    The Broadband Paradox

    Broadband communicationshave allowed the most remotelocations to connect globally

    They also linked major economic

    centers, making every workerexposed to wage and skillcompetition from every other worker in the world

    Those communities that develop strategies to takeadvantage of communications technology, adapt tothe broadband economy, develop new skills, marketboth internally and externally, and collaborate with

    others to create innovation will win in this new reality3

    Intelligent Communities

    Intelligent Communities (IC) are those towns,cities, regions, states, and nations that havedeveloped strategies to use broadband technologyas an economic and social enabler

    The Intelligent Community Forum, a globalnon-profit dedicated to promotion of IC globally,

    provides training, advocacy, and recognition CDC has incorporated a subsidiary, Intelligent

    Communities of the Ark-La-Tex, dedicated todevelopment of IC principals throughout the

    regionincluding all of CERTs coverage area4

    Intelligent Community Forum (ICF)

    Created in 2001 to study the economic and socialdevelopment of the 21st century community

    Three major objectives:

    1. Identify and explain the emergence of thebroadband economy and its impact locally

    2. Research and share best practices in adapting tothe changing economic environment and positioningtheir citizens and businesses to prosper

    3. Celebrate the achievements of communities thathave overcome challenges to claim a place in theeconomy of the 21st century

    Intelligent Community Indicators

    The Intelligent Community Forum has identifiedfive key indicators of successful IC development:

    1. Broadband Connectivity

    2. Knowledge Workforce 3. Digital Inclusion

    4. Innovation

    5. Marketing and Advocacy

    These provide a framework and assessment ascommunities work to build prosperous localeconomies in a global broadband economy

    How Does IC Work in Real World?

    Four Practical examples of IC implementation1. Endhoven, NetherlandsA rural formermanufacturing hub, established brainportcollaboration, increased start-ups by 400%, and

    created 55,000 new jobs in last 10 years2. Dublin, OHIdentified dark fiber to attracttechnology companies and power a businessaccelerator, which has created over 500 job3. Dundee, ScotlandInvested in e-business training,

    from 2004-2009, wages increase above the nationalaverage, in 2009, job creation rose 5%

    4. Dakota Co., MNRural county, implementedretraining in ICT, remote data center attraction, 8%

    growth in IT jobs7

    Intelligent Communities of the

    Ark-La-Tex, Inc. (ICALT)

    501c3s chartered in three states by CDC in 2008 toaddress the Broadband Paradox in the Ark-La-Tex

    ICALT has established a strong relationship and newpartnership with the Intelligent Community Forum

    Working with ICF to develop a Certification Program, thefirst anywhere, that may be adopted by ICF globally

    Led by five success teams from inter-regional areas Southwest Arkansas, Central Louisiana, North Louisiana,

    Northeast Texas, and North Central Texas

    Each team will conduct a needs survey, develop its own

    strategy, and be autonomous, with ICALTs assistance8

    Knowledge Workers and WIBs

    Knowledge workers are at the heart of the ICmovementno matter what occupation, broadbandskills are, or will be, required

    Workforce Investment Boards, as public/privatepartnerships led by the private sector, are chargedwith marshalling federal, state, and local resourcesto meet current and future workforce training needs

    The 7th Planning District Workforce Consortium isleading ICALT in partnership with surrounding WIBs

    WIBs will work with school systems, institutions ofhigher learning, and industry to develop IC programs

    develop the Certified Intelligent Community (CInC)designation, the first anywhere in the world

    ICALT is actively seeking funding and resourcesfrom both public and private sources

    ICALT is not them, ICALT IS US!

    Public and Organization Support

    ICALT has the support of the Louisiana PublicService Commission, the Arkansas Public ServiceCommission, and Texas Public Utility Commission

    A resolution of support has been passed by theLouisiana Municipal Association

    The East Texas Council of Governments interestedin partnering with ICALT in the IC Initiative

    The Golden Triangle Partnership of SouthwestArkansas, several members of the Texas EconomicDevelopment Council, and the North LouisianaEconomic Partnership have all expressed support

    Summary

    We have not one, but two rare opportunities 1. For ICALT to be the first-ever multi-state, five region

    partnership initiative to become an intelligent community

    2. To be the first intelligent community to develop a

    certification program for individual communities & regions These opportunities will not only provide us with

    recognition, they will equip us with the capacity tocompete and win in the 21st century global economy

    Its still all about jobs, investment, growth!
