on– Lack of consistency across the Council– Very limited co-ordination– No real strategy to drive improvement

• Strategy agreed with cross-party support:– Agreed Principles to set consistent standards– Corporate coordination system for all
consultation and engagement– Improved communication– Support for all Services to develop skills
