This report includes data acquired from U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Explosive Ordnance Disposal Information Management System (EODIMS). This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and EODIMS. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 757 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 7 March and 13 March 2021, BATS and EODIMS indicate approximately:

9 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemicalover pressure devices, and modified or improvised ordnance.

4 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning, andincendiary device functioning.

7 – HOAX: IED-related incidents that involved a device fabricated to look like an IED andthat is intended to simulate one in order to elicit a response.

21 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:

AWARENESS: Unique suspicious package incidents, additional ordnance/explosive information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

8 MARCH: FRESNO, CA – HOAX

BATS ID # 1377350: (U//FOUO-LES/REL) "Bomb Squad responded with SWAT for a standoff . . . [He] had parked his truck in front of Union Bank and exited his truck with a short barreled shotgun and a canister. He placed the canister on the ground and claimed he would detonate it with a shotgun blast. During the standoff, he asked for officers to shoot him. He also claimed the device . . . had a timer to go off at midnight and that there was poisonous gas inside the canister. Robot was able to get pictures of the device which did not appear to be a pressurized container. . . . claimed the device was fake. . . . X-ray . . . [revealed] the device was vacant [of] any energetic material. Examination . . . [revealed] holes in the Central Pneumatic Air Filler Regulator unit which would not hold any gases. The shotgun was found loaded with one live shell in the chamber. Public safety search of his truck revealed various weapons and an airsoft gun . . ."

8 MARCH: LIVERMORE FALLS, ME –ACTUAL

BATS ID # 1378008 & 1377789: (U//FOUO-LES/REL) "Upon arrival, the LFPD officer was engaged by the assailant with an . . . (ignited pipe bomb). The officer managed to escape injury and proceeded to request further assistance. . . . it is believed that the assailant attempted to detonate some of his emplaced IEDs via a Phoenix pyrotechnics transmitter . . .” “. . . we learned that there were devices with antennas and light on them. . . . requested . . . electronic countermeasures (ECM) . . ." " I could see a galvanized steel pipe taped to the window with a wire coming out of it and leading to a small box with an antenna above the device. . . . the small box appeared to be consistent with a commercial firing system designed for fireworks use. . . . I was able to grab the pipe that was taped to the window next to the door and remove it from the glass. The wire separated from the remote firing system during the removal process. . . . [The] door had a half window on it with a pipe and remote firing system taped to it on the back side. I was able to remove this pipe and separate the wires from the firing system as well.”

BATS ID # 1377366: (U//FOUO-LES/REL) ". . . dispatch advised that the suicidal subject had a bomb wrapped around his left ankle and was sitting inside a vehicle in the motel parking lot. . . . The subject was advised to stand in the middle of the parking lot, and he lifted up his pant legs to his knees, and exposed his belly and torso area, and no suspicious devices were observed on his body. . . . The involved vehicle was searched, and immediately, a suspicious object was located on the front passenger floorboard of the vehicle. The suspicious object was a small container wrapped in black electrical tape, and there . . . [were] red and black probe wires (Similar to Det. Diagnostics probes) taped to the container . . . [The probes] appeared to have penetrated inside the container. There was a blue lithium battery taped to the outside of the container. . . . X-rayed the suspicious device, and it was determined the device was not a threat. The container was opened up, and there was a very small trace amount of black powder inside. A flame test was conducted with negative results. The powder was . . . face powder for make-up."

9 MARCH: SPENCER, IA – HOAX

BATS ID # 1377641: (U//FOUO-LES/REL) ". . . a suspicious package/item was found in the lobby of the Iowa Lakes Regional Water facility . . . The item appeared to be a thick piece of metal, approximately 8 inches in length with two wires attached to the side of it. The wires coming from the item didn't lead to anything. . . . An X-ray was performed on the item. The metal appeared to be a solid piece, and the wire ends that were covered in electrical tape did not appear to contain blasting caps. . . . [Bomb tech] removed the electrical tape that were surrounding the ends of the wire attached to the metal. The item did not contain anything explosive."

9 MARCH: HALTOM, CITY, TX – HOAX

BATS ID # 1377320: (U//FOUO-LES/REL) "EOD 22 was requested . . . for an IED with dynamite and a timer. . . . it was noticed that the timer was not ticking and the 9-volt battery case was empty. . . . the initiator was cut out and removed. At this point, the power source was removed from the timer. It was also determined at this time that the sticks were actually inert replicas of Dynamite."

BATS ID # 1377523: (U//FOUO-LES/REL) ". . . technicians observed a possible destructive device . . . Also in the family room was a large amount of 1.4g fireworks, packages of BBs, pellets, slingshot ammo, and a roll of Gorilla Tape. . . . The device appeared to be a plastic tube which was closed at both ends by a large amount black tape. Protruding from one end was a 1.4g roman candle which appeared to be the initiator for the device. Inside the tube was approximately 35g of energetic powder. . . . Also inside the tube was another smaller 1.4g firework. Added fragmentation was also found inside the tube, which consisted of slingshot ammo, BBs and pellets. Inside the tube, at the opposite end from the roman candles, was a plastic bulk head. On the other side of the bulk head was added energetic powder and fragmentation which included BBs, pellets and slingshot ammo."

9 MARCH: BLANCHARD, MI – ACTUAL

BATS ID # 1378100: (U//FOUO-LES/REL) "A search of the room revealed a pipe, approximately 1” x 7” and open on one end, sitting on a shelf next to a mason-type jar containing an unknown dark-colored powder. The open-ended pipe contained an unknown dark-colored powder, visually similar to the powder in the jar, and a short section of green hobby fuse. . . . Flame tests were conducted on small samples of the unknown powder removed from both the pipe device and the mason type jar, both with positive results. . . . conducted a search of a detached garage . . . and located the following items: . . . A section of galvanized pipe/reducer/end cap approximately 2” x 16” with a length of green hobby fuse protruding from the side of the reducer. One end of the pipe was open and appeared to be plugged with a whitish-colored paper product. . . . A stock pot containing a quantity of unknown dark-colored powder . . . [was] located on the work bench in close proximity to the aforementioned pipe device."

BATS ID # 1377579: (U//FOUO-LES/REL) ". . . was searching a shed located in the rear of the property and located three suspicious devices. The devices were wrapped in aluminum foil with fuses protruding from them. . . . the suspect stated the devices were made 10 years ago, and they were smoke bombs. The suspect stated he used potassium nitrate, sugar and water to make the devices."

10 MARCH: GRABILL, IN – HOAX

BATS ID # 1377480: (U//FOUO-LES/REL) ". . . I spoke to an employee who advised he was cleaning out shelves and noticed a plastic bag containing three medium-sized steel pipes. The employee stated he picked one up and noticed wires coming from it. The employee stated he picked up a second one and noticed nails taped on the outside as well as wires and a switch. . . . The pipes were X-rayed, and . . . there was no power source or explosive material inside the pipes."

12 MARCH: DAYTON, OH – AWARENESSBATS ID # 1377794: (U//FOUO-LES/REL) ". . . Dayton Police Officers were dispatched to the Cargill Plant . . . on a bomb complaint after employees located a suspect claymore mine near the railroad tracks . . . bomb technicians determined the item in question was a device that resembled the size, color, and markings of a military M18 claymore mine but was void of any explosive or other hazardous material. Further research revealed that the item was commonly used as an air soft accessory."

BATS ID # 1378053: (U//FOUO-LES/REL) "It appeared to be a PVC device with hobby fuse sticking out of one end. . . . It was approximately 7 inches long and 1 inch in diameter. X-rays were taken . . . The contents appeared to show the pipe was full of some sort of powder and also contained numerous dense balls. These appeared to be BBs."

BATS ID # 1377734: (U//FOUO-LES/REL) ". . . the Lake County Bomb Squad responded . . . to assist with an unknown piece of ordnance that a resident had located in a creek in their back yard. . . . The item was found in a creek under 3-4 inches of water and appeared to be an unfired large caliber (approximately 3"), military shell and projectile. We took various measurements and pictures of the shell, then . . . the USAF EOD Unit at Wright Patterson AFB [was contacted]. After discussing the situation with the EOD Duty Officer, we removed the shell from the creek, X-rayed it, then secured it in the TCV for transport. Arrangements were made for the USAF EOD unit to respond the following day to dispose of the shell."

EODIMS # F000FFJ4P03082021184336345Z: (U//FOUO/REL) "On 07 March 2021, Lake County Bomb Squad (LCBS) requested EOD evaluation of a possible military UXO. Due to time and distance, LCBS secured the item overnight for evaluation the next morning. . . . Team evaluated UXO and coordinated transport to LDA." Ordnance was identified as a MK I shrapnel projectile with a 1907M fuze.

(U//FOUO/REL) NSWC IHD has been designated as the EOD Incident Data Repository for the DoD EOD community. The Data Warehouse is continually populated with EOD mission reports from multiple databases and historical files. Current sources include the Explosive Ordnance Disposal Information Management System (EODIMS). (U//FOUO-LES/REL) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
