• Selection of School Board Representative on County Committee Pursuant to Education Code §§ 35023 and 72403, the Governing Board of each School District and each Community College District shall annually at its initial meeting select one of its members to serve as its representative for purposes of Article 1 (commencing with Section 4000) of Chapter 1 of Part 3. The representative selected pursuant to this section shall have one vote for each member to be elected to the County Committee. They meet once a year. The purpose of the
Annual Meeting is to elect/re-elect members to fill vacancies or expired terms on the eleven-member Ventura County Committee on School District Organization. The chosen representative's job is NOT to serve on the county committee but only to ELECT members.

4. Approve the Start and End Dates for 2020-2021 School Year Staff recommends the strut date for staff to be on Monday, August 17, 2020, followed by the first student day held on Thursday August 20, 2020. Pending collaboration from both employee units, the last day for students would be June 3, 2021, followed by a teacher workday on June 4, 2021.
5. Approve Resolution 19-20-12 Regarding Census 2020 Resolution in support of the U.S. Census 2020.
6. Approve Revised Attendance Boundary for Mountain Vista School Staff is requesting a boundary change to include Sespe and Sierra sites in the Mountain Vista Elementary School Boundary per the attached revised map, retroactive to July 1, 2019. Student enrollment will not be affected by this change. This boundary change will allow additional families to be eligible for the preschool programs operated at Sespe and Sierra.

COMMUNICATIONS
Student Representative
Student representative Gonzales was unable to be present for the meeting but
provided a report about the ASB canned food drive that took place and students
preparing for the 12/7/19 SAT.
Superintendent Report
Dr. Palazuelos gave a brief overview of the upcoming Information/Discussion
items: Fall 2019 Sports Review; Fall 2019 Sports Medicine Review; Census
2020. He shared that many of our students in the fall season were recognized
locally and at the league level.
Dr. Palazuelos announced that the California School Board Association meeting is
taking place this week. Trustees will be traveling to attend the conference on
December 5 and 6 in San Diego.

PETITIONS
Janey Brunton-Munoz shared that today is the "day of the special educator" statewide and
inquired about solar energy.
INFORMATION/DISCUSSION
1. Fall 2019 Sports Review
John Wilber, principal of Fillmore High School and CIF representative, presented
on the fall 2019 Fillmore High School athletics, which included six different sports
and cheer squads, as well as an increase in student-athlete participants.
2. Fall 2019 Sports Medicine Review
Breana McLain, Director of Sports Medicine, presented on Fillmore High School
Sports Medicine and reported on injury statistics for the period 5/6/19 to 11/18/19
for active student-athlete participants in football, cross country, cheerleading, girls
volleyball, girls tennis, boys water polo, and girls golf. The report included data
comparisons from last year, CIF concussion protocol updates, and medical
equipment on sidelines. Ms. McLain introduced two student interns and thanked
them for their support. The Fillmore High School Medicine Club now has over 55
student members and continues to increase.

3. 2020 Census
Dr. Palazuelos reported on correspondence received from the state and federal
government encouraging the District's participation to spread the word about the
2020 Census and encouragement from the state to adopt a resolution in support
thereof. After hearing from other Board members, Board President Couse directed
Dr. Palazuelos to prepare a Resolution for Board consideration to appear on the
12/1 7/19 Board agenda.

DISCUSSION: Dr. Palazuelos shared that Item J5 was received the night of our

FHS did not have any participants. Dr. Palazuelos recommended the Board remove

Through the Board's action tonight on Consent Item J2, Ms. Maria Baro was
introduced as the new principal of Piru Elementary School.

DISCUSSION: Copies of the prequalified list were distributed to Board members andcopies made available to the public at the Board meeting of 12/3/19.
Dr. Palazuelos stated the District vetted and conducted its due diligence on the four firmslisted on the prequalified list. All of the documentation was initiated by the District withthe 'Jull awareness and support from the District's legal counsel in this area. The Districtrecommends the approval of the following DSA construction project inspectors be part ofthe District's prequalified pool for the current and future Measure V bond projects:1. TYR, Inc.
2. Kenco Construction Services, Inc.
3. Sandy Pringle Associates
4. Vernier Construction Services
No funding is required for approval of the prequalified pool. Compensation for serviceswill be approved on a project-by-project basis.

* Board Member Couse helped the kindergartners make pumpkin pies. It's great seeingthe parents come out and help. She shared that this is her last Board meeting aspresident and thanked everybody for their support and the great experience. The nextmeeting will be our organizational meeting.

the Fillmore Unified School District (FUSD)

negotiation/mediation session.
TENT ATIVE AGREEMENT BETWEEN THE FILLMORE UNIFIED SCHOOL DISTRICT
AND THE FILLMORE UNIFIED TEACHERS ASSOCIATION
November 25, 2019
The District and FUTA agree to maintain the terms of the July 1, 2016-2019 collective bargaining
agreement between the parties status quo for that term, plus one additional year, through June 30,2020, except for the following modifications:
1. All certificated bargaining unit salary schedules, with the exception of the Hourly/Daily
Extra Pay Certificated Assignment schedule shall be increased by 4.0% effective July 1,
2018. All certificated bargaining unit members actively employed by Fillmore Unified
School District on June 30, 2019 shall be eligible for all retroactive pay.
2. All certificated bargaining unit salary schedules, with the exception of the Hourly/Daily
Extra Pay Certificated Assignment schedule shall be increased by 2.5% effective July 1,2019.
3. Health and Welfare Benefits under Article 5 shall remain status quo.

Working Agreement for one additional middle school grade level chair at 6th grade(attached hereto as Exhibit 2).
7. The parties agree to defer implementation of the February 26, 2019 Working Agreement
goal planning, performance observation, and final evaluation forms pilot until school year
2020-2021 (attached hereto as Exhibit 3). The evaluation committee shall resume meeting
during the 2019-2020 school year to draft language to support the pilot forms. The goal of
the evaluation committee is to present updated contract language for article 11 when
negotiations begin for 2020-2021.
8. There shall be no reopener negotiations for 2019-2020. Both parties shall sunshine their
proposals for school year 2020-2021 by March 27, 2020. Negotiations shall commence
within 30 days after the sunshining process is complete.
9. Both parties shall take this agreement for ratification as a package and shall supportratification. No single element of this package shall be voted on separately. Should both
parties not approve this agreement in its entirety, the entire agreement shall be null andvoid.

Staff recommends the start date for staff to be on Monday, August 17, 2020, followed by the first
student day held on Thursday August 20, 2020. Pending collaboration from both employee units,
the last day for students would be June 3, 2021, followed by a teacher workday on June 4, 2021.

Resolution No. 19-20-12
RESOLUTION OF THE GOVERNING BOARD
REGARDING THE CENSUS 2020
WHEREAS, the U.S. Census Bureau is required by Article I, Section 2 of the u.s. Constitution to
conduct an accurate count of the population every ten years; and
WHEREAS, the next enumeration will be April 1, 2020 and will be the first to rely heavily on online
responses; and
WHEREAS, the primary and perpetual challenge facing the U.S. Census Bureau is the undercount of
certain population groups; and
WHEREAS, that challenge is amplified in California, given the size of the state and the diversity of
communities; and
WHEREAS, California has a large percentage of individuals that are considered traditionally hard to
count; and
WHEREAS, these diverse cornrnunities and demographic populations are at risk of being missed in
the 2020 Census; and
WHEREAS, California receives nearly $77 billion in federal funding that relies, in part, on census
data; and
WHEREAS, a complete and accurate count of California's population is essential; and
WHEREAS, the data collected by the decennial Census determines the number of seats each state has
in the U.S. House of Representatives and is used to distribute billions of dollars in federal funds to state
and local governments; and
WHEREAS, the data is also used in the redistricting of state legislatures, county boards of supervisors
and city councils; and
WHEREAS, the decennial census is a massive undertaking that requires cross-sector collaboration and
partnership in order to achieve a complete and accurate count; and
WHEREAS, California's leaders have dedicated a historic amount of funding and resources to ensure
every Californian is counted once, only once and in the right place; and
WHEREAS, this includes coordination between tribal, city, county, state governments, community-
based organizations, education, and many more; and
WHEREAS, U.S. Census Bureau is facing several challenges with Census 2020, including constrained
fiscal environment, rapidly changing use of technology, declining response rates, increasingly diverse
and mobile population, thus support from partners and stakeholders is critical; and

WHEREAS, California is kicking-off its outreach and engagement efforts in April 2019 for the 2020
Census; and
WHEREAS, the Fillmore Unified School District in partnership with other local governments, the
State, businesses, schools, and community organizations, is committed to robust outreach and
communication strategies, focusing on reaching the hardest-to-count individuals;
NOW, THEREFORE, BE IT RESOLVED, the Fillmore Unified School District recognizes the
importance of the 2020 U.S. Census and supports helping to ensure a complete, fair, and accurate count
of all Californians.

Approve Change of Mountain Vista School Boundaries
Comrnencing January 1, 2020, Education Code 8236.3 allows a provider operating a state
preschool program within the attendance boundary of a public school where at least 80 percent of
the enrolled pupils are eligible for free or reduced-price meals to enroll four-year-old children
based on priorities established. After the priorities are exhausted, any remaining slots may be open
for enrollment of any families not otherwise eligible.
Staff is requesting a boundary change to include Sespe and Sierra sites in the Mountain Vista
Elementary School Boundary per the attached revised map, retroactive to July 1, 2019. Student
enrollment will not be affected by this change. This boundary change will allow additional
families to be eligible for the preschool programs operated at Sespe and Sierra.
