couldn’t do it…that we were too divided by nation-

ality, religion and language, but we’ve built unityaround our common needs as taxi drivers and notour differences.”

Genesis of the Struggle After the 9.11 attacks National Airport was shutdown completely for almost one month and operat-ed on a reduced schedule for several more months.This lead to an economic crisis for taxi drivers whocount on airport trips for over half of their business.The 645 drivers from Alexandria had their income

cut in half. As AUC Vice President MulugetaYimer explains it, “We had nothing, no income anddrivers were afraid that they’d lose their homes andtheir cabs. Then we heard that this organization[Tenants and Workers United] was providing emer-gency assistance. We started to go there and theytreated us respectfully, we discussed ongoing prob-lems in the cab industry, and we got our check($500 to $700) within the week. We also saw thatthey got things done, that they had a history oforganizing and winning.” A group of drivers decid-ed to affiliate with the Tenants and Workers Unitedand begin a campaign to win driver “freedom.”

New Members (September-October -November 06) TWU in the NewsIn honor of thecelebration of Dr.Martin LutherKing’s birthday, adiverse group ofmore than 80people gatheredin Arlandria-Chirilagua inremembrance ofthe legacy of Dr.King and thecontinuation of afight with noend. What isthe theme?How difficultaccess to medicaltreatment is for people of color, andhow equally difficult it is for Latinoand African-American students to getinto college. “Our Latino andAfrican-American children want togo to college but they need an inclu-sive system,” said Ruth Dinzey.“Access to quality health and educa-tion for everyone was the theme ofthe community meeting which ispart of the fight for equality for all incontinuance of Martin Luther KingJr.’s fight,” declared Miguel Montes,president of the Parents Group of theITU. Also participating in this eventwas Howard Woodson, who is thepresident of the Northern Virginiachapter of the NAACP.

The arduous work of the organizerswas reflected by the large attendanceat the Cora Kelly RecreationalCenter, and in the amount ofEnglish and Spanish newspapers thatcovering the tribute. They included:El Pregonero: “Paying Tribute toMartin Luther King, Legacy ofLuther King Lives in the HispanicCommunity,” and Sun Newspapersof Alexandria: “Tenants andWorkers United Hosts KingCelebration.”

Journalist William Flook on page 7wrote: “Groups without anything togain want Fairfax tax money to go tothose with greater needs. A coalitionincluding the organizations SmarterGrowth and the Tenants andWorkers United have been lobbyingFairfax supervisors. In a small but

sound article The Examinerdescribes the campaign to preservelow-cost housing for the poorest peo-ple in the region. “People that makeless than $45,000 dollars a year can-not obtain low-cost housing,” saidEdgar Rivera of the TWU. The“penny” or cent measurement forlow-cost housing is another initiativeof the Coalition, and it is a great ini-tiative but, “we need to be assuredthat this money is being spent effi-ciently and in a more transparentmanner,” noted Stephen Wade of theSmarter Growth Coalition. (Thislast sentence I had a little trouble with,so I would double check it to make sureit says what you want it to)

The newspaper El Imparcial hasbeen publishing large advertisementsto promote, free of charge, all of thejobs that performed by the workersof Culmore. This publicity came asa result of the great organizing effortsof the Culmore workers themselves,which final goal is the creation aworkers’ center. While this is theambition of the organizers (and willbecome the reality), the organizers dohave a record of the workers accord-ing to their abilities for the purposeof giving them better service andguaranteeing payment to the work-ers. (Once again I was unsure of thislast sentence)

To honor the legend of Dr. King on his birthday, TWU andOperation Hope organized an event together at the Cora Kellyrecreation center. The event was “University for all and accessto health for all”.



Fight the Power! Break the Monopoly!Twenty years earlier, the City of Alexandria, responding to the influxof immigrant drivers had enacted a taxi ordinance that required driv-ers to be affiliated to companies. The companies controlled the cer-tificate that allowed the cab on the street. In short, drivers providedtheir own cab, paid all of their operating expenses and paid for all cityfees. Reflecting on that period, Mulugeta Yimer said, “We were mod-ern day sharecroppers – we paid all of the expenses yet at the begin-ning of each month we had to pay hundreds of dollars to the handfulof companies who were granted a license.” On top of that, one indi-vidual owned two companies (Alexandria Yellow Cab and AlexadriaDiamond Cab) that controlled almost 60% of the industry. Afterthree years of intense organizing, dozens of meetings with CityCouncil members and City staff, mass turnouts for public hearings,leafleting of metros and neighborhoods (typical message: “Say No toMonopoly – Support a New Taxi Code) – a new taxi ordinance wasunanimously approved in June 2005. The ordinance permitted theentry of a new company, such as a drivers-owned cooperative, andallowed drivers periods of free movement.

We are the Power!

Building Alexandria Union Cab!

In April, 2006 a group of drivers, many of whom were leaders fromthe fight to win a new taxi ordinance, came together to form a coop-erative taxi company. (A cooperative business is collectively owned anddemocratically controlled by each of its member-shareholders.) Anapplication was submitted to the City of Alexandria and the new com-pany – Alexandria Union Cab – was awarded permission to start anew company in Alexandria. Between September and January, theAUC board and leadership worked to open an office, set up staff anddispatch systems, and recruit drivers from existing fleets. Politicallythey continued efforts to build unity among drivers of many national-ities, cultures and religions. Speaking of the differences among driv-ers, Syed says, “Look we come from all over the world but we need toremember what brought us together – our common interest in chang-ing the taxi system. We may pray in different houses of worship butwe drive the same street. Our new company builds on the strengthsthat we all bring to the table.” Surpassing even our most optimisticforecast, AUC recruited over 140 drivers to start the company. Wequickly became Alexandria’s second largest taxi company – indicatingjust how much the city’s drivers believe see an ongoing need forchange. There is much work to do. General Manager Masoud Sultanis working day and night setting up our computerized dispatch sys-tem. Treasurer Berhanu Shitayewoldetsadik is collecting start-up capi-tal from the drivers and establishing transparent and accurate account-ing to ensure the good running of the cooperative. Others, includingAbdukarim Schmarke and Boujemaa Khairi, have worked to set upthe dispatch system. AUC opened for business in January, and ourdispatch system will be fully functional on February 1, 2007. Después de 5 años de intensalucha y trabajo – Alexandria

Union Cab -UTC (Union deTaxistas de Alexandria) abre suspuertas el 1 de Enero de 2007.Ciento cuarenta taxistas deAlexandria (140) colectivamentehan formado una nueva compañíade taxis para atender a la Ciudadde Alexandria y el AeropuertoNational. “¡Lo logramos! Hemoslogrado liberarnos del monopolioy ahora controlamos nuestros des-tinos, ? exclamó Syed Hussainpresidente de UTC. “ellosdijeron que no lo podríamoslograr…que a nosotros nosdividía la nacionalidad, religión eidioma – pero nosotros construimos unidad alrede-dor de nuestras necesidades comunes como taxistasy no en nuestras diferencias? agregó el Sr. Syed.

El Principio de la lucha-Después de los ataques terroristas del 9/11, elAeropuerto Ronald Reagan fue cerrado por más deun mes y reducidas las operaciones por variosmeses. Esto generó una crisis financiera para lostaxistas donde la mayoría del dinero que hacen segenera en el aeropuerto. Los 645 taxistas deAlexandria perdieron más de la mitad de susentradas. Mulugeta Yimer, Vice-presidente de laCooperativa (ATC) explica: “ No teníamos nada, noteníamos entrada y los taxistas tenían miedo de queíbamos a perder nuestras casas y nuestros taxis.Luego oímos que esta organización (TWU) estabadando asistencia económica de emergencia?Empezamos a ir y ellos nos trataron con respeto ydiscutimos problemas que se presentaban en laindustria de los taxis, además nos dieron nuestrocheque de $500 o $700 en la semana. Tambiénnos pudimos dar cuenta de que TWU tenía unahistoria de organizar y ganar?. Un grupo de taxistasdecidió afiliarse con Inquilinos y TrabajadoresUnidos y empezar una campaña a la que denomi-naron “freedom/libertad?.

“Lucha contra el poder-Acabando con elMonopolio?

Hace 20 años, la Ciudad de Alexandria, dado elgran número de taxista inmigrantes, pasó una leydonde obligaba a los taxistas a afiliarse a alguna delas compañías de taxis existentes. Las compañíascontrolaban el certificado que autorizaba a los taxis-tas a trabajar en las calles. Los taxistas tenían quecomprarse su propio taxi, pagaban todos los gastosdel carro y también corrían con las cuotas que laciudad exige. Mulugeta Yimer agrega: “nosotrosteníamos que pagar por todos nuestros gastos alprincipio de cada mes, teníamos que pagar cientosde dólares a las pocas compañías que tenía la ciu-dad. Y además de esto una sola persona era propi-etario de dos compañías (Alexandria Yellow Cab yAlexandria Diamond Cab) quien controlaba el 60%de la industria de taxis”. Después de 3 años deintensa organización, docenas de reuniones con losConcejales y miembros de la alcaldía, protestas,audiencias públicas, volantes den los metros y vecin-darios donde el mensaje era: “Diga NO alMonopolio- Apoye un Nuevo Código de Taxis”. Lanueva ley de taxis fue aprobada unánimemente enJunio del 2005. Esta nueva ley permitió la nueva laentrada a una nueva compañía, específicamente

En Abril del 2006, un grupo de taxistas- quienes eran líderes en lalucha por una nueva ley de taxis- se unieron para crear una cooperati-va de taxis. (Una cooperativa es un negocio de propiedad colectiva ycontrolada democráticamente por cada uno de sus miembros)Sometimos una aplicación a la Ciudad de Alexandria y la nueva com-pañía.

– Alexandria Union Cab - AUC – recibió el permiso paraempezar operaciones. El principio tan solo comenzaba. EntreSeptiembre y Enero la junta directiva de la Alexandria Union Cab(AUC) abrió su oficina, contrató personal y el sistema de dispatch yreclutó taxista para empezar operaciones. Políticamente hablando, laCooperativa continúa sus esfuerzos para seguir la lucha por unidadentre los taxistas y sus diferentes nacionalidades, culturas y religiones.Hablando sobre diferencias Syed añade: “Miren, nosotros venimos detodas partes del mundo pero nosotros necesitamos recordar que es loque nos unió – nuestro interés común en cambiar el sistema de taxis.Tal vez recemos en distintos templos pero manejamos nuestros taxis enlas mismas calles – nuestra nueva compañía fue construida en con lafortaleza que todos aportamos cuando nos reunimos ?. Habiendosobrepasado todas las expectativas, AUC ha reclutado 140 taxistas paraempezar la compañía. Pero todavía hay mucho trabajo por hacer”comentó el manejador general de la compañía, Masoud Sultan quienestá trabajando día y noche para dejar listo el sistema computarizadode contestación de llamadas. El tesorero, Berhanu Shitayewoldetsadikestá recaudando el dinero que los taxistas tienen que dar para asíestablecer una contabilidad transparente y acorde a lo entregado paraasegurarse de que la cooperativa funcione perfectamente. Otros taxis-tas como Abdukarim Schmarke y Boujemaa Khairi también han traba-jado en el sistema de dispatch.
