Introduction During recent years flooding events, the timber bridge in this project has deteriorated

significantly in those years. Stantec Engineering completed an engineered report of the

bridge that included necessary improvements and recommendations. After reviewing

the report, and discussing further, it was deemed that the bridge could not be replaced

with another bridge due to financial constraints. The decision to replace the bridge with

3 culverts became financially more feasible. Additionally, 3 culverts were installed just

south of the exiting bridge back in 2017. These culverts assist in the overflow of water

that cannot make its way through the bridge and spills overland.

Scope of Work The work to be done under this Contract shall consist of the removal of an existing

timber bridge structure on RD 129W, 1.5 miles north of PTH 2 and replacing it with 3

culverts. The works shall be constructed in accordance with the terms and conditions

described below and as per the Water Control Works License No 18-WCW-0680 and

DFO Letter of Advice- 18-HCAA-01468.

All work is to follow the guidelines of the Government of Manitoba Standard

Construction Specifications

1.0 Demolition of Existing Structure

1.1 Remove bridge structure including concrete/wood abutments, wooden piles,

guard rails, guard rail posts and wooden deck.

1.2 Wooden piles to be removed from creek bed. Voided holes to be filled with

granular backfill mixed with bentonite chips.

1.3 Clean up and haul away all debris to the MWM Environmental Landfill.

1.4 Concrete is to be broken up and hauled away to MWM Environmental

Landfill located on RD 47N, 1.5 miles east of PR 250. No rebar is to be exposed

or attached to concrete.

1.5 Clean concrete (no rebar or other metals) may not be used as rip rap

material. Excess clean concrete to be hauled to the Municipal Stockpile

located on RD 121W north of PTH 2 (west of Airport).

1.6 Guard rails, guard rail posts, and all other salvageable material will be hauled

to a designated site in the Town of Souris.

2.0 Dewatering/Erosion and Sediment Control

2.1 The bottom of the excavation shall be maintained in a condition to permit

the proper installation of the pipe. The installed pipe shall not be used as a

drain. The contractor shall provide at his own expense, all portable

dewatering equipment to drain the excavation.

2.2 Prior to construction the Contractor shall submit his proposed methods for

controlling erosion and runoff to the Manager of Public Works.

2.3 Abide by the Department of Fisheries and Oceans guidelines and

requirements when working near water.

3.0 Installation of Culverts

3.1 Prepare, excavate and grade culvert location for installation of 3x2400mm x

28mm diameter CSP at a length of 27m each (total of 60m).

3.2 Each culvert will be one length of 27m. No couplers are needed. A minimum

of 1m separation is required between culverts.

3.3 Culverts inverts are to be set at creek bed bottom.

3.4 Granular/culvert backfill in 150mm lifts will be used as bedding material for

the entire length of the culvert installation to depth of 1.2m.

3.5 Backfill around the culverts in150mm lifts. Sufficient head cover over the top

of the pipe crown is required on the road way.

3.6 All Granular/culvert backfill is to be mechanically compacted to a minimum

of 95% AASHTO Standard Dry Density. Water jetting will be the preferred

method of compaction. “Bucket” or “track” compacting is an

unacceptable method.

3.7 Backfill the remaining excavation with the excavated material or similar

material (clay) and compact.

3.8 Backfill shall be placed and compacted in uniform layers until the

embankment has been constructed to a minimum height of 1m above the

top of the culvert so that normal grading equipment can operate without

distorting the culvert.

4.0 Rip Rap and Slope Grade

4.1 Non-woven armtec cc6 Geotextile fabric to be placed on side slopes at pipe

inlet and outlet to provide stabilization.

4.2 Non-woven armtec Geotextile fabric to be placed at riverbanks at pipe inlet

and outlet to provide stabilization.

4.3 Rip rap to be placed on 200mm pit run granular material.

4.4 Place Median 300mm-450mm rip rap a minimum of 8m downstream and 8m

upstream of the culvert ends. This includes around the ends of the culverts.

4.5 Ditch slope shall be a minimum of 3:1 in the excavation area and around

culverts.

4.6 Straw blanket, Black dirt and seed mixture shall be spread on the ditch slopes

and blended in to the existing ditch slope.

5.0 Restoration and Clean Up

5.1 The road width shall be a minimum of 7.3m (24’).

5.2 Restore all disturbed areas prior to demobilization. These areas are to be

brought to pre-construction condition.

5.3 The road top shall be covered with traffic gravel.

6.0 Contractor to Provide

6.1 Agrees to provide all labour, fuel, equipment, tools and haul materials to

remove the timber bridge structure.

6.2 Agrees to provide all labour, fuel, equipment, tools and materials necessary

to perform the installation of culverts in accordance with the Tender

documents.

6.3 All labour, equipment and material for dewatering/erosion and sediment

control.

6.4 All labour, equipment and material to install silt fencing as required to protect

the water course, or as directed by Manager of Public Works.

6.5 All necessary utility locates for work area.

7.0 Materials provided by the Municipality of Souris-Glenwood

7.1 3-2400mm x 2.8mm x27m culverts

7.2 Temporary measures for traffic control are available for use by the

contractor. Including signs, barricades etc.

Souris-Glenwood to award the contract on, or about October 9th, 2019. The

commencement date will be after October 15th, 2019 to avoid critical fisheries time

periods. The contractor shall complete the entire project in accordance with the

information contained within the tender. The contractor shall complete all work in a

good and workman like manner prior to October 31st, 2019 or freeze up.

INSURANCE AND OTHER CONDITIONS

The Contractor shall, at no cost to the Municipality, adequately insure all vehicles and

equipment used and required to perform the work. Evidence of coverage must be

provided to the Municipality prior to commencing work.

The Contractor is required to obtain Comprehensive General Public Liability coverage

with limits of not less than $2,000,000 per occurrence or incident. The policy must name

the Municipality of Souris-Glenwood as an additional insured in respect of all matters

associated to the contract and will protect the Municipality in respect of any and all

claims arising directly or indirectly as a result of the contract. Coverage must include

bodily injury, death and property damage, including loss of use thereof and shall not

have a deductible that exceeds $500.00. Prior to the Contractor beginning work for the

Municipality, a Certificate of Insurance must be provided to the Municipality. Prior to

the termination of such coverage, the Insurer must notify the Municipality of the date of

termination. Upon renewal of the policy, the Insurer will provide an updated Certificate

to the Municipality.

The Contractor shall be registered and in good standing with Worker’s Compensation

Board and provide a copy of WCB registration number with Tender submission.

The Contractor shall ensure that he and those employed by him follow Provincial

and/or Federal requirements for Safety & Health practices and that any required

protective equipment is provided and utilized at all times.

BIDDERS TO INVESTIGATE

Bidders must satisfy themselves by personal examination of the site and by such other

means, as they may prefer, as to the actual conditions and requirements of the work.

This Invitation to Tender does not commit the Municipality of Souris-Glenwood to award

or pay any costs incurred by the bidder in the preparation of this tender. All costs

incurred are solely the responsibility of the bidder.

Terms of Submission

The Municipality of Souris-Glenwood reserves the right:

a) To fairly evaluate all tenders received based on the criteria specified herein, and

to add or delete criteria as we choose;

b) Reject all or part of any tender for any reason and without explanation;

c) Accept a tender that may not be the lowest cost;

d) Require clarifications, supporting information, or any other information from you

that is considered necessary to make a decision;

e) To extend the RFT deadline and notify you in writing, without explanation, of the

revised deadline;

f) Allow a proponent to change or amend their Tender with updated information

or costs, either at their initiative or by our request, if we consider it in the

Municipality of Souris-Glenwood interest to do so; and

g) To enter into negotiation with one or all bidders after close.
