Reporting on The Pas By-electionFollowing each election, the Chief Electoral Officer publishes a Statement of Votes as per section 175 of The Elections Act. This report must be published within six months of the election and must include the results for each voting station.
The by-election was the result of a vacancy in the Legislative Assembly. Frank Whitehead, the member for The Pas, resigned his seat on May 16, 2014.
Pursuant to Order in Council number 95/2015, the Chief Electoral Officer issued the writ of election to the returning officer for The Pas on March 20, 2015.
The returning officer for The Pas was Delores Lathlin.
Nominations were set to close on April 6, 2015 and the by-election was directed to take place on April 21, 2015.
The boundaries of the electoral divisions were the same as in the 2011 provincial general election as established in 2008 under The Electoral Divisions Act based on the Report of the 2008 Electoral Divisions Boundaries Commission. Maps showing the electoral division boundaries and voting area boundaries are included in this report.
Voter Registration A total of 13,111 eligible voters were registered in The Pas. Of these, 88.41 per cent were placed on the voters list during enumeration, held from March 21 to April 3, 2015. During revision, 884 additional voters were registered, or 6.74 per cent of the total. An additional 247 voters, or 1.88% per cent, were sworn on to the list during advance voting, and 389 more voters, or 2.97% swore on to the list on election day.
An eligible voter must take the required oath and produce the required identification to swear on to the voters list. The following table details voter registration in The Pas for the 2015 by-election, including a comparison to the 2011 general election and the 2009 by-election:

Registered PartiesAt the time of the by-election, there were five registered political parties in the province.

NominationsNominations for the by-election closed at 1:00 p.m. on Monday, April 6 with three candidates nominated. The following tables show the nominated candidates and the registered political party which endorsed each of the candidates.

VotingElection day voting took place from 7:00 am to 8:00 pm on April 21, 2015. In addition to regular voting on election day, Manitoba voters were able to vote at advance locations, through homebound and absentee voting opportunities and at institutional voting stations.
Advance voting stations were established to allow voting before election day. During the by-elections advance voting was held from April 11 to 18, 2015.
As in all elections, homebound voting was available for voters who were unable to go to a voting station because of a disability. This method of voting was also available to the caregivers of these voters.
Any qualified voter who was away from their electoral division during advance voting and on election day could take advantage of absentee voting prior to the opening of advance voting.
The Elections Act allows for institutional or moving voting stations for health care facilities and correctional institutions.
Since June of 1995 The Elections Act provides for people to have their name and other personal information either obscured or omitted from the voters list in order to protect the voter’s personal security. There were no personal security voters during The Pas by-election.

Voter turnout for The Pas by-election was 21.04 per cent. The following table shows the total number of voters and the methods by which they voted.

Of the ballots cast in The Pas by-election, there were 10 rejected and 6 declined.
Absentee Voting — Two people used the absentee voting opportunity.
Advance Voting —Advance voting was held in 8 locations including the returning office. During advance voting 911 ballots were cast, or 33.02 per cent of the total voters.
Homebound Voting — The number of people utilizing this voting opportunity was 21 (0.76 percent of the total votes cast).
Voting in Institutions — There were two institutional mobile voting stations in use, serving voters in three communities, and three institutional voting stations.
Summary of ResultsThe following chart provides a summary of the results for The Pas by-election. The member elected was NDP candidate Amanda Lathlin. The results of the by-election did not change the standings of the parties in the Legislative Assembly.
