x) Over Voltages at 400 kV substations were observed at Misa and Balipara, where

maximum voltage observed were 426 and 423 kV respectively. No over voltage at

220 kV S/S was observed.

xi) No over Voltages were observed at 132 kV S/S.

xii) No under Voltages were observed at 400 kV S/S, 220 kV S/S. Under voltage,

observed at 132 kV S/S at Aizawl, was 118 kV. xiii) Regional Generation & Inter-regional Exchanges during the month of June,

2012 compared to May, 2012 are given below:

FOLLOW UP ACTION

C.1 Installation of new Under Frequency Relays (UFRs) in NER systems and constituent-wise quantum of load relief as recommended by the sub-committee:

During 73rd OCC, Manipur representative informed the work is in progress and

installation of UFRs in Manipur would be completed by May, 2012.

The status could not be updated as Manipur representative was not present.

The sub-Committee noted as above.

C.2 Feasibility Report for 132 KV Ranganadi – Nirjuli Line:

POWERGRID informed that their SEF and Engineering Department have examined

the proposal and suggested to construct new circuit as neither reconductoring of

existing circuit nor converting existing single circuit line to double circuit is

feasible. Further, POWERGRID informed that they have already carried out the

walkover survey and report is submitted for internal approval.

During 74th OCC meeting, SE(O), NERPC informed that DoP, Ar. Pradesh is

constructing a new 132 kV, D/C Ranganadi-Itanagar line which will solve the

above issue. The status could not be updated as Ar. Pradesh representatives were

not present.

POWERGRID informed that the report for separate corridor for new 132 kV, D/C

line is under preparation and will shortly submitted to CEA for approval.

The Sub-committee noted as above.

C.3 Status of 132 KV Kopili – Khandong 2nd Ckt:

In the 72nd OCC meeting POWERGRID informed that the job was taken up by

them during the approved shut down period from13.01.2012 to 23.01.2012. But,

on 23.01,2012 a fatal accident had occurred during the stringing of conductor for

which one tension tower before dead end tower got totally damaged. Subsequently

POWERGRID restored the Line # 2 on 23.01.2012 and Line # 1 on 23.01.2012

temporarily on old tower as per the existing arrangement.

Meanwhile, POWERGRID has already arranged the tower from MeECL and applied

shut down during the period from 23.04.2012 to 04.05.2012 for Line # 1 and from

06.05.2012 to 14.05.2012 for Line # 2 to carry out restoration on permanent basis.

The proposed shut down has already been approved in 72nd OCC and thus, the

job is expected to be completed by 15th May 2012.

During 74th OCC meeting, POWERGRID informed that they have availed shutdown

from 15.05.12 to 24.05.12 to complete the above work and started erection of

tower. Unfortunately the work has to be postponed due to mismatch of foundation

and the same will be completed by 20th July, 2012.

During the 75th OCC meeting, AGM, NERTS informed that the work is getting

postponed due to heavy rain in the area and the same will be completed soon.

C.4 Implementation of Single-Phase Auto-Reclosure (SPAR) scheme for Transmission Lines:

The OCC Sub-committee reviewed the issue pertaining to SPAR and the status as

indicated during the 75th OCC meeting are given below:

C.5 Restoration of LILO of 132 KV Dimapur (Nagaland) – Kohima (Nagaland) line at 220/132 KV Dimapur (PG) S/S.

During 73rd OCC, EE, Dept. of Power, Nagaland informed that he would take up

the matter with competent authority so that POWERGRID would be able to

complete the LILO work at the earliest. During the meeting representative from

Dept. of Power, Manipur had given their consent to extend power supply from the

132 KV Karong - Kohima during the commissioning of LILO work at Dimapur

S/stn of POWERGRID.

POWERGRID informed that DoP, Nagaland has not yet given the consent for the

above work. Status could not be updated as Nagaland representatives were not

present. MS I/C, NERPC stated that NERPC will take up the issue with DoP,

Nagaland to restore the LILO at the earliest.

The Committee noted as above.

C.6 VSAT Communication:

During 73rd OCC meeting, AGM, NERLDC informed that VSAT commissioning has

not been accepted by them since the equipment supplied by vendor are not as per

specification. Further, he informed that they have asked them to carry out the

work as per specification or else the contract would be terminated and they would

seek other vendors to carry out the same work.

During 74th OCC meeting, NERLDC stated that the vendor is trying to establish the

links. The status will be intimated in next OCC meeting.

DGM, NERLDC informed that the vendor has failed to establish the connections, so

they are considering for cancellation of the tender. Further, he mentioned that the

cancellation procedure and re-tendering for VSAT communication will take at least

one year. SE (O), NERPC stated that the four States of NER are not having SLDCs

and for them VSAT is the only reliable communication system. The committee

requested NERLDC to complete the above communication links as early as

possible for better communication and co-ordination.

C.7 Data required by NERLDC:

During 74th OCC meeting, the sub-committee requested all the utilities to submit

the following data given below to NERLDC in time and moreover once agreed, they

should abide by that and it should not carry as follow-up action in every OCC

meetings.

Member Secretary I/C requested all the constituents to bring to notice of NERLDC

about the difficulty faced while filling the required formats circulated by NERLDC.

NERLDC was also requested to come with all the formats for discussion with

constituents.

A. Demand for Assam & Arunachal Pradesh

In the 73rd OCC meeting, AGM, NERLDC informed that demand for state for Assam

& Arunachal Pradesh – (area wise demand) & for others – off-peak and peak

demand, Generation Pattern of States, Generation Pattern of ISGS, Outage

Planning of transmission elements, outage planning of generation elements for fifth

month i.e. June, 12 to Oct 12 is necessary. This information is required for

calculation of TTC/ATC to facilitate STOA.

B. Machine Data for Dynamic Simulation for NER Power System :

During the 73rd OCC meeting, AGM, NERLDC informed that during the 69th OCC

meeting, they have intimated that they would undertake dynamic study of NER

system for ensuring security and stability of the grid. For this purpose, technical

data of all generating units are urgently required (especially Assam, Meghalaya &

Tripura & ISGS). Accordingly, NERLDC had circulated the proforma during the

meeting and requested all the constituents to submit the relevant information by

January, 2012, but none of the constituents have submitted the information.

In the meeting NERLDC stated that they have sent reminders to all concerned for

furnishing the same, but till date no constituents have given the above

information. The house was also informed that in case any data is not available,

the information may be put as “not available” so that standard values may be

considered by NERLDC.

C. Transformer Tap Optimization required to operate the system within permissible voltage limit

NERLDC informed that transformer tap data are required to carry out system

study for operating the system within permissible voltage limit. Further, the format

for furnishing relevant transformer data was distributed by NERLDC long back and

it was requested to furnish the relevant data by February, 2012.

All constituent had furnished the relevant information except Ar. Pradesh &

Nagaland.

D. Furnishing of element – wise Protection details.

In the 73rd OCC meeting, AGM, NERLDC informed that the Protection details have

not been received from any of the constituents even after reminder. These data are

required for limit checking of elements while conducting offline load flow study in

NER grid. All power utilities of NER should furnish element –wise relay setting

details.

E. Data required for determination of TTC/ATC for fifth month.

(a) Area wise peak and Off-Peak demand of Assam

-Dhaligaon area, Depota area, Gohpur area, Upper Assam area, South Assam

area and Rest of Assam.

(b) Area wise peak and Off-Peak demand of Arunachal Pradesh

-Ziro area, Itanagar area, Khupi area.

(c) Peak and Off-peak demand of other states

- Manipur, Meghalaya, Mizoram, Nagaland, Tripura.

(d) Peak and Off-peak Generation of states.

(e) Peak and Off-peak Generation of ISGS.

F. Data required for Load Flow Study for evacuation of Pallatana Power

Load Flow Study for evacuation of Pallatana Power considering the ground reality

is essential. Accordingly the current/latest status in respect of the following are

required:-

1. Relay Setting Details at each end i.e. CT & PT tap setting for protection.

2. Whether lines can be kept in loop.

3. Maximum loading Capacity of lines.

These data have to be furnished by the constituents of 132 kV pocket i.e. Assam,

Meghalaya, Tripura, Mizoram and POWERGRID by 11th June, 12.

G. Submission of Monthly hour-wise restricted demand and unrestricted demand

of states of NER for previous month by 15th day of the month

These data required to be submitted monthly to NLDC and CEA as per their

requirement

The formats for submission of data as given above were circulated to all the

constituents by NERLDC. All the formats were discussed in detail and the queries

of the constituents have been attended. MS I/C, NERPC requested all the

constituents to start filling up these formats and brief their site engineers about

the formats as these data is to be provided by the site engineers/ operators.

Further, he stressed NERLDC to give the contact detail of concerned person of

NERLDC so that in case of any query /ambiguity the constituents may directly

contact the person concerned. The various formats for submitting the above data is

enclosed at Annexure C.7.

C.8 Looping arrangement of 132 KV Balipara – Ranganadi - Nirjuli – Gohpur - Balipara.

NERLDC informed that due to the grid problem which occurred due to tower

collapsed between ER and NER the test synchronization was deferred. He informed

that once the system is restored to normal, the test would be carried out.

During 74th OCC meeting, NERLDC stated that the testing of looping arrangement

will be carried out this month and the status will be intimated in next OCC

meeting.

NERLDC intimated that the above looping arrangement was tested successfully on

5th July, 2012. NERLDC appreciated Assam for extending their help during the

procedure.

C.9 Powermap & Single Line Diagram (SLD) in NER.

In the 73rd OCC meeting, NERPC once again requested all Constituents,

particularly SLDCs, to submit the latest / updated Powermap (showing

geographical location, generating stations and interconnecting lines) & SLD of their

state covering 132kV and above voltage level as requested during the 71st OCC

meeting.

As suggested by the Sub-committee in 74th OCC meeting, NERPC had uploaded

the current single line diagram and powermap of the NER constituents in NERPC’s

website. Constituents were requested to download the same form NERPC’s website

and do necessary modification/updation, if any.

Assam intimated that they have submitted the requisite information to NERLDC.

MS I/C, NERPC stated that the editable soft copy of the respective SLD and Power

map will be circulated to all the constituents so that they can correct/modify the

diagrams and submit to NERPC. Further, the committee decided to follow the CBIP

colour coding for the above diagrams.

AGM, POWERGRID stated that the upcoming Sub-stations and lines may be

considered for the compilation of the above diagrams. MS I/C, NERPC welcomed

the suggestion of POWERGRID and requested to give the necessary details for

incorporation of new/up-coming projects.

All the constituents agreed to submit the corrected SLDCs and Power map to NERPC at the earliest.

C.10 Submission of data required for development of Power Atlas of NER & states of NER

NERLDC has sent letters to power utilities of NER for development of Power Atlas of

NER & states of NER by June, 2012 by NERLDC. The status given by NERLDC in

74th OCC meeting was as under:

Manipur have furnished only power map & maximum demand met. Mizoram have

furnished power map & maximum demand met. Nagaland has furnished SLD,

power map, maximum demand met. Tripura has furnished SLD, maximum demand

met. Meghalaya has furnished SLD, Maximum, Minimum & Average demand met,

Hydro & Thermal Power Station details, Lines & Sub-Station details. Assam has

furnished SLD, maximum, minimum and average demand met, essential load,

Hydro & Thermal Power Stations details, power map, Lines & Sub-Station details.

Arunachal Pradesh has furnished SLD, power map, maximum & minimum demand

met. POWERGRID has furnished Lines & Sub-Station details.

- Balance data from Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram,

Nagaland & Tripura to be furnished by 15th June 12.

- AGBPP, AGTPP, Ranganadi, Kopili, Khandong, Kopili St II, Doyang, Loktak have to

furnish these data by 15th June, 12.

Assam informed that some of the data like DOCO of lines and Sub-stations are

very difficult to produce as these are very old and they can’t trace old documents.

Regarding longitude & latitude data of the old S/S and lines are also not readily

available with them.

The committee advised that for old S/S and lines the approximate DOCO may be

furnished based on some evidence (like date of manufacture of

Transformer/Breaker etc.). Regarding longitude and latitude of Sub-Stations, the

committee advised to take the dead end tower position of POWERGRID tower and

for State sub-stations which are not connected to POWERGRID lines; they can

take the help of POWERGRID as they are having GPS equipments. AGM,

POWERGRID assured that they will extend their help to State utilities for finding

out the longitude and latitude.

All the constituents agreed to submit the above data to NERLDC.

C.11 Status of completion of ongoing Transmission Lines in NER.

During the 73rd OCC meeting, NERPC Secretariat had circulated the proforma

regarding the status of various ongoing transmission schemes being

executed/implemented by POWERGRID/States/Other Agencies.

SE(O), NERPC informed that POWERGRID has submitted the above data. He

stressed to other constituents to submit the status of their ongoing transmission

lines.

All the constituents are requested to furnish the above data at the earliest.

C.12 Status of Generation Projects in NER

During the 73rd OCC meeting, NERPC Secretariat had circulated the proforma

regarding the status of Generating units to be commissioned/expected to be

commissioned by Central Utilities/States/Other Agencies.

MS I/C stressed all the constituents to submit the above status as it will help the

sub-committee to keep track of various generation projects and it will help in

operation planning also. NEEPCO informed that they will furnish the data in

respect of their projects in the next OCC meeting.

All the constituents are requested to furnish the above data at the earliest.

C.13 Review of Crisis Management Plan (CMP) of Ministry of Power

In the 73rd OCC meeting, NERPC stated that CEA vide their letter dated

27.04.2012 informed that Cabinet Secretariat periodically reviews the Crisis &

Disaster Management Plan (C&DMP) and during the last review in Ministry of

Power, it was indicated that updation/review is to undertaken in the months of

December and June. It is seen that only few utilities are submitting the reports of

mock drills to CEA. The utilities should conduct at least one mock drill during a

quarter by creating emergent situation to which their plants/installations are

vulnerable and furnish the report to CEA. Further, it was mentioned that the

revised document on Crisis & Disaster Management Plan of the power sector to be

submitted by June, 2012.

During 74th OCC meeting, Member Secretary (I/C) stressed to constituents to

submit the report on mock drill exercise to CEA in format circulated.

The committee reviewed the various mock drills to be exercised by the different

utilities at different levels. Member Secretary I/C informed that the format

circulated during 74th OCC meeting by NERPC is a simple format and the utilities

may fill up the formats after completing the mock drills and send the report to CEA

under intimation to NERPC Secretariat.

All constituents agreed to do the mock drill exercise and submit the reports.

C.14 Distribution of PSS/E Software application:

In the 73rd OCC meeting, AGM, NERLDC requested the constituents to nominate a

nodal officer with contact details including e-mail id for receipt of this PSS/E-

software and other matters relating to training, signing of license agreement etc.

During 74th OCC meeting, NERLDC stated that they have not received the

nominations from any constituents except MeECL. SE(O), NERPC stressed the

constituents to nominate their nodal officers and receive the PSS/E-software,

which will enable them to carry out load flow studies of their system for PoC

charges calculations.

The names of Nodal officers for receiving the PSS/E-software have been submitted

by MeECl, Assam and Tripura. The committee stressed other constituents to

nominate their Nodal officers and co-ordinate with NERPC for receiving the above

software.

All the constituents agreed to co-ordinate with NERPC for above software.

C.15 Time drift in Special Energy Meters of NER:

In the 73rd OCC meeting, AGM, NERLDC stated that 223 Nos. of Special energy

Meters are installed in 59 metering locations of NER. Checking for time drift of the

meters is carried out at NERLDC from time to time. Generally site locations while

collecting weekly reading through DCD are supposed to check meter time with

reference to standard time and in case of drift should give time advance/retard

command accordingly through DCD. Through this process, one minute time

adjustment can be done per week. As this is not being followed, it has been

observed that most of the meters have time drifted to various degrees. This issue

needs to be addressed immediately. Following procedure may be followed:

a. The enclosed format should be filled - up by specified data collecting locations

and sent to NERLDC by e-mail / fax.

b. Looking at the time drift, action should be taken to advance/retard time

through DCD till meter time and standard time difference comes down to less

than one minute.

c. The format should be filled – up and sent on weekly basis along with SEM

data collected so that corrective action taken can be observed.

d. Status will be reviewed in every OCC / CCM with filled – up formats. In case

of any assistance / guidance regarding the procedure of time advance/retard,

OS Deptt of POWERGRID, NERTS may be contacted.

NERLDC had circulated the requisite format during the meeting and requested all

the constituents to comply the same for reviewing in OCC meetings.

During 74th OCC meeting, Constituents have requested NERLDC to give a demo on

how to adjust the time drift in SEMs so that they should not find any difficulty

while adjusting the time drift. NERLDC agreed to give a demo on next OCC

meeting.

NERLDC informed that they have received communication from L&T that there is

some problem in time drift adjustment. After rectifying the problem, the demo will

be given.

The Sub-committee noted as above.

C.16 Low Voltage at Loktak S/Station:

During the 73rd OCC meeting, representative from NHPC stated that low voltage is

prevailing in Loktak S/Stn, even though there was no inductive load nearby

Loktak. They requested the Sub-committee to look into this and find out the

reason of low voltage.

In 74th OCC meeting, NHPC representative stated that their site engineers are

collecting the voltage profile and will send it to NERLDC. Further, he stated that

during peak hours due to low voltage problem, field current has to be increased

which leads to higher current in generators and they gets tripped on over current.

After detailed discussion the sub-committee suggested NHPC to check their

excitation system and AVR settings. NHPC agreed to look into the matter and

informed the status to the sub-committee.

NHPC representative informed that they have submitted the voltage profile of their

plant to NERLDC. Further, he stated that the low voltage problem is only during

the peak hours; it may be due to some reactors at Aizwal or Jiribam end. He

requested POWERGRID and NERLDC to confirm the Switching off of the reactor

during peak hours at Jiribam and Aizwal end.

NERLDC/POWERGRID stated that the status will be intimated in the next OCC

meeting.

The Sub-committee noted as above.

C.17 Voice & Data Communication and SCADA integration i.r.o. Pallatana project and ATS

The issue has been taken up at RPC forum for ensuring the same & follow up

action also taken up by NERLDC.

During 74th OCC meeting, DGM, NERLDC stated that voice & Data communication

and SCADA integration for Palatana Project and its ATS is required to be

completed for grid operation as the project is scheduled to be commissioned by

July, 2012.

The status could not be updated as OTPC and NETC representatives were not

present.

C.18 Schedule of commissioning of bays, lines reactors, transformers along with responsibilities i.r.o. Pallatana Project and ATS –

Details of responsibilities of different organizations at different locations in respect

of installation & commissioning of bays, lines, reactors, transformers etc alongwith

schedules of commissioning are required for better co-ordination. During 74th OCC

meeting all the constituents were agreed to furnish the data to NERLDC.

DGM, NERLDC informed that till date they have not received any data in this

regard.

D. N E W I T E M S D.1 Rectification of 132 KV isolator at 79-Tilla Grid Sub-Station - Tripura

It is well known by the PGCIL that out of 6(six) nos. “Double pole center break”

type line isolators and auxiliary bus isolators connected at RC Nagar line I & II

bays at 79-Tilla Grid Sub-Station, Agartala , 3 (three) nos isolators are fully out of

order and 3(three) others are not functioning properly. Even “Earth Switches” are

also lying out of order. In the 72nd OCC meeting, PGCIL assured that they will take

up the work very shortly, but no field activities has been found till date. Hence, it

is once again requested to take up the necessary work at the earliest to avoid any

unwanted occurrence during operation of those isolators.

AGM, POWERGRID informed that the order has been placed for the isolators and

the same will be commissioned soon. He stated that the delay was due to difficulty

in getting the replacement as the isolators are very old.

Further, he informed the committee that POWERGRID has still not taken over the

assets of 79 Tilla Grid S/S form Tripura as it was deposit work given to Tripura.

Tripura representative stated that it is very difficult for them to trace out the

commissioning documents as the Sub-station is very old.

The committee advised POWERGRID and Tripura to complete the necessary

handing over/taking over of the 79 Tilla Grid S/S at the earliest so that there

should not be problem in maintaining the S/S.

D.2 Restriction in drawal by Tripura

During continuous shutdown of 132 kV Halflong - Jiribam line from 14th June’12,

Tripura’s drawl schedule was around 75-87 MW during evening peak hours

including 10 MW additional power purchase through STOA by TSECL. But Tripura

could not avail to draw its actual schedule quantum of power due to drawl

restricted (65 MW) by RLDC for system constraint. Though NERLDC has given

Open Access clearance for purchase of additional 10 MW power swapping.

Tripura stated that once STOA has been approved, NERLDC should allow Tripura

to draw the quantum of power from grid and during emergency situations NERLDC

should curtail the STOA.

NERLDC clarified that the STOA approval has been given based on calculation of

the inter-regional TTC not Control Area wise TTC. Therefore, NERLDC cannot

curtail the STOA for emergent conditions.

The committee requested all the constituents to co-operate NERLDC during such

type of situation arising due to urgency/threatening grid conditions.

The proforma for operational Statistics as given below was circulated in the 73rd

OCC meeting. The same was requested to be furnished in the next OCC meeting:

D.9 Agenda items by Assam

Early revival of 3 numbers of 20 MVA Transformers at Kopili

Assam observed that right from the time of the commissioning of 160 MVA Auto

transformer of Power Grid at Kopili, the existing 3 numbers of transformers having

capacity 20 MVA each supplied by NEEPCO are not in working condition till today.

Therefore, it is requested to kindly make necessary arrangement for revival of the

above mentioned transformers for strengthening of the grid security at an early

date.

The NEEPCO representative informed that the above said transformers were not

charged since March, 2011.

The committee suggested NEEPCO to keep the 3X 20 MVA transformers in charged

condition so that it can be connected to grid in case of outage of 160 MVA

Autotransformer.

NEEPCO stated that after completion of Shutdown of Kopili-Khandong line the

transformers may be test charged after doing the necessary oil filtration.
